People don’t want to lack any of the advance features of the mobile. New mobile accessory shops are everywhere with mobiles and tablets. The limited battery life time of mobile devices and much variation in wireless connectivity, which makes the highest possible quality of service experienced by mobile users are unfeasible, made the highest demand of mobile to come down. The design of a Cloud-based novel Mobile social TV system (Cloud MoV) utilizes both PaaS (Platform-as-a-Service) and IaaS (Infrastructureas-a-Service) cloud services to offer the living-room experience of video watching to a group of mobile users. Video is encoded at server side. These videos are stored in online web hosting server. In CloudMoV, mobile users can import a live or on-demand video to watch from any video streaming site like YouTube, Vimeo, U stream etc. and invite their friends and family for watching the video concurrently. They can also chat with each other while enjoying the video. Key Words:Cloud MoV, Smart phone, IaaS, Paas, Adaptive video streaming, Cloud, Synchronization. 1.INTRODUCTION Nowadays our Laptop, Notepad & Smartphones are distributed with many microprocessor cores & GB’s of RAM’s they have high computation power than broadband cellular infrastructure has further increase the use of smartphone by comman people. Every mobile device users need the fastest technology like 3G and WIFI for fast internet access and chatting these technologies focus more on realtime video stream & online game, social application. Many mobile media application like Facebook, Twitter have large demand among users but these media application are limited battery lifetime of mobile devices and unstable connection bandwidth. Cloud computing provide low cost, scalable resource supply and power efficient mobile communication. CloudMOV effectively utilizes the cloud computing services to offer a living room experience of video watching. In CloudMOV the system effectively use of the cloud computing service like IaaS(Infrastructure-as-a- Service), Paas(Platform-as-a-Service) to provide good quality of video streaming. User can fetch on-demand or live video to watch and also can invite your family and friends for watching video. With virtually countless hardware and software possessions, the cloud can relieve of the computation and other tasks mixed up in a mobile application and may notably reduce battery using up at the mobile devices, if a proper plan is in position. The giant task for us in front is how to in fact exploit cloud services to smooth the progress of mobile applications. can also chatting with each other and watching video simultaneously. The design achieves the following Goals : 1) Encoding Flexibility:There are various video streaming device which have differently size display and various screen resolution. They support for customized media playback hardward, video playback and also support for various codec CloudMOV unloads the
