Founded in February 1905, two years before Oklahoma achieved statehood, Arkansas Valley National Bank opened its doors in the town of Broken Arrow—then part of Indian Territory. From the very beginning, the bank was more than a place to conduct business; it was a cornerstone of a growing community.
Just four years later, in February 1909, two years after Oklahoma became a state, the institution transitioned to a state charter and became Arkansas Valley State Bank. AVB Bank today, 2026. The landmark sculpture, BINDING CONTRACT, depicts two cowboys shaking hands across a fence. Located in the AVB Bank Plaza, directly in front of the downtown Broken Arrow location, this impactful sculpture resides in the heart of the Rose District. Bradford L. Williams, a self-taught artist from Chino Valley, Arizona, created the sculpture. Williams lives and reveres the “cowboy way of life” and his art is reflective of that way of life. What Every Tulsa County Property Owner Should Know
If you are a Tulsa County resident, then you may have already received your property assessment notice via the mail in January.
You may be questioning what effect the increased property value notice you received might have on your taxes.
“This is not a bill,” Tulsa County Assessor, John Wright affirms. “When Tulsa County residents receive an annual assessment notification, it is an effort to communicate with them.”
“The responsibility of the county assessor’s office is to put an accurate, fair market value on all property in the county as of the lawful assessment date, which is January 1,” Wright said.
How are Tulsa County property assessments done?
The assessor’s office maintains records of the value of all properties in the county and an assessment is based on the value of the land and any improvements (i.e. buildings) on the property. The assessment process can involve an inspection of the property and an analysis of current market data. The value of the property is one part of the equation used to calculate the amount of property tax that the property owner pays.
What should you do if you disagree with your property assessment?
Property owners can challenge that assessment if they believe it’s inaccurate. Property owners have a 30-day period from the date on their property value assessment notices or until the first Monday in April if they did not receive a notice. “This appeal opportunity is the property owners due process,” Wright said.
There is no charge for property owners to file an informal or formal appeal.
“We encourage that appeal. We welcome the conversation to explain what’s going on in the market and how we arrived at the number,” he said.
There is a limit on the amount a property value can increase in one year. This restriction is known as a tax cap. Even in areas where property values are increasing rapidly, the taxable value will increase only 3% to 5% within the year, depending on the applied exemptions. Homesteaded properties can increase up to 3% and nonhomesteaded properties can increase up to 5%.
What property tax exemptions are available?
The Homestead Exemption, can be filed between Jan. 1 and March 15 annually. Once the exemption is granted, property owners do not need to apply again unless they move. It is available to property owners who use their home as their primary residence with their name on the deed, with the deed also having been filed with the county clerk’s office. The Homestead Exemption subtracts $1,000 off of the assessed valuation. Depending on where you live in the county, this equates to a savings of about $91 to $141 each year.
A Senior Freeze Exemption, can also be filed until March 15 annually. The exemption is designed for seniors 65 and older, who earn less than the HUD Median Income for the area. For the 2026
tax year, that amount is $90,300. “[The exemption] freezes the valuation of the property at the number of when the application is approved,” Assessor Wright said.
How is property tax money spent?
“We don’t set the tax rate. We don’t collect the taxes. We don’t send out the tax bill. Our job is evaluation;’ Wright said. “Our appraisers seek to use their best judgment based on experience and computer-generated data to come up with the most accurate market number,” He then added, “All of the revenue generated by the property tax is invested locally with a lion’s share going to Tulsa County schools.”

ARTS@302 2026 GALLERY SEASON
CELEBRATING
ART, CONNECTION, AND COMMUNITY
In the heart of downtown Broken Arrow, Arts@302, officially known as the Brown-Kimbrough Center for Arts, Innovation and Creativity, continues to grow as a welcoming place for conversation and community. Managed and funded by the nonprofit ARTSOK, the Regional Arts Alliance of Broken Arrow, Arts@302 features a professional 2,000-square-foot gallery filled with natural light and dedicated to showcasing local and regional artists.
Refracted Light: Finding Beauty in Brokenness
The 2026 exhibition season opens with a powerful show: Refracted Light: Finding Beauty in Brokenness, opening Friday, February 13, 2026. This exhibition explores mental health through painting, sculpture, and mixed media. It offers perspectives from local artists and encourages open conversation around healing, resilience, and vulnerability. The opening reception is sponsored by Legacy Counseling Services, with proceeds benefiting both ARTSOK and Domestic Violence Intervention Services (DVIS).
“Exhibits at Arts@302 are about more than beautiful artwork,” Melinda Clonts, President, ARTSOK Board of Directors. “They are opportunities to bring people together, spark conversation, and highlight important issues impacting our community.”
Impactful Season Planned
That sentiment carries through the full 2026 season. Spring shows include the vibrant silk works of The Wonder of It, presented by Silk Painters International, followed by the juried Green Country Watercolor Society’s Annual Member Show. Summer showcases include Wild Dreams, featuring Western and wildlife artwork by Women Artists of the West, and Home Grown, a celebration of artists who live and create right here in Broken Arrow.
The popular 5x5 Show and Sale returns in August, inviting hundreds of artists to contribute small original works sold for $55 each, with all proceeds supporting Arts@302 programs and scholarships. In September, Arts@302 partners with Chalk It Up! and the Broken Arrow Rose Festival for a multigenerational art contest open to everyone from young children to professional artists. Fall continues with Palette Swap, a curated regional exhibition led by artist Sean Tyler, and concludes with Living-Language-Land Inspired, a rich

The season concludes on March 24, 2026, with the national Broadway tour of MEREDITH WILLSON’S “THE MUSIC MAN.”
There’s trouble in River City when a fast-talking salesman gets his heart stolen by the town librarian. Meredith Willson’s six-time, Tony Award-winning musical comedy THE MUSIC MAN follows fast-talking traveling salesman, Harold Hill, as he cons the people of River City, Iowa, into buying instruments and uniforms for a boys’ band that he vows to organize – this, even though he doesn’t know a trombone from a treble clef. His plans to skip town with the cash are foiled when he falls for Marian, the librarian, who transforms him into a respectable citizen by curtain’s fall. Featuring songs such as “Seventy-Six Trombones,” “Ya Got Trouble,” “’Till There Was You,” “Pick-a-Little” and “Gary, Indiana,” THE MUSIC MAN is a family-friendly story to be shared with every generation.
This new production will be helmed by veteran director Matt Lenz. Joshua Bergasse, Emmy Award winner, Tony Award nominee, and critically acclaimed choreographer, will create all new dances for the citizens of River City.
Meredith Willson’s iconic humor, wordplay, and optimism will shine in this inventive reimagination of a beloved classic. Scenic Design is by Ann Beyersdorfer, Video Design is by Lisa Renkel, and Lighting Design is by Tony Award winner Ken Billington. There’s trouble in River City when a fasttalking salesman gets his heart stolen by the town librarian. Kick off to the Route 66 Centennial in Claremore!
In 1928, a Cherokee farm boy ran the entirety of U.S. Route 66 – Los Angeles to Chicago – and onward to New York City. The halfway point for that era’s biggest sporting event was Claremore, Oklahoma. Most of the field of world class runners included participants from over 24 countries could not endure the 84 grueling days of the 3,423 mile Trans-Continental Footrace. The Mother Road crossed through the Mojave Desert and wound along vast plains, offering blistering heat, sleet, and snow. Only 55 runners would cross the finish line to Madison Square Garden. Andy Payne won the race 16 hours ahead of them all.

ow is the time to be your own author, and two annual writing contests from Tulsa City-County Library (TCCL) give current and aspiring writers the opportunity to share their stories.
Young People’s Creative Writing Contest
From Feb. 1-28, students ages 10-18 can participate in the Young People’s Creative Writing Contest (YPCWC) by submitting their writing online, by mail or to any TCCL branch. The contest is free to enter for those who live or attend school in Tulsa County, or have a nonresident library card. Entry forms with rules and regulations for the YPCWC are available at all TCCL locations and online at www. tulsalibrary.org/YPCWC.
Contest categories include poetry, short story, informal essay, short script and comix. There are three age divisions in each category: 10-12, 13-15 and 16-18. First-, second- and third-place winners are chosen for each age group in each category. Cash prizes include $100 for first place, $50 for second place and $25 for third place.
All entrants will be invited to the awards presentation at 6 p.m. on Friday, May 1 at Hardesty Regional Library, 8316 E. 93rd St. Featured speaker Ruta Sepetys, winner of the Tulsa Library Trust’s 2026 Anne V. Adult Creative Writing Contest
Local adult wordsmiths are invited to enter the annual Adult Creative Writing Contest (ACWC) from Feb. 1-March 31. This annual event, sponsored by the Friends of the Tulsa City-County Libraries, is open to anyone 18 years or older who lives, works, attends school in Tulsa County or has a nonresident library card. Contest categories are children’s fiction, informal essay, poetry, short story and young adult fiction.
A $150 cash prize and a certificate are awarded to the best work in each category. Second-place winners receive a $100 cash prize and a certificate. Certificates and $25 are awarded to those receiving honorable mention. Entry fees are $10 for one entry, $18 for two entries, $24 for three entries, $30 for four entries and $35 for five entries. Entries for the ACWC should be delivered to any TCCL branch or mailed flat to Friends of Tulsa City-County Libraries, 400 Civic Center, Tulsa, Okla., 74103.
