Requests for new K-12 funding in Illinois likely to outstrip available resources

SPRINGFIELD — If advocates, stakeholders and members of the public were granted all their requests for public school funding next year, lawmakers would have to increase the state’s K-12 education budget by nearly three-quarters of a billion dollars.

That’s the approximate total of all the requests that Illinois State Board of Education officials received online and in-person during a recent series of public hearings about a proposed budget for the next fiscal year.

The total is considerably smaller than last year’s requests, which added up to more than $2.2 billion in new funding. But it is still more than what is likely to be available, given that Gov. JB Pritzker is asking most state agencies to make

plans for reducing spending by 4% in the current fiscal year in light of fiscal uncertainty at the federal level.

ISBE board members were briefed on the funding requests during their monthly meeting Thursday in Chicago.

Full EBF, categorial boost

The requests included continued funding of the statutory $350 million increase in the Evidence-Based Funding formula, or EBF. That’s a formula that lawmakers first approved in 2017 that directs new money to the most underfunded districts in the state. It also directs money for property tax relief for certain high-tax districts.

Those include costs associated with special education, transportation and school meals, to name a few, and they are typically shared on a prorated scale between the state and local districts.

Other requests included an additional $30 million to hire more special education teachers to relieve staff shortages; a $30 million increase for multilingual education, and a $60 million increase in early childhood block grants.

The list of requests included 51 categories of school spending, with increases totaling $747.9 million.

Receiving public input for funding requests is one of the first steps in developing a budget proposal for the upcoming year. In December, the board will receive another briefing about the state’s financial condition from the Commission on Government Forecasting and Accountability, the fiscal staff of the General Assembly.

ICC slashes Nicor, Ameren proposed gas rate hikes by over 40%

CHICAGO — The Illinois Commerce Commission Wednesday sharply cut rate increases proposed by Nicor Gas and Ameren Illinois, slowing the speed of rising energy bills for customers in much of the state.

Instead of approving the full $314 million requested by Nicor and $129 million requested by Ameren, the ICC cut 47% and 43% from the requests, respectively.

As a result, the ICC approved a rate increase of $168 million for Nicor and $73 million for Ameren Illinois.

In a news release after the ruling in Chicago, ICC Chairman Doug Scott said the decision was made after careful review to approve only “necessary and justified” projects while striking “excess” spending.

“The ICC’s responsibility is to balance the interests of Illinois’ utilities and their customers,” Scott said in the release. “We recognize that any decision impacting Illinoisians’ bills is not a small one.”

Nicor, the largest gas utility in the state, serves 2.3 million customers in northern Illinois and the Chicago suburbs. In January, Nicor originally requested a $309 million rate increase that was estimated by the company to raise typical residential bills by about $7.50 per month, or about 9%.

At the time, the request was the largest in state history before it was amended up to the $314 million amount.

In a statement released after Wednesday’s decision, Nicor estimated that typical residential customers would see an increase of less than $4.25 monthly, or less than 5% annually.

Ameren, which provides natural gas delivery to approximately 816,000 customers in central and southern Illinois, filed in January for a $134 million rate increase that a spokesperson said would increase typical residential bills by about $9.09 per month, an 11.9% increase.

Ameren spokesperson Ellie Leonard said in an email to Capitol News Illinois that Ameren was still reviewing the ICC’s order and running calculations to determine the rate impact to consumers.

Infrastructure upgrades, repairs

The companies said the increase was needed to fund replacements or retirements of aging infrastructure for gas transmission lines and upgrades to gas storage facilities.

“As we enter the winter season, the safety and vitality of our 800,000 residen-

tial, public sector and business customers depends on our ability to deliver natural gas on the coldest of days without interruption,” Brad Kloeppel, Ameren gas operations and technical services senior director, said in a statement.

The Ameren statement also touted use of underground storage facilities which allow Ameren to purchase gas in the summer when prices are typically lower and deliver it to customers at a stable price during the winter heating season.

But consumer advocates say all the upgrades are not necessary, or at least not now.

Abe Scarr, director of the Illinois Policy Interest Research Group, or Illinois PIRG, said Nicor has a system that operates safely and well overall. Investing in major infrastructure updates now, he said, does not necessarily make sense for consumers.

“It makes a big difference if you invest in a new pipeline in 2020 versus 2025, and it makes a big impact on consumers and consumer rates,” Scarr said. “So, it’s not only a question of ‘Is this investment reasonable or prudent at all?’ It’s also, ‘Does it need to be made now?’”

While consumer and environmental advocates applauded the ICC’s decision to minimize rate increases, some said any amount was still too high after repeated steep rate increases over the past decade.

According to Illinois PIRG, this is the fifth increase for Nicor since 2017 and the fourth for Ameren since 2018.

“With this increase, Nicor’s rates will have risen by 137% since 2017 and Ameren’s by 70% since 2018,” Scarr said in a statement.

The Citizens Utility Board, a nonprofit Illinois utility watchdog group, contrasted the costs for consumers with the utilities’ growing profits over the same periods.

“It’s beyond troubling that a corporation getting so fat on its own prosperity continues to demand ever greater financial sacrifices from its customers,” CUB Director of Communications Jim Chilsen said of Nicor in a statement. He released a similar statement regarding Ameren.

In recent years, however, the ICC has proven more willing to diminish rate requests. In November 2023, it slashed rate increase requests by Ameren, Nicor and two other Chicago-area gas utilities by 25-50%. The following month, it rejected a pair of grid plans from electric utilities Commonwealth Edison and Ameren Illinois citing significant shortcomings and transparency concerns.

Meeting clean energy goals

While advocates had mixed responses to the rate case decisions, they found other items to celebrate in the ICC’s nearly 400-page rulings.

The ICC discontinued a Nicor pilot program called TotalGreen, which had offered customers the option to pay a premium for carbon offsets and “renewable natural gas” credits. Nicor had sought to make the program permanent. Of Nicor’s 2.3 million customers, only 238 had enrolled in TotalGreen after three years of operation, according to testimony submitted by the Environmental Law & Policy Center, a Midwest-focused environmental legal advocacy organization. The ELPC’s analysis found that Nicor spent $2,429 per customer for a program with less than 0.01% customer participation.

While Nicor has not proposed charging customers to cover the cost of that program, Scarr said there are more efficient ways to meet decarbonization goals. He pointed to Nicor’s energy efficiency program.

“That (energy efficiency program) has saved way more emissions than this TotalGreen program by reducing energy use in gas consumption in the first place by making homes more efficient,” Scarr said. “That is a much better value proposition for Nicor customers.”

The ICC also rejected a proposal by Ameren to capture biomethane gas released as organic material such as livestock manure, food waste and sewage break down. Ameren sought to capture that gas and refine it into pipeline-quality gas to be used as an alternative energy source, reducing the amount of unburned methane gas going into the atmosphere.

However, the ICC found that Ameren did not prove the project would reduce carbon emissions in a cost-effective way.

Environmental advocates applauded the Commission’s rejection of what Scarr called “false solutions.”

“The Commission’s order makes meaningful progress on energy affordability and climate progress,” Curt Stokes, senior attorney at the Environmental Defense Fund said in a statement.

“Just as importantly, it set strong guardrails that push utilities to pursue cleaner, more affordable alternatives instead of doubling down on yesterday’s gas infrastructure.”

In Geneva, US and Ukraine officials report progress on ending Russia’s war but offer few specifics

GENEVA (AP) — Top U.S. and Ukrainian officials said Sunday they’d made progress toward ending the Russia-Ukraine war but provided scant details after discussing the American proposal to achieve peace that has sparked concerns among many of Washington’s European allies that the plan is too conciliatory to Moscow.

U.S. Secretary of State Marco Rubio said high-stakes talks in Geneva were “very worthwhile” and constituted the most productive day in “a very long time.”

“I feel very optimistic that we can get something done,” Rubio said.

But he offered very little information on what was discussed. He also downplayed a Thursday deadline set by President Donald Trump for Ukraine to respond to the plan, saying simply that officials want to see fighting stop as soon as possible and that officials could keep negotiating Monday and beyond. He said that higher-level officials may eventually have to get involved.

“This is a very delicate moment,” Rubio said of what still needed to be worked out. “Some of it is semantics, or language. Others require higher-level decisions and consultations. Others, I think, just need more time to work through.”

The 28-point blueprint drawn up by the U.S. to end the nearly four-year war has sparked alarm in Kyiv and European capitals. Ukrainian President Volodymyr Zelenskyy has said his country could face a stark choice between standing up for its sovereign rights and preserving the American support it needs.

The Ukrainian leader has vowed that his people “will always defend” their home.

The proposal acquiesces to many Russian demands that Zelenskyy has categorically rejected on dozens of occasions, including giving up large pieces of territory.

In a subsequent statement Sunday night, the White House said the Ukrainian delegation “affirmed that all of their principal concerns — security guarantees, long-term economic development, infrastructure protection, freedom of navigation, and political sovereignty — were thoroughly addressed during the

meeting.”

It added that the Ukrainians “expressed appreciation for the structured approach taken to incorporate their feedback into each component of the emerging settlement framework.” The White House said changes made to the proposal now reflect “their national interests” and provide “credible and enforceable mechanisms to safeguard Ukraine’s security in both the near and long term.”

But language of such positive steps came only after concerns about the original, Trump-endorsed deal intensified. A bipartisan group of U.S. senators said Rubio told them Saturday that the plan had originated with Russia and was actually a “wish list” for Moscow, rather than a serious push for peace.

German Chancellor Friedrich Merz said that he’d spoken to Trump and made clear there were some parts of the plans key European nations could agree on but others where they could not.

“I told him that we are fully in line with Ukraine, that the sovereignty of this country must not be jeopardized,” Merz said in an interview with DW.

Rubio touts progress on talks, saying efforts will continue

Rubio called the U.S. proposal a “living breathing document” that would continue changing. He also made, clear though, that any final product — once it’s ready — will still have to be presented to Moscow: “obviously, the Russians get a vote here.”

The head of the Ukrainian delegation, presidential chief of staff Andrii Yermak, said of the talks, “We have made very good progress and are moving forward to a just and lasting peace,” he said.

The rosy assessment of what was discussed defied Trump himself. Before talks began, the president blasted Ukraine for a lack of gratitude for U.S. military assistance while shying away from criticizing Russia.

Trump has set a Thursday deadline for Ukraine to respond to the plan but also suggested it could slide if there was proof of real progress. He also said that the plan was not his final offer — without offering further details on what that meant.

“UKRAINE ‘LEADERSHIP’ HAS EXPRESSED ZERO GRATITUDE FOR OUR EFFORTS, AND EUROPE CONTINUES TO BUY OIL FROM RUSSIA,” Trump posted

on his social media site Sunday morning.

After Trump’s post, Zelenskyy cheered U.S.-led efforts on security while also stressing that “the crux of the entire diplomatic situation is that it was Russia, and only Russia, that started this war.”

“Ukraine is grateful to the United States, to every American heart, and personally to President Trump,” Zelenskyy wrote in a post on Telegram, adding, “We thank everyone in Europe.”

“It is important not to forget the main goal – to stop Russia’s war and prevent it from ever igniting again,” he added.

Ukraine and allies have ruled out territorial concessions

Before convening with U.S. officials, Yermak and his team also met with national security advisers from the U.K., France and Germany. The allies have rallied around Kyiv in a push to revise the plan.

Alice Rufo, France’s minister delegate at the Defense Ministry, told broadcaster France Info before the talks began that key points of discussion would include the plan’s restrictions on the Ukrainian army, which she described as “a limitation on its sovereignty.”

“Ukraine must be able to defend itself,” she said. “Russia wants war and waged war many times in fact over the past years.”

On Sunday, Zelenskyy said that there was an understanding the U.S. would take into account “a number of elements” in a peace deal that are important for Ukraine, but did not elaborate further.

“There have already been brief reports from the team about the results of the first meetings and conversations,” he said. “There is now an understanding that the American proposals may take into account a number of elements based on the Ukrainian vision and are critically important for Ukraine’s national interests.”

Rubio’s reported comments cause confusion

Polish Prime Minister Donald Tusk said Sunday that Warsaw was ready to work on the plan with the leaders of Europe, Canada and Japan, but also said that it “would be good to know for sure who is the author of the plan and where was it created.”

Some U.S. lawmakers said Saturday that Rubio had described the plan as a Russian “wish list” rather than a Washington-led proposal. A U.S. State Department spokesperson said that account was “blatantly false.” On his way to Geneva, Rubio then took the extraordinary step of suggesting online that the senators were mistaken, even though they said he was their source for the information.

The issue was still causing a stir on Sunday.

The top Democrat on the U.S. Senate Intelligence Committee, Sen. Mark Warner, told ABC’s “This Week” that the peace plan appeared to be “almost a series of Russian talking points,” had made Europeans “feel like they’ve been totally left high and dry” and had led to “ferocious pushback.”

Turkish leader plans talk with Putin

Turkish President Recep Tayyip Erdogan announced that he would hold a phone call with Russian President Vladimir Putin on Monday. He said he would talk to Putin about reviving a previous deal from July 2022 that allowed Ukraine to safely ship exports of grain via the Black Sea.

The agreement stayed in place until the following year, when Putin refused to extend it, saying that a parallel agreement promising to remove obstacles to Russian exports of food and fertilizer hadn’t been honored.

“We had a grain corridor endeavor to open the path to peace,” Erdogan said, “Unfortunately we were only partially able to succeed. Tomorrow I will be asking Putin to revisit the endeavor.”

Erdogan’s new diplomatic push comes just days after he met with Zelenskyy in Ankara.

I received my first seed catalog of the season this week, signaling that winter garden planning has officially begun. Though the 2025 garden has barely ended, many northern Illinois gardeners turn right around and start circling and dog-earing pages of these catalogs with visions of what they want to grow or replace in 2026. These catalogs serve as practical tools, helping compare varieties, organize ideas, and make clear decisions before spring work begins.

December is a good time to look back at what went well in your garden and what you’d like to adjust. Seed catalogs list essential details such as days to maturity

(when you can expect to harvest), plant height, yield potential, and disease resistance. This information helps you select varieties suited to your available space, sunlight, and soil conditions. It also makes it easier to find options for raised beds, containers, or small yards where compact or early-maturing plants tend to perform best.

Because in-demand seeds often sell out early–especially tomatoes, peppers, herbs, and certain flowers–ordering ahead can ensure you get what you want. Creating a simple garden sketch can make browsing more efficient. Note your bed sizes, sun exposure, and what you plan to grow.

A common question is whether you need to buy new seeds every year. In many

catalogs arrive:

cases, you don’t. Most seeds stay viable for several seasons if stored correctly. A cool, dry, dark location–such as a sealed container in a drawer–helps maintain germination rates. Some seeds, like onions, parsley, and parsnips, lose vigor quickly, but many others last for years. Checking dates and testing older seeds can help you decide what to keep and what to replace.

Each year, I try at least one new vegetable. For 2026, I plan to grow fennel— something I haven’t started from seed before. Seed catalogs make it easier to compare varieties, look for traits like bolt resistance, and determine whether a crop is a good fit for your garden’s conditions. Keep in mind that attractive

varieties don’t always perform well. Some may taste bland or take too many days to mature for your region.

Once seeds arrive, don’t overlook the seed packets themselves. They include planting depth, spacing, and germination timelines–details that become your quick-reference guide throughout the season.

With catalogs beginning to arrive, now is a good time to make practical, informed choices for the year ahead. By using catalogs as planning tools rather than impulse invitations, you can set yourself up for a productive and well-managed garden in 2026.

($537,286.00) or so much thereof as is possible must be raised by taxes for all corporate purposes for the fiscal year commencing May 1, 2025, and ending April 30, 2026, including:

• Seventy-Three Thousand Three Hundred Eighty-Six Dollars ($73,386.00) which constitutes a tort fund tax levy

• Two Thousand Nine Hundred Forty-Four Dollars ($2,944.00) which constitutes a special audit fund tax levy

• Two Hundred Thirty-Five Thousand Five Hundred Forty Dollars ($235,540.00) which constitutes an ambulance fund tax levy

• Forty-Eight Thousand Seven Hundred Fifty-Eight Dollars ($48,758.00) which constitutes a rescue tax levy

The sum of Five Hundred Thirty-Seven Thousand Two Hundred Eight-Six Dollars ($537,286.00) shall constitute the levy for all corporate purposes of the said District on the equalized or assessed value of the taxable property of said District for the year 2025.

SECTION 2. There be and there is hereby assessed for all Corporate Purposes within the NEW MILFORD FIRE PROTECTION DISTRICT of Winnebago County and Ogle County, Illinois, for the fiscal year commencing May 1, 2025, and ending April 30, 2026, the total sum of Five Hundred Thirty-Seven Thousand Two Hundred EightSix Dollars ($537,286.00) upon all property subject to taxation within the said NEW MILFORD FIRE PROTECTION DISTRICT as the same is assessed and equalized for State and County purposes for the current year.

SECTION 3. Said tax so levied and assessed as aforesaid be collected and enforced in the same manner and by the same officer as the State and County Taxes, and be paid over by the same officer so collecting the same to the Treasurer of the said NEW MILFORD FIRE PROTECTION DISTRICT of Winnebago County and Ogle County, Illinois, as provided by law.

SECTION 4. This Ordinance, not imposing any penalty and not making any appropriation of funds, shall take effect and be in force from and after its passage and approval, and the Secretary of the NEW MILFORD FIRE PROTECTION DISTRICT shall cause the same to be published in the Rock River Times and Oregon Tempo once and shall forthwith make and file with the County Clerk of Winnebago County, Illinois, and the County Clerk of Ogle County, Illinois, a certified copy of this Ordinance and that the County Clerk of Winnebago County, Illinois, and the County Clerk of the Ogle County, Illinois, are hereby requested to ascertain

the tax rate required to produce the sum of Five Hundred Thirty-Seven Thousand Two Hundred Eight-Six Dollars ($537,286.00) as provided by law, or as much thereof as may be extended by law, as the Corporate Tax of said District for 2025.
