TfimShe Western Cape Provincial Safety Council convened on Wednesday 10 September to strengthen its approach to fighting crime and improving community safety across the province
The meeting, chaired by Premier Alan Winde, brought together a range of stakeholders including the police, municipalities, and academic institutions
The council provides strategic oversight of crime prevention efforts and promotes evidence-based decisions and innovation to address safety challenges
Opening the meeting, Winde acknowledged the ongoing struggle residents face due to high crime rates
“Our residents are feeling the impact of high crime levels more than ever before We must build stronger partnerships with a joint approach to addressing this issue,” he said

Winde praised the City of Cape Town for recently deploying 700 new metro police officers – the largest investment in personnel in a decade This includes a dedicated neighbourhood deployment for each ward in the city
The council also reviewed progress on the Western Cape Safety Plan, highlighting key focus areas:
Ongoing stakeholder consultation; Strengthening community safety forums; Pushing for greater devolution of policing powers; Addressing police underresourcing in the province; and directing more resources to high-crime areas
Council members agreed that faster implementation of the Safer Cities Cooperation Agreement – signed by the Western Cape Government, national government, the police, and the City of Cape Town – is essential
While some crime categories show modest improvements, Winde noted that many communities, especially those affected by gangsterism, are yet to feel any real difference
“There is a need to intensify crimefighting efforts, but we must also focus on preventing violence,” he added

Following the Safety Council meeting, Winde hosted a digicon discussing violence prevention strategies such as the Violence Prevention Unit (VPU), managed by the provincial Department of Health and Wellness
The VPU uses data from healthcare facilities to develop targeted interventions addressing the root causes of violence in communities
The digicon also featured a discussion on the provincial government's latest Policing Needs and Priorities (PNP) report for 2025'26 This legislated report aims to shape policing strategies and guide the allocation of resources
The province continues to face chronic underfunding despite high crime levels

The Hawks' in Gauteng are seeking any information that could assist in the case of murder of Peter Jaggers and William Raymond Petersen

The curious case of Jaggers and Petersen started early in 2024 when a cocaine consignment worth R1 billion went missing at sea Jaggers was allegedly the Colombian cartel's man in South Africa He apparently staged an elaborate scheme, including sunken ships, to give the cartel the idea that their shipment was missing and then stole the drugs
When the drugs started appearing in circulation, the Colombians realised they were duped and lured Jaggers, allegedly the head of the Terrible Josters gang, and Petersen to Johannesburg, where they were tortured and eventually killed before their bodies were dumped in a dam in the Free State

Stolen Namibian police and military weapons are arming gangsters on the Cape Flats
This is according to the Western Cape Gang Monitor quarterly report released earlier this month
It said stolen police and military weapons from that country were being trafficked to Cape Town gangs Firearms – including AK-47s and police-issue pistols – are smuggled across the border in trucks transporting fresh goods
One shipment reportedly delivered more than 100 firearms to a single gang leader
South African and Namibian police have traced at least 90 seized weapons to Namibian police stores after the first chance discovery at border patrol in 2020
Stolen AK-47s are increasingly surfacing on Cape Town’s streets at cut-rate blackmarket prices
Nine suspects, including a South African truck-company employee, were arrested in Namibia in August on charges of trafficking weapons from a military armoury “No single gang monopolises this smuggling route,” the report said, adding that an alleged illegal-abalone trader confirmed the same route was used for smuggling the seafood delicacy to Namibia, while gang members said the networks and routes also moved illegal diamonds and trafficked people

Old statistics shaping gang narratives in SA
Recent reports claiming the Western Cape is home to between 90 and 130 gangs with a combined membership of 100 000 have been debunked as outdated
According to the latest Gang Monitor by the Global Initiative Against Transnational Organised Crime (GI-TOC) the figures being circulated in South African media date back to the year 2000
Originally published in a monograph by Prof Irvin Kinnes, the statistics were drawn from police estimates more than two decades ago
A follow-up police briefing in 2001 suggested even higher numbers, but since then no official updates had been released
Despite their age these “zombie statistics” continue to resurface in news reports and even on Wikipedia, giving the false impression that they are current GI-TOC fieldwork conducted in 2018–2019 estimated that 13 of Cape Town’s most prominent gangs had nearly 72 000 members, with the Americans alone numbering more than 21 000
But the report stressed that gang structures are in constant flux, with splinter groups, youth gangs and shifting alliances making accurate head counts difficult

“Gang numbers change rapidly,” the Monitor notes
“Breakaway groups, mergers and constant recruitment drives – often targeting vulnerable children – mean figures can rise or fall within months ” Instead of relying on outdated estimates experts recommend using more reliable proxies such as murder statistics and new technologies
Police data show gang-related murders have steadily increased in recent years, while Cape Town’s ShotSpotter system – rolled out in Hanover Park, Manenberg, Lavender Hill and Nyanga – has recorded gunfire every 47 minutes on average
Although these tools provide clearer insight into levels of violence they cannot fully capture the scale of gang influence, which extends beyond shootings to extortion, drug trafficking and other crimes
The report concludes that while precise numbers may be elusive one trend is unmistakable: gangsterism in the Western Cape has grown deadlier in the past five years, leaving some communities in a state of near-constant fear

The City of Cape Town has launched South Africa's first drive-through vehicle licensing renewal facility in Brackenfell, transforming a tedious bureaucratic process into a swift, seamless experience This pioneering facility allows motorists to renew their vehicle licence discs without stepping foot outside their cars
Early trials show the entire process takes less than five minutes when paperwork is in order

The facility operates exclusively for motor vehicle licence renewals and accepts only debit and credit card payments no cash is kept on the premises

The City, acting as agents for the Road Traffic Management Corporation (RTMC), is working to extend weekday operating hours, with new times to be announced shortly Plans are already underway to explore additional drive-through locations across the city
This launch follows the City's successful rollout of its online booking system, which allows residents to schedule appointments for motor vehicle licensing and registrations, municipal account payments, general enquiries and payment arrangements
