Case Study - Federation Square, Melbourne
Context
The railway line in the opportunity area currently creates significant severance. The original SPD proposes to deck this area and this current SPD supports the policy by bringing it forward.
Desired Outcome
54,000 sqm of decked surfacing will be delivered providing new open greensace for recreation and allotments. The policy will also greatly improve connectivity between the two boroughs.

Transferability
This cases study is highly transferable due to the scale of the project. The use of a development plan was effective outlining the detailed specification for the scheme and this should be adopted in Earl’s Court. This case study tells us a lot about the decking process but less about creating a successful linear park.
Limitation
One of the key lessons learned from Federation Square was around inadequate cost estimations of the decking process. The final cost of the scheme was $467 million which was 4 times the original estimate. This highlights not only the need for careful planning, but also the risk that the decking process will be considered unviable to developers, especially considering the land use will be a park rather than buildings.

Overall chance of success: 82%
Overall this should be a successful and deliverable scheme as long as local authorities, land owners, developers and contractors can realise accurate cost estimates of the decking process and have enough funding to realise the plan. A development plan will aid in outlining a detailed plan with developers can follow.
