The City of Cape Town has confirmed that its specialised Diala-Ride transport service will be realigned from Monday 8 September to focus primarily on transporting persons with severe mobility impairments to and from work. The shift, according to Rob Quintas, Mayco member for urban mobility, is a necessary response to an unsustainable financial model and an opportunity to expand access through broader, long-term transport investment
In a statement Quintas explained the reasoning behind the change, citing
spiralling operational costs and increasing demand that far exceeds the service’s original design “We agree that mobility is key to independence, dignity and participation in society,” said Quintas
“(But) the reality is that we cannot sustain an ever-expanding demand ”
The current cost per Dial-a-Ride trip averages R737, with users contributing only R22 The City subsidises each trip by approximately R515, while the Western Cape Government covers the remaining R200 This amounts to a monthly cost of roughly R31 000 to transport a single user who travels 21 days per month equating to over R370 000 per user annually
“The financial model is unsustainable The service is currently running at a deficit of nearly R1 million per month," Quintas said "We have explored multiple options in trying to secure funding from other sources, but without assistance from National Government, the City has no alternative but to align the service with the available funding ”
Dial-a-Ride was introduced in 2002 as a temporary support mechanism for working individuals with severe mobility impairments, intended to fill the gap until public transport systems became fully accessible Over time, demand expanded beyond the initial scope, including trips for education, healthcare, and social participation creating pressure on limited resources
Quintas clarified that while the City values these needs, it must prioritise livelihoods within constrained budgets
“This decision does not mean we undervalue trips for education, healthcare, or social participation,” he said “(But) within limited budgets, we must prioritise livelihoods while building the broader system of universal access "
Approximately 260 active users will be affected by the service’s return to its original mandate
Quintas emphasised the real investment lies in building a fully inclusive and accessible transport system that benefits far more people
In May, Council adopted the Universal Access Policy for Accessible Transport, which commits the City to developing a transport network where all people regardless of ability can move safely and independently The MyCiTi bus service already meets accessibility standards, and the upcoming Phase 2A will extend inclusive access to communities in Khayelitsha and Mitchells Plain
In parallel, the City is upgrading sidewalks and pedestrian crossings citywide to support children, the elderly, cyclists, and persons using mobility aids
“Even at its most stretched, Dial-a-Ride only serves a fraction of Cape Town’s residents with disabilities Most have never had access to the service,” Quintas noted
Quintas called on national government, employers, and civil society to play their part

“We were then approached by Wimpie Els, chair of the Rate Payers Association, with the idea of planting trees and possibly flower beds
"With the help of a little group of residents who were willing to donate whatever they could afford on a monthly basis, we were able to employ a gardener twice a month, buy trees, compost, and later plants We could not have achieved our goal, were it not for their financial support
“We opened a bank account in order to be accountable for the income and expenses," Dando says
They planted Pin Oaks, Yellow wood, Cape Ash, and other trees and then turned their attention to flower beds
Residents donated mainly Aloes, succulents and Fynbos and now
it is a joy to watch the sun birds, bees and butterflies enjoying the nectar from these plants
"Plants ranging from Plumbago and Agapanthus to Tulips, Cape Honeysuckle, Daisy Bushes, and Gazanias, and many more have made stunning flower beds
“My husband erected poles with wire around the beds to help keep dogs and children from damaging the flowers
“He also spends hours upon hours watering

“We asked residents for any old pots no longer in use, which have been painted and are now filled with beautiful plants
"Two ladies who appeared out of nowhere brought their dogs to the park and joined our team They not only pick up after their own dogs but also those of residents who see no need to keep the park clean
“These invaluable ladies spend hours upon hours of their spare time weeding and watering For someone who is as passionate about gardening as I am, establishing this park garden has given me endless hours of pleasure

Partnerships struck to ensure smooth entry for international arrivals at Cape Town airport
International visitors to Cape Town are set to have a much smoother arrival, thanks to a near-doubling of capacity in Cape Town International Airport's (CTIA) Border Management Authority (BMA)
A partnership the entity has with the Western Cape Government (WCG) and City of Cape Town with see a boost in the number of its immigration officers
The initiative was officially launched yesterday (Monday 18 August), with officials of all three spheres of government present
A total of 48 assistant port-control officers will be seconded by the City and WCG almost to double the processing capacity at Cape Town International
"This visionary partnership is a vote of confidence in the BMA, which

Once again, we have political leaders trying to paint a colourful picture, claiming that police have matters under control And that matters are not as bad as they look
If this is the case, why is our president not calling a family meeting to tell us what steps are being taken to stem the killings?
I fail to understand why, even during a crisis such as this, inequality is still rife

Police worked throughout the night to catch the criminals All available resources were deployed to apprehend the perpetrators

A total of 24 hours, that's all it took to get the perpetrators Yet, hijackings are a lived reality for many Capetonians
Some rape survivors are still awaiting the police to arrest the culprits Some murderers are still roaming the streets
These MPs were not told that there are no police vehicles available They were not turned away and told to provide proof of the incident They were not made to wait for hours or even treated like the perpetrator
This is the service some ordinary South Africans are met with when they set foot at some police stations
I am in no way trying to downplay what these MPs experienced It is horrific, and no one should have to go through that Isn't it time that the police and those in leadership positions sit around the table, admit that they have failed in their mandate and get back to the drawing board?
How many more mass murders should be reported on? How many more communities should live in fear?

"Plastic pollution continues to plague Cape Town’s beaches, with one small yet persistent item now in the spotlight: plastic lollipop sticks," says Zoë Prinsloo, founder of Save a Fishie
Save a Fishie has launched a campaign demanding a ban on these products, citing their dangers to marine life, seabirds, and ecosystems

environmental victories we can win,” Prinsloo stresses “If we can’t ban plastic lollipop sticks when safe alternatives are already available how can we expect to address bigger plastic challenges?”

From Melkbosstrand and Bloubergstrand to Sunset Beach and Milnerton, residents and clean-up volunteers know the scene all too well: after heavy rains or storms, plastic debris litters the shoreline Among bottle caps, polystyrene, and straws, lollipop sticks are a stubborn and recurring find
Over the years, TygerBurger has reported extensively on how these items, flushed through stormwater drains and rivers, wash ashore in large numbers after winter downpours While unsightly, the danger goes far deeper than appearance posing real threats to ocean health
“Plastic lollipop sticks are one of the most common items we collect during clean-ups,” says Prinsloo “They don’t break down, they end up in the food chain, and they’re completely unnecessary because safer alternatives already exist ”
These small plastic stems, often overlooked, are far from harmless, Prinsloo says Rigid and sharp, they can injure or choke seabirds and marine animals Over time, they fragment into microplastics that enter the food web, potentially affecting human health as well
“Every stick we find is another
reminder of how deep the plastic crisis has become,” Prinsloo says “If we cannot phase out such a simple, replaceable product, then what hope do we have for tackling the larger plastic problem?”
Unlike many environmental challenges that require new innovations or major investment, this issue has an immediate fix: paper lollipop sticks Widely available and just as effective for holding sweets, paper options are biodegradable and far less harmful
“There is absolutely no reason for plastic sticks to still be on our shelves,” Prinsloo explains “Paper sticks work perfectly, they’re affordable, and they don’t destroy the environment ”
Save a Fishie’s campaign identifies clear responsibilities for change:
.Manufacturers: Stop producing plastic-stemmed lollipops and commit to paperbased alternatives
.Retailers: Remove plastic versions from shelves and offer only sustainable choices
.Parents, Schools, and Youth Groups: Refuse to buy or distribute plastic-stemmed lollipops at events, fundraisers, or as treats
.Government: Enforce legislation banning the
manufacture and sale of plastic sticks, in line with global trends phasing out single-use plastics
