CSM Corporation is bringing more high-quality industrial space to Blaine with the development of two new speculative office-production and warehouse buildings at 3705 and 3745 Pheasant Ridge Drive NE. Together, the projects represent nearly 168,000 square feet of new construction in the growing Lexington Preserve Business Park.
Each building will total approximately 83,866 square feet and is being designed with both function and appearance in mind. To complement the architectural character of the surrounding business park, the buildings will feature architectural precast concrete, aluminum composite material (ACM) panels, and windows with an anodized aluminum finish. These materials provide durability while presenting a modern, professional appearance to the heavily traveled I-35W corridor.
3705 & 3745 Pheasant Ridge Drive New Construction - Opening December 2025
The project sits on a 12.45-acre parcel that was recently platted as the CSM Lexington Fifth Addition. Public approvals included a preliminary plat and a conditional use permit, reviewed by the Blaine Planning Commission and City Council earlier this year. The site plan accommodates multiple dock and drive-in doors, offering flexibility for future tenants and positioning the space for a wide range of industrial and office-production users.
The new buildings are designed to meet the strong demand for mid-bay industrial space in the north metro. Spaces will be available starting at approximately 30,000 square feet, with options for larger tenants to expand into full-building footprints of roughly 84,000 square feet. The location also offers excellent visibility and access, with more than 50,000 vehicles passing daily on I-35W and quick connections to major Twin Cities highways.
This latest investment underscores Blaine’s emergence as a regional hub for modern industrial development. With the City’s business parks nearing capacity, projects like this ensure that companies seeking to expand or relocate have access to the kind of space needed to grow.

The Blaine Economic Development team reflects on a successful spring and fall 2025, marked by significant growth, redevelopment efforts, and key milestones within the City’s business community. Blaine celebrated exciting new business openings, progress on major redevelopment projects, and continued growth among existing businesses.
Spring
• Bricks & Minifigs opened at 10400 Baltimore Avenue NE #120, giving LEGO® fans a place to buy, sell, and trade everything from rare sets to bulk pieces. It is a creative hub where both kids and adults can build, collect, and imagine.
• Transform Sports Performance launched at 10005 Goodhue Street NE, offering training programs that focus on strength, speed, and confidence for athletes of all ages.
• Storyteller Café opened at 12064 Central Avenue NE with a mission-driven model: every cup of coffee supports the fight against human trafficking. The nonprofit café also provides cozy work and study spaces, a children’s play area, and a menu of fresh breakfast and lunch options.
• RJ Ryan Construction, Contour Development, and Waggle Apparel broke ground on a new multi-tenant industrial building at 3100 101st Avenue NE. The project will house several businesses, including the future headquarters of Waggle Apparel.
• My Salon Suites debuted at 1341 113th Avenue NE, offering private studios for beauty and wellness professionals. The concept provides entrepreneurs with fully equipped spaces to run their own businesses.
• Hope Breakfast Bar opened its seventh Twin Cities location at 10950 Club West Parkway. The new Blaine restaurant brings a fresh take on brunch, with indoor seating for 120 and a renovated outdoor patio for 40.
• Wingstop landed at 599 Northtown Drive NE, serving wings in 11 flavors along with fries and sauces.

• Spirit Halloween returned for the season at 398 Northtown Drive NE, bringing costumes, décor, and spooky fun for families gearing up for fall.
• The Parc launched at 2180 105th Avenue NE, introducing a state-of-the-art facility that blends fitness training, youth sports, and recovery services under one roof.
Uffda Donuts sweetened 10400 Baltimore Street NE, Suite 180, with its handmade donuts, breakfast sandwiches, and full coffee bar. The shop has quickly become a local favorite for morning treats.
• Loon Leaf Dispensary, Blaine’s first recreational cannabis dispensary, opened at 8700 University Avenue NE offering a selection of locally sourced products.

• Ideal Credit Union broke ground at 10777 Austin Street NE, marking the start of construction on its newest branch, which will expand financial service options for Blaine residents.

Cannabis in Blaine
What Residents Should Know
In 2023, Minnesota became the 23rd state to legalize adult-use cannabis. While the law is still being implemented, Blaine residents can expect new cannabis retailers and cultivators in the coming years. The City currently has one medical and one recreational dispensary and is preparing for broader recreational sales and cultivation through careful planning and regulation.
Where Cannabis Retailers Can Open
Cannabis retail will not be permitted just anywhere. In Blaine, retailers are limited to specific commercial districts, including:
• Community Commercial (B-2)
• Regional Commercial (B-3)
• Planned Business District (PBD)
• County Road 10 Mixed Use District (MU)
This approach ensures that cannabis retail is concentrated in appropriate areas that already support other commercial activity.
Distance Requirements from Schools and Parks
Protecting youth and families is a priority. Minnesota law allows cities to establish buffer zones around sensitive locations. Blaine has adopted a 500-foot buffer from:
• Schools
• Daycare centers
• Residential treatment facilities
• Public park features regularly used by minors, such as playgrounds and athletic fields
These safeguards mean cannabis retailers will be carefully separated from areas where children and teens gather.
How Many Dispensaries Will There Be?
State law requires each city to allow at least one cannabis retailer for every 12,500 residents. Based on Blaine’s population, the City may register up to six recreational cannabis retailers. This cap helps ensure access while avoiding an oversaturation of stores. Currently, Blaine has one recreational cannabis store open.
Commercial Cultivation and Manufacturing in Blaine
In addition to retail, Blaine is required to allow cannabis cultivation and manufacturing facilities under specific conditions. These operations are only permitted in the heavy industrial districts and additional requirements apply to cultivation.
The Licensing Process
Opening either a cannabis shop or cultivation facility in Blaine requires both state and city approval. The Office of Cannabis Management issues business licenses, while the City of Blaine must certify zoning compliance and issue a local registration. Businesses must also pay a registration fee to offset the cost of annual compliance checks to ensure the safe and legal sale of cannabis within the community
Looking Ahead
Cannabis retail, cultivation, and manufacturing are new industries for Blaine and for Minnesota. By combining state oversight with local safeguards, the City is taking a balanced approach that provides residents access to legal cannabis while protecting schools, parks, and neighborhoods. As the licensing process moves forward, Blaine will continue to share updates with residents.

This matching grant program will result in FHLB Des Moines awarding $20 million in funding to support affordable housing and community development in Minnesota.

FHLB Des Moines provides funding solutions to more than 1,200 members to support mortgage lending, economic development and affordable housing in the communities they serve. The Member Impact Fund provides FHLB Des Moines members up to $3 for every $1 in matching grant donations to strengthen the ability of not-for-profits or government entities to support the needs of their communities.

Recipient organizations were selected based on the needs for grant funding to support capacity-building or working capital necessary to strengthen their ability to serve affordable housing or community development needs including job training, affordable housing, financial literacy, food banks and youth programs.
This member matching grant program is part of FHLB Des Moines’ ongoing mission to offer a variety of funding options through its members.
Since its founding in 2023, the Member Impact Fund has supported affordable housing and community development with nearly $70 million in grants awarded by FHLB Des Moines. Member institutions apply and receive Member Impact Fund matching grants to be distributed to eligible organizations alongside their own grant contribution.

Scheels Coming to Blaine
A Transformational Anchor for 105th Avenue
In July, Blaine announced that Scheels will open a new 250,000-square-foot store in the 105th Avenue Redevelopment District, a major milestone for the corridor. The store will blend shopping and entertainment, featuring attractions like aquariums and wildlife displays alongside sporting goods, outdoor gear, and fashion.
The Blaine location will be only the second in the Twin Cities, creating more than 500 jobs and expanding the City’s retail and entertainment base. To support the project, the City is investing in infrastructure upgrades, utilities, and a shared parking structure. Construction is scheduled to begin in 2026, with an opening planned for spring 2028.
Mayor Tim Sanders called Scheels a cornerstone of the 105th Avenue redevelopment, saying it will “create a destination that strengthens our community, adds jobs, and provides a place where people want to spend time.” The flagship store marks a defining step in Blaine’s growth as a regional hub for business, sports, and recreation.

Changes to Blaine’s Temporary Sign Ordinance
In today’s fast-moving business environment, where adaptability is crucial, temporary signage has emerged as a valuable asset for businesses of every kind. The Temporary Sign Permit is intended for general promotional activities, and is limited to no more than four weeks per calendar year. This permit is limited to the following maximum type, number, and size:
