Island Health Secretary Víctor Ramos Otero announced on Tuesday the declaration of an influenza epidemic in Puerto Rico, after the established criteria for incidence and growth rate of cases were met during the 2025-2026 season.
“An influenza epidemic has been declared,” Ramos Otero said at a press conference.
“The region with the most cases is Ponce, with 8,392 cases, followed by Caguas, with 8,179 cases, and Bayamón, with 7,111 cases,” he added.
Ramos Otero said two additional deaths related to influenza have been reported and that another 12 are under investigation, bringing the total to 128 deaths, of which only five people had been vaccinated.
“The New York State Viral Diseases Institute confirmed that the samples we sent for sequencing correspond to the H3N2 subtype,” he said.
The health secretary noted that the H3N2 subtype
originated in England, spread throughout Europe, reached the United States with more than 30 states experiencing high levels of transmission, and eventually reached Puerto Rico.
“The response to the epidemic will be based on five strategic pillars: detection, surveillance, vaccination and treatment, community outreach, and a communication strategy,” Ramos Otero said.
Among the measures announced, the Department of Health will reinforce the capacity of laboratories to process tests, establish reporting requirements for test inventory, acquire and distribute home influenza tests, and strengthen epidemiological surveillance systems, including wastewater and syndromic surveillance.
Ramos Otero added that vaccines previously reserved for specific populations will be released and that vaccination providers, pharmacies that immunize individuals over 12 years of age, and vaccination centers for the entire population, including children under 12, will remain available.

Family Secretary Suzanne Roig Fuertes announced on Tuesday the approval of a new regulation governing the licensing and oversight of facilities that provide services to older adults. The regulation had not been updated in more than 15 years.
Roig Fuertes said the new framework aims to ensure that services and operations reflect the biopsychosocial needs and overall well-being of the elderly population served in elder care facilities.
The information comes amid what appears to be an increase in illegal care centers.
A key component of the updated regulation is the mandatory use of the Uniform System for Licensing and Monitoring of Establishments, or SULME by its acronym in Spanish, an electronic platform created to support the Family Department in monitoring facilities and issuing licenses.

The regulation introduces requirements ensuring that physical facilities are kept in proper condition, including sanitary areas, while raising the overall quality of services. It also sets training standards for employees, who must complete specific annual trainings essential to the care of older adults. Additionally, it addresses safety measures, including access to necessary medical services and security during residents’ stay.
The new rules also strengthen protections for residents’ rights, including their ability to manage their own finances unless legally declared unable to do so. Guidelines were established to safegwuard privacy and personal property, and to guarantee equal treatment regardless of sex, sexual orientation, race, condition, social status or personal characteristics.
In terms of organizational structure, the regulation requires each facility to have an operator responsible for daily administration and compliance with all applicable regulations. Operators must ensure that staff are properly trained and that staffing levels are sufficient to meet residents’ needs. They must also maintain clear, written guidelines and objectives accessible to both employees and residents to ensure informed and appropriate operation of the facilities.
The regulation further mandates that facilities develop emergency management plans, ensure physical and emotional (including mental health) safety, provide adequate and accessible medical care, and manage medication administration through trained personnel.

Juan A. Rosario Hernández, head of the Public Housing Administration (AVP by its initials in Spanish), insisted Monday that federal find ings about the agency’s handling of lead‑based paint risks do not reflect the full scope of its work, asserting that more than half of public housing complexes have already undergone mitigation.
“The report is wrong, the report is wrong in that aspect,” Rosario Hernández said when asked about a recent U.S. Department of Housing and Urban Development (HUD) Office of Inspector General (OIG) report detailing deficiencies in the AVP’s evaluation of structures with lead‑based paint between 2022 and 2023. “What happens is the report is wrong because they didn’t have the information. They went directly to the man aging agents, and the managing agents did not have the data compiled. However, it was in the environmental division.”

Rosario Hernández also said the agen cy has protocols in place for identifying and tracking cases of childhood lead exposure. “The child presents symptoms, goes to a hos pital, and it is the Department of Health that informs us,” he said. “As I mentioned, anyone entering one of the public housing complexes with the presence of lead is notified through the contract. So parents already know from the beginning that the residential complex may be in a mitigation process.”

Rosario Hernández acknowledged that one of HUD’s main criticisms centered on communication with residents not on the mitigation work itself.
“The report is more focused on the fact that the information was not delivered in a coherent and correct way to the residents,” he said.
To address that issue, the AVP plans to launch an information campaign between March and April aimed at 40 public housing complexes with known lead presence.
“Everyone who goes to live in these residences signs a contract stating they know about the presence of lead,” he said. “We are going to reinforce that information along with the Department of Health.”

The island House of Representatives has granted the Treasury Department and the Office of Management and Budget 10 cal endar days to provide the requested economic information as part of the evaluation of the changes to the Internal Revenue Code, House Finance Committee Chairman Eddie Charbonier Chinea announced on Tuesday.
“We asked the Secretary of the Treasury, Ángel Pantojas Rodríguez, and the Director of the Office of Management and Budget, Orlando Rivera Berríos, and they said they would produce the requested information in five days,” Char bonier Chinea said in a written statement. “We are not asking for anything extraordinary; it’s an economic report, a breakdown of the savings that the government of Puerto Rico will achieve.”

information includes the fiscal impact of elimi nating the sales and use tax exemption on solar panels and hybrid cars, data that was requested during the first public hearing held on Jan. 14. Charbonier Chinea denied statements attributed to Public Affairs Secretary Jean Peña Payano regarding the alleged delivery of the information from the beginning of the process, and noted that both agencies formally requested an extension to comply with the request.

The Puerto Rico Legislature is considering a bill that would give municipalities the pow er to approve or block the construction of telecommunications towers, shifting significant siting authority from the central government to local jurisdictions.
The Senate Committee on Planning, Per mits, Infrastructure and Urbanism, chaired by Sen. Héctor “Gaby” González López, held a public hearing this week to evaluate Senate Bill 764, a proposal that would amend Puerto Rico’s Law 89‑2000 to require mandatory municipal endorsement for the construction, installation,
and placement of telecommunications towers.
The bill, authored by Sen. Josian Santiago Rivera, seeks to give municipalities binding authority over whether such infrastructure can be built within their jurisdictions.
Municipalities often object to new telecommunications towers due to concerns about visual impact on communities, potential depreciation of nearby property values, land‑use conflicts, and fears often unfounded about health effects associated with tower radiation.
On the other hand, towns may support tower projects when they align with local zoning plans, improve wireless coverage for residents, enhance emergency communication capabili
ties, or bring economic benefits such as leasing revenue or improved infrastructure planning.
During the hearing, several key stake holders including the Puerto Rico Telecom munications Bureau (PRTB), the Office of Permit Management under the Department of Economic Development and Commerce, the Puerto Rico Planning Board, the Puerto Rico Telecommunications Alliance, and Claro testified against the measure. They argued that telecommunications siting is an area pre‑empted by federal statutes and regulations, particularly those of the Federal Communications Commis sion. They argued that municipalities have established land‑use and territorial plans that should be considered when identifying suitable locations for towers. Local leaders emphasized their direct connection with communities and their responsibility to ensure orderly development and harmonious coexistence.

In response to the chronic problems associated with a lack of drinking water service that have for years plagued residents of the Arrozal neighborhood in Arecibo’s Los Muertos sector, Arecibo District Sen. Brenda Pérez Soto has filed Senate Resolution (SR) 413 with the purpose of investigating the management of Aqueduct and Sewer Authority (PRASA) operations in the island’s northern region.
The Los Muertos sector is one of the many neighborhoods on the island facing constant interruptions in drinking water service. In December, residents marked a full year without service, despite numerous efforts by Pérez Soto to address the situation. The senator has held numerous meetings with residents and has personally brought supervisors and directors from the PRASA northern region to the community; however, to date the problem has not been definitively resolved, she said.
According to reports, water service in the area is intermittent, with more days without water than with service restored. All the same, billing from PRASA continues as if

service were continuous. During the year the area was without potable water, residents received bills ranging from $125 to $200 per month, a situation raised in many meetings with PRASA representatives, who promised to address the issue but failed to produce any concrete results, Pérez Soto noted.
SR 413 orders the Planning, Permits, Infrastructure and Urbanism Commission to evaluate and investigate the situation, in order to identify responsibilities and real solutions to a problem that directly affects residents’ quality of life.
“This situation in the Arrozal neighborhood, Los Muertos sector, is completely unacceptable,” the senator said. “Everyone knows what’s happening, including staff at the Puerto Rico Aqueduct and Sewer Authority, but I still don’t understand why concrete action isn’t being taken with the information they already have. On many occasions, during my follow-up calls, I’ve been able to confirm that the attention given to this problem is inconsistent. When they do intervene, the water comes on for a day or two and then it stops again.”
Pérez Soto also emphasized that Arrozal is a community with a vulnerable population.
“We are talking about senior citizens, bedridden people, and families who cannot depend on water only arriving when regional media outlets cover the situation and a few tanker trucks show up,” she said. “This cannot continue to be the norm.”

The Dignity Project (Proyecto Dignidad) on Tuesday questioned the legal and administrative inconsistency surrounding the party’s exclusion from the State Elections Commission (SEC), after the Puerto Rico Supreme Court validated the exclusion based on an alleged economic criterion of cost control, while subsequently substantial salary increases and other hefty expenses have been authorized within the agency.
In 2020, the New Progressive Party promoted amendments to the Electoral Code that significantly altered the structure of the SEC. During the 2020-2024 term, the Popular Democratic
Party, despite holding a legislative majority in both the House and Senate, failed to correct those provisions, allowing the consolidation of a system that limits the political representation of parties with existing electoral franchises, the Dignity Project contends.
Recently, the island Supreme Court upheld the regulatory framework, leaving the Dignity Project (DP) -- despite having retained its electoral franchise -- without representation on the SEC. To do so, the court opted to apply a criterion of economic reasonableness, instead of the strict scrutiny that is constitutionally required when fundamental rights such as participation and effective political representation are affected, the DP said.

The Municipal Revenue Collections Center (CRIM by its acronym in Spanish) is reminding taxpayers that they have until Feb. 2 to pay their real property taxes with a 10% discount. After that date, taxpayers will still be able to receive a 5% discount through March 2. Once that period ends, no additional discounts will apply, and taxpayers will be required to pay the full amount billed by CRIM.
“It’s important for residents to understand and take advantage of this benefit, which provides savings for taxpayers,” CRIM Executive Director Javier García Cintrón said.
The agency noted that taxpayers have several options to make their payments, including online through CRIM’s official website at www.crimpr.net, by telephone at (787) 625-2746, or in person at any CRIM regional office or the CRIM office in their municipality. Payments can also be made at participating bank branches by presenting the invoice received by mail.
Subsequent events seriously call into question the validity of that reasoning, the minority party added. As publicly reported this past Sunday, the Financial Oversight and Board approved a new salary scale for SEC employees, which entails average increases of more than $11,000 annually per employee, with an estimated fiscal impact exceeding $4 million.
The decision adds to other administrative actions that directly contradict the austerity argument used to exclude the DP from the electoral body, the party said. Those include the authorization of unauthorized payments exceeding $174,000 and the contracting of external consulting services related to electronic voting machines at an approximate rate of $125 per hour.

President Donald Trump promised a “very honorable and honest investigation” into the killing of Alex Pretti by federal agents in Minneapolis, but again cast blame on him for carrying the legally permitted weapon that was seized from him before he was fatally shot.
“You can’t walk in with guns,” Trump told reporters as he departed the White House for a speech in Iowa on Tuesday. “You can’t do that,” he added before calling Pretti’s death “a very unfortunate incident.”
Trump did not describe in detail what would constitute an “honest investigation” — state officials have complained that federal agencies have refused to cooperate with their attempts to investigate the killing — but said he would be “watching over it.”
Trump and his top aides have faced sharp criticism since the killing Saturday of Pretti, a Veterans Affairs hospital nurse, both for the actions of the agents and for officials’ descriptions of Pretti. Stephen Miller, Trump’s deputy chief of staff, described Pretti as an “assassin” — a characterization that Trump said Tuesday he disagreed with.
The outcry over the killing of Pretti has spanned the political spectrum, putting pressure on the White House. On Monday, Trump dispatched his border czar, Tom Homan, to directly oversee the operation in Minnesota. As part of the shake-up, he also planned to pull out its director of on-the-ground enforcement, Gregory Bovino, according to two federal officials.
Homan met Tuesday with Minnesota

Gov. Tim Walz, whose office said in a statement that they had “agreed on the need for an ongoing dialogue.” The governor’s office added that Walz and Homan had agreed to continue working toward the state’s goals: a swift reduction in federal forces in the state and impartial investigations into the killings of Pretti and Renee Good, a Minneapolis woman fatally shot by an agent earlier this month.
The White House has sought to distance Trump from the most critical comments his aides have made about Pretti, as videos of the shooting contradicted the administration’s
narrative. Aides have called Pretti a “domestic terrorist” and suggested he intended to “massacre” federal agents. Shortly after the shooting, Trump had described Pretti — who never reached for his weapon and had it taken from its holster by an agent before he was killed — as a “gunman.”
In defending the actions of the agents, administration officials have repeatedly pointed out that Pretti was armed — as Trump did again Tuesday — but that argument has unnerved gun rights advocates, who have been some of the president’s staunchest political allies.
Here’s what we’re covering:
— ICE chief summoned: Late Monday, the top federal judge in Minnesota said he was summoning the head of Immigration and Customs Enforcement to appear before him Friday and explain why he should not be held in contempt of court for violating court orders arising from the crackdown. Judge Patrick J. Schiltz acknowledged that his summons for ICE acting director Todd Lyons was “an extraordinary step” but also gave him an out: He said he would cancel the hearing if ICE quickly released an immigrant whom he said had been wrongly detained by agents.
— Operational leadership: Hours after he said Monday that he was dispatching Homan to Minnesota, Trump met with Homeland Security Secretary Kristi Noem, and Corey Lewandowski, her top aide, in the Oval Office for more than two hours, according to two people briefed on the meeting. The president did not suggest in the meeting that Noem and Lewandowski were at risk of losing their jobs, those people said.
— State investigation: A federal judge didn’t immediately rule Monday on the request by Minnesota investigators to extend a temporary order barring the federal government from destroying evidence in the killing of Pretti. State officials want the judge to compel federal cooperation with a state investigation into Pretti’s death, after local law enforcement was initially denied access to the scene and evidence.
— The victim: Pretti’s friends, family and colleagues denounced what they said were “sickening lies” by the Trump administration. They described Pretti, an intensive care unit nurse, as a happy and generous man who loved biking and walking his dog.

Garcia said she knew Miller during the president’s first term and did not like him then, either. But he had less power than he does now, she said. Was she blaming Miller for the administration’s immigration policies but absolving Trump?
“I’m not absolving him,” Garcia said. “I’m not justifying the things that we’re seeing.”
But, she was quick to add, “There’s no perfect administration.” She remembered being a guest at Trump’s Mar-a-Lago estate in Palm Beach in late 2023 and talking to him about immigrants who were brought into the country illegally as children, known as Dreamers. She found Trump receptive to the argument that they should be allowed to stay, and she still likes him, she said.

The Trump administration’s immigration crackdown over the past year has gone from uncomfortable to untenable for Ileana Garcia, a Republican state senator in Florida.
A Transportation Security Administration officer at the Tallahassee airport overheard her speaking Spanish and asked whether Garcia, who was born in Miami, was an American citizen. She worried for the first time that Immigration and Customs Enforcement agents might stop her son, a young adult, because he looks Hispanic. Constituents have asked her for help finding immigrant relatives arrested by Immigration and Customs Enforcement.
Garcia, 56, has had enough. The Republican Party is in trouble, she said in an interview, predicting that it will lose this year’s midterm elections if the White House does not soon reconsider its harsh immigration enforcement tactics.
“We should not be afraid as a party to speak up, to course correct,” she said. That was before Saturday, when Border Patrol agents shot and killed Alex Pretti, a 37-year-old intensive care unit nurse who was protesting in Minneapolis, and federal officials sought to portray him as a “domestic terrorist.” Garcia said she was “dumbfounded.”
“It’s gone too far,” she said. “What hap-
pened Saturday was abhorrent.”
What a little-known state senator in a state that no longer appears to be a political battleground thinks might seem of little consequence. But Garcia, who is Cuban American, was once such a true believer in President Donald Trump that she went all-in on his 2016 campaign, leaving her career in Spanish-language media to co-found “Latinas for Trump,” a national organization that drew attention at the time.
She then moved to Washington to work for Trump’s first administration, in the public affairs office of the Department of Homeland Security, which enforces immigration laws.
Back then, Trump was focused on closing the U.S.-Mexico border and building a border wall, both policies she supported. Now he has gone much further, Garcia said. She blamed Stephen Miller, the president’s deputy chief of staff for policy and homeland security adviser, for tactics that include yanking people out of cars and trying to remove children who crossed the border on their own from foster care homes and deport them.
“I do think that he will lose the midterms because of Stephen Miller,” she said of Trump.
The White House did not respond to a request for comment Monday about Garcia’s assertion but pointed to remarks by Karoline Leavitt, the press secretary, about Pretti’s death.

“Republicans stayed home — I wonder why?” Garcia said. “I think they’re embarrassed. I think that they feel that they might have gotten the wool pulled over their eyes. And this was their way of pushing back.”
Garcia is well aware of critics who say that Republicans like her should have foreseen the second Trump administration’s aggressive immigration tactics. She thought the White House would focus on limiting border crossings, vetting new immigrants and removing criminals, all of which she supports.
She has been especially offended by the deportations of Cubans who had committed nonviolent criminal offenses but had been in the country for decades and of Venezuelans and other immigrants from politically unstable countries who had been granted temporary permission to live and work in the United States.
Garcia’s blunt criticism is unusual even among Florida’s Hispanic lawmakers. Rep. María Elvira Salazar, one of Miami’s three Cuban American Republicans in Congress, has disagreed with the Trump administration on immigration and other policies, but her comments have tended to be more conciliatory than Garcia’s.
Last year, Garcia voted for an immigration enforcement bill in the Legislature that created a new state board of immigration enforcement. But she opposed another bill that made it a state crime for immigrants to enter Florida without legal permission and ended a policy allowing Florida residents who had been brought into the country illegally as children to pay in-state tuition at public universities.
“Most people will come in and whisper in my ear, ‘Aren’t you afraid they’re going to primary you?’” said Garcia, who is up for reelection this year. “No, I’m not.”
“I’m afraid of someone stopping my son,” she added. “That’s what I’m afraid of.”
Garcia has been speaking out for months in social media posts and statements to local news outlets. She received death threats in June after condemning the Trump administration’s mass deportations as “unacceptable and inhumane.”
She discussed her unease over lunch last month in Coral Gables, an upscale Miami suburb in her district, which stretches across central Miami-Dade County to Miami Beach, and again by phone in mid-January. Miami voters elected their first Democratic mayor in nearly 30 years in December, and Garcia
To go after people like that “doesn’t make sense,” Garcia said, adding that it has wreaked havoc on families and communities and is “inhumane.”
She has been disappointed not only with regards to immigration. The Trump administration, she said, is also “gaslighting” Americans on the economy.
“In 2016 to 2020, the rhetoric matched the reality,” she added. “The economy was good. People were working. People were happy. But now, they are saying the economy is better. I am sorry, respectfully: I shop for my parents, and I count coupons.”
She sees herself as a truth-teller within her party. Too many of her fellow Republicans are scared to say how they feel, a self-censorship that frightens her. “It’s almost like the stories that my mother would tell me of what she lived in Cuba, and we’re seeing it here,” she said.
She rejected any suggestion that she could afford to speak out because redistricting has made Florida legislative elections less competitive than they once were. (She won her first election in 2020 by a mere 32 votes.)
“I don’t know if anybody is really safe anymore, at least in Miami-Dade County,” she said. “There are so many mixed feelings.”
When she started criticizing the Trump administration last year, she said, a man she knows told her that she had gone too far. “‘I can’t believe you jumped over to the dark side,’” she recounted him saying.
She has since heard back from the same man, she said. This time, he told her she was right.

The federal government owes Americans a thorough investigation and a truthful accounting of the Saturday morning shooting of Alex Jeffrey Pretti on a Minneapolis street. When the government kills, it has an obligation to demonstrate that it has acted in the public interest. Instead, the Trump administration is once again engaged in a perversion of justice.
Mere hours after Pretti died, Kristi Noem, the secretary of homeland security, declared without offering evidence that Pretti had “committed an act of domestic terrorism.” Gregory Bovino, a Border Patrol official, offered his own assessment: “This looks like a situation where an individual wanted to do maximum damage and massacre law enforcement.”
These unfounded and inflammatory judgments preempt the outcome of an investigation, which the Department of Homeland Security has promised. They also appear wholly inconsistent with several videos recorded at the scene.
Those videos showed that Pretti had nothing but a phone in his hands when he was tackled by Border Patrol agents, and that he never drew the gun he was carrying (and reportedly had a license to carry). Indeed, the videos seem to show that one federal agent took the gun from Pretti moments before a different agent shot him from behind. Separate analyses by The New York Times, The Wall Street Journal, The Associated Press, CBS News and other organizations all concluded that

the videos contradict the Trump administration’s description of the killing.
The administration is urging Americans to reject the evidence of their eyes and ears. Noem and Bovino are lying in defiance of obvious truths. They are lying in the manner of authoritarian regimes that require people to accept lies as a demonstration of power.
Even worse is that all of this feels so terribly familiar. This month, a federal agent shot and killed another Minneapolis resident, Renee Good. In that case, too, the Trump administration has demonized the victim and has blocked a state investigation of the killing.
Truth is a line of demarcation between a democratic government and an authoritarian regime. Pretti and Good are dead. The American people deserve to know what happened.
The temperature in Minneapolis is dangerously high. There is an urgent need for the federal agents deployed to the city to step back and take a breath before more Americans are hurt or killed. Those protesting the Trump administration have an equal obligation to avoid violence.
The American people also need answers about whether federal agents acted inappropriately, and the behavior of the Trump administration means that it will be impossible to trust any federal investigation that it conducts. President Donald Trump and his appointees have demonstrated themselves to be unconcerned with truth and willing to lie to serve their own interests. Congress therefore must step in. The Constitution vests it with the power to hold hearings, issue subpoenas and demand answers.
Congress ought to investigate both the circumstances of the recent killings in Minneapolis and the broader conduct of the federal agencies engaged in Trump’s immigration crackdown, including their treatment of peaceful protesters. The video evidence shows that the incident that ended in Pretti’s death began when a federal agent lunged at a protester and knocked her to the ground. There are many similar videos and documented instances of federal agents using unnecessary violence against people who are peacefully protesting or documenting events — both behaviors protected under the First Amendment.
Congress has the power to hold the administration accountable through its control of federal spending. A pending bill to fund the Department of Homeland Security offers a crucial opportunity to perform scrutiny and impose necessary guardrails, such as funding for body cameras.
The federal government also has sought to prevent investigations by the state of Minnesota. This must end. A federal judge in Minnesota issued a temporary restraining order Saturday evening, at the behest of the state, barring federal agencies from destroying evidence related to Pretti’s killing. The need for such an order is both evident and extraordinary.
“The credibility of ICE and DHS are at stake,” Sen. Bill Cassidy, R-La., who is increasingly at odds with Trump, posted on social media Saturday. “There must be a full joint

and a
federal and state investigation. We can trust the American people with the truth.”
The Trump administration has made no attempt to calm the waters in Minneapolis. It is a disgrace that the first public comment by Trump in the wake of Pretti’s death was to post a picture on social media of what he described as “the gunman’s gun.” Stephen Miller, arguably Trump’s most influential adviser, wrote on social media, without offering evidence, that Pretti was “an assassin.”
It is premature to reach conclusions about what exactly happened on that Minneapolis street. The Trump administration should not have done so, and we will not do so. What is clear, however, is that the federal government needs to reestablish public faith in the agencies and officers who are carrying out Trump’s crackdown on immigration. If the administration is allowed to act with impunity and avoid even the most basic accountability, the result will be more violence.

no solo mediante el Plan Vital, sino también a través de contratos con la Corporación del Fondo del Seguro del Estado, la Administración de Compensaciones por Accidentes de Automóviles, la Administración de Servicios de Salud Mental y Contra la Adicción y el Programa de Salud Correccional del Departamento de Corrección y Rehabilitación, según se informó.
De acuerdo con la información provista, Puerto Rico ha registrado una reducción aproximada de 46 por ciento en el número de médicos durante los pasados 13 años, lo que representa la pérdida de más de 8,000 facultativos, situación que ha afectado la disponibilidad de servicios de salud en múltiples regiones de la isla.
Actualmente, el Código de Incentivos requiere que
los médicos beneficiarios cumplan 180 horas anuales de servicio comunitario sin remuneración, salvo cuando el servicio se presta bajo contrato con el Plan Vital. La propuesta legislativa busca extender ese mecanismo a otras entidades gubernamentales que atienden poblaciones con mayores barreras de acceso a servicios médicos, como pacientes de salud mental, personas lesionadas en accidentes y la población correccional.
El proyecto persigue permitir el cumplimiento remunerado del requisito de servicio comunitario, mejorar el acceso a servicios médicos especializados fuera del Plan Vital y reforzar los esfuerzos de retención de médicos en Puerto Rico mediante alternativas más flexibles para cumplir con los requisitos del Código de Incentivos.

SAN JUAN – El director ejecutivo de la Comisión para la Seguridad en el Tránsito, José González Mercado, anunció el martes la activación de una campaña educativa dirigida a concienciar a los conductores sobre la importancia de respetar los cruces peatonales y ceder el paso a los peatones en las vías públicas.
“Hemos observado que en ciertos meses del año se refleja un aumento en muertes de peatones a pesar de los esfuerzos educativos que mantiene la agencia durante todo el año. Por tal razón se logró identificar una inversión de 98,776.42 dólares para el pago de horas extras a los policías que habrán de participar en la movilización con el único fin de lograr un cam-


bio de conducta a favor de todos los que usamos las carreteras de este país”, dijo González Mercado en declaraciones escritas.
La campaña, titulada “Respeta al peatón. Siempre dale paso”, contará con la participación de la Policía de Puerto Rico y de policías municipales en distintos municipios alrededor de la isla, como parte de un esfuerzo educativo y preventivo.
Como parte del mensaje, la Comisión para la Seguridad en el Tránsito exhortó a los conductores a respetar los cruces peatonales, no bloquear las aceras, ceder el paso al peatón y abstenerse de rebasar cuando otro vehículo se detiene para permitir el cruce.
“Si los conductores siguen estos consejos que le brindamos tendremos unos ciudadanos utilizando las vías públicas con un alto grado de civismo y empatía.
Esto definitivamente redundará en una baja exponencial de muertes en nuestras carreteras hasta que lleguemos a cero que es nuestra meta”, añadió.
Del 26 de enero al 1 de febrero de 2026, policías municipales de San Juan, Guaynabo, Hatillo, Ponce, Camuy, Bayamón, Vega Baja, Humacao, Guayama, Salinas, Cidra, Quebradillas, Morovis y Carolina, junto a la División de Tránsito Estatal, participarán del esfuerzo educativo. Las autoridades advirtieron que los conductores que no respeten el paso peatonal se exponen a recibir boletos por conducta antisocial.
González Mercado indicó además que la campaña reforzará el mensaje de empatía hacia los peatones adultos mayores, al reconocer que esta población requiere mayor tiempo y precaución al cruzar las vías públicas.

Denyce Graves made sure to stick a few tissues into a pocket of her costume for the Saturday matinee of the Gershwins’ “Porgy and Bess.” It was the 158th — and the final — time she would perform at the Metropolitan Opera. She was sure she was going to cry.
“Denyce Graves,” said Peter Gelb, the general manager of the Met, in a simple introduction, as the curtain rose for the second act to show Graves surrounded by the opera’s cast. The applause, from the stage and from the packed hall, seemed as if it would never end. She pulled out those tissues.
“Peter, I knew I was going to cry,” she said, her voice quavering as she received a plaque commemorating her as one of “opera’s outstanding artists.”
It was a career that almost didn’t happen.
When Graves was 24, a doctor told her she wouldn’t sing again. It was just three years after she made her professional opera debut at the Tulsa Opera. She resigned herself to a life off the opera stage.
“He discovered that I had a real imbalance in my thyroid that was creating some havoc,” Graves, 61, said in a lounge at the Metropolitan Opera recently, pulling down the top of her dress to show the still visible signs of an enlarged thyroid. “And he told me that I would not be able to have a career.”
The doctor was wrong. A year later, Graves, a mezzo-soprano, agreed to audition for the Houston Opera’s “Carmen,” and was cast as Mercedes. And for the next 38 years, she persevered through health challenges — the thyroid, a hemorrhaging vocal cord, goiters in the neck, cluster headaches — to become one of opera’s top singers.
On Saturday, the crowd cheered at her spirited portrayal of Maria, the keeper of the cookshop on Catfish Row, a relatively small but driving presence in the sad love story of Porgy and Bess. Still, Graves will be more remembered for lead roles like Dalila in Camille Saint-Saens’s “Samson and Dalila,” and especially for the title character in Georges Bizet’s “Carmen,” which she sang in her Met debut in 1995. By that point, she was a big enough star to be featured on “60 Minutes” on CBS. Introducing the segment, Morley Safer said, “This is the result when guts, discipline, talent and beauty all combine in one happy accident.”
Graves was raised by a single mother in southwest Washington, D.C. She began singing at a young age because her mother wanted to keep her three children busy until she returned home from work: Thursday was for singing. “It’s a shame that nobody hears you do this,” her mother told her.
Graves has always kept a home in Washington, and her roots there run deep. Over the years, the capital turned to her at difficult moments. She sang “America the Beautiful” and “The Lord’s Prayer” at Washington National Cathedral after the attacks of Sept. 11 and Gene Scheer’s “American Anthem” at the memorial service at the U.S. Capitol for Ruth Bader Ginsburg, a lifelong opera fan and friend.

A: Well, I just did. We did “Porgy and Bess” there. In May of last year.
Q: You were supposed to direct Scott Joplin’s “Treemonisha” there, but now that the Washington National Opera has pulled out of the Center, it is going to be performed at Lisner Auditorium. How do you feel about that?
A: I would have liked to have seen if there could have somehow been a way to make it work at the Kennedy Center for a number of reasons. I mean, things are going to be in an incredible chaotic state in terms of, you know, is there a costume department? What about the sets?
But I know that they have every intention on going forward with everything. And I think there’s a tremendous amount of support in the community for them as well. I’m happy to see that.
Q: Are you worried about the future of the Kennedy Center?
A: I am worried. It’s such a treasured and beloved place.
her, but for now, she is moving to a life of directing and running the Denyce Graves Foundation, dedicated to social justice and the arts. We spoke twice; once a few weeks ago, and again, in her dressing room, after she stepped off the stage on Saturday. These are edited excerpts from those conversations.
Q: After all that applause, I trust you’re not having second thoughts?
A: No! But I thought, I’m really, really retired from this now. That was so final. I am going to be directing and I love that. And I’m very excited not to have to worry about my voice.
Q: It sounds like you have spent a lot of your career tending to — and worrying about — your voice.
A: Everything you do impacts what happens with your voice, everything. Talking to you now. Being out in the cold. What I just ate — I just ate an orange, right? Like acid, like all of these different things impacts the quality of the instrument. Everybody knows what it feels like to have a really great voice lesson or to have a really good performance and we’re always sort of chasing that.
Q: What made you decide the time had come to retire?
A: I’m in my 62nd year. And when this offer came to sing this Maria in “Porgy and Bess,” I thought, how perfect. The very first opera contract I got was for “Porgy and Bess.” That was with Ed Purrington at Tulsa Opera.
Q: Can you talk about being asked to sing at the service commemorating 9/11 at the National Cathedral?
A: I didn’t really understand at the time the magnitude of what that service going to be. I looked down, and said, That looks like President Carter. And I said, Oh my God, is that President Bush? And that’s President Clinton. It changed everything for me after that. Laura Bush came to talk to me. She’s become a friend.
Q: Some years ago you said that your interest in opera came after a class trip to the Kennedy Center.
A: That’s true.
Q: Considering what’s going on there now, would you
Q: What do you think about artists who say they will no longer perform there?
A: There’s a part of me that understands that. On the other hand, I obviously grew up as a Black woman, before that a Black girl. And there were so many restricted doors for us coming up. And I had to learn to just soldier on, no matter the situation.
Whatever your conviction is, I see it a little bit as a luxury to be able to say, well, absolutely not: I’m not going to do that. But I admire people who take that kind of stance.
Q: You have been best known as Carmen. “This is a problem for my career,” you once said. “I want people to come to the theater because I’m singing — not because it’s ‘Carmen.’”
A: I was at Covent Garden singing “Carmen” with Plácido Domingo. We were doing the opera inside, but they were showing it outside. After the opera was over, Plácido said, “Denyce, let’s go outside and thank everybody for watching the opera.” I came out, and people said, “Carmen, Carmen, come sign my program and take a picture with me.” He came out. And they said, “Plácido, Plácido.”
Q: There’s concern about aging and declining audiences and a loss of passion for this art form. How do you think about the future of opera?
A: We saw something extraordinary happen after COVID, when for the first time in the history of the Metropolitan Opera the theater was shut down. I remember that we came back with the opening of “Fire Shut Up in My Bones” [a new opera by Terence Blanchard], and people came out. And so I think that the opera administration was looking at that saying, “Oh my goodness, look at the appetite that people have for these new stories.”
You know, the ABCs, right? “Aida,” “Bohème” and “Carmen.” They aren’t going to go anywhere. And I love those operas. But at the same time, there’s a real hunger for new voices and new storytelling.
The S&P 500 touched a record high and angled for its fifth advance in a row on Tuesday with a mixed reception for the latest earnings reports and a steep selloff in health insurers countering optimism ahead of megacap reports.
UnitedHealth led losses in healthcare stocks and in the Dow Jones Industrial Average with a 19% tumble after the Trump administration proposed an increase in Medicare insurer payment rates. The plan was another woe added to the insurer’s disappointing revenue forecast for 2026. Also sliding were insurance peers Humana down about 19% and CVS, which fell about 14%.
In more encouraging earnings news, bellwether United Parcel Service projected higher revenue for 2026, and rose more than 3% while rival FedEx added 2.5%. Results from parcel carriers are often used as a key barometer to gauge U.S. economic health. General Motors shares advanced 9% after it reported higher fourth-quarter core profit.
And with megacap earnings reports due to kick off this week, technology stocks extended Monday’s gains, with Microsoft, Nvidia, Apple, Amazon and Broadcom providing some of the market’s biggest boosts.
With this, the Nasdaq touched a near three-month high while the S&P 500 neared the 7,000 mark.
“There’s a little bit of a bifurcated market today with the Dow down because of the announcements around Medicare premiums,” Phil Blancato, chief market strategist at Osaic Wealth in New York. “When you look at everything else, the market seems to be hanging in there waiting for a big week of earnings.”
Also on Tuesday, U.S. consumer confidence unexpectedly deteriorated in January, slumping to its lowest level since 2014, but Blancato noted that surprisingly, the “pretty terrible number” didn’t have much of an impact on the stock market.
At 2:29 p.m., the Dow Jones Industrial Average fell 430.54 points, or 0.87%, to 48,981.58, the S&P 500 gained 34.97 points, or 0.50%, to 6,985.20 and the Nasdaq Composite gained 241.40 points, or 1.02%, to 23,843.00.
The broader technology sector rose 1.7% while Corning led the gains there jumping 16%. The Gorilla Glass maker signed a deal with Meta worth up to $6 billion for fiber-optic cables in AI data centers.
Meta, Microsoft and Tesla report earnings on Wednesday, kicking off results from the so-called “Magnificent Seven”, which will test the AI trade that has underpinned Wall Street’s rally for much of the past year.
Markets pushed higher on Tuesday despite a fresh tariff threat from U.S. President Donald Trump, this time against South Korea. Investors appear more focussed on the red-hot tech sector and AI boom as they await a slew of mega-cap earnings this week.
But lingering caution also reared its head as gold and silver held firm on continued global uncertainty, and the dollar remained under pressure amid continued concerns about coordinated intervention to boost the yen.

Bourses around the world appeared to shrug off a fresh tariff threat from U.S. President Donald Trump on Tuesday as shares hit new record highs, with mega-caps Microsoft, Meta, and Tesla due to report on Wednesday.
The S&P 500 ended 0.5% higher on Monday and futures were higher ahead of Tuesday’s open, while the Nikkei and even South Korea’s KOSPI also rose.
The South Korean exchange’s rise – which took it to a new high – came as the country found itself the latest target of Trump’s hammer-and-nail trade policy. Trump announced on Monday that he would hike tariffs on imported South Korean goods to 25% from 15%. He blamed the move on the South Korean parlia-

ment’s apparent failure to quickly implement a pact agreed last year with President Lee Jae Myung to boost investment in U.S. business projects.
While equity investors’ attention was focused elsewhere, the potential for yet more trade disruption helped keep gold and silver elevated on Tuesday morning, while the greenback remained under pressure after a torrid Monday which saw the dollar index’s biggest three-day slide since last April.

President Donald Trump has received multiple U.S. intelligence reports indicating that the Iranian government’s position is weakening, according to several people familiar with the information.
The reports signal that the Iranian government’s hold on power is at its weakest point since the shah was overthrown in the 1979 revolution.
Protests that erupted late last year, according to the reports, shook elements of the Iranian government, especially as they reached into areas of the country that officials thought were strongholds of support for Ayatollah Ali Khamenei, Iran’s supreme leader.
While the protests have died down, the government remains in a difficult position. Intelligence reports have repeatedly highlighted that in addition to the protests, Iran’s economy is historically weak.
Economic hardship ignited sporadic protests in late December. As the demonstrations spread in January, the Iranian government found it had few options to ease the financial difficulties families were feeling. Officials resorted to a heavy-handed crackdown that further alienated wide swaths of the population.
The U.S. military has been building up its forces in the region, but it is not clear what steps the Trump administration may be considering.

retary, said in a statement. “It would be a dereliction of duty as commander in chief if he were not regularly briefed on these matters. With respect to Iran, President Trump continues to closely monitor the situation.”
Trump warned that he could strike Iran as the government’s bloody crackdown on the protests expanded. Still, his advisers have been divided on the benefits of strikes, particularly if they were simply symbolic strikes against elements of the government involved in the crackdown.
Trump then seemed to back down on any sort of immediate strike in support of the protests after the Iranian government called off a planned execution of a protester. Prime Minister Benjamin Netanyahu of Israel had also asked Trump to postpone an attack on Iran,
according to a senior U.S. official.
But a broader campaign may have more appealto some of Trump’s most hawkish aides and allies who see an opportunity to force out the country’s leadership. And Trump continues to hold out the threat of force, describing his buildup of naval forces in the region as an “armada.”
Trump has also mused aloud about Iran’s nuclear program, delivering warnings and reminding the Iranian government of the strikes he ordered last year against its most heavily fortified research sites.
Sen. Lindsey Graham, R-S.C., said that he had spoken with Trump in recent days about Iran and that he expected the president to fulfill his promise to help Iranians who had been protesting their government.
“The goal is to end the regime,” Graham said in a brief interview. “They may stop killing them today, but if they’re in charge next month, they’ll kill them then.”
As of Monday, the USS Abraham Lincoln aircraft carrier, accompanied by three warships equipped with Tomahawk missiles, entered the U.S. Central Command’s area of responsibility in the western Indian Ocean, said a U.S. official who spoke on the condition of anonymity to discuss those details.
If the White House were to order a strike on Iran, the carrier could, in theory, take action within a day or two, military officials said.
The United States has already sent a dozen additional F-15E attack planes to the region to strengthen strike aircraft numbers, according to U.S. officials. And the Pentagon has dispatched more Patriot and THAAD air defens-
es to the region to help protect U.S. troops there from any retaliatory strikes by Iranian short- and medium-range missiles.
Long-range bombers based in the United States that could strike targets in Iran remain on a higher-than-usual alert status. The Pentagon heightened the alert status two weeks ago, when Trump requested options to respond to the crackdown on protests in the country.
Pentagon officials have also stepped up consultations with regional allies in recent days. Adm. Brad Cooper, the head of Central Command, visited Syria, Iraq and Israel over the weekend to confer with U.S. military officers and counterparts there.
The main point of Cooper’s trip was to visit American troops and detention sites in northeast Syria, a senior U.S. military official said. The U.S. military began transferring Islamic State prisoners to Iraq from northeastern Syria last week amid growing concern that thousands of former fighters and their family members could escape from detention as the Syrian government takes control of much of the area from Kurdish-led forces.
But U.S. officials have also delivered a message to Iraqi officials: In the event of rising tension with Iran, should Shiite militias in Iraq fire on U.S. bases or troops, the United States would retaliate against them.
U.S. officials have also been consulting with regional partners on Iran. In addition to conversations with Israeli officials and meetings in Baghdad, Trump administration officials have held talks with Saudi and Qatari officials, according to a U.S. official.

President Donald Trump would have sweeping powers over the future governance of the war-ravaged Gaza Strip and the well-being of its people, under a plan drafted by the new international group he leads, laying out how it would operate.
The group, the Board of Peace, met for the first time in Davos, Switzerland, last week, as member states including Azerbaijan and Qatar, signed its founding charter, which calls for
securing “enduring peace in areas affected or threatened by conflict.”
Much about the Board of Peace has so far been unclear, but a draft resolution, a copy of which was obtained by the Times, would allow the chair, Trump, to nominate senior officials who will help administer Gaza, and assign responsibilities.
Those officials include a “high representative” for Gaza, tasked with overseeing a Palestinian body administering the enclave, and the commander of an international stabilization force, which is intended to help provide
security. Trump would also have the power to approve resolutions and suspend them in urgent cases.
The resolution is dated Jan. 22 — last Thursday — and has not been signed by Trump, which would bring it into force, according to three officials who were briefed on the resolution and verified the authenticity of the obtained copy. They spoke on condition of anonymity to discuss internal
deliberations, adding that the resolution was currently under discussion.
It was not clear whether the draft was the final text of the resolution.

Venezuela’s new leader wants citizens to be hopeful, but not too hopeful.
Three weeks after U.S. forces whisked President Nicolás Maduro away from Caracas, the capital, his vice president and replacement, Delcy Rodríguez, is rapidly liberalizing the economy without ceding any political control in an autocratic nation.
With President Donald Trump’s blessing, Rodríguez has moved to redirect Venezuela’s oil exports from China to the much more lucrative market in the United States. This month she funneled the first tranche from these oil sales, $300 million, to Venezuela’s banking system, halting the collapse of the national currency and putting hyperinflation fears to rest.
She is rapidly rewriting laws to bring in foreign investment and boost wages, leading many economists to forecast double-digit economic growth in Venezuela this year. She is promising economic transparency and accountability, an implicit recognition of years of looting of state funds by the government that she has served for decades.
The expectation of an economic bonanza has triggered a rally on Caracas’ small stock exchange and led to a surge in real estate prices. The prices of Venezuela’s bonds, long in default, are rising on hopes Rodríguez will restructure the country’s debt. As the Trump administration hints it might roll back more U.S. sanctions on Venezuela, foreign investors are lining up scouting missions in Caracas, hoping to snap up the cheap real estate, mines and factories devalued by years of crisis.
“We are expecting that 2026 will be a better year,” Rodríguez, 53, told Venezuela’s governors and mayors in a televised address last week. “We know that it will be this way.”
The sense of economic euphoria is spreading in the shadow of a deeply repressive state, which Rodríguez has shown little sign of dismantling.
Heavily armed security agents have been stopping drivers and checking their phones on Caracas’ roads. Several checkpoints manned by military counterintelligence officers have sprung up near Rodríguez’s residence in her densely populated upmarket neighborhood in eastern Caracas, checking locals and passersby alike.
Rodríguez’s government has released some political prisoners, more than 200 according to rights groups, but hundreds remain behind bars. And some new prisoners have already taken the released detainees’ places, a process that the opposition calls Venezuela’s “revolving door” of repression.
A former political prisoner, an American named James Luckey-Lange, said in an interview that as prison authorities were preparing to release him and a group of other detainees this month, they were simultaneously processing a group of new arrivals, including a 17-year-old. Practically all of them, including Luckey-Lange, had been accused of crimes related to terrorism, charges that rights groups say are nearly always fabricated.
On the economic front, Venezuelan financial regulators have been constantly calling the owners of Venezuela’s publicly traded companies, asking them to justify the surge in their stock prices.
The regular procedure took on a threatening undertone in a country where dozens have been detained for allegedly celebrating Maduro’s downfall.
Several businesspeople contacted by the regulators recounted the ensuing absurd discussions, in which they tried to explain to the officials why their stock is surging, without mentioning the downfall of an autocrat largely responsible for one of the deepest economic collapses in modern history.
Maduro’s fall has brought no noticeable change to Venezuela’s severely restricted freedom of expression. At least two prominent Venezuelan journalists have been castigated or threatened by officials for mentioning taboo topics in their programs since the U.S. attack on Caracas on Jan. 3, according to the people involved, who spoke on condition of anonymity for fear of retribution.
The taboos have included mentioning the name of exiled opposition leader María Corina Machado, who has been lobbying lawmakers in Washington to force new elections in Venezuela.
The atmosphere of fear that has gripped government opponents in Venezuela for years has now even spread to an unlikely new group: officials and businesspeople who owe their positions and fortunes to personal ties with the Maduro family.
Since taking office, Rodríguez has demoted or fired several Maduro loyalists and

overhauled the second tier of the country’s military command, even as she continued to publicly assert that she is a mere caretaker working for the president’s return.
The most prominent dismissal thus far targeted Alex Saab, a powerful Colombian businessperson sanctioned by the United States for laundering money for Maduro. Rodríguez worked with the U.S. military this month to force a tanker carrying oil belonging to Saab to return to Venezuela, and in the past week she removed Saab from his government posts.
Rodríguez’s supporters in the government said the interim leader is trying to thread a needle. She is trying to increase her popularity by working to create a sense of hope and optimism in the country after 13 years of Maduro’s rule. But this optimism cannot spill into open celebrations, according to people who know her, who spoke on condition of anonymity to be able to discuss sensitive matters. The fear, they said, is that open celebrations could provoke a violent counterreaction from paramilitaries loyal to the ousted president, who have been pining for revenge after the humiliation inflicted on them by the U.S. forces.
Rodríguez’s critics say the lack of any meaningful political concessions since Mad-
uro’s downfall is a feature of her governing model, not a temporary glitch.
Rodríguez, they say, may be trying to re-create the path of economic development followed by China, which in the 1980s opened up to foreign investment and market forces, without sacrificing the ruling party’s monopoly on power. Some commentators have already taken to calling her Delcyping, a reference to Deng Xiaoping, the architect of China’s market liberalization.
This outcome may be difficult to replicate. Some government insiders say Venezuela remains a more open society today than China was at the time, and the expected economic boom is likely to lead many Venezuelans to demand greater say in how any new oil wealth is spent.
And unlike China, Rodríguez’s government depends for its survival today on an outside power, the United States, which may have other ideas about how the country should be governed.
A combination of economic liberalization and outside pressure could also lead Venezuela to replicate the path of another superpower, the Soviet Union. In the late 1980s, a more open economy exposed the shortcomings of its political system, emboldened its citizens and brought down one-party rule.

For decades crushing debt has spread misery in the world’s poor and lower-income nations. But the menace of unsupportable borrowing that now hangs over the global economy emanates from some of the richest countries.
Record or near-record debt in the United States, Britain, France, Italy and Japan threaten to hamstring growth and sow financial instability around the globe.
At home, it means countries must make interest payments with money that otherwise could have paid for health care, roads, public housing, technological advances or education.
The hunger for more and more loans has also pushed up borrowing costs, gobbling up a bigger share of taxpayer money. It can also push up rates on business, consumer and car loans, as well as mortgages and credit cards; and drive up inflation.

And perhaps most worrisome, overhanging debt — pumped up even when an economy is relatively sound and jobless rates are low, like the United States — gives governments less room to respond when things sour.
“You want to be able to spend big and spend fast when you need to,” said Kenneth Rogoff, a Harvard University economics professor.
What happens if there’s a financial crisis, a pandemic or a war? What if there’s a sudden need for more social services spending and jobless relief because of changes caused by artificial intelligence or climate-related disasters?
Borrowing a lot of money quickly becomes more difficult — and expensive — when the national debt is already sky-high.
At the World Economic Forum in Davos last week, President Donald Trump commanded center stage, but on the sidelines, finance ministers fretted over their ability to fund a growing list of must-haves, from beefed-up militaries to upgraded electricity grids.
Government borrowing when an economy is strong, and when interest rates are low, can support growth, and in times of distress can help bolster spending. The cycle of supercharged borrowing began with the 2008 financial crisis and recession, when governments rushed to provide assistance to struggling households and tax revenues fell. Relief programs during the COVID-19 pandemic, as economies shut down and health care costs rocketed, kicked debt levels up another notch as interest rates were rising and outpacing growth.
But debt levels did not decline. And now, in six of the wealthy Group of 7 nations, the national debt equals or exceeds the country’s annual economic output, according to the International Monetary Fund.
More and more countries are being squeezed by demographics and slow growth. In Europe, Britain and Japan, aging populations have driven up the government’s health care and pension costs at the same time that the number of workers who
provide the necessary tax revenue has shrunk.
The need to rebuild infrastructure and invest in advanced technology in many regions is also dire. A yearlong study requested by the European Union’s executive arm concluded that the 27-member bloc needed to spend an additional $900 billion on things like artificial intelligence, a shared energy grid, supercomputing and advanced worker training to effectively compete.
In Britain, it will cost at least 300 billion pounds ($410 billion) to upgrade infrastructure over the next decade, according to Future Governance Forum, a think tank in London. Billions more will be needed to revitalize its limping National Health Service.
Efforts to trim public spending in Italy, where debt equals 138% of gross domestic product, by cutting health care, education and public services, or in France by raising the retirement age, have set off vehement protests.
France, which has been politically deadlocked over the budget for months, saw its sovereign debt rating downgraded last fall, raising questions about the country’s financial stability.
Meanwhile, the world has turned more dangerous. Tensions between China and the United States have sharpened. Europe is threatened by an increasingly aggressive Russia and a belligerent American president.
Most countries have responded by significantly supporting Ukraine with billions of dollars and increasing military spending. Members of the North Atlantic alliance agreed to eventually devote 5% of their gross domestic product to defense. Japan is also substantially enlarging its military budget.
Tokyo’s debt is already staggering. It amounts to more than twice the country’s annual economic output.
The prospect of an even deeper hole grew last week when Prime Minister Sanae Takaichi suddenly called for a snap election. Both Takaichi’s Liberal Democrats and opposition parties
are promising to increase spending and lower taxes.
Takaichi’s announcement rattled investors. Bondholders quickly began selling and bond yields — interest that governments pay when they borrow money — jumped.
The uneasiness bled into other financial markets. Japanese investors are historically the largest foreign holders of U.S. Treasurys. But higher returns from Japanese bonds could cause them to cut back on their purchase of American debt in order to take advantage of bigger yields at home.
Last week, the yield on the 10-year U.S. Treasury note rose to its highest level since August.
The turbulence set off alarms among some investors. Ken Griffin, CEO of the hedge fund giant Citadel, characterized the sell-off as an “explicit warning” to other heavily indebted nations like the United States, noting that not even the world’s strongest and largest economy is immune to the risks.
Faith in U.S. creditworthiness briefly shuddered in April, when Trump’s blitz of tariff flip-flops caused Treasury yields to suddenly surge.
American bonds remain a safe haven in a risky world. Still, the president’s erratic economic policymaking and trade wars are one reason the current debt is unlike any other episode in American history, said William J. Gale, the author of “Fiscal Therapy: Curing America’s Debt Addiction and Investing in the Future.”
The U.S. national debt is now $38 trillion, roughly 125% the size of the American economy.
Trump has been acting like Max Bialystock in “The Producers,” promising payouts to farmers, taxpayers and bondholders with a limited pot of money. Analysts expect that the midterm elections will prompt the White House to spend even more freely in the coming year.
This month, Trump vowed to further increase military spending to $1.5 trillion over the next fiscal year, which the Committee for a Responsible Federal Budget calculated would add $5.8 trillion to the national debt, including interest, over 10 years.
Net interest payments have tripled over the past five years, reaching roughly $1 trillion. They now eat up 15% of U.S. spending, the second biggest expense after Social Security.

Q: I know walking is good for my body. But can it be my only form of exercise?
A: Stepping outside for a brisk walk can bring significant health benefits. Walking has been linked to improved blood pressure, better mental health and lower risks of falls, cardiovascular disease and dementia. It’s also an accessible way to get moving that many people can fit in while taking out the dog or commuting to work.
But while walking is almost universally considered good physical activity, it’s not necessarily great exercise, said Alex Rothstein, an exercise physiologist and assistant professor of exercise science at the New York Institute of Technology School of Health Professions.
The distinction, he said, is that exercise is structured, quantifiable physical activity that challenges your body.
Whether or not walking is enough exercise for you personally depends on the intensity of your walks, your fitness level and your health goals.
While step count may be the most familiar walking metric, Rothstein cautioned against making it your sole focus. “Ten thousand steps was never meant to be the defining task of your day,” he said. Instead, it’s important to consider the intensity of your walks and the amount of time you spend exercising.
The American College of Sports Medicine recommends that people aim for about 150 minutes per week of moderate-intensity exercise, like brisk walking, or 75 minutes of

high-intensity exercise, like swimming or running uphill.
“What’s sustainable moderate-intensity exercise to one person may be different for another person,” said Dr. Ashish Sarraju, a preventive cardiologist at the Cleveland Clinic.
To figure out which category your walk falls into, take note of how hard you’re working, Rothstein said. If you’re out of breath and feel as if your effort level is a 6 or 7 out of 10, you’ve reached moderate-intensity exercise. There’s also the talk test: If you can carry on a conversation easily, your exercise is low intensity. If you can get out some words but can’t sing, that’s moderate.
Where walking falls short
Walking can increase your cardiovascular fitness — though less efficiently than running — but it doesn’t build muscle nearly as much as activities like lifting weights or doing squats and lunges.
The American Heart Association recommends supplementing aerobic exercise with muscle-strengthening activities twice a week. If you’re just starting out, you can opt for resistance bands or body-weight exercises. Michele Stanten, a walking coach and fitness instructor in the Philadelphia area, said that strengthening your muscles could also help you walk longer and faster.
As you age, resistance training can help prevent bone loss more effectively than
walking alone, and doing balance exercises and dynamic stretching after a walk can help maintain mobility and prevent falls.
How to get a better walking workout
There are several ways to increase the intensity of your daily walk. In addition to picking up the pace, you can alternate between bursts of slow and fast walking, or try Nordic walking with poles to engage your upper body. You can also work different muscles by walking on different terrains or heading uphill (or even uphill and backward).
Mitchell Strong, a coach with the New York Road Runners Striders walking program for older adults, said that after walking for a while, running can feel like a natural progression. Alternating intervals of walking and running can help you start.
Although increasing the intensity of your walk has its benefits, ultimately, the experts said that the best workout is the one you’ll keep doing.
If you’re walking the same route every day and it’s no longer challenging, Rothstein said, “I would never say, ‘Don’t do it.’” Instead, if you’re walking with the goal of improving your fitness, he recommends making a few tweaks — whether that’s pushing to finish your route a few minutes faster or taking a new one up a hill.
Taking little steps “to up the ante is probably the most important recommendation I can make with walking,” he said.

When President Donald Trump revived his desire to acquire Greenland for the United States early in his second term, it initially came as a boon to Casper Frank Moller and his cofounders at Raw Arctic. The three Greenlanders had begun their adventure tour company in mid-2024 and discovered that it benefited from the global focus on their home territory: Curious travelers flocked to book tours. The demand was so great that the men had to buy additional boats and hire more workers to meet the demand for their fly-fishing trips and whale safaris.
This year, with Trump threatening to acquire the island, is different.
“Last year, there was a lot of talk, but it came with a positive side effect of putting Greenland on the map as a destination,” Moller said. Now, Greenland is associated with “the potential disturbance of the current world order,” he said. “We’re getting a lot of questions about whether it’s a safe travel destination.”
New airports, more tourists Tourism in Greenland, a semiautonomous territory of the Kingdom of Denmark, has been rising steadily for years. The increase is a result of several factors: Greenland’s efforts to diversify its economy, melting ice that has opened onceinaccessible ports to cruise ships and a fascination with the Arctic in popular culture. In 2025, 44% of Greenland’s tourism businesses reported an increase in high-season bookings over the previous year, according to a recently published survey from the tourism board. The board concluded that, with some improvements in infrastructure, the 2026 season could be “significantly better” yet.
Those expectations are fueled, in part, by major investments in Greenland’s connections to the rest of the world. Late in 2024, a new airport in Nuuk began allowing international flights. The following summer, United Airlines used it for the first direct flights from the United States to Greenland since a short-lived effort from Air Greenland ended in 2008.
The Nuuk airport has attracted a wider range of visitors and increased revenues. “We used to have mainly Danish or Scandinavian tourists, and now they

come from all over the world,” Avaaraq Olsen, the municipality’s mayor, said. “Even the really small businesses, like the artists who make small souvenirs by carving bones, they told me that they sell so much more now than they ever have before.”
Two new airports are scheduled to open this year: a domestic one in the southern town of Qaqortoq and an international one in Ilulissat, 350 miles north of Nuuk. Ilulissat is already considered Greenland’s most popular tourist destination thanks to the icebergs that dot its beautiful harbor, and a significant increase in visitors is expected once the airport opens. Some even predicted double the roughly 50,000 who came last year.
But that was before the American president made Greenland a geopolitical focus. Now, Greenlanders are wondering if the instability will curb tourism or if the attention will increase it.
“We have a lot of eyes on Greenland right now,” Christian Keldsen, director of the Greenland Business Association, said. Although there are no figures yet, Keldsen said he had heard from operators that fearful travelers were canceling their trips.
But he added, “We’ve also had people say, ‘We want to go see Greenland
before it becomes American.’”
Is a slowdown a bad thing?
So far, the greatest impact seems to be a reduction in reservations rather than cancellations. One Dutch travel agency, Aurora Reizen, reported a drop of between 20 and 30% in bookings to the island. Arctic Yeti, a Spanish company that usually brings 200 adventure travelers a year, has also noticed a decrease.
Moller of Raw Arctic said he was seeing caution in some of his customers.
“We’re on a bit of a tipping point where we feel some of our guests have become hesitant to move forward,” Moller said. “We haven’t had any cancellations, but people are definitely delaying booking.”
He said he hoped that Trump’s recent statements in Davos, Switzerland, in which he rejected previous threats of military action and tariffs, would calm the situation.
But for some, a slowdown may not be an entirely bad thing. As interest in the island has grown, Greenland has grappled with how it might prevent the overtourism that has plagued other destinations.
When he was mayor of Ilulissat, Palle Jerimiassen supported the new airport as a way to draw tourism and bring
in new revenue. Since leaving office, he has started his own tour company, Ilulissat Event. But he said he was worried that Ilulissat could not handle all the predicted arrivals unless it figured out a way to spread them more evenly throughout the year. “What we sell up here is silence and being a part of nature,” he said. “That will be impossible if we get too many tourists. So if this gives us a little more time to make our plans for the future, that’s OK.”
Olsen, Nuuk’s mayor, echoed those concerns. “It’s very important for us to not make the same mistakes other cities around the world have made,” she said. “So we decided that whatever we do with developing tourism, we do for the inhabitants first.” That’s why, she said, even though the city is short on hotel beds — something painfully obvious to the hordes of journalists who have swooped in over the past two weeks — Nuuk’s government is moving slowly and deliberately in licensing new building projects. “We want to make sure that local citizens benefit from them,” she said.
Are those citizens still going to welcome Americans? “As long as you don’t show up in a MAGA hat,” Olsen said. “The people of Greenland are very aware that not every American supports Trump and his administration.”
That’s what David Madeo is counting on. A lawyer in Los Angeles, he plans to visit Greenland, Denmark and the Faeroe Islands in August and has no intention of changing that. He is not concerned about anti-American sentiment and is looking forward to learning firsthand how Greenlanders feel about the political situation.
“Honestly,” he added, “the U.S. is so divided and tense right now, I welcome the opportunity to hang out with Danes and Greenlanders for a bit.”

Former Major League Baseball player Carlos Beltrán was welcomed earlier this week by students, staff and family members at the Carlos Beltrán Baseball Academy in Manatí following the announcement of his coming induction into the National Baseball Hall of Fame in Cooperstown, N.Y.
Monday’s event at the academy that Beltrán cofounded was attended by students, faculty, administrative staff, family members, mayors and government representatives from the region as part of the activities held after Beltrán’s election to the hall of fame on his fourth ballot was announced last week.
“Everything I have achieved begins here, in Puerto Rico,” Beltrán said in a written statement. “This country shaped me as a baseball player and as a human being. Returning and sharing this moment with the young people of this academic and athletic program is one of the most significant experiences of my life.”
The hall of famer-elect also thanked the students of the institution.
“You represent the future,” he said. “My greatest pride is not only what I did on the field, but being able to contribute to your dreams and your growth. I admire you all so much, I value your daily effort, and I know that in a few years, you will be the ones on this side.”
Beltrán attended the event accompanied by his wife Jessica, co-founder of the academy, and their children. Jessica Beltrán emphasized the educational focus of the program.
“This Academy is not just about baseball; it’s about education, values, and opportunities,” she said. “Seeing you welcome Carlos with so much affection confirms that the effort has been worthwhile.”
The visit to the academy followed a reception held on Sunday at Pedro Román Meléndez Municipal Stadium in Manatí, where Beltrán shared his experience of being elected to the National Baseball Hall of Fame with fans, community leaders and young athletes.
Beltrán, fellow center fielder Andruw Jones, a native of Curaçao, and second baseman Jeff Kent will be inducted into the hall of fame on July 26.

When podcaster Van Lathan heard about the sportsbetting and poker indictments that ensnared two active NBA figures last fall, it didn’t make him want to stop watching the NBA.
In fact, just the opposite. Lathan, who hosts shows about sports and culture on The Ringer, previously had little interest in the Portland Trail Blazers. But when the team’s head coach, Chauncey Billups, was arrested by the FBI on the second day of the NBA season and accused of working with the Mafia, Lathan wanted to know how the team would react. So he tuned in that night.
He wasn’t alone. In the days after the arrests, the NBA had its most-watched opening week since 2017. Viewership the night the FBI held its news conference was 60% higher than for the previous year. The league announced that Billups and Terry Rozier, the player involved, had been placed on leave, and then resumed promoting its new season.
“Nothing affected the games,” said Lathan, who argues that sports fans, particularly NBA fans, like off-court drama as much as the game on the court.
Sports-betting charges are becoming a regular occurrence. On Jan. 15, the Eastern District of Pennsylvania unsealed indictments against 20 college basketball players at 17 schools, accusing the players as well as gamblers of engaging in point shaving during games.
The NCAA does not allow its athletes to bet on sports, nor does it allow sponsorships from gambling companies. But gambling is so pervasive in sports that those rules may not matter.
Other betting indictments, levied against NBA and Major League Baseball figures, have some observers wondering whether sports leagues’ hearty embrace of the gambling industry has led them to sacrifice the integrity of their games — and to what degree that might affect their business.
“The fans suffer in all of this,” said Tim Derdenger, an associate professor of marketing and strategy at Carnegie Mellon. “They stop trusting that it’s an actually fair competition. If they can’t trust it, they won’t watch it.”
But so far, even if fans are losing trust in the product, they’re still watching and the leagues keep making money.
Defining integrity
Modern threats to sports integrity go well beyond sports gambling. Cheating, doping, tanking and match fixing have all chipped away at the supposed sacredness of what happens on the field.
For some people, the definition of integrity is simple. Players need to try as hard as they can to win. Others think it’s more complicated.
Léa Cléret, a philosopher who has been studying the question of sports integrity for years, first at European universities and then for international sports-related organizations including the World Anti-Doping Agency, thinks integrity means consistency among an organization’s purpose, values, rules and
behaviors. But she also thinks the definition has gotten trickier.
“As the world of sport and the world of business have slowly been overlapping, there’s a big tension in the purpose,” Cléret said. “Is it a human relentless pursuit of excellence? Or is it a means to an end?”
In other words, when moneymaking conflicts with sports purity, which goal wins?
Match fixing can also be hard to define. The International Olympic Committee says it is when the result of a competition is predetermined. It also says broader competition manipulation is when a participant, coach, judge or referee “knowingly underperforms or deliberately makes bad or wrong decisions affecting the result or course of a competition, in order to obtain an undue benefit.”
But when underperforming is a strategic decision — to save strength for the next round of a competition, or to get a better draft pick in the next season, as has become common — the question of integrity gets murkier.
“Sport integrity is not about always putting in 100% effort,” said Minhyeok Tak, a lecturer in sport management at Loughborough University in England.
Tak believes gambling has muddied the discussion. Things like not sharing insider information with family or close friends are more about protecting the integrity of gambling than they are about protecting the integrity of sports, he said.
“The betting industry prefers the term sport integrity when they really mean betting integrity,” he said.
The fan reaction
It’s hard to know if things that harm the integrity of sports also hurt the business.
“It’s not something that we really have any empirical evidence for,” said Shawn Klein, an associate teaching professor at Arizona State University. But, he said, history offers some lessons. Boxing and horse racing were immensely popular in the early 1900s, he pointed out. Both sports were investigated for mob ties, and had multiple scandals in which a competitor was paid to lose or perform worse than expected. One reason they lost some standing with American sports fans was the sense that their competition “wasn’t always on the up and up,” Klein argues.
Most modern sports scandals that affect the integrity of the play typically do not involve losing on purpose. More often there is doping (as in Olympic sports and Major League Baseball) and cheating (as with the Spygate and Deflategate scandals in the NFL, and sign-stealing scandals in MLB and college football).
Those transgressions come in the service of winning, which is the ultimate goal in sports, so they are perhaps easier for fans — at least the hometown ones — to get over.
Neither Deflategate nor Spygate stopped the runaway freight train of NFL revenue growth. In 2024, the league reportedly took in more than $23 billion.
The practice of tanking, which happens often in today’s NBA, involves intentional losing. The Utah Jazz, a team many believe is tanking to secure a better draft pick, recently lost a game by 55 points to one of the worst teams in the NBA.
Tanking also happens in football, where the best draft picks go to the worst teams, and in baseball, where the revenuesharing model means some owners value waiting to spend money until they have a real chance to win. In American sports leagues, teams cannot be demoted to a lower league if they lose too many games, as they can in some European leagues, particularly soccer. Because of this, they sometimes intentionally lose as many games as possible for a season or more to secure the best chance at good draft picks.
There is some evidence fans care. Hua Gong, a professor at Rice University, studied the relationship between tanking and attendance during the five seasons from 2013 to 2018. He and his co-authors found that the mere perception of tanking led to a decrease in attendance, and the effect persisted.
Gong said his paper showed that “you have to really protect the integrity of the game. And especially how people perceive whether the integrity of the game is there or not.”
NBA fans have embraced unproven theories about rigged games and unfair drafts.
For instance, many thought that Game 6 of the 2002 Western Conference finals featured suspicious officiating that favored the Los Angeles Lakers over the Sacramento Kings, which helped the series go to seven games. A seven-game series increases ratings, and the Lakers, who play in a big market, draw a lot of eyes to the sport.
A few years later Tim Donaghy, who went on to serve prison time for his involvement in a gambling ring as an NBA referee, said in a court filing that Game 6 had been fixed by the referees working it. And though Donaghy’s claims were never proved and the NBA vehemently denied them, Neil Hunt, 49, a college administrator, hasn’t watched the NBA much in the past two decades as a result.
“It comes back to that kind of feeling of like, ‘Am I a patsy here?’” Hunt said.
Adam Silver, the commissioner of the NBA believes his league’s fans do care about the integrity of the game.

“I try not to take the comments personally,” Silver said during a news conference in Las Vegas in December. “But to the extent someone thinks that the league has a finger on the scale, the league cares which team wins, the league wants more games in a series rather than less games or a particular outcome, I think that’s incredibly corrosive to the game.”
The NBA, which has partnerships with gambling companies, changed its injury-reporting rules last month in an attempt to close a loophole exploited by gamblers who had access to insider information. Silver said that prop bets (bets on specific occurrences within games) and bets on unders (where a bettor can wager that a player will underperform his expected statistics) “are where we are most vulnerable” and that the league had engaged with regulators about them. The league has also made several changes to its draft rules in recent years to discourage tanking.
But neither tanking nor unproven theories have depressed the overall business of the NBA. With sports a last vestige of monoculture, streamers fight over the rights to air games. This year was the NBA’s first under its new media rights deal, which has Disney, Amazon and NBC paying around $76 billion over the next 11 years. The league expects to take in more than $14 billion in revenue this season, up from $12 billion two years ago.
“We are in the golden age of cheating and dishonesty in sports,” Lathan, the podcaster, said. “And nobody cares.”
