Illinois higher education board seeks 4.6% budget increase for next fiscal year

Request comes as Pritzker announces cuts to current year’s budget

SPRINGFIELD — The board that governs higher education in Illinois voted Wednesday to request $2.7 billion in general revenue funding next year, an increase of $121.6 million, or 4.6%, over the amount lawmakers approved for the current fiscal year.

But that request came at the same time Gov. JB Pritzker announced he was reducing this year’s higher education budget by $30.5 million. That included an announcement that he would not release $29.5 million in higher education funding that lawmakers gave him the power to hold in reserve last May when they approved the current-year budget.

The move is part of an overall $481.6 million reduction in state agency spending authority Pritzker ordered to address what he called “ongoing economic uncertainty driven by the Trump administration.”

“We expect that most agencies will not see their funding requests fulfilled – and continued fiscal management in Fiscal Year 2026 will help ensure the ability of the State Agencies to face the challenges expected over the next few years,” the governor’s budget director, Alexis Sturm, said in a letter announcing the reductions.

Both the budget request and Pritzker’s announcement came as disappointing news to union officials who have been urging the IBHE to pressure the administration into releasing the funds that have been held back this year.

“The Illinois Board of Higher Education has failed students and working families once again,” University Professionals of Illinois president John Miller said in a statement. “At a time when Illinois students and families are struggling desperately to afford a university education, the Board’s FY 27 budget recommendation today guarantees even higher tuition and fees and more student debt.”

But IBHE officials defended the request, saying it calls for investments to make higher education affordable for students in Illinois while recognizing the fiscal

constraints facing the state.

“The Board has approved a recommended budget for fiscal year 2027 that takes into account the state’s fiscal projections, the fiscal realities of our institutions and our students and families along with the work needed to close equity gaps,” IBHE chairman Pranav Kothari said in a statement. “Even in tight budget years, we must continue to prioritize higher education in Illinois.”

Budget request highlights

Overall, IBHE’s budget request includes a $39.6 million, or 3%, general funds increase in operating funds for state universities and a $10.1 million increase, or 2.4%, for community colleges.

The proposed budget calls for a $50 million increase in the Monetary Award Program, or MAP grants, the state’s primary need-based student financial aid program. That would bring total MAP funding next year to $771.6 million.

It also calls for a $5 million increase in AIM HIGH grant funding, which would bring that program’s total funding to $55 million. AIM HIGH is a scholarship program that is both need- and merit-based.

According to IBHE, during the 2024-25 academic year, nearly 80% of Illinois students who qualified for Pell grants — the federal government’s primary need-based financial aid program — were able to attend public universities tuition- and fee-free as a result of recent funding increases to the MAP and AIM HIGH grant programs.

“Increased investments to the MAP and AIM HIGH grant programs throughout the last several fiscal years have made our public institutions more affordable for students, and this budget recommends increased investment in both programs.”

IBHE Executive Director Ginger Ostro said in a statement.

Equity issues

Within the proposed budget for state universities, IBHE is requesting a $38.3 million increase in general operating funds, or about 3% over this year’s approved funding.

But the board is also recommending, as it has the last few years, that money be distributed under a formula that would

prioritize institutions that serve more low- and moderate-income students who qualify for federal Pell grants.

How Illinois distributes its funding among the state’s 12 public universities has been a subject of strenuous debate in recent years.

Last year, the Illinois Commission on Equitable Public University Funding proposed legislation to overhaul the state’s higher education funding system and replace it with a formula similar to the Evidence-Based Funding formula used for K-12 education.

That new formula would establish adequacy targets for each institution and give priority in new funding to those schools that are furthest away from their adequacy target.

Lawmakers held hearings on that proposal during the 2025 session. And while IBHE took no official position on it, the bill stalled in a Senate committee, mainly due to opposition from the state’s largest institution, the University of Illinois Urbana-Champaign.

Robin Steans, executive director of the education advocacy group Advance Illinois and a vocal advocate of the funding overhaul, said in an interview that IBHE’s proposal to distribute new money according to a formula based on student demographics would be a significant step in the right direction.

Steans said IBHE has not taken an official position on the Adequate and Equitable Funding proposal.

“But I think they are speaking with their feet that they believe that we need to be on a path, and that that path needs to include equity,” she said. IBHE’s budget proposal will be forwarded to Pritzker and the General Assembly for consideration as they put together a state budget for the upcoming fiscal year. Pritzker is scheduled to deliver his overall budget plan to lawmakers on Wednesday, Feb. 18.

Ethnic Heritage Museum

Each year, the African-American Gallery of the Ethnic Heritage Museum starts the new year with an exciting new exhibit highlighting black history. This year’s Black History Month exhibit will showcase the history of how the black community voted. The exhibit will be unveiled on Sunday, February 1st from 2:00-4:00 p.m.  The exhibit will run until the end of April.

The “We Voted” exhibit highlights local African-Americans that were elected to political office over the years. The exhibit also showcases, the successful and unsuccessful, national campaigns of members on both sides of the aisle. This exhibit examines their efforts to represent us through their campaign material. A must see are the campaign buttons from Presidents Hoover and Eisenhower. On display is the President Obama quilt made in part by students from Booker Washington Community Center in 2010. Former alderman Victory Bell will be on hand to sign his new book, “Life and trials of Victory Bell: Striving to make a positive difference.” Bell is the first African-American elected to office in Rockford. He is also the longest serving alderman in U.S history.

At 3:00, Jean Lythgoe will give a presentation on “African-Americans in Rockford politics.” Jean recently retired

from Rockford Public Library, where she worked most recently in the Local History Room.

The League of Women Voters will have a registration table from 2:00-4:00 pm to register new voters and answer questions.

The Graham-Ginestra House will feature a “House in Morning” exhibit. Businessman and early alderman Freeman Graham, who built the house in 1857, died in the upstairs bedroom after a brief illness in 1896. As was the custom, his casket was placed in the parlor of the home. The casket and mirrors were draped with black fabric during this mourning period.

The Heritage Museum Park is a historical campus containing the Ethnic Heritage Museum and Graham-Ginestra House. The Ethnic Heritage Museum is a museum and cultural center, featuring six ethnic galleries: African American, Hispanic, Irish, Italian, Lithuanian and Polish.

The Graham-Ginestra House was Rockford’s first commissioned historic landmark and is on the National Register of Historic Places.

State high court rejects challenge to wind-generated transmission line

SPRINGFIELD — Developers of a proposed massive transmission line that would bring wind-generated electricity from western Kansas to Illinois and other Midwest states cleared a legal hurdle Friday when the Illinois Supreme Court rejected a challenge to their state permit.

In a 6-0 ruling, the court said Grain Belt Express LLC, also known as GBX, had met its duty under the state’s 2021 Climate and Equitable Jobs Act to show it could finance the project “without significant adverse financial consequences for the utility or its customers.”

The court made that ruling despite a decision by the Trump administration last summer to cancel a $4.9 billion federal loan guarantee that had previously been approved by the Biden administration to finance the first phase of construction of the power line across Kansas and Missouri.

That loan would have been just one part of a complex financing package that also includes private funding from multiple sources.

Friday’s decision reverses a 2024 ruling by the 5th District Court of Appeals, which said the Illinois Commerce Commission erred when it originally granted a permit, known as a “certificate of public convenience and necessity,” To GBX.“Proof of GBX’s current and present financial capability was not a condition precedent to the issuance of the CPCN,” the court said in an opinion written by Justice Mary K. O’Brien. “Instead, evidence of the industry’s method of financing the construction of large-scale energy projects, along with unrefuted evidence that such projects do not generate revenue until regulatory permits are issued and customer contracts are executed, supports the ICC’s decision to issue a CPCN to GBX.”

The project, which has been in the planning stages for years, calls for an 800-mile high-voltage direct current line that would stretch from western Kansas, across Missouri and through nine counties in Illinois, ending in Indiana, where it would connect to the MISO and PJM regional power grids.

In 2018, the Supreme Court overturned an ICC decision to grant a permit to build and operate the Illinois portion of the project, saying the company did not meet what was then the state’s definition of a public utility.

Three years later, state lawmakers addressed that issue with passage of the Climate and Equitable Jobs Act, or CEJA,

a far-reaching plan to incentivize development of renewable energy in Illinois, with the goal of transitioning the state to 100% carbon-free electricity by 2045.

That act contained a provision specifically designed for Grain Belt Express that allowed ICC to issue permits to a “qualifying direct current applicant,” which the law defines in a way that specifically describes GBX and its proposed project.

After passage of the bill, GBX reapplied for the permit, which the ICC approved in March 2023.

Illinois Farm Bureau then teamed up with several landowners and opponents of the project to challenge the permit on several grounds, including a provision of the state’s Public Utilities Act that requires applicants to demonstrate they are capable of financing the proposed construction without adversely affecting the utility or its customers.

They also challenged the provision of CEJA that was specifically designed to facilitate the project, arguing it violated the Illinois Constitution’s equal protection and separation of powers clauses as well as its limits on “special legislation.” Friday’s ruling addressed only the challenge to the statutory financing requirements. It remanded the remaining challenges back to the 5th District Court of Appeals for further consideration.

A GBX spokesperson said after the ruling that the company was pleased with the decision and that it plans to move forward as a privately financed project.

ComEd files $15.3 billion grid plan proposal

Utility watchdogs expressed disappointment, calling the plan ‘bloated’

CHICAGO — Electric utility Commonwealth Edison has asked regulators to review a $15.3 billion, four-year grid plan that it says will help meet growing energy demand and protect infrastructure from severe weather events.

The filing is part of the state’s grid planning process laid out in the Climate and Equitable Jobs Act, a landmark decarbonization bill that passed in 2021. It details the technology and infrastructure investments ComEd hopes to make from 2028 to 2031 to promote grid reliability.

But the plan will not be without a cost to ratepayers, and the consumer advocates who successfully championed a reduction to ComEd’s initial plan in 2023 are already pushing back against this year’s filing. It will undergo an 11-month review by the state’s utility regulator, the Illinois Commerce Commission.

If the investments proposed are approved in full by the ICC, ComEd expects residential customers to see an increased average cost of between $2.50 to $3 per month starting in 2028.

This would be separate from delivery rate increases, including a $243 million rate increase approved by the ICC in December that raised bills for its customers by a little over $3 per month. ComEd delivers electricity to over 4 million customers in northern Illinois.

The company says the plan is intended to account for increased energy demand from electric vehicles, data centers and more people choosing to heat their homes with electric heat rather than natural gas. The plan is also meant to accommodate new interconnections for renewable energy sources as consumer demand for solar increases.

“I’ve been in this industry about 22, 23 years, and I’ve never seen the amount of change that we are experiencing right now,” said Melissa Washington, senior vice president of customer operations at ComEd. “Most of the pace of change that we’re seeing has come about in the last three years and it’s continued to grow.”

The plan also doesn’t prevent ComEd from filing a standard rate request in future years. Company officials say they expect to file a new rate request in January 2027 that, if approved, would go into effect in January 2028 — the same year as the grid plan investments are expected to start.

Regulatory framework

CEJA’s 2021 passage required the state’s major electric utilities to prepare grid plans that outline how they will integrate new renewable energy resources and meet decarbonization requirements while prioritizing affordability, especially for low-income communities.

ComEd filed its first four-year grid plan request in 2023, but the ICC sent it back after deciding the company had failed to meet the standards set under CEJA. The company refiled a slimmed down spending plan the following year, and the commission ultimately approved a version that reduced spending on system improvements by about 25%, according to the commission.

ComEd President and Chief Executive Officer Gil Quiniones said the company learned a lot from the process of filing and refiling its first grid plan.

“We’ve applied all of the learnings from those experiences to this one, and we are confident that we’re putting a plan that is in alignment with the statute but also in alignment with the expectations of the commission,” Quiniones said.

Utility watchdog and consumer advocacy groups, however, expect to fight for similar reductions to this proposed plan. While most agree that some investment is needed, they argue it is not necessary now and could be implemented over coming years instead.

The Citizens Utility Board, an independent utility watchdog created by the Illinois legislature, said its lawyers are reviewing the filing to identify and push back on any “wasteful, inefficient and unnecessary spending.” The latest filing is over 800 pages.

“CUB is disappointed to see ComEd come in with another bloated, expensive grid plan,” CUB Executive Director Sarah Moskowitz wrote in a statement. “Everyone supports a strong distribution system, but ComEd has a responsibility to maintain its grid in a way that benefits customers and doesn’t bankrupt them.”

CUB will have the opportunity to submit testimony to the ICC opposing the grid plan, as will the attorney general’s office, environmental advocates and other stakeholders.

Increased energy demand

ComEd says the planned investments will allow the company to respond to increased consumer demand for electricity caused by factors ranging from electrification of homes to data centers and artificial intelligence. Energy demand also grew in part due to increased electric vehicle demand as the state tries to reach its goal of one million registered electric vehicles by 2030.

Over a third of the planned spending would support system reliability, including preventative maintenance and replacement of aging equipment, according to the filing. The plan also outlines investments in grid management, customer operations, new business and facility relocation and information technology architecture.

The plan proposes installation of three new substations across Chicago and two elsewhere in northern Illinois, while also adding new capacity at more than 70 of its substations. Substations are a part of the electricity transmission and distribution system that are key to lowering voltage to safe and usable levels before it enters homes and businesses.

In its filing, ComEd said it experienced higher demand primarily concentrated around 55 of its substations. Data center energy needs accounted for over 47% of that new substation demand, according to the filing.

The ICC and Federal Energy Regulatory Commission are currently reviewing separate proceedings filed by ComEd last year that would require high energy-use applicants like data centers to make a financial commitment to meet certain transmission service thresholds. The company says this is designed to ensure that the cost of upgrades made to accommodate electricity use by those users is not passed on to other customers.

The attorney general’s office filed objections to the FERC request, writing that the proposed agreements fail to adequately protect other customers.

Gov. JB Pritzker recently signed the Clean and Reliable Grid Affordability Act

into law, setting new requirements for battery storage and so-called “virtual power plants.” Senior ComEd officials said the grid plan factored in some of those elements but acknowledged it might need adjustments as they learn more about the law.

Affordability

Affordability and cost efficiency are key requirements under CEJA.

To be considered affordable, electricity costs must not account for more than 3% of average household income, or 6% for those who heat their homes with electricity.

Under the plan, average residential customers would devote 1.41% of their household income to electricity in 2028, up from 1.23% in 2026. By the third year of the plan, it would grow to 1.48%, which the company says is still lower than the national average of around 3%. ComEd said the average bill for its customers is currently around $106 per month.

CEJA also requires that at least 40% of grid modernization and clean energy investments benefit communities that have historically faced exclusion from economic opportunities or have faced disproportionate environmental burdens from pollution. ComEd estimates that 1.7 million customers, or approximately 42% of its customer base, fall within that classification, according to the filing.”

After discussing winter sowing last week, you may have decided that starting seeds indoors is a better fit for you. If you’ve visited any home and garden centers recently, you’ve likely noticed seed packets and seed-starting supplies already on display. The next month is a great time to gather what you need before starting seeds. For many gardeners, seed starting ensures that transplants are ready when they’re needed and allows you to grow varieties that may be hard to find locally. Last year, for example, I had a difficult time finding ‘Cherokee

Seed starting: The Basics

When starting seeds indoors, timing is critical, and it’s easy to start too early. Most transplants should be started six to eight weeks before they are planted outdoors. Some gardeners begin warm-season crops like tomatoes and peppers in February, but I find that this often means repeatedly potting up plants because they won’t be planted until late May. Cool-season crops such as broccoli and cauliflower can present a similar challenge, as soil temperatures may still be too cold for transplanting.

A practical approach is to start cool-season crops around March 1 and warm-season crops around April 1. Coolseason crops can typically be planted outdoors by mid- to late April, while warm-season crops go into the garden in late May. These dates should give you good sized transplants without excessive growth indoors. You may want to adjust start dates by a week to account for seed germination. I’ve followed this general schedule for many years and found it to work well.

Not all vegetables should be started indoors. Crops with sensitive roots or large seeds are often better direct-seeded in the

garden. These include corn, beans, okra, squash, and pumpkins, which are typically planted in May. Some smaller, cool-season crops–such as spinach, carrots, and radishes–are also best sown directly. Vegetables that benefit most from indoor seed starting include tomatoes, peppers, eggplants, broccoli, cabbage, cauliflower, kale, onions, and leeks.

Seed-starting equipment is fairly simple: seed-starting mix, seeds, containers, and a grow light. A heating mat can also be helpful. We’ll take a closer look at these supplies next week.

Should Greenland and the Arctic be exploited?

Greenland and the Arctic in general are known as areas containing valuable resources including oil, gas coal and mineral resources, essential to the way the global economy is currently structured. A remaining challenge involves the cost of securing the resources and bringing them into the marketplace. Just as the oil of Venezuela will require a major investment to secure the oil so will the cost of securing the resources in Greenland and the arctic.

In an article in The Conversation glaciologist Tom Chudley reported on a helicopter flight over Greenland. It revealed to him that the ice sheet has reached the point where it is collapsing. Large crevasses are developing which penetrate deeply into the ice sheet accelerating the sliding of ice masses into the ocean. For me a potential concern is that drilling into the shifting ice would be a challenge as would developing other aspects of securing, processing it. Finding stable coastal sites from which to ship the oil

would be another challenge. The issues might be possible to overcomes technologically but are likely to raise the cost of securing the oil.

As climate change accelerates pressure to address the problems will increase. As it does the funds and resources invested in securing more fossil fuels would have better spent on implementing solutions to climate change.

Beyond the potential securing of resources is the role Greenland has played in developing our understanding of climate change. The Conservation recently presented a series of articles on the internet explaining the challenges associated with securing resources from the ice covered island.

Our understanding of climate change has relied on international teams of scientists allowed to access Greenland to implement their studies on climate change. The access resulted from the stable political and peaceful conditions of the area. If political instability occurred in Greenland there is the potential that such teams of international scientist would not be allowed to continue with their studies.

The potential of mining the mineral resources of Greenland might be more feasible as they exists in concentrated deposits containing the minerals essential to the renewable energy technologies of solar, wind, electric vehicles and batteries. As the US has concentrated on fossil fuels and nuclear technologies, China has taken the global lead in the renewable energy transition.

In a report on NPR China is credited for 74% of large scale solar and wind installations under construction globally while the U.S. accounts for slightly less than 6%. The US policy ignores the data provided by the Lazard financial firm that large solar and wind projects are more cost competitive sources of energy than natural gas, nuclear and coal projects. The White House persists in its support of natural gas, nuclear and clean coal being used to increase base load power, strengthen grid stability and lowering energy costs.

Beyond the relative energy cost is the potential of intensive competition over securing access to the resources of the Arctic and the shipping lanes opening up as the ice continues to melt. Years ago on

a visit to Iceland a leader of the conservative party indicated they envisioned becoming an important component of the shipping services that would evolve as the resources of the arctic are developed. Left unmentioned was the potential for conflicts between competing interests in securing arctic resources.

As the ice continues to melt professor of war studies, Caroline Kennedy-Pipe, expects further conflicts in the far north. The UN Environment Program has reported that 40% of all wars over the past 60 years have included a link to natural resources. US interest in controlling Greenland has been justified in terms of national security concerns. Since major wars have massive consequences for people and the environment humanity would be best served if war is avoided and diplomacy prevails.

Unfortunately the dominant perspective on Greenland and the arctic remains fixated on resource exploration ignoring the limits to growth. We have already exceeded the planetary boundaries and need to reverse those trends to sustain life on the planet.

Wade Vance, 89 (almost 90) of Rockford, IL passed away January 5, 2026 at home surrounded by his loving family. He was born February 1, 1936 to Sim & Roberta Vance in Des Arc, AK. Wade was a lifelong resident of Rockford and graduated from East High School. He also served a short time in the US Navy.

Wade was the owner and operator of Creative Plastering for over 60 Years in the Stateline area. Creative Plastering was family owned and included 2 of his 3 sons (William & Dennis). He taught the art of the trade to his boys at a very young age and they worked with him until they established their own businesses in Rockford.

He was a lifetime member of the Eagles club, Harmony Singing Society, 3’Ls club, Lyran club and the VFW. He had a profound love for music, singing, dance and cars especially his 1977 & 1979 Lincolns. Wade met his wife Sandra and they were married February 29, 2008. Together they enjoyed Karaoke, Ballroom dancing and traveling as much as possible. Their most notable trip was to the cruise to the Bahamas.

He is survived by his wife Sandra, sons William & Dennis Vance, stepdaughters Kai Grimm & Kari (Greg) Ebens, sister in law Dixie Vance, Nieces, Nephews & Grandchildren

Wade was the oldest living member of his family and was preceded in death by his youngest son Joey Vance, his parents Sim & Roberta, his siblings Vernon, Roscoe, Betty & Lester Vance. The family would like to give a special thank you to the Mercy Health Hospice Care and especially to Nurse Suzie and CNA Kathy.

A Celebration of Life for family & friends will be held on February 1st from 1 to 5 pm at the Lyran Club (1115 4th Ave Rockford, IL 61104). Please join us with your stories & memories of Wade Vance.
