‘This is another excuse for not complying,’ says governor about LUMA’s power outage report to PREB

Gov. Jenniffer González Colón lashed out on Thursday against the executives of the LUMA Energy consortium for stating to the Puerto Rico Energy Bureau (PREB) that power outages and the time without service for customers increased due to a lack of funds.

“LUMA has been paid everything it is owed and everything that was contracted with them, to the point that a payment of more than $900 million for their services has been certified,” the governor said at a press conference in Vega Baja. “If they have expenses greater than what they contracted for, or if they are not using the funds properly, the reality is that they even have federal funds allocated for cleaning and vegetation removal that they are not using. I think this is just another excuse for not complying. This is just another excuse to demonstrate their inefficiency.”

“How is it possible that the rest of the companies that have public-private partnerships with the government of Puerto Rico are complying?,” she continued. “Metropistas is complying, San Juan Ports is complying, Aerostar is complying, Genera is complying, but they [LUMA] are the only public-private partnership that is not complying with what they agreed to with the government.”

“You can reach an agreement with them, they say yes in a meeting, and then two or three weeks later they change their minds,” González Colón added. “So they are

not a company that one can trust.”

Energy Czar Josué Colón Ortiz insisted that LUMA has been disbursed the funds owed. He also compared them to the Genera PR consortium, which, according to the government, has met the established goals.

“In other words, if you have a partner in a business that does not operate according to what was contracted and much less uses the available funds efficiently, prudently, and reasonably, as they are supposed to do and as they committed to by contract, then that partner simply cannot continue in the business,” he said. “So that is just another excuse that we do not accept.”

The governor’s remarks came during the start of the installation of Tesla batteries in Vega Baja. This battery project, which will provide 430 megawatts, is Tesla’s largest in the United States and its territories.

As reported by the STAR, LUMA’s chief regulatory officer, Alejandro Figueroa, reported earlier this week that the private operator of the island’s energy grid submitted a quarterly metrics report to the PREB confirming an increase in power outages and the average time a customer spends without electricity, by 16.2% and 3.3%, respectively, during the second quarter of the current fiscal year.

The LUMA executive attributed the situation to a lack of funding. He expressed concern about the deficit of more than $400 million in the emergency fund, which continues to grow.

Fiscal board approves EcoEléctrica BESS contract, but imposes conditions

The Financial Oversight and Manage ment Board has approved, with con ditions, a proposed contract between the Puerto Rico Electric Power Authority (PREPA) and EcoEléctrica BESS LLC for the development of a 20‑megawatt battery energy storage system (BESS) in Peñuelas.

BESS technology stores electricity gener ated from various sources and dispatches it during periods of high demand or generation shortfalls an essential component of stabi lizing the island’s fragile grid.

According to the information in the over sight board’s website, the board conditioned the approval of the contract on the developer seeking investment tax credits to reduce rates for consumers.

The contract, structured as a standard offer amendment to PREPA’s existing power purchase and operating agreement with the company, is part of the Accelerated Storage Addition Program (ASAP). The Puerto Rico Energy Bureau (PREB) previously reviewed and approved the agreement on Sept. 30, 2025, determining it aligns with Puerto Rico’s Integrated Resource Plan and the island’s energy public policy.

Under the proposal, EcoEléctri ca BESS will design and construct the storage facility, with a contract term of 20 years from its commercial operation date and the possibility of two five‑year extensions subject to PREB approval. The oversight board reminded PREPA that any extension must also be submitted for review before it can take effect.

The project carries an estimated maximum cost of $131.1 million, including roughly $12.3 million in passthrough costs tied to the addition of full‑station Black Start capability. The PREB and LUMA have stated that this feature would bolster grid reliability and could speed the restart of associated thermal generation plants by up to 80 hours after major events such as hurricanes.

A key condition imposed by the oversight board concerns the investment tax credits (ITCs) that the developer has not secured. Although energy storage projects in Puerto Rico are generally eligible for these federal credits, LUMA Energy, the private operator of PREPA’s transmission and distribu tion system, has indicated that the

resource provider does not expect to obtain them. The contract sets the monthly storage capability payment price (SCPP) at $16,000 per megawatt (MW) if ITCs are received, but

at $20,600 per MW if they are not.

To protect ratepayers, the oversight board is conditioning its approval on the developer making “good‑faith and diligent efforts” to ob tain the credits. PREPA must receive quarterly reports from EcoEléctrica BESS documenting those efforts and share them with both the PREB and the oversight board. If the company ultimately cannot qualify, PREPA must provide independently certi fied documentation supporting that determination before the higher price can take effect.

“According to LUMA, the Re source Provider has not obtained, and does not expect to obtain, ITCs to finance the Storage Facility purportedly because of the current tax structure,” the oversight board said. “We note, however, that en ergy storage facilities developed in Puerto Rico are generally eligible for ITCs. Additionally, obtaining ITCs would maintain the SCPP at $16,000 per MW per month, ultimately preserving ASAP’s value proposition and resulting in lower costs for ratepayers.”

The board emphasized that its review was limited to determining compliance with Puerto Rico Over sight, Management and Economic Stability Act, or PROMESA, require ments related to competition and fiscal plan alignment. It did not conduct a legal review of the con tracting process, nor did it engage

in due diligence regarding the contracting parties. Any material modification to the agreement must be resubmitted for approval, the board said.

Construction begins on 2nd BESS project in Vega Baja

The island took another significant step toward modernizing its electrical grid on Thursday as Gov. Jenniffer González Colón and Genera PR announced the start of con struction on the island’s second utility‑scale BESS. The project, located in Vega Baja, is expected to help reduce up to 90% of load‑shedding events once the full 430 MW of planned storage capacity is installed across the island.

The Vega Baja initiative involves the demolition and removal of former peaker units at the site, clearing the way for the development of a new foundation that will support a 49‑MW BESS installation. Accord ing to Genera PR, battery units designated for the facility have already begun arriving in Puerto Rico.

In February 2025, Genera PR and Tesla signed an agreement to deploy Megapacks at six power plants: Cambalache (Arecibo), Vega Baja, Palo Seco (Toa Baja), Yabucoa (Humacao), Aguirre (Salinas) and Costa Sur (Guayanilla). The installations will col lectively add 430 MW of storage capacity, marking Tesla’s largest project of its kind in the United States.

The initiative is supported by $767 million in federal funding, including $533.5 million for equipment and $235.7 million for instal lation. Of the equipment allocation, $404.7 million representing 76% of approved fed eral funds has already been disbursed and reimbursed through the Federal Emergency Management Agency (90%) and Puerto Ri co’s Department of Housing via Community Development Block Grant Disaster Recovery funds (10%). All facilities are expected to be operational by the end of 2027.

Local and federal officials attended the announcement in Vega Baja, including Mayor Marcos Cruz Molina, District 11 (Dorado, Vega Alta, Vega Baja) Rep. Elinette González Aguayo, and District 12 (Morovis, Manatí, Vega Baja) Rep. Edgardo Feliciano Sánchez.

Also present were key energy and gov ernment leaders: Winnie Irizarry, CEO of Genera PR; Iván Báez, vice president of public and government affairs at Genera; Energy Czar Josué Colón Ortiz, who also heads the Public‑Private Partnerships Authority; PREPA Executive Director Mary Zapata Acosta; Housing Secretary Ciary Pérez Peña; and César Cajigas Villanueva, associate energy director at COR3.

Lifeguard training bill filed to bolster ranks of safety personnel

With the goal of training people to save lives in cases of possible drownings, Rep. José “Che” Pérez Cordero, who chairs the Judiciary Committee in the upper chamber, on Thursday announced the filing of House Bill 1040, which creates the new “Puerto Rico Public Servants Training as Lifeguards Act” to train all government personnel willing to be certified as lifeguards or aquatic rescuers.

The initiative arises to support the efforts of the Department of Natural and Environmental Resources (DNER) to prevent drownings along the some 799 miles of coastline in Puerto Rico.

“The National Parks program, attached to the DNER, currently has a roster of fewer than 30 lifeguards, and most of them are stationed at the four beaches managed by the agency,” the at-large lawmaker said. “Furthermore, extreme

weather events and unusual storm surges, resulting from climate change, exacerbate the risks, affecting both the local population and tourism, which constitutes a vital

part of Puerto Rico’s economy. This bill addresses a particular situation with a real and implementable short-term solution.”

Pérez Cordero went on to stress the necessity of creating “a structured and permanent training program for public servants, enabling willing personnel from all agencies to be trained as certified lifeguards.”

“This program will not only promote tragedy prevention but will also develop a pool of skilled public servants who can be activated in national emergencies -- extreme weather events, natural disasters, or during the months of highest tourist flow, in accordance with the public policy established by the Government,” the legislator added.

The measure, filed on Jan. 13, also establishes that the Office of Management and Budget will identify and allocate the necessary funds for the initial implementation of the program, and must include recurring items.

Central gov’t to train inmates for farming work

The Puerto Rico government has launched an initiative aimed at addressing the ongoing labor shortage in the island’s agricultural sector through a collaborative agreement between the Department of Agriculture and the Department of Correction and Rehabilitation. The agreement will allow incarcerated individuals and those preparing to reenter the community to receive training for agricultural jobs.

The initiative includes a technical and hands-on training program that will be rolled out gradually in correctional institutions and agricultural farms. Training will focus on coffee cultivation, ornamental plant production, hydroponic systems, and food self-sufficiency projects, officials said.

Agriculture Secretary Irving Rodríguez Torres previously noted that the greatest challenge facing farmers is the shortage of available labor. As a result, his agency is evaluating the possibility of employing qualified incarcer-

ated individuals to help meet agricultural demand. Correction and Rehabilitation Secretary Francisco Antonio Quiñónez Rivera emphasized that the agreement will provide participants with educational tools and job skills that support a successful transition back into the community.

“This project represents a real opportunity for rehabilitation and social reintegration for incarcerated individuals and those in community reentry programs, providing them with technical and educational tools that promote self-sufficiency, workforce development, and a productive life,” he said. “We remain firm in our mission to rehabilitate with purpose, dignity, and concrete opportunities for the future.”

The program is supported by federal funding through the U.S. Department of Agriculture and is part of a broader government strategy to strengthen the island’s agricultural production capacity and mitigate the ongoing labor shortage in the sector.

The initiative between the departments of Agriculture and Correction & Rehabilitation includes a technical and hands-on training program that will be rolled out gradually in correctional institutions and farms. Gov’t: Puerto Rico ended 2025 with steady labor market gains

Puerto Rico closed out 2025 with continued strength in its labor market, according to the latest Worker Group Survey released by the Department of Labor and Human Resources (DTRH by its initials in Spanish). The December report showed increases in labor-force participation, total employment and nonfarm payroll jobs, reinforcing a positive trend that has persisted in recent months.

The seasonally adjusted unemployment rate held steady at 5.7%, unchanged from November. The number of un-

employed individuals was estimated at 71,000, reflecting ongoing stability in overall labor conditions.

The unadjusted labor-force participation rate rose to 45.4%, an increase of 0.2 percentage points compared with November and 0.4 points higher than December 2024.

Seasonally adjusted figures show the total labor force at 1,241,000, up by 11,000 compared with the same month a year earlier. Employment also climbed, with 1,170,000 people reported as working -- an annual gain of 7,000.

“The results of our Worker Group Survey confirm the stability and positive consistency the labor market has

shown in recent months,” DTRH Secretary María del Pilar Vélez Casanova said. “We will continue driving initiatives in training, recruitment, and workforce development to ensure this growth is sustainable.”

Nonfarm payroll employment also strengthened, reaching 969,000 jobs in December 2025 after seasonal adjustment -- 3,600 more than in November and 10,200 above levels from December 2024. Sectors with the strongest gains included recreation, accommodation, educational services, health, retail trade, transportation, utilities and finance.

Move to seize ballots thrusts FBI into Trump’s election conspiracy claim

FBI agents executed a search warrant earlier this week for an election center in Fulton County, Georgia, seeking to seize ballots in a significant escalation of the administration’s efforts to investigate a jurisdiction that President Donald Trump has continued to criticize over his 2020 defeat in the state.

The move harnesses the investigative power of the Justice Department and the FBI behind baseless claims by Trump and his supporters that the 2020 election was stolen from him. State and local officials and election experts have repeatedly refuted those assertions.

The search warrant authorized FBI agents to search for all “physical ballots from the 2020 general election” in the county, according to a copy viewed by The New York Times, as well as all ballot images produced by scanning ballots, all voter rolls from that year, and all tabulator tapes, which serve as a kind of voting machine receipt for election results.

The warrant, which was signed by a magistrate judge, Catherine M. Salinas, said the records were sought as part of an investigation into possible violations of a federal law against destruction of election-related records, and another statute that makes it a crime to knowingly procure fraudulent voter registration or fraudulent votes.

In an unusual twist, the prosecutor listed on the warrant is not from Georgia, but the interim U.S. attorney for the Eastern District of Missouri, Thomas Albus. It is unclear what would connect prosecutors in Missouri to Trump’s long-standing complaints about how the 2020 election in Georgia was conducted.

By Wednesday afternoon, about a dozen agents had descended on the Fulton County Election Hub and Operation Center. The vast, hangar-like building south of downtown Atlanta houses the county elections office, and is where votes are counted on election night.

The action comes a month after the Trump administration filed a lawsuit against Fulton County, seeking to seize and inspect old ballots from the 2020 election. Wednesday’s search broadens the administration’s attacks on the integrity of that race to include a criminal investigation — not long after Trump vowed his administration would charge people with crimes over the vote six years ago.

The search signals a more aggressive approach from the Justice Department in its fights with state and local officials over election data. Days earlier, Attorney General Pam Bondi, in a letter to Gov. Tim Walz of Minnesota, suggested that the administration would reduce its immigration enforcement operation there if the state turned over its complete and unredacted voter rolls to the department, among other demands.

The administration’s intensifying investigation and litigation targeting elections — which are historically the purview of individual states — have raised concerns among Democrats,

voting experts and some Republicans. Wednesday’s search only heightened those fears.

Mo Ivory, a Democratic commissioner for Fulton County, said in an Instagram post that the FBI’s first warrant was flawed and that agents returned with a second warrant later in the day to collect hundreds of boxes of old ballots.

Ivory said she and her colleagues were determining a legal plan “to stop this.” She called the search an effort by Trump “to create chaos” before the 2026 congressional elections.

“This is an attempt to take your vote away,” she said. “This is all about November 2026.”

Josh McLaurin, a Democratic state senator who arrived at the scene Wednesday afternoon, called the search “extremely alarming,” and “an order from on high to try to disrupt Fulton County’s election administration, just because Donald Trump is still mad that he lost.”

Fulton County, which is largely nonwhite and voted overwhelmingly for Joe Biden, quickly became a nexus of Trump’s effort to cling to power after he lost the 2020 election. It has remained central to a host of conspiracy theories about that election that have persisted, animating an activist base in the state. After leaving office, Trump and some of his allies were criminally charged with election interference in Georgia, and the former president was booked at the Fulton County jail.

Around 2 p.m. Wednesday, Salleigh Grubbs, a Republican member of the Georgia State Election Board, emerged from the building. She said the activity was “on the clerk’s side” of the building.

“It’s been a long time in coming, I think, and getting a lot of the answers that need to be given,” said Grubbs, who has

previously shared doubts about the 2020 election and who once followed a truck that she believed was bringing ballots to be shredded.

About 90 minutes later, Grubbs was spotted inside the elections building with Janice Johnston, another Republican member of the State Election Board. The pair were complaining to Fulton County officials that they could not reach the area where the search was ostensibly taking place, according to David Worley, a Democrat and former member of the election board, who was also on the scene. “But it’s our subpoena!” Johnston repeatedly said, according to Worley.

McLaurin said he had been in the same room Wednesday, and that at one point he had heard Johnston say, “They should just take the 700 boxes away,” presumably referring to the boxes from 2020.

A spokesperson for Brad Raffensperger, Georgia’s secretary of state, could not be reached for comment. The office was not given advance notice that the FBI would be conducting a search, according to two people familiar with the situation.

Adding to the federal presence on the ground in Fulton County was Tulsi Gabbard, the director of national intelligence. A senior administration official said Gabbard “has a pivotal role in election security and protecting the integrity of our elections against interference, including operations targeting voting systems, databases, and election infrastructure.”

A week earlier, FBI Director Kash Patel forced out the head of the bureau’s Atlanta office, though it is unclear whether the ouster was related to the search.

The administration has long signaled its interest in the ballots from six years ago.

In October, Harmeet Dhillon, a conservative activist who runs the Justice Department’s civil rights division, subpoenaed Fulton County’s 2020 ballots, but the county resisted turning them over. As part of its lawsuit in December, the Justice Department accused county officials of violating the Civil Rights Act by not handing them over.

In a separate lawsuit, the Justice Department sued the state of Georgia, seeking copies of its private voter list, which contains personal information such as driver’s licenses or partial Social Security numbers.

Minneapolis mayor urges other cities to stand firm against immigration crackdown

Mayor Jacob Frey of Minneapolis on Thursday urged leaders from other American cities to take a firm stand against the Trump administration’s aggressive immigration enforcement campaign, warning them that “if we do not speak up, if we do not step up, it will be your city that is next.”

Frey was greeted with raucous applause before his address to the United States Conference of Mayors’ winter meeting in Washington. His comments came hours after Tom Homan, President Donald Trump’s border czar, acknowledged that the immigration crackdown in Minnesota needed to be “fixed” and raised the possibility that federal agents could be withdrawn under certain conditions.

“President Trump wants this fixed, and I’m going to fix it,” Homan said at a news conference in Minneapolis.

The president sent Homan to the city on Monday, placing him in control of Immigration and Customs Enforcement operations there as the administration seeks to respond to public outrage over tactics that have led to street protests, violent confrontations and the killing of two citizens by federal agents.

Homan tied a potential “redeployment” of agents in the city to increased cooperation from state officials, particularly regarding violent criminals already in Minnesota jails. Minnesota state officials have said for weeks that they have been cooperating with immigration enforcement, noting that they routinely transfer custody of inmates based on Immigration and Customs

The Trump administration continued to face anger over the killings of two Americans, Alex Pretti and Renee Good, by federal agents in separate shootings in Minneapolis this month. In Washington, the prospect of a government shutdown hung in the air as Democrats negotiated with Trump on rule changes to rein in his immigration campaign.

At a Cabinet meeting at the White House, Trump uncharacteristically avoided any mention of his immigration campaign.

He skipped Homeland Security Secretary Kristi Noem as he asked Cabinet members for updates on various topics and also declined to take any questions from reporters.

In his remarks Thursday morning, Homan presented himself as a pragmatist seeking common ground with Minnesota officials who have publicly disagreed with Trump. He conceded that not “everything that has been done here has been perfect” and said he had met with local officials, including Gov. Tim Walz.

But there has been little sign of major change on the ground, as federal immigration agents appeared to press on with their aggressive operations Wednesday.

Here’s what else to know:

— Attack on Omar: A newly unsealed federal criminal complaint on the assault on Rep. Ilhan Omar at an event this week said the man charged in the case had squirted a mix of apple cider vinegar and water at her from a syringe. Omar asked for and was granted extra security by Speaker Mike Johnson.

— Maine: Sen. Susan Collins of Maine said Thursday that ICE had ended its “enhanced activities” in the state. “There are currently no ongoing or planned large-scale ICE operations here,” she said in a social media post. There was no immediate response from ICE, which started an operation to detain what it called 1,400 “criminal illegal aliens” in Maine last week.

— Shutdown talks: The Senate voted 55-45 to block a spending package needed to keep the government open past Friday, as Democrats followed through on their pledge to oppose the legislation while they attempt to strike a deal with Trump and Republicans to rein in immigration officers.

Rubio says Venezuela will submit monthly budget to White House

Venezuela’s interim government has agreed to submit a monthly “budget” to the Trump administration, which will release money from an account funded by the country’s oil sales and initially managed by Qatar, U.S. Secretary of State Marco Rubio said Wednesday.

But the plan drew sharp questions from skeptical Democrats, and Rubio conceded that it was “novel” and hastily designed. The role of Qatar — a Middle Eastern country thousands of miles from Venezuela whose ruler has won President Donald Trump’s favor — drew particular criticism from Democrats, who questioned its legality and transparency.

Rubio detailed the plan during an appearance before the Senate Foreign Relations Committee. It was Rubio’s first public testimony to Congress since American forces captured Venezuela’s leader, Nicolás Maduro, on Jan. 3, and an opportunity to clarify U.S. policy toward the country.

Many questions are sure to persist, however.

Rubio assured senators, for instance, that the Trump administration had established a “very respectful and productive line of communication” with the government of Delcy Rodríguez, a close ally of Maduro who assumed power after his removal. As a result, he said, the Trump administration does not “intend or expect” to use military force against Venezuela “at any time.”

Yet Rubio took a more threatening tone in a written opening statement that he submitted to the committee but did not deliver orally, making brief extemporaneous remarks instead. The written statement warned that the United States was “prepared to use force to ensure maximum cooperation” from Rodríguez’s government “if other methods fail.”

That cooperation is largely focused on Venezuela’s lucrative oil industry. Trump has previously said that the United States will control Venezuela’s oil and “run the country,” but Rubio provided more details.

The United States will help Venezuela’s government fund basic public services by disbursing proceeds from the sale of Venezuelan oil that is subject to U.S. sanctions, Rubio said. He said that the approach was necessary because of a “fiscal crunch” in Venezuela and that it was a “short-term mechanism” not meant to become permanent.

“They needed money in the immediacy to fund the police officers, the sanitation workers, the daily operations of government,” Rubio added. “They have pledged to use a substantial amount of those funds to purchase medicine and equipment directly from the United States.”

In an arrangement that he acknowledged was unusual, Rubio said the funds would initially be held in an offshore account controlled by Qatar before eventual transferral to a U.S. Treasury account.

“I understand it’s novel, but it’s the best we could come up with in the short term,” Rubio said.

He said a third-party account was necessary because of U.S. financial sanctions on Venezuela and because U.S. creditors to whom the country owes money, mainly from its seizure of American energy company assets roughly 20 years ago, could otherwise make legal claims on the funds that would complicate their disbursement.

The Venezuelan government did not immediately respond to a request for comment about the plan.

Some Democrats had doubts. “I think this is novel. I think it’s funky. I think it may not even be permissible,” Sen. Brian Schatz, D- Hawaii, told Rubio.

Schatz questioned whether the Trump administration had the legal authority to create and manage such an account. He also complained that the administration had not released the text of what Rubio said was a written agreement with Rodríguez’s government.

Rubio said the Treasury Department could provide the agreement.

Rep. Lloyd Doggett, D-Texas, said in a statement that Rubio’s testimony “raised more questions than answers,” and demanded to know why, instead of Qatar, the administration had not chosen “a country with much stronger banking laws and a history of robust management of oil revenues.”

Just days before a winter storm overwhelmed much of the United States with snow and ice, President Donald Trump addressed the World Economic Forum in Switzerland and declared that America was “the hottest country anywhere in the world.”

The hottest. It’s an adjective Trump likes to use, whatever the weather. Nearly 40 years ago, when he published “The Art of the Deal,” he described his efforts to promote Trump Tower in Manhattan. “We positioned ourselves as the only place for a certain kind of very wealthy person to live — the hottest ticket in town. We were selling fantasy.”

Yes, hotness is a fantasy and, decades later, Trump is still selling it. The American economy, for example, is “booming” and “exploding” and “surging” and “soaring” its way to the “fastest and most dramatic economic turnaround in our country’s history,” as he put it in Davos last week. In fact, the economy remains much like the one he inherited from the Biden administration, with low unemployment but persistent concerns over affordability.

Trump continues to sell the fantasy that he settled eight wars, that he has brought down prescription drug prices by mathematically impossible proportions and, of course, that he won the 2020 election, with the president now pledging to prosecute people for the imaginary crime of rigging it. He must sell these past fantasies to prop up his latest one:

the fantasy of a popular and successful presidency. “People are doing very well,” Trump said in his Davos speech. “They’re very happy with me.” Yet a New York Times/Siena national poll in mid-January found that more than half of registered voters disapprove of Trump’s job performance and more than half believe that the United States is headed in the wrong direction.

Above all, Trump’s insistence that we are the hottest country in the world is disproved by the reality of ICE. While half the country agrees with deporting immigrants who are here unlawfully, 63% of those polled disapprove of how Immigration and Customs Enforcement is handling the task. The poll was taken after the killing in Minneapolis of Renee Good, a 37-year-old mother of three, by an ICE agent, but before the killing of Alex Pretti, a 37-year-old intensive-care nurse, by Customs and Border Protection agents.

In both cases, Trump administration officials immediately denigrated the slain American citizens as domestic terrorists — yet another fantasy.

Fantasies have long defined Trump’s approach to politics: the birther lies about Barack Obama, the size of the crowd at his 2017 inauguration, the invocation of “alternative facts,” the suggestion that something must be true if “many people” are saying it, the reimagining of Jan. 6 as a “day of love.” JD Vance let the veil slip briefly during the 2024 campaign, when he said he was willing to “create stories” to harness media attention around his preferred issues (then, it was the notion that Haitian immigrants were eating their neighbors’ pets).

Fantasies are alluring because they are not just about belief; they are about allegiance. The interpretation that suits your side is the one you’ll accept or embrace, no matter video footage that indicates otherwise. When fantasies involve life and death, as in Minneapolis, the stakes only rise, and the cost of abandoning your side seems impossibly high.

Protests against ICE and its state-terror tactics have spread from Minneapolis to cities across the country, including Boston; Houston; Los Angeles; New York; Omaha, Nebraska; San Antonio; Seattle; and Washington, D.C. Our politicians endlessly debate the wisdom of putting “boots on the ground” in foreign conflicts, but many Americans are rejecting those boots on the ground in their own cities and neighborhoods. The news that broke Monday night that Greg Bovino, the Border Patrol official who has done so much to inflame the situation in Minnesota and elsewhere, is expected to leave Minneapolis, is a sign that the administration hopes to limit the damage, if not shift its strategy.

In a moment like this one, there is something especially ridiculous about Trump’s claims to national hotness. They remind me of Paris Hilton’s vacuous “that’s hot” catchphrase, or of Will Ferrell as the villain Mugatu in the 2001 movie “Zoolander,” stroking his poodle and declaring a male model to be “so hot right now.”

Trump has even ruminated about whether he was hotter as a young man or as president. “I was sort of like a hot guy,” he said at a 2024 campaign rally. “I was hot as a pistol. I think I was hotter than I am now, and I became president. OK? I don’t know. I said to somebody, ‘Was I hotter before or hotter now?’ I don’t know. Who the hell knows?”

For Trump, hotness is not just about economic success or poll numbers. It’s not just about how good you look. It’s about whether others are looking at you, about remaining the unceasing focus of the country and the world. To get there, and to stay there, you must create spectacle, stoke controversy, even if it means deploying masked federal agents, a virtual paramilitary force, to America’s cities, and letting them round up our neighbors and kill our citizens.

To stay hot, you must keep raising the temperature, because deep down every politician, like every celebrity, realizes that hotness is fleeting — it’s a vibe, a fad, a meme. The administration knows it and admits it. As a Trump aide put it when the White House was caught manipulating the image of an arrested Minnesota protester to make it look as if she was crying: “Enforcement of the law will continue. The memes will continue.”

But being a “hot” country does not make you a good country. Or a decent one. Or one worthy of respect or emulation. We have gone from being a country where immigrants come to pursue their dreams to one where leaders rule by imposing their fantasies. That’s not hot. It’s just sad.

Exactly 10 years and one day before federal agents shot and killed Alex Pretti in Minneapolis, Trump boasted: “I could stand in the middle of Fifth Avenue and shoot somebody, and I wouldn’t lose any voters, OK? It’s like, incredible.” Now that his administration is in fact shooting people in the middle of the street, was that statement a fantasy? Or will he be proven right?

“Hoy en la tarde tenemos reunión con el presidente de la Cámara, el equipo Fiscal, el Departamento de Hacienda y esta servidora para discutir, las propuestas. La información que se pidió es mucha, de distintas agencias de gobierno, todas en el área fiscal. El secretario de Hacienda me ha manifestado que le puede tomar algunos días, adicionales, compilar toda la información que se tiene, no es información que no se tenga”, dijo la gobernadora en conferencia de prensa.

“Y una vez se entregue, obviamente la meta de la reunión hoy es discutir más o menos fecha. Porque lo otro que podemos hacer, yo quisiera que el pro-

yecto se aprobara de manera inmediata y de esta manera que entre en vigor. Si fuera a tardar en la Legislatura, pues hemos estado auscultando la posibilidad entonces de yo radicar otro proyecto para darle las economías de ahorro a la gente directamente en un cheque este año y abrir el ciclo contributivo ahora en el mes de febrero. El año pasado, la fecha de radicación de planilla y el comenzó el 10 de febrero. Nosotros estamos planificando que el ciclo contributivo empiece el 9 de febrero de este año. O sea,

un día antes a lo que fue el año pasado. Si no tuviéramos la reforma aprobada, previo a esa fecha, yo no descarto la radicación de un proyecto para hacer los alivios en este ciclo contributivo de manera directa. Así que eso es parte de lo que el secretario de Hacienda y yo estamos discutiendo y lo que vamos a discutir con el presidente de la Cámara en la tarde de hoy”, añadió.

González Colón insistió en que el dinero para financiar las bajas en las tasas contributivas está en el exceso en recaudos.

“Históricamente la Junta Fiscal hace unas proyecciones de ingresos y gasto. Y la realidad es que de los últimos tres, cuatro años, el gobierno de Puerto Rico planifica y proyecta unos gastos y no estamos llegando a esos gastos. Y en el caso nuestro hemos reducido el costo del gobierno de Puerto Rico y yo entiendo que, si ya estamos reduciendo ese gasto, por qué eso lo tenemos que seguir cobrando a la gente. Yo prefiero que se elimine eso de los libros y se le pase directamente a la gente”, sostuvo.

Proponen reducir retención contributiva a enfermeros contratistas del 10 al 4 por ciento

EL CAPITOLIO – La senadora Ada Álvarez Conde presentó a principios de esta semana, el Proyecto del Senado 847 para reducir del 10 al 4 por ciento la retención contributiva aplicable a los pagos por servicios profesionales de enfermeros y enfermeras contratados o subcontratados por facilidades de salud, mediante enmiendas al Código de Rentas Internas de Puerto Rico.

“No podemos pretender servicios de salud de excelencia si tratamos a nuestros enfermeros

como ciudadanos de segunda categoría. Reducir la retención al 4 por ciento no es un gasto: es una inversión en la continuidad del buen servicio de Salud en Puerto Rico”, dijo Álvarez Conde el miércoles en declaraciones escritas.

Según la exposición de motivos de la medida, Puerto Rico enfrenta un déficit estimado de 35 por ciento en personal de enfermería, con más de 2,500 profesionales que han emigrado en los pasados tres años, mientras la demanda por servicios ambulatorios y hospitalarios continúa en aumento. Aunque existen cerca de 55,000

licencias activas, la cifra no refleja la cantidad real de enfermeros que ejercen actualmente en el sistema de salud local.

El proyecto propone enmendar la Sección 1062.03 del Código de Rentas Internas para establecer una tasa especial de 4 por ciento para enfermeros contratistas elegibles que presten servicios profesionales en hospitales, centros de diagnóstico y tratamiento, centros de salud primaria y otras instituciones licenciadas para servicios ambulatorios u hospitalarios.

La senadora sostuvo que los enfermeros contratistas asumen costos obligatorios de su práctica, como colegiación, renovación de licencias, educación continua y certificaciones, además de enfrentar un aumento sostenido en el costo de vida, lo que los coloca en una posición de vulnerabilidad económica.

Acueductos inicia proyecto de mejoras a tuberías en Guaynabo

GUAYNABO – La Autoridad de Acueductos y Alcantarillados iniciará el lunes, 2 de febrero, un proyecto de mejoras al sistema de distribución de agua potable en la carretera PR-24, en la intersección con la avenida Ponce de León, como parte del Programa de Mejoras Capitales en la Región Metropolitana.

“Estos trabajos de mejoras son esenciales para modernizar la infraestructura, eliminar salideros y reducir

interrupciones no programadas en el servicio de agua potable”, dijo Luis Reinaldo González Delgado en declaraciones escritas.

Indicó que, aunque las labores pueden provocar interrupciones temporeras, el objetivo es ofrecer un sistema más confiable y resiliente.

Los trabajos se realizarán de lunes a viernes, entre las 7:00 de la mañana y las 5:00 de la tarde, y podrían ocasionar interrupciones intermitentes de hasta seis horas diarias en sectores como Amelia, barrio Vietnam y

zonas aledañas. La Autoridad informó que estas interrupciones serán coordinadas previamente y limitadas al tiempo estrictamente necesario.

El proyecto forma parte de un esfuerzo de reemplazo y renovación de tuberías que impacta a Guaynabo, San Juan, Carolina y Canóvanas, dirigido a sustituir infraestructura deteriorada, reducir pérdidas de agua y fortalecer la confiabilidad del sistema. La inversión asciende a 17,080,027 dólares, provenientes de fondos federales y recursos propios de la Autoridad.

‘The Wrecking Crew’ review: Super smash brothers

The action in “The Wrecking Crew” is so good, its fights so brisk and its car chases so lively, that it makes you wish its muscular leads, Jason Momoa and Dave Bautista, had starred in more decent action movies. That might sound odd, given that they’ve each spent a decade heading up superhero franchises — Momoa as Aquaman, Bautista as Drax the Destroyer in Marvel’s “Guardians of the Galaxy.” But their gifts have been smothered in visual effects and spandex. What they should have been doing is what they do so well here: punch, kick and blast their way through a straight-ahead shoot-em-up picture, taking the occasional break for a corny one-liner. Who needs a costume and a green screen when you’ve got bulging biceps on the beach?

From its vintage title card to its retro jukebox soundtrack, “The Wrecking Crew” is an unapologetic throwback, indebted to the buddy cop films of the 1980s and ’90s, like “48 Hrs.” and “Tango & Cash.” Momoa and Bautista play estranged half brothers with similar builds but clashing temperaments, forced to temporarily reconcile when their father, a private detective in Hawaii, is killed in a suspicious hitand-run. The mystery that transpires is a fairly predictable “Chinatown” riff involving government corruption and a nefarious multimillionaire played by Claes Bang, but the story, of course, is incidental by design: Its purpose is to escort Momoa and Bautista from one action set piece to another.

Those set pieces, though — hoo boy. Director Ángel Manuel Soto seems intent on redeeming himself after the maligned “Blue Beetle,” and he applies himself to the action with uncommon energy and invention. An early fight in which Momoa, caught at home unawares, fends off knifewielding Yakuza henchmen in his bathrobe, is a master class

in close-quarters stunt choreography, while a highway chase involving a minivan and a helicopter is more delightfully over-the-top than anything in the past half-dozen “Fast and Furious” installments. Cars explode, grenades go off and limbs are separated from bodies; and it almost all has an old-school heft to it that shows care for the craft. Soto even pays tribute to the famous side-scrolling hallway fight from “Oldboy,” which would be sacrilege if it weren’t done with such élan.

The two half brothers — one a cop, the other a Navy SEAL — are maybe not different enough to create the required odd-couple dynamic. (Their main distinction, as one character observes, is that Bautista has much less hair.) But they have an easy, believable brotherly rapport, and Momoa, in particular, exudes charisma, with an impudent bad boy charm that in the past he’s shown more in interviews than onscreen. Rolling down Hawaii highways together on vintage motorcycles, wearing cool leather jackets and doing martial arts with the Yakuza, Momoa and Bautista simply seem in their element, like Arnold Schwarzenegger hauling a bazooka on his shoulder in “Commando” or Sylvester Stallone firing a machine gun in “Rambo III.” For proper action stars, all you need is the right backdrop and an excuse to go buck wild. It’s nice to see these two given the opportunity.

Lauryn Hill will lead Grammy tribute to Roberta Flack and D’Angelo

Every year, the producers of the Grammy Awards look for a breakout performance from beyond its roster of nominees. A returning icon, perhaps, to bring the audience — millions of fans watching at home, along with the stars in the front rows — to full attention.

At the 68th annual ceremony on Sunday, that guest may be Lauryn Hill, who has been booked to pay tribute to Roberta Flack and D’Angelo as part of the Grammys’ annual segment honoring artists who have died in the past year.

The other performers announced so far this year include Justin Bieber; Sabrina Carpenter; and Clipse with Pharrell Williams, along with a segment highlighting all eight best new artist nominees: Alex Warren, Sombr, Addison Rae, Katseye, Leon Thomas, Olivia Dean, the Marías and Lola Young.

A successful appearance by Hill — a beloved artist, though one whose chronic tardiness and concert cancellations have sometimes tested her fans’ loyalty — could end up a top Grammy moment on the order of Tracy Chapman’s duet with Luke Combs on “Fast Car” in 2024. That perfor-

mance, Lindsay Zoladz wrote in The New York Times, “was a genuine moment of warmth and unity, the sort seldom offered these days by televised award shows — or televised anything, really.”

Hill is closely associated with both Flack, who died last February at 88, and D’Angelo, who died in October at 51. As part of the Fugees, she landed a monster hit in 1996 with a remake of “Killing Me Softly,” the aching meditation on attraction that Flack took to No. 1 in 1973; with a hiphop beat, the Fugees recast the song for a new era, and Hill’s melismatic flights announced her as a major new R&Binflected voice.

D’Angelo joined Hill on “Nothing Even Matters,” a ballad from “The Miseducation of Lauryn Hill,” her 1998 debut solo album. That LP dominated the Grammy ceremony in 1999, winning album of the year and three prizes in the R&B field, with Hill also taking best new artist.

After D’Angelo died, Hill wrote on Instagram, “I regret not having more time with you.” She also posted a lengthy tribute to Flack on Instagram, saying she had “moved me and showed through her own creative choices and standards what else was possible within the idiom of Soul.”

York Space valued at $4.75 billion in NYSE debut on Pentagon spending bets

York Space Systems clinched a valuation of $4.75 billion in its market debut on Thursday, as investors bet on sustained Pentagon spending on space and defense to drive growth.

The Denver, Colorado-based company’s stock opened 11.8% higher at $38 on the New York Stock Exchange. It raised $629 million in an upsized U.S. ⁠initial public offering on Wednesday after selling 18.5 million shares.

“The listing suggests that the market is open for new defense and space stocks in 2026, which is especially relevant for the planned SpaceX listing,” said IPOX research associate Lukas Muehlbauer.

The AE Industrial Partners-backed company’s debut follows rising market chatter about a potential SpaceX offering, which could emerge as the largest ⁠IPO ever.

Military spending has risen amid growing geopolitical tensions, with the Trump administration seeking to pour billions on initiatives such as the “Golden Dome” missile defense program.

“Last year’s purchase of SaaS provider ATLAS Space Operations helps York expand into selling software and data services to other customers, but until those new sales grow, the stock price will likely see more volatility based on government spending news,” Muehlbauer said.

The satellite manufacturer made its market debut alongside Brazilian digital bank PicPay and insurance platform Ethos Technologies on Thursday, as stable market conditions and a strong backlog from last year encourage firms to test the waters.

Strong listings last year by defense and space firms Firefly Aerospace, Voyager Technologies and Karman Holdings have highlighted investor appetite in an area that is taking hold as a strategic national priority for gaining geopolitical edge.

Greenlanders watching turmoil in the United States say no thanks

Not long ago, Aviaja Sinkbaek, an office manager in Greenland, thought it was time to ease further away from 300 years of Danish rule and maybe think about independence. She was even open to drawing closer to the United States.

Now as she watches the images of violence coming out of Minneapolis from her pale green row house on a hillside above Nuuk, Greenland’s capital, her ears still ringing with President Donald Trump’s threats about getting her homeland somehow, she’s changed her mind.

“It’s crazy,” Sinkbaek said about what’s happening in Minnesota.

“He’s crazy,” she added, about Trump. Sinkbaek, 51, had worked in the Boston area as an au pair years ago, but said America was no longer a “safe option.”

Though Trump recently declared that he won’t seize Greenland by force, the crisis he has single-handedly created has alarmed American allies in Europe, threatened the NATO alliance and pushed U.S. relations with Denmark to a breaking point. It has also revealed the shifting view of America from abroad, at least from the perspective of this Arctic island that is a semiautonomous territory of Denmark.

The United States defended Greenland during World War II and the Cold War, and Greenlanders used to see Americans as protectors. But now the idea of joining up with the United States — a deeply divided nation with no universal health care, widening inequality and chaos on full display in the streets of Minneapolis — is not so appealing.

“What are we supposed to think of the U.S. now?” asked Julie Rademacher, who heads a Greenlandic association in Denmark. She said she too had been disturbed by the news from Minnesota.

“I feel a lot of sympathy with many American citizens,” she said. “It must be hard to live like that.”

Most of Greenland’s 57,000 people — a tiny population on a gigantic island — are Indigenous Inuits and many are wellinformed on how the United States has treated its own Indigenous people and its territories overseas.

around $60,000 is considerably higher than those in the American territories of Puerto Rico, Guam and American Samoa, Rademacher pointed out. The growing consensus among Greenlanders, according to many interviews conducted in the past few weeks, is that they are far better off under their current system, which is subsidized by Denmark but allows Greenlanders a fair bit of latitude to run their own affairs, than they would be as Americans.

The pressure by Trump has backfired in an important way. Instead of hastening Greenland to split off from Denmark — a sentiment that had been growing in recent years — it has pushed Greenland closer to its former colonizer.

That shift became explicit when Greenland’s prime minister, Jens-Frederik Nielsen, stood beside Mette Frederiksen, Denmark’s prime minister, in Copenhagen this month and said that if Greenland were forced to choose between Denmark and the United States, it would choose Denmark.

It was a strong message. If anything, Greenland had been moving away from Denmark and a poll last year showed that the majority of Greenlanders favored independence.

Colonized in 1721, the island has gained

more autonomy in recent decades. Denmark still pays for more than half of its budget, but the local economy, based primarily on fishing, has been growing, giving Greenlanders hope that one day in the notso-distant future they will be able to rely on themselves.

There’s also been a greater interest in reexamining the colonial past and all the abuses that came with it. Resentment toward Denmark had been growing, along with a greater itch to cut the cord.

Trump changed all that.

Many Greenlanders now see Denmark as their best protector in a topsy-turvy world and say independence would leave them vulnerable.

“We are not discussing independence right now,” said Aqqaluk Lynge, a former member of Greenland’s parliament. “What we are talking about is survival.”

In the past few weeks, as Trump sharpened his threats, people interviewed in Nuuk said they were sleeping poorly, felt anxious and distracted, and were glued to their phones. His fixation with Greenland has created almost a second weather system that Greenlanders can’t escape.

The fears spiked during a sudden blackout in Nuuk last week. Many people said in

interviews that they thought it was the beginning of an American invasion. It turned out to be a malfunctioning power line because of high winds.

Many Greenlanders said they felt grateful to Denmark’s prime minister for standing up to Trump, including her recent decision to import a small contingent of European military forces to carry out exercises in Greenland and back her up — at least symbolically.

“I just say, ‘Wow,’” Rademacher said. “It takes a lot of courage to stand up to the world’s most powerful man.”

Qupanuk Olsen, a former member of the Greenlandic parliament with a large following on social media, said she still supports independence but that the appetite among the wider public is less now.

“People are scared,” she said. “They think Denmark has saved us.”

She, personally, disagrees with that, saying, “We have been manipulated into believing that we cannot stand on our own.”

For centuries, Danish authorities undermined Greenlandic identity, suppressing Indigenous religion, breaking up families and displacing communities. Greenlandic women and girls had been subjected to forced birth control as part of a state-led effort to keep down population growth — a policy that left lasting trauma and that Frederiksen apologized for a few months ago.

But as fears of a U.S. takeover have spread, the feelings about independence have grown more complicated.

“If you want independence now, it’s like taking something out of the oven too early,” said Ivik Paulsen, a lawyer living in Nuuk. “Something has stepped in front of it that we have to deal with first.”

Many Greenlanders come from ancestors who learned how to survive in one of the most remote and desolate places on the planet. Today they are used to a high Scandinavian standard of living, and some credit Denmark for that.

Corinne Halling, a front desk manager at a hotel in downtown Nuuk, said she sees Denmark as “a parent above us that helps.”

“That’s a huge advantage and a huge privilege,” she said.

Breaking away from Denmark is not a good idea right now, she said, so “why not strengthen the cooperation instead?”

Scattered protests had percolated since late December, starting with a strike in Tehran’s bazaar and fueled by a plunging economy. But by early January, Iranians had revolted en masse, and security forces began to crack down with deadly force.

It was not just the protests unnerving the regime. President Donald Trump encouraged the demonstrators and threatened military intervention. In many places, riots flared in parallel with peaceful protests; government buildings, commercial properties, mosques and police stations were set on fire.

On Jan. 9, Iran’s supreme leader, Ayatollah Ali Khamenei, ordered the Supreme National Security Council, the body tasked with safeguarding the country, to crush the protests by any means necessary, according to two Iranian officials briefed on the ayatollah’s directive. Security forces were deployed with orders to shoot to kill and to show no mercy, the officials said. The death toll surged.

Despite Iran’s shutting down the internet and disrupting phone service, some Iranians managed to evade restrictions to share witness accounts and hundreds of videos, many of which The New York Times was able to collect and authenticate.

The Times has verified videos of security forces’ opening fire on protesters in at least 19 cities and in at least six different neighborhoods in Tehran in early January.

The videos show the breadth and ferocity of the regime’s crackdown. So do the testimonies of doctors and a nurse working in hospitals in Iran, and photographs shared by a witness and authenticated by the Times of hundreds of victims taken to a Tehran morgue.

The Times also interviewed two dozen Irani-

ans in Tehran, Isfahan, Shiraz, Rasht and Ahvaz who had attended protests, as well as relatives of people killed. Protesters, residents and medical staff interviewed for this article all asked that their names or full names not be published for fear of retribution.

By Jan. 12, the protests had largely been crushed.

As more information emerges from Iran, the death toll has hit at least 5,200 people, including 56 children, according to the Washingtonbased Human Rights Activists News Agency. Iran Human Rights, a Norway-based group that also monitors the situation in Iran, has confirmed at least 3,400 killed. Both organizations say that the numbers could prove two or three times as large as verification continues.

Iran’s National Security Council said in a statement that 3,117 people had been killed, among them 427 of its security forces. Officials, including Khamenei, have blamed terrorist cells tied to Israel and the United States for the uprising and killings.

“This is not merely a violent protest crackdown,” said Raha Bahreini, a lawyer and an Iran researcher at Amnesty International. “It is a state-orchestrated massacre.”

Crackdown

On Jan. 8, Nasim Pouraghayee, 45, a mother of two, and her husband, Ali, marched with large crowds in the Sadeghiyeh neighborhood in Tehran. She called her mother to say the atmosphere was boisterous and the turnout huge.

Abruptly, things turned deadly.

Her husband was walking behind her, hands wrapped around her shoulders to protect her, according to a cousin of Pouraghayee’s who, in an interview, recounted the events of the night as described by Ali. A bullet hit Nasim Pouraghayee in the neck; she fell to the ground and began vomiting blood, the cousin said.

Protests in Iran erupted amid a communications blackout. But as video and witness accounts trickle out, the brutality of the regime’s crackdown is becoming clear.

Gun violence is rare in Iran, and private citizens are not allowed to own weapons. The doctors and the nurse sharing their experiences in Tehran, Mashhad, Isfahan and Zanjan described scenes of chaos: medical staff frantically trying to save lives, white uniforms drenched in blood. They said patients lay on benches and chairs, and even on bare floors, in the overcrowded emergency rooms.

They said hospitals were short of blood and searching for trauma and vascular surgeons. The internet shutdown prevented medical staff from checking patients’ names and medical histories, they said.

A video verified by the Times captured the sound of live fire being directed at protesters in Sadeghiyeh. The protesters turn, flee and scream as gunshots are heard.

About 40 verified videos show gunmen and security forces cracking down on demonstrations. Across the footage, they are seen riding in pairs on motorbikes and using a variety of weapons, including firearms, batons and tear gas. In a video filmed in Haft Howz Square in Tehran, men and women flee amid the sound of gunfire.

Mohammad, 40, a shop owner, said he and his younger brother were among demonstrators in Tehran Pars, a middle-class neighborhood in eastern Tehran, on Jan. 9, when they heard the rat-tat-tat of gunfire. “I saw two young men who were running away collapse; they were shot from the back,” Mohammad said.

Security forces fired on protesters from the rooftop of a police station in Tehran Pars for more than six minutes, one video shows. Protesters run away along an adjacent street. Minutes later, a person is dragged inside the courtyard of the police station.

Another video filmed farther along the same street — and in the direction the security forces were firing — shows protesters sheltering from incoming gunfire.

The sound of bullets striking nearby can be heard amid chants of “Death to Khamenei.”

“Nasim, Nasim, Nasim!” her husband screamed, holding her face. But she was unresponsive. “Help, help,” he pleaded to other protesters fleeing the chaos, but nobody came forward. He felt his wife’s body getting cold as he picked her up, the cousin said, and walked for an hour and a half to reach their car. When they reached the hospital, she was pronounced dead.

A video that the Times confirmed was filmed at the nearby Tehran Pars Hospital and showed several body bags lined up on the ground outside an emergency room entrance as people could be heard wailing.

A nurse at Nikan Hospital in Tehran said in an interview that the hospital resembled a war zone. A doctor at Shohada Tajrish Hospital in north Tehran, a sprawling government medical facility, said that, on average, medical staff saw about 70 protesters with gunshot wounds per hour on the two days of peak violence, Jan. 9 and 10. Many patients were dead on arrival or shortly afterward, he said.

Farabi Eye Hospital in Tehran, a national hub for ophthalmology, registered about 500 cases of eye injury from pellet bullets on Jan. 8 and several hundred eye injuries with live bullets on the following two nights, a surgeon said in a text message. He was in the operating room for three nights straight and said he wished for death when he had to empty both eye sockets of a 13-year-old.

Photos, videos and text conversations shared with the Times by Dr. Kayvan Mirhadi, an Iranian American doctor in Rochester, New York, who has been in regular contact with medical teams and hospitals in Iran, showed dozens of apparent gunshot and pellet wounds to the torso, limbs, head and eyes.

“They are essentially executing people on the streets,” Mirhadi said. “Starting Thursday, the reports of injuries I was receiving changed significantly. It went from brute force, fractures and tear gas to skull fractures and gunshot wounds.”

Some images shared by Mirhadi were sent by people asking how to treat their own wounds or those of relatives. One person asked about a bullet wound in his brother’s leg. Another sent a photo of an eye, with blood pouring out of a gash just above it.

The Times sent a representative sample of 17 images to experts from the Independent Forensic Expert Group coordinated by the International Rehabilitation Council for Torture Victims, who determined that the injuries appeared to have been caused by buckshot or birdshot fired at close range.

J. Jaramillo Insurance purchases Guaynabo building as part of expansion plan

J. Jaramillo Insurance (JJI), an insurance firm in Puerto Rico, has purchased a building in the Metro Office Park complex in Guaynabo as part of a broad expansion plan that includes multimillion‑dollar upgrades and long‑term development.

The company plans to invest more than $3 million to modernize the existing property, raising its construction value to over $20 million. In addition, JJI said it intends to pursue a larger five‑year expansion that includes a new 45,000‑square‑foot building and an expanded multilevel parking structure. The combined initiatives represent an estimated $25 million investment and would bring the firm’s total assets in the area to roughly $50 million.

“This new facility reflects the natural evolution of J. Jaramillo Insurance and reaffirms our commitment to Puerto Rico,” CEO and founder Juan Jaramillo said. “We are creating a space that strengthens our operations while also offering a first‑class corporate environment for leading companies.”

The four‑story building, originally developed in the early 1990s as Caribbean regional headquarters for American Airlines, includes 41,121 square feet of space on a 10,972‑square‑meter lot with 400 parking spaces, including a five‑level parking structure.

JJI President María Silvia Vargas said the acquisition marks “a firm and strategic step” for the organization.

“As a Puerto Rican firm, we are proud to offer a more spacious, modern and welcoming environment for the independent producers we serve and their clients,” she said, adding that the company is opening leasing opportunities for businesses seeking space in the revamped building.

SCF Arquitectos, the architecture firm leading the redesign, plans to convert the building now named The Central Tower into a Class A corporate property. Architect Carmen Rita Fortuño said the renovation will include new signage, landscaping, exterior finishes, lighting upgrades, repaved parking areas, refreshed elevator lobbies and retrofitted public restrooms. Interior design will follow bio‑philic concepts that incorporate natural materials such as wood, stone and greenery.

Jaramillo credited the company’s staff for the expansion, saying the new workspace is intended to improve collaboration, efficiency and employee well‑being.

“This achievement is the result of the effort, discipline and commitment of our team of experts,” he said.

As part of the expansion initiative, JJI is offering corporate tenants flexible workspaces, redesigned common areas, advanced technological infrastructure and ample parking. The company said tenants will benefit from competitive leasing terms backed by a locally owned firm with a strong industry track record.

Founded in Puerto Rico, J. Jaramillo Insurance operates as a general insurance agent and reinsurance broker, providing actuarial services, product design, reinsurance placement and premium financing through local and international partners.

New Fortress in restructuring talks to give creditors equity

New Fortress Energy (NFE) is working on a proposed restructuring support agreement in which creditors would get preferred equity in a reorganized company, according to a Bloomberg report.

NFE is the parent company of Genera PR, the private operator of the Puerto Rico Electric Power Authority’s legacy power plants. NFE also has a liquefied natural gas (LNG) supply agreement with the Puerto Rico government that is slated to last at least seven years at an estimated cost of about $4 billion.

Under the proposal, bondholders would take control of NFE’s Brazil assets, while term loan lenders would see recoveries through value tied to the FLNG 1 LNG offshore facility in Mexico, according to the

report, which also said the recovery value for its term loan debt would be tied to a terminal in Puerto Rico and other downstream assets.

The reorganization plan would be executed in the United Kingdom as NFE seeks to continue operations, and the company’s common shares would not be canceled, although the terms of the deal may change, the report said.

NFE owns and operates natural gas and LNG infrastructure and an integrated fleet of ships and logistics assets to deliver turnkey energy solutions to global markets. Collectively, the company’s assets and operations reinforce global energy security, enable economic growth, enhance environmental stewardship and transform local industries and communities around the world, according to its website.

The Criollas of Caguas and Leonas of Ponce emerged victorious in their respective Women’s Superior Volleyball League (LVSF by its initials in Spanish) matches on Wednesday night, marking the beginning of the third week of play in the young season.

At Rafael G. Amalbert Coliseum in Juncos, the Criollas defeated the Valencianas of Juncos in straight sets with scores of 25-20, 25-21 and 26-24.

With the win, Caguas earned the three available points to remain at the top of the standings with a 5-1 record and 13 accumulated points. The Valencianas (no points) continue in search of a win after five matches.

In the first set, Juncos opened with a 4-0 lead and led at the technical timeout 8-3, but the Criollas responded with a 22-12 run to take the set. The second set was a repeat of the first, and Caguas outlasted the hosts in the more competitive third set.

Although the Valencianas showed resistance and narrowed the gap to 19-20 after a block on Diana Reyes in

the third set, and then tied the score at 21, 23 and 24, Caguas held off Juncos in extra points on back-to-back attacks by Genesis Collazo and Stephanie Enright.

The Criollas had two players in double digits: Alexandra Sczech and Enright, both with 11 points. For Juncos, Kelly Sánchez had 12 points and Naya Gross added 11. Caguas prevailed 41-38 in attacks and 78-75 in digs. Both teams recorded 11 blocks. The Valencianas were superior in aces (4-2), passes (44-28) and assists (18-9).

In the other match of the night, the Atenienses of Manatí and the Leonas of Ponce went to five sets, with Ponce taking the victory with scores of 18-25, 25-19, 2225, 25-13 and 17-15.

With the win, Ponce earned two points and improved its record to 2-3 with five accumulated points. Manatí, despite the loss, added one point and remained in third place with a 2-3 record and eight points.

Jordan Wilson led Ponce with 20 points, followed by Abby Akey with 14. Gloria Mutiri, Jenselyn Morales and Mildrelis Rodríguez contributed 11 points each.

Criollas, Leonas record wins in LVSF Miguel Cotto’s gym in Caguas reopens as free space for development of young boxers

The Miguel Cotto Angel Foundation, in partnership with the World Boxing Organization (WBO) and the Autonomous Municipality of Caguas, celebrated the reopening this week of the Miguel Ángel Cotto Carrasquillo Gymnasium in the Ángel O. Berríos Sports Complex, reaffirming their commitment to the development of sports, children and youth in Puerto Rico.

The gymnasium, which originally opened its doors on Feb. 3, 2013, exists thanks to a collaborative agreement with the Autonomous Municipality of Caguas and offers its facilities completely free of charge to children, young people and athletes who wish to get involved in the sport of boxing, as it promotes healthy lifestyle habits through physical activity.

Over the past 13 years, the gymnasium has served as a training ground for hundreds of children and young people from Caguas and neighboring towns, becoming a community meeting point where discipline, respect, healthy eating and personal growth are promoted through sports.

Under the guidance of coach Belvin García, professional athletes also use the gymnasium as part of their athletic training.
