Covid informal settlement residents, who reside along the lake, have vowed not to move to the new structures stating that the buildings aretoo small for their families.
They are calling on the CityofCape Towntorevisethe design andmakethe structuresbigger.
At least 400 shacks are expected to be relocated as part of the plan.
Resident Ntombentle Plaatjies says she would rather stay in her current shack thanmoving into anothersmall shack. She says herfamily cannot fit inone of those shacks. āWe are afamily of five people.Itās my husband, three children and me. Iām currently living in athree-bedroom shack. Going to the newstructures islikedowngrading forme,ā saysPlaatjies, adding that the structureslack privacy.
Fellow resident BusiMolose says the structures cannot be extendeddue to a lack of space. āIād understand ifwehad big plotswhere we could extend our shacks. The structures are perfect for people who aresingle,ā shesays.
Molose states that they are prepared to be relocated, but to decent structures. She describes the structures as āa jokeā, saying theyare falling apart because they arenot used.
Bathandwa Gali, community chair, says theyare awareofthe grievances, and are organisingameeting with the Western Cape Department of Infrastructureand other relevantstakeholderstodiscuss the matter
āThe projecthas stopped since last year becausethe beneficiaries arecomplaining about the sizes of the structures andtheir complaints are valid. As leaders, we want to engage with therelevant stakeholders,

Some of the newstructures in Covidinformal settlementhavebeendamaged by the wind
including theWestern Cape Department ofInfrastructure, aboutmaking the size of the structures bigger,ā says Gali. Gali saysover 200 structures have alreadybeenbuilt, however, some were recentlydamaged by the strong winds.
WesternCapeDepartment of Infrastructurespokesperson Melt Botes says the relocation programmeisled by the Housing Development Agency (HDA)with support fromall three spheres of government (national, provincial, and local).Hesaysthe
HDA is in contact with the projectsteering committee. āThe original structure was a standard specification foremergency housing which is utilised throughoutthe country. However, due to the nature of the area (higherground open space)the wind blew these structures down. Followingthis, the teamhas revised the design to fitthe current conditions. This hasalsobeentested to ensure that the structure will stand,āhe said.
Botes says the projecthas been delayed

for two months, with the relocation scheduled for March. He said for the current phase (relocation of 400 families) the department hasallocated R34 million, which includesthe provision of waterand sanitation facilities.
āThe main aimistocomplete the 400 units with the revisedand stable design andrelocate the people residing on the dam wall. This will ensure thatthe City is abletoimplementthe restoration and fortification of the wall.ā concludesBotes.
