Message from the President & CEO MR. D-MARS
‘Adapt and Overcome’ is a call to action to embrace change, be resourceful, and find ways to succeed even in the face of difficult circumstances.
– MR. D-MARS
The Subcontractors USA-Texas E.C.O. Summit and Expo is such a rare and uplifting occasion. I still can’t believe I have the incredible pleasure of gathering some of the most influential leaders, visionaries, and trailblazers in this industry all under one roof. As we celebrate Construction Inclusion Week, let us not forget why we are here: to hold an impactful event that is full of information, inspiration, and opportunity and reminds us all why we work to bolster the infrastructure of the great state of Texas. No matter what your sector of business is in this industry, you belong here.
This year’s theme is “Adapt and Overcome.” It is not a theme that I present to you, but it is what the world has presented to us. With the constant shifts in trades and tariffs, our resilience and ingenuity have truly been put to the test. A lot of us have enjoyed the comfort of calm waters for a long time, but now is where our expertise and experience come into play. To adapt means to make changes to your plans, strategies, or approaches to align with the current situation. To overcome means to find a way to succeed despite the challenges or obstacles you face.
The fact that you are reading this right now means that you have either done just that, or you’re ready to take the next step in accomplishing it. For those experiencing success, I encourage you to share your insights. And for those still discovering your path, take time to listen and ask meaningful questions — that’s how we grow together.
As always, we will stay true to our commitment of E.C.O.: Expansion, Collaboration, and Opportunity. Remember, events like these would be nothing without your participation. Thank you for your continued support.
It is my honor to welcome you to the 2025 Subcontractors USA E.C.O. Summit, now in its third year of celebrating innovation, collaboration, and economic opportunity. This year’s theme, “Adapt and Overcome,” reflects the resilience and creativity that define our nation’s small, minority-, veteran-, and women-owned businesses. In today’s rapidly evolving marketplace, the ability to pivot, innovate, and prepare for change is not just a strength—it’s a necessity.
At Subcontractors USA, we remain committed to fostering economic growth and bridging the gap between prime corporations and diverse subcontractors. Through trusted partnerships, consulting, and information sharing across industries—Architecture, Construction, Energy, IT, Manufacturing, Petrochemical, Transportation, and more—we equip businesses with the insights and relationships they need to thrive.
With a readership of more than 40,000 business owners and executives, our publication continues to be a platform for elevating voices and advancing equitable access to opportunity. As we gather for this year’s summit, let us celebrate the progress made, the partnerships formed, and the collective determination to adapt and overcome—together.

It’s an honor to serve as Vice Chair of Subcontractors USA – Texas’ advisory board. Our mission has never been more important — to connect, empower, and advance the diverse network of contractors who keep our communities and economy moving forward.
Across Texas, small and minority-owned businesses are the foundation of progress. They bring innovation, grit, and pride to every project, often without the recognition or resources they deserve. My goal as Vice Chair is to help change that — by creating more access to opportunity, building stronger relationships between owners and contractors, and advocating for fair inclusion across public and private sectors.
At Subcontractors USA, we believe collaboration is power. When we share knowledge, open doors, and lift each other up, we build a stronger, more competitive industry for everyone.
As someone who grew up in this business and continues to lead a second-generation company, I’ve seen firsthand what can happen when hard work meets opportunity. Together, we’ll keep pushing boundaries, building trust, and shaping the future of contracting in Texas.
— Ricky Cortez Advisory Board Vice Chair, Subcontractors USA

Fort Bend Independent School District
Small Business Enterprise Program
The Fort Bend Independent School District’s (FBISD) Small Business Enterprise Program (“SBEP”) provides increased business opportunities for locally certified small businesses to participate in contracting and procurement at the District.
• The FBISD Board of Trustees adopted the Small Business Enterprise Program. In November, Fort Bend ISD voters approved the 2023 Bond, a $1.26 billion package that includes funding for the construction of new schools and classroom additions, safety and security enhancements, renovations to address maintenance and adequacy throughout the District, and transportation and technology needs.
• The SBEP is a goal-oriented program, requiring contractors to whom the District awards prime contracts for architectural design services, engineering design services or construction services valued at $50,000 or greater to use, at a minimum, “Good Faith Efforts” to utilize certified small businesses subcontractors, suppliers and consultants.
• FBISD has set an annual SBEP participation goal of twenty-five (25%) percent of the dollar amount of all SBEP-eligible contracts.
• FBISD recognizes that individual actual participation may vary based on subcontracting opportunities, availability of small/minority businesses, and price competitiveness.
