Pulp & Paper Canada’s Mill Directory is an annual snapshot of pulp, paper and board production facilities in Canada. We make every effort to list all producers and their various manufacturing sites, whether the sites are currently producing or not. To make it clear which mills are operating, we’ve added a “Status” statement to the listing (in blue type) when a mill is partially or completely shut down.
You won’t find personnel listed for closed facilities, but we continue to list the equipment, if, to the best of our knowledge, the equipment is still on site.

History:
On January 29, 2007, Abitibi-Consolidated Inc. and Bowater Incorporated announced the execution of a definitive agreement to combine in an all-stock merger of equals. On October 29, 2007, the two companies announced the completion of the transaction. The new company, AbitibiBowater Inc., produces a wide range of newsprint and commercial printing papers, maket pulp and wood products. It is the eighth largest publicity traded pulp and paper manufacturer in the world. Marketing its products in more than 80 countries, the company is also among the world’s largest recyclers of newspapers and magazines, and has more third-party certified sustainable forest land than any other company in the world. The company’s shares trade under the stock symbol ABH on both the New York Stock Exchange and the Toronto Stock Exchange.

History:
During August 1928, Mersey Paper Company Limited was incorporated and construction of a newsprint mill commenced. Commercial production began on November 27, 1929. In May 1956, the Bowater Corp. of North America Ltd. incorporated Scotian Paper Co. Ltd. to acquire the assets of the old Mersey Paper Co. Ltd. In June 1956, the name was changed back to Mersey Paper Co. Ltd. and in 1959 it was changed to Bowater Mersey Paper Co. Ltd. Application was made in September to Provincial Secretary to change the name to Bowater Mersey Paper Company Ltd. with effect on October 16, 1975 (application granted). In 1963, The Washington Post Company, Washington, D.C., purchased 49% of the common stock from Bowater Corp. of North America, now called Bowater Incorporated. Bowater Mersey amalgamated with Newsprint Shipping Services Ltd. on January 1, 1994.

Atlantic Packaging Company was formed in 1946. All outstanding shares are owned by I. Granovsky (Chairman). The company, which began as a paper bag manufacturer, began extruding polyethylene film in 1958, in 1959 began manufacturing corrugated cartons and in 1960 entered the field of gummed tape. In 1968 it started production of paper following installation of a paper mill; 1983: installed tissue mill; 1990: installed 2nd tissue mill and newsprint mill.
The company decided to close its No. 1 pulp mill in the second quarter of 2005. On September 20, 2006, the reopening of the mill was announced. Buchanan Forest Products purchased the mill from Neenah Paper.

History:
In 1986, Merfin commenced converting tissue and toweling for the commercial market. In September 1989, the first air-laid machine commenced production. In October, 1994 the converting subsidiary was moved to North Carolina, USA. In May, 1995 the second airlaid line commenced production. In April, 1996 construction began on the third air-laid line in Cork, Ireland. In 1997, the company was purchased by Buckeye Technologies of Memphis, TN.
Status: The LaSalle Paper Mill was closed at the end of 2007. The Plant is still operational

Domtar was incorporated in 1929 as Dominion Tar & Chemical Company Limited, but the organization’s roots go back a further quarter of century to 1903 as a British company and the construction of a coal tar distillation plant at Sydney, Nova Scotia. In 1961, a complex multiple-merger involving Dominion Tar, fine paper manufacturer Howard Smith Paper, newsprint maker St. Lawrence Corporation Limited and packaging specialist Hinde & Dauch Ltd. resulted in the formation of one of Canada’s first conglomerates. Domtar’s name was officially adopted in 1965. Initiatives which helped shape today’s dynamic, globally-oriented Domtar included construction during the late 1980s of the world-scale business and print-
ing paper mill at Windsor, Québec. In July 1998, Domtar Inc. acquired from George Weston Ltd. E. B. Eddy the specialty paper company. In July 2000, Ris Paper, the third largest independent paper merchant in the United States. In August 2001, four mills in the United States from Georgia-Pacific Corporation. In August 2006, Domtar signed a definitive agreement to combine with Weyerhaeuser’s fine paper business and related assets. The transaction closed on March 7, 2007.

History:
Paper production and converting operations were permanently shutdown in mid-November 2008. Pulp operations continue.
The mill site covers 240 acres beside the Thompson River. The mill first started operations in 1965. Major expansion to 1250 admt/d including 330 t/d of bleached sawdust market pulp, completed in August 1972. Fibre line upgrade in 1994 including Kamyr digester and GL&V 0~2 delig increased ‘B Mill capacity to 1000 admt/d. New sawdust digesters in 2004 increased sawdust to 340+t/d. Ownership changed in March 2007 from Weyerhaeuser Company Limited to Domtar Pulp & Paper Products Inc.

History:
The mill was first constructed in 1893. Through the years, the mill has evolved from a 15 t/d of unbleached sulphite pulp operation to its present day modern 990 t/d bleached kraft pulp. Kraft process was originally introduced as a separate line in 1960. A complete conversion to this process occurred in 1977. In 1996, the mill completed a large modernization and environmental improvement project with the start-up of new brown stock washing and screening, oxygen delignification, additional evaporator and concentrator capacity, and condensate segregation and stripping. In 1998, the mill added reverse osmosis treatment on evaporator clean condensates, and upgraded to two stage oxygen delignification. In 2000, the mill added a moving bed bioreactor on bleach plant filtrates, and upgraded one of the turbogenerators. In 2004, a new green liquor clarifier was commissioned.

History:
British Columbia Forest Products Ltd. In November 1969 announced plans to construct a 450 t/d market kraft pulp mill and a stud mill on the same site. The pulp mill began operation December 1972. BCFP was acquired by New Zealand-based Fletcher Challenge Limited in 1987. In 1996, FCCL restructured to create separate subsidiaries for pulp (FCC Pulp Operations) and southern solid wood operations (Timber West Forest Corporation), distinctly separate from the core paper business. TWFC was subsequently divested. Controlling interest in FCCL was acquired by Norske Skog in October 2000. Norske Skog in turn sold Mackenzie Pulp Operations to Pope & Talbot Ltd. in June 2001. The mill shut down in 2008 after Pope & Talbot went bankrupt. In September 2008, Worthington Properties of Edmonton purchased the mill. It was not restarted. The mill was purchased by Paper Excellence in 2010 and restarted in August of that year.

History:
The Whitecourt pulp mill began operation in 1988 as a two-line state-of-the-art BCTMP mill. It consistently ranks among the safest mills in Canada.
In February 1994, MacMillan Bloedel Ltd announced its intention to divest itself of its pulp manufacturing and marketing organizations. To facilitate this, Harmac Pacific Inc was formed. In January 1998, Pope and Talbot acquired 53% of the company’s outstanding common shares. In January 2000, Pope & Talbot increased its holdings to 60% of the company’s oustanding common shares. In January 2001, Pope & Talbot acquired the remaining outstanding shares and Harmac Pacific Inc. became Harmac Pulp Operations, a division of Pope and Talbot Ltd. The mill shut down in May 2008 after Pope & Talbot went bankrupt. In August 2008, Nanaimo Forest Products purchased the mill. About 200 Harmac workers returned to work.

A sulphite market pulp mill was built in 1962 and closed in 1998. A newsprint machine was added in 1971. In 1998 the world’s widest and fastest paper machine making supercalendered (SC-A+) paper started production. In the fall of 2004 a thermomechanical pulp plant (TMP3 line) was commissioned. After a 10 month shutdown, the mill resumed production in October 2006. The Port Hawkesbury Mill and the other mills of Stora Enso North America became part of NewPage Corporation in December, 2007. NewPage Corporation has 7,800 employees in North America, of which 570 are located at the Port Hawkesbury Mill in Nova Scotiathe only Canadian operation.

In 1983 purchased Federal Packaging and Partitions Co., Ajax, ON. In 1986 opened new plant Quebec City and Nanaimo, BC. 1988 new plant in Thunder Bay, ON and 1989 Edmonton AB. In 1990 a new plant was opened in Chicoutimi, QC. In 1991 a new partitions plant was opened in Laval, QC. Also in 1991, Newfont Corporation was acquired, including Alberta Paper Cores Limited in Whitecourt, AB, Baywood Paper Limited in Barrie, ON and Newfont Limited in Stephenville, NF. Sonoco Ltd. established a plant at Port Mellon, BC in 1990. It supplies cores to Howe Sound Pulp and Paper Limited. Joint ownership in 1991 with

The Kipawa mill was built under the direction of C.B. Thorne, by the Riordon Company, started up in 1920, acquired by CIP in 1925, and shut down in May 1972. In 1973 it was acquired by Tembec Forest Products Inc., the result of co-operative efforts of Temiscaming residents, executives and employees, and the Quebec and Canadian governments. Production recommenced on October 1, 1973.

In the mid 1960s an agreement was reached between the Manitoba Development Fund and four companies to construct and operate an integrated forest complex at The Pas, Manitoba. In January 1971, the complex was placed under receivership management by the government and began operation early in that year. History:
In 1930, the James Maclaren Company built a mill in Masson which commenced operations as a two-machine newsprint mill producing 160,000 tonnes of newsprint annually. The mill used an on-site bisulphite process and received its groundwood pulp by pipeline from a mill 6 km up the Lievre River. In 1985, the mill replaced the two original Fourdrinier machines with a twin-wire Beloit Bel-Baie III machine. In 1988, Masson completed a Phase II modernization, which increased the mill’s capacity by 30,000 t/y. In 1991, a recycle pulping facility was added to produce newsprint containing up to 20% recycled content. During 1994-1995 an activated sludge secondary treatment facility was installed. In 1997 Nexfor decided that newsprint did not fit into its long term plans and announced that the mill was for sale. In December 1998 an investment group purchased the mill with the intent of modernizing it and renamed it Papier Masson Ltée (PML). In March 1999, the board of directors approved a $150 million modernization project that included the installation of the world’s largest single line two-stage TMP plant. The TMP plant started up in July 2000 and groundwood and bisulphite pulp mills were ex-serviced. Today the mill produces approximately 250,000 t/y of high quality newsprint for its customers using 100% TMP. White Birch Paper acquired Papier Masson Ltée in 2006.
