BRINGING NEW FOCUS

FOR STUDENTS WITH IEPS, CHARTER SCHOOLS MAKE A DIFFERENCE.
ARTICLE BY AMY WALTERS | PHOTOGRAPHY BY PEPIN ACADEMIES
When a child struggles at school, the impact reaches far beyond the classroom. It touches family routines, emotional well-being, confidence, and long-term hopes for the future. Academic struggles don’t have a demographic profile, they affect parents and children regardless of their financial stature or circumstance. Parents often find themselves navigating meetings, advocating for accommodation, and reassuring a child who may feel frustrated or left behind that they’re loved and they matter. Honestly put, it’s hard.
Individualized Education Programs (IEPs) play an important role in identifying and addressing a student’s needs, but for some children, even with support in place, a traditional school environment simply isn’t enough. Often, struggling children feel ostracized and become reclusive and depressed. This can bring an enormous weight upon a family. For families facing this reality, a different educational setting built around smaller class sizes, integrated support, and intentional belonging can be transformative. Local charter schools like Pepin Academies exist specifically to lift-up students with learning disabilities who need more than a standard approach to thrive.

“We disrupt the traditionally flawed idea that therapy for learning disabilities is something that happens after school.”
Founded in 1999, Pepin Academies began when families sought a better way to educate their children as they prepared for high school and beyond. Pepin Academies serves students in grades 3–12, along with a Transition Program for young adults 18–22. The Transition Program focuses on real-world readiness, with students working at job sites alongside community partners, building independence and life skills.
The mission at Pepin Academies is clear and deeply personal, empowering students with learning disabilities to maximize their potential in a positive therapeutic educational environment. That mission guides every aspect of the school’s culture, structure, and daily experience. While every student has an IEP, the support doesn’t stop there. According to Jeff Skowronek, Pepin Academies Executive Director, the
school takes a holistic approach that rethinks how learning support should work. “We disrupt the traditionally flawed idea that therapy for learning disabilities is something that happens after school and then somehow applied in class the next day,” he explained. Instead, therapeutic services are embedded directly into the school day. Speechlanguage pathologists, occupational therapists, counselors, and teachers work sideby-side in real time, addressing student needs as they arise.
This integrated model allows students to receive individual and group therapeutic support without feeling separated from peers. While the environment is therapeutic by design, Pepin Academies intentionally maintains a traditional school experience. Students participate in electives, career-technical education, sports, clubs, and performing arts to ensure students feel included, engaged, and part of a deeper community.
“I recall a student who came to us non-verbal and went on to receive his master’s in language pathology.”
— Jeff Skowronek
One of the most impactful differences families notice at Pepin Academies is class size. Smaller classrooms allow for daily differentiation, frequent checks for understanding, and meaningful teacher-student relationships. Pepin Academies motto, “Where Belonging Leads to Learning,” reflects a core belief: students must feel safe and accepted before academic growth can truly occur. In smaller settings, students are known not just by name, but by learning style, strengths, and goals. Children feel seen and know they matter.
Confidence is often the missing piece for students who have struggled academically. At Pepin Academies, rebuilding confidence is intentional. Targeted academic support is paired with strengths-based practices and a restorative school culture. As students experience success, sometimes for the first time in their lives, their self-belief grows. When students feel valued and safe, they’re more willing to embrace challenges. Over time, they discover their strengths and realize achievements they may have never imagined. For a parent, this is one of the greatest gifts. “I recall a student who came to us non-verbal and went on to receive his master’s in language pathology,” shared Skowronek. Family partnership is another cornerstone of the Pepin Academies model. The school maintains consistent communication with parents through IEP meetings, newsletters, campus events, and designated points of contact to address concerns. Parent education opportunities and active PTAs further strengthen collaboration. Families are not just given information. They’re valued partners in their child’s journey.
Pepin Academies understands that while the student is the individual focus at school, the journey carries over to their everyday life at home. Where there is genuine struggle, charter schools like Pepin Academies prove there is a meaningful way to overcome and inspire.

BIRDS EyeVIEW
The romance of soaring through the sky in a balloon!
If you’re up early enough near the rural areas of north Pasco and southern Hillsborough counties, you might catch a glimpse. They rise majestically over the trees to soar through the sky. Lighter than air, they quietly float, pushed along by the breeze until they softly land in a nearby field. Flying in a hot air balloon is a special, awe-inspiring experience, perfect for sharing with one you love.
For Dave Gardner, owner and pilot at Big Red Balloon Sightseeing Adventures, flying the skies of the Tampa Bay area is not something he takes for granted. “I think all pilots are the same way. They just have this itch inside them that makes them want to fly. It’s the freedom you feel when you’re in the air,” explained Gardner.
Dave found a love of flying early in his life, “When I was in high school, I was a B/C student and didn’t really care to be in school or in class. I wanted to be outside. When I got to flight school, I don’t think I missed more than a handful of questions on any test. It was just the right thing, it felt right, I just loved it.” Dave was on the commercial airline career track and had grand visions for his future. Those dreams were put on hold when his color sight issue prevented him from continuing on that path. “When I couldn’t do that anymore, I was pretty crushed, and I didn’t want to be around airplanes at all,” shared Gardner.
Dave shifted gears, graduated from Florida State University with a business degree, and moved to Tampa on the search for a path that felt right. The stars aligned, and Dave found himself at a hot air balloon festival hosted by Phil and Melanie Sekora, the original owners of Big Red Balloon. “Phil invited me to come fly with him that day. That morning, I found out they were interested in selling the business. That was a lightbulb moment for me,” explained Gardner. His color sight issues were only a problem in rare nighttime airport landing scenarios, so balloon flight was a path he could soar on. “Phil taught me to fly, Melanie taught me the business, and I bought it from him about two years later,” Gardner added. Nearly 30 years later, Dave has over 3,000 flight hours, a perfect safety record and a very long list of happy customers.
Balloon flight is as much art as science – a nuanced dance with nature, not just mechanical operation. “It’s much more like working with Mother Nature than against her. With a propeller or a rotor over your head, you’re basically beating the air to death to try and stay up. In a hot air balloon, you’re working with her. You make the air inside the balloon lighter than the air outside the balloon, and up you go. In ballooning, we like to say we have very little control over our aircraft. So, what you do with that

control is absolutely crucial,” explained Gardner. “Basically, you choose a landing site. Someplace you know you can land, and there are other potential landing sites around. So, if Mother Nature changes her mind as to what she wants to do, you always have a plan B. You go upwind from that landing site to find a launch site. That’s the process that we go through every morning.”
Once aloft, the magic of ballooning comes to life and puts all other forms of scenic flights to shame. “You can’t replicate a flight in a balloon. You can’t see the world or experience it that same way. It’s just awe inspiring. The vast majority of the people that go up in a balloon don’t have any idea what they’re in for,” explained Gardner. Even those who claim a fear of heights enjoy the experience. “They think once they leave the ground, they’re going to freeze and hate it. Almost all the time, what they call a fear of heights is a fear of falling. But you don’t get that sensation when you’re in a balloon. Generally, those are the people that have the best time, because they’ve overcome a fear they thought they had. It’s so calming and peaceful, within the first 10 or 15 minutes

“You can’t see the world or experience it that same way. It’s just awe inspiring. The vast majority of the people that go up in a balloon don’t have any idea what they’re in for.”
of the flight, those fears just melt away and you’re just enjoying this incredible view of the landscape,” added Gardner. A scenic balloon experience is also very popular for proposals. Dave shared that he usually sees a couple proposal flights a month.
While Big Red Balloon is the oldest and only full time hot air balloon ride operator in West Central Florida, there are other pilots in the area that Dave works with regularly. “There aren’t as many as there used to be. When I first started flying, there was probably a dozen of us that would come out on a good Saturday or Sunday to fly. Now it’s been whittled down to two. We love to fly together. If there’s more than one of us out one morning, we’ve already communicated, and we’re going to meet and probably launch and fly together. There’s safety in numbers when ballooning,” shared Gardner.
Above all, Dave just loves to share the experience with others. “When I first started, it was the flying that was fun, and it still is, but that shifted from wanting to do the flying to wanting to watch the passengers and their reactions and giving them that experience. It’s not something you’ll ever experience any other way.” That passion and dedication shine through on every flight. It’s an experience well worth adding to your bucket list and sharing with the one you love.

ABOUT BIG RED BALLOON:
The Big Red Balloon Adventure package offers ground transportation from the meeting point to the launch and landing sites, a one-hour flight, short history of ballooning, champagne toast upon landing followed by breakfast back at the meeting point. This sunrise experience lasts 4-5 hours and can accommodate up to four people. They also offer a “sweetheart flight” that is a guaranteed private flight for two. This is especially popular for engagements. All flights are weather dependent for safety reasons. Any flight canceled due to weather will be rescheduled. FOCUSING ON FAMILY
MAKING CHALLENGING DECISIONS ROOTED IN LOVE.
ARTICLE BY MICHELLE NUMANN PHOTOGRAPHY BY CATEY & MAGUIRE LAW P.L.L.C.
When a family is staring down a significant transition, the most challenging part often isn’t the paperwork — it’s the uncertainty. Separation. Divorce. A new parenting schedule. A step-parent adoption that’s been a long time coming. Even when the decision is rooted in love and the desire to do what’s right, it can still feel like everything familiar is shifting at once. In those moments, having the right attorney beside you isn’t about escalating a situation — it’s about gaining clarity, protecting your children, and moving forward with a plan that supports everyone involved.

For Erin Catey, managing partner at Catey & Maguire Law P.L.L.C., the first step is helping clients realize that seeking legal guidance is often about understanding their options. “It’s never harmful to get advice and to know options. Never feel like going to talk to an attorney means you’re going to file for divorce. It really is just giving you that information to help you feel more comfortable about your options,” Catey shared. Too often, people wait until emotions are boiling over or agreements are already being drafted — when what they needed most was clear information before difficult conversations begin.
So, when is it time to call? Earlier than most people think — especially before serious settlement discussions. “It’s always good to get legal advice on what your options are and what your rights are,” she explains. “Before signing anything, you want to talk to an attorney… and make sure that you’re not hurting yourself in any way.” Many consultations aren’t about conflict at all, but empowerment — particularly for financially dependent spouses. “I see a lot of housewives who come in, and they’ve been told they’re not getting anything… because they didn’t work. And so that’s actually not true,” she advised.
The most common fears Erin hears are immediate and understandable. “The cost of attorneys’ fees is always a concern. How long it’s going to take is always something that they’re worried about.” For stay-at-home parents or lower earners, the fear is often more fundamental: “Am I going to be able to afford to live on my own without my spouse?” Helping clients move from spiraling questions to concrete answers is a core part of the attorney’s role.

When children are involved, families are urged to prioritize emotional stability alongside legal structure. “I always recommend the kids, as well as the parents, see a mental health therapist during the divorce process,” Catey says. If therapy isn’t an option, she encourages finding a trusted adult — a coach, teacher, or guidance counselor — because no one likes change, and this is a significant change for everyone. It’s also important to remember that parents need to care for themselves; if they’re not healthy, the kids will be affected as well.
Reducing conflict often means shifting perspective from what a parent wants to what a child experiences. Holiday schedules are a typical example. “I understand you don’t want to miss out on Christmas… but we need to look at how it is affecting the kids.” Catey says. Frequent transitions may feel fair on paper, but they can be a lot for kids.
While many associate family law with endings, there are also chapters rooted in hope—particularly step-parent adoptions and name changes. “We help step-parents adopt their kids,” Catey

shared. These cases often involve children who have already been raised and loved by a step-parent. “It’s gratifying to be able to get them to feel that they’re a full family unit,” she says. “That’s probably the most rewarding part of our family law practice… because it’s a positive.”
Ultimately, the goal is clarity and stability. “Once clients have court orders or signed agreements in place… they know what to expect. They can plan for the future,” Erin says. She’s seen clients transform from overwhelmed to confident as they rebuild. Her message is steady and reassuring: “At the end of the day, it’s all going to end up being okay. You’re going to be able to heal, and you’re going to be able to move forward with your life.”
When the stakes are your family and your future, the strongest path forward is built with trust, clarity, and the confidence that — step-by-step — you can navigate what comes next.

lifting up the Community
Giving back with integrity, compassion, and heart.
When you hear love local, one word comes to mind: community. Talking about community is easy, but living it day in and out is more challenging. For Ed and Nikki Burke, owners of a local State Farm Agency, community is more than just a word. To them, our community is an extension of their family.
“The way our community supports local is incredible, it has been the backbone of our success,” shared Ed Burke. That success doesn’t come for granted. As a business, they make a point to have the entire office participate in several community events together to ensure the team understands why it’s so important to continue showing up and supporting everyday life in their own backyards. When someone walks through their door or reaches out for help, it’s not a transaction, it’s an opportunity to learn and then educate each client on the best ways to serve and protect them. This way, if there is a loss or someone is in need, there is a genuine relationship established, and the Burkes are their first call, not a stranger at an 800 number in one of their biggest times of need.
The Burkes also understand there are genuine needs that need to be met for some that need a helping hand. This does not always

come in the form of money. One of the local organizations the Burkes support is Metropolitan Ministries. They donate toys and food to the giving tent each year. “We also bring our children along so they can learn the value of being a part of the good happening in our community,” explained Ed.
Another organization that has been a focus for the Burkes is Marjorie’s Hope. This organization helps local students and families who cannot afford a dress or suit for homecoming and prom. The efforts put in by volunteers help bring in beautifully donated clothes and shoes for teenagers who can’t otherwise afford it, to give them a “shopping” experience to feel the excitement of finding the perfect outfit. They helped create a teacher’s boutique at Marjorie’s Hope, as well as winning a $25,000 grant that will help this organization sustain and continue to thrive.
Most recently, they partnered with Gulfside Elementary. They worked to match 149 students with Christmas sponsors. Each and

every student was able to receive gifts thoughtfully chosen just for them.
For Ed and Nikki, community is not transactional. Relationships are a two-way street, built on trust, care, and shared responsibility. When the Burkes opened their State Farm agency, the community welcomed them with open arms. Giving back felt less like a decision and more like a natural response. This is where they chose to build their life together, raise their children, and plant lasting roots.
Rather than standing on the sidelines hoping the community thrives,

they made a commitment to actively participate in making that happen. Supporting local schools, nonprofits, and community organizations has become a meaningful part of their everyday life. Whether it’s donating time, lending resources, or simply showing up when support is needed, Ed and Nikki believe that small actions add up to lasting impact. Giving back isn’t about recognition. It’s about being present for the people and places that make their community strong. Lifting up the community isn’t a campaign or a short-term goal it’s how they live their life. They will continue to give back with integrity, compassion, and heart. They’re proud to call this place home today, tomorrow, and for years to come.
