City says no water restrictions

Cape Town residents can breathe easy this summer as there will be no water restrictions during the coming months.

The announcement comes after many people questioned why the citydidn’t putwater limits in place before the busy December holidays whilst there was severe pressure on water supply.

Maycomember for water and sanitation, Zahid Badroodien, this week in a statement to TygerBurger said the decision isn’t actually made by Cape Town’s city council. Instead, the NationalDepartment of Water and Sanitation (DWS) hasthe power to decide when water restrictions are needed.

Last November, government experts took aclose look at the city’s water situation and concluded that Cape Town has enough water to get throughthe 2025/2026 hydrological year without any restrictions, says Badroodien.

This decision was based onadetailed analysis that weighed several important factors.

Officials examined how full the dams are rightnow compared to the sametime last year, looked at current rainfall patterns, and calculated howmuch water people typically use during the hotsummer months when demand peaks

After crunching all the numbers, DWS gave CapeTown the green light to continue without restrictions.

STAYWATER-WISE

Looking ahead to the new year, no restrictions are planned for these months either. However, residentsare reminded that permanentwater by-lawregulations do apply and are compulsory even when water restrictions have not been implemented.

“While there is no immediate reason for concern around Cape Town’sdam levels, everyone needs to pleasemanage their water use over the coming months to ensure that we will not needtoimplement waterrestrictions in future. Water restrictions are the last option and done to conserve water, but the likelihoodof implementing them can be prevented ifwe all use water wisely,” says Badroodien.

“The City is monitoring the water use and dam levels very closely, and decisions will depend on this coming winter’s rainfall. Restrictions will only be considered if thereisahighlikelihood that thedam levels will fall below80% on 1November 2026.

“We need to reiteratethat early proactive measures are far more effective than emergency restrictions.Heconcludes by saying the city’s dailyusage target of less than 975million litres per day was determined to mitigate the risk associated with below-averageorunpredictable rainfall during 2026, whilst also maintaining areliable watersupply.”

The Kraaifontein Wastewater Treatment Works is performing well, achieving a98% compliance rate overthe past sixmonths,City officials announced last week.

The facility, whichtreats seven million litres of wastewater every day, serves residents in Kraaifontein andDurbanville areas. It is oneof23wastewater treatment plants operated by the City of Cape Town. Mayco memberfor water andsanitation Zahid Badroodienrecently visited the plant to check on itsoperations, noting the ongoingchallenge posed by foreign objects entering the sewer system.

TREATMENTPHASEDAPPROACH

The treatmentprocess operates in several phases. Rawsewage first goes through screens to remove solid waste and grit.The water thenmovestobiological treatment tanks where helpful bacteria cleanit. Next, thewater goestosettling tankswhere remaining solids sink to the bottom while clean water risestothe top. The wateristhen disinfected in a bioreactortokill harmful germs using both chlorine and naturalsunlight in specialponds.

The plant hassix maturationponds where sunlighthelps remove diseasecausing organisms. Finally, chlorineis added as alastcleaning step before the treated water is either used for irrigation orreleased into rivers.

PLANTUPGRADES

"It wasaninteresting visit, particularly at theinlet works, where we continue to seeforeign objectssuchasrags entering thesystem via pump stations. Iwould like to remind residents to refrain from flushing these items down toilets, as they place unnecessary strain on sewerinfrastructure, pump stations and wastewatertreatment works," said Badroodien.

First commissioned in 1974, the plant has been in operation for 52 yearsand has undergone four major infrastructure upgrades in 1983, 1987, 2003 and most recently in 2013, when new inlet works were commissioned.

Theplant currently uses two screening systems, two grit removal units, one biological treatment tank, three settling tanks,and equipment to remove sludge. Fourteen permanent staff members keep the facility running.

SupportforDunoonfiredisplaced

Many individuals, organisations and businesses have come to the aid of displaced residents in Dunoonfollowing adevastating fire that destroyed hundreds of homesearlier this month, leaving thousands of people without shelter or basic belongings.

The fire, which swept through parts of the settlement on Friday 9January, was fanned by strong south-easterly windsand destroyed at least 632 homes. An estimated 2604 people were displaced, with children accounting for nearly half of those affected.

REBUILDINGEFFORTSAND ESSENTIALAIDUNDERWAY

Councillor Jonathan Mills visited Site 5 in Dunoon alongside Cape Town Mayor GeordinHill-Lewis, where they assessed rebuildingefforts and assisted with the distribution of food, nappiesand toiletries

donated by residents from across the city.

“It wasencouraging to see howactive the siteis, with residents rebuilding as quickly as theycan,” Mills said.

“While there is still alongway to go, the distribution of aid is helping to meet urgent needs,particularly around food security.”

City teams, together with Eskom, havebegun restoringbasic services, including electricity andwater through temporarystandpipes. Plansare also in place torebuild the fire-damaged wall of the nearby bus depot in away thatwill improve firefighting access to the furthest parts of thesettlement in future.

Support hasalso come from various organisations, including the Lions, Rotary andTLC, who haveassisted victims with essential suppliesand relief efforts.

“Together we can makea difference,”

TLC said in amessage of solidarity.

In neighbouring Killarney Gardens, the community has rallied to support those affected. Killarney International Raceway has openedacollection site, appealing for practical donations rather than cash. Items requested include school stationery, school shoes,blankets, bedding and basic householdappliances such as kettles and toasters.

“With the school year about to start, manychildren will return to class without uniforms, booksorstationery,” organisers said. “Theseare ourneighbours— and for some, family members.”

Therelief effort has also been bolstered by the humanitarian organisation Gift of the Givers, which has distributed over 3 500 meals to Dunoon fire victims. Their teams,supported by police, metro police, law enforcement, and disaster management personnel, are providing vital assistance to nearly 4000 residents affected by one of the largest informal settlement fires in Western Cape history. Bread donated by Wholesun Bread and jars of peanut butter have reached over 1 200 households.

Thetrauma and loss remain deeply felt as an entire section of the settlement has been wiped out.

Assessments are ongoing to determine further needs.

The Western Cape Police Excellence Awards took place on Saturday 17 January at the Century CityConference Centre, bringing together police officers, partners and stakeholders to recognise outstanding service during the 2024-'25 financial year.

Heldunder the theme “Elevating Standards, Celebrating Success”, the awards celebrate police officials, teams, partners and community structures who continue to demonstrate professionalism, consistency and commitment while working in demanding and often unpredictable environments.

RECOGNISINGCOMMITMENT

The awards were officially opened by the Provincial Police Commissioner, Lt Gen Thembisile Patekile, who reflected on the realities of policing over the past year. He acknowledged the pressuresfaced by theofficers, commended their dedication to professional and accountable service, and paid tribute to police officers who lost their life in the line of duty during the 2024-'25 financialyear. Patekile emphasised that recognising steady and reliable performanceplays acritical role in buildingsafer communities throughout the Western Cape.

Acting National Commissioner Lt Gen Tebello Mosikili commended police officers for their resilienceand dedication, noting that hard work and

commitment across all levels ofpolicing arerecognisedand valued.

Addressing the awards, she highlighted the shared responsibilitybetweenleadership andoperational members in strengthening policing outcomes, stressing the importanceof discipline, consistency and sustainedprofessionalism in daily operations.She also emphasised the need for adequately resourcedfrontline policing toensure officers are empowered to serve communities effectively.
