Governor makes nominations to various boards

ov. Jenniffer González Colón announced Monday that she has made 18 nominations for various governing boards. All of the appointments must be considered by the Senate during the session that began Monday. All nominees will be able to join their boards and perform their duties immediately, as their appointments were made during the legislative recess.

The nominees are:

* Ernesto A. Rivera Umpierre, as member of the Land Administration governing board and member of the Public Buildings governing board.

* Sylvia Villafañe Alvarado, as member of the board of directors of the Puerto Rico School of Fine Arts and Design Corp. and member of the board of directors of the Puerto Rico Corporation for Public Broadcasting (WIPR).

* Walbert Pabón González as member of the board of directors of the Puerto Rico Tourism Company.

Governor: PRIDCO pick criticized for being pro-statehood

ov. Jenniffer González Colón on Monday defended the transfer of Roberto Lefranc Fortuño from the Office for Socioeconomic and Community Development of Puerto Rico (ODSEC) to the Industrial Development Company (PRIDCO).

“I find it highly questionable that Roberto Lefranc is criticized for being a statehooder, because if he hadn’t been one of the people elected to defend statehood in Congress, no one would have questioned this appointment,” the governor said at a press conference. “If I had appointed a pro-independence activist, no one would have questioned the appointment. But since he is young and was elected to work on the country’s affairs in Congress, he is being questioned. I believe the official was approved by the Puerto Rican Senate, did an excellent job, and will do excellent work at PRIDCO.”

When asked why she made the move when she had claimed she had received more than 8,000 resumes during the recruitment process, González Colón stated that this is not the first time an official has held various government positions.

Regarding Lefranc Fortuño’s ability to lead the public corporation, she said she needs someone “who commands and acts.”

Governor plans to file tax reform, other measures next week

Gov. Jenniffer González Colón met on Monday with the New Progressive Party Legislative Conference to discuss the agenda for the year’s second session, including the proposed tax overhaul.

“The discussion included several bills that had been approved in previous sessions but are still pending. These include a freeze on the inventory tax, increases in reductions for Individual Retirement Accounts (IRAs) for education and for individuals with disabilities, as well as the imposition and extension of Act 60,” the governor stated during a press conference. “Additionally, the proposal to increase the tax that investors pay to 4 percent while lowering local investor contributions was also covered. These are just some of the bills that remained pending due to the volume of

legislation approved in prior sessions.”

“For this session, we are filing six bills that will be accompanied by tax reform measures that we plan to present next week,” González Colón said.

During the meeting, Treasury Secretary Ángel Pantoja Rodríguez provided some scenarios and figures related to the tax reform proposals aimed at reducing the tax burden on the labor sector and the working class.

“Puerto Rico currently pays one of the highest tax rates in the nation at 33 percent,” he added.

González Colón expressed her hope that the costs associated with the tax changes will be offset by savings in government spending, although the estimated cost of the tax initiative remains unclear at this time.

“In addition to these essential tax reform proposals, we are also introducing six addi-

tional measures. Among them is the creation of a chief financial officer position within the Department of Education, which aims to lessen the government’s current expenses related to hiring third-party groups for fiduciary tasks,” the governor noted. “This session will also address legislation benefiting senior citizens. Currently, seniors must submit multiple documents to qualify for an express line identification process for themselves and individuals with disabilities. We intend to simplify this by consolidating everything into a single identification.”

Furthermore, changes regarding child sexual offenders were discussed. Currently, individuals released back into the community after serving time are required to report to a police station to notify authorities of their residence. However, they are often released on Friday afternoons, making it difficult for them to complete this requirement in a timely

manner. The new legislation will mandate that these offenders register within 24 hours at a police station and will change the release day to Mondays, ensuring that the public is informed about the whereabouts of the individuals. Another legislative measure will focus on reversing the merger of the Tourism Company with the Department of Economic Development and Commerce.

The Popular Democratic Party (PDP) minority leaders in the island House of Representatives and Senate, Héctor Ferrer Santiago and Luis Javier Hernández Ortiz, respectively, along with their delegations outlined on Monday their legislative agenda as the year’s second session commenced.

The PDP leaders highlighted their commitment to both oversight and proactive solutions beyond mere identification of issues.

Ferrer and Hernández conveyed their approach of transitioning from problem identification to proposing practical, actionable solutions that provide significant relief. They acknowledged the challenges posed by the New Progressive Party (NPP) parliamentary majority, but said they remain steadfast in their advocacy.

The key legislative priorities presented by the PDP include:

* Energy crisis: The PDP opposes increases in electricity bills and advocates for better support for residential customers. They are committed to ensuring the government fulfills its promise to cancel the LUMA Energy contract.

* Education: There is a strong emphasis on supporting special education initiatives and addressing the needs of students with disabilities.

* Decentralization and municipal strengthening: The PDP seeks to promote the transfer of services and resources to municipalities, addressing existing state inadequacies.

* Real access to healthcare: The party aims to introduce legislation that facilitates Puerto Rico’s inclusion in federal programs like Supplemental Security Income (SSI), in collaboration with the efforts of the Resident Commissioner.

* Public safety: The PDP advocates for the restructuring of security agencies and the removal of unnecessary bureaucratic layers to enhance public safety.

* Affordable housing: Developing initiatives to fulfill the housing needs of Puerto Rican families is a priority.

PDP outlines legislative agenda for new session Ferry service resumes following Hurricane Erin

The Integrated Transportation Authority (ATI) and Puerto Rico Ferry announced Monday that, after a brief pause in operations to ensure the safety of all passengers, crew, terminals and vessels, service resumed operations on the Metro and Island routes Monday morning.

The rapid resumption ensured accessibility to all ports in the system and to communities, benefiting residents, businesses,

and essential services in the aftermath of Hurricane Erin, the entities said.

Puerto Rico Ferry, established as a public-private partnership for the operation of maritime transportation services, maintains and follows state-of-the-art safety protocols developed and implemented under the partnership model. Following Hurricane Erin, all vessels and terminals were immediately assessed, and once weather conditions permitted, service resumed operations.

“Under our partnership, the maritime transportation system is better prepared than ever to respond to hurricanes and emergency situations, ensuring a rapid return to service,” ATI Executive Director Josué Menéndez said.

“Our crew is committed to ensuring safety and reliability under any weather conditions, and in the event of a hurricane, we are prepared to quickly assess the system and return to service safely,” added Matthew Miller, president of HMS Ferries, operator of Puerto Rico Ferry.

FICPRO: All institutionalized older adults must be counted in census

The island government must ensure that the census of older adults does not exclude long-term care institutions that are not licensed or subsidized by the Family Department, Jonathan Morales Adorno, president of the Federation of Long-Term Care Institutions (FICPRO by its acronym in Spanish), said Monday.

The organization warned that, as hurricane season approaches its peak, the lack of accurate and up-to-date data poses a risk to the safety and well-being of thousands of older adults who depend on essential services. Morales Adorno emphasized that the Family Department (DF) should include private homes, as well as institutions supported by the department and those under the Mental Health and Anti-Addiction Services Administration (ASSMCA), in the census to obtain a true count.

Morales Adorno expressed surprise that the DF announced it had already completed a census in Bayamón, San Juan and Carolina, while excluding homes that do not receive agency funding. He noted that a significant number of older adults in those facilities remain uncounted.

“Unfortunately, it’s a half-baked job, but they still have time to correct the error because every life of an older adult counts, regardless of who subsidizes their care in a long-term facility,” he said.

The FICPRO president urged that the ongoing census effort include long-term care homes licensed by the ASSMCA, as the Family Department subsidizes patients in these centers. He pointed out that mental health patients who cannot be accommodated at home are

placed in ASSMCA facilities, and their lives matter as well.

As of Aug. 5, the census only included households licensed by the DF. The agency itself reported that the most recent official information available was from 2017, following Hurricane Maria, indicating that eight years have passed without updated data.

Morales Adorno stressed that the protective agency is the DF, not the ASSMCA. In the event of an atmospheric emergency, the DF must assume custody of any older adult, he said.

He emphasized that Puerto Rico is increasingly aging, making accurate information essential for emergency preparedness.

“If we don’t know precisely how many institutions exist, how many residents they care for, and their locations, it will compromise our response to a natural disaster,” Morales Adorno said.

The FICPRO president also highlighted the need to declare long-term care an essential service.

“We rank below hospitals because longterm care centers manage patients on ventilators, those with ulcers, bedridden patients, and individuals with mobility difficulties -- this is our daily reality,” he said. “During emergencies, hospitals provide care for a short time, but caregivers in our homes do so year-round with love and patience, with or without state assistance.”

Long-term care institutions have up-to-date emergency plans, trained staff, and resources ready for immediate response. However, Morales Adorno argued that individual preparedness is insufficient without a central coordination and monitoring system to ensure priority aid during emergencies.

“Experience has shown that accurate information is the key to saving lives when an emergency occurs. We cannot improvise,” he said. “Therefore, we insist on being officially recognized as an essential service. This recognition would allow long-term care facilities to receive priority access to critical resources -- fuel, food, medicine, electricity, and more -- during a disaster.”

The president of FICPRO, which represents some 600 homeowners across the island, urged the island Legislature to pass measures ensuring an official and inclusive census of all long-term care facilities, as well as the legal designation of these centers as essential services to guarantee priority access to aid and resources during emergencies.

Moreover, Morales Adorno advocated for the development of interagency coordination protocols to serve the elderly population in

disaster situations.

“The responsibility to protect one of the most vulnerable populations lies with both us and the government,” he said.

Family Secretary Suzanne Roig Fuertes, meanwhile, addressed what she said are some misconceptions in the media regarding the ongoing census of long-term care homes.

“The DF is conducting a census of all older adults residing in long-term care homes licensed by the Department of Family Affairs,” she said. “This census serves several important purposes:

1. To update the licensing platform with accurate information.

2. To determine the number of available beds for older adults in licensed homes.

3. To identify the number of older adults without mental health conditions (note: Alzheimer’s is classified as a physical health condition) who are privately residing in these homes.”

“This census is a crucial aspect of our efforts to support older adults in Puerto Rico and aligns with Governor Jenniffer González Colón’s public policy,” Roig Fuertes said. “We want to emphasize that the census includes all homes licensed by the DF, even those that do not have residents subsidized by the department.”

As for older adults subsidized at the federal level and placed in ASSMCA homes, the DF secretary said “we have the necessary data.”

“It’s important to note that homes licensed by ASSMCA are specifically designed for individuals with mental health conditions, which distinguishes them from other facilities,” she said. “Their services focus on addressing mental health issues.”

Gaming Commission issues over half a million dollars in fines

Government Gaming Commission (CJGPR by its initials in Spanish) Executive Director Juan C.

Santaella Marchán announced Monday that over half a million dollars in fines have been issued to gaming machine operators and businesses operating illegally.

The move follows the introduction of Regulation No. 9647, which governs the Issuance, Management, and Oversight of On-Road Gaming Machine Licenses.

“Since the regulatory process began [in] July, our Office of Investigation and Regulation has been actively inspecting various businesses to ensure compliance,” Santaella Marchán said. “Without a doubt, we are at a historic moment for the gaming industry.”

Between March and July, the CJGPR provided guidance to business owners, and afterward, staff from the Office

of Inspection and Regulation visited hundreds of establishments that were found to be violating the law. They issued fines totaling more than $530,000. Additionally, since July, the CJGPR has collected just over $7 million in licensing fees.

Since the passage of the law, the CJGPR has worked to establish a licensing, registration and oversight system to manage gaming machines. In its initial phase, the measure set a limit of 25,000 licenses -- one per machine -- during the first two years of implementation, starting with the renewal of licenses for operators who were previously licensed by the commission.

“At the Gaming Commission, we will continue to work to ensure compliance with the law and uphold the public policy of this administration,” Santaella Marchán said. “We urge business owners to make sure their machines comply with the law in order to avoid fines.”

Fines have been issued to the tune of some $530,000 to gaming machine operators and businesses found to be in violation of a new regulation.

Environmental groups face ‘generational’ setbacks under Trump

In the Biden administration, the U.S. environmental movement reached what many of its supporters considered an apex. Congress passed the largest ever federal law to combat climate change. Coal-burning power plants were shutting down. Hundreds of billions of dollars of federal investment in renewable energy, batteries and electric vehicles was beginning to flow.

But in just months, President Donald Trump has attacked much of that work.

The Biden-era climate law, known as the Inflation Reduction Act, is in tatters. The White House is trying to revive coal, the dirtiest fossil fuel, while boosting oil and gas and hindering solar and wind power. And it is weakening or trying to scrap environmental policies and regulations, some dating to 1970.

The abrupt reversal in fortunes has led to a moment of crisis for the environmental community. “The morale is destroyed,” said Ramon Cruz, a former president of the Sierra Club. “I won’t try to sugar coat it. This is a generational loss.”

After a series of stinging defeats and other challenges, some prominent environmental groups are adrift. The Sierra Club’s executive director was recently fired after a rocky tenure in which he oversaw several rounds of layoffs and clashed with employees. Greenpeace is facing a $670 million legal verdict that could put its future at risk. Rewiring America, a nonprofit group that works to electrify buildings, has slashed nearly one-third of its staff.

Actions by the Trump administration and the Republican-led Congress have set the environmental movement back years, activists said. Chief among them has been the passage of Trump’s domestic policy bill, which curtailed many of the core elements of the Inflation Reduction Act.

“With one election and one bill, most of the signature climate work that organizations, advocates and movements have been working toward is largely undone,” said Ruthy Gourevitch, a policy director at the Climate and Community Institute, a progressive research organization.

A change in approach

The Trump administration’s assault on climate policies has pushed some environmental groups to shift their focus away from federal policy. Manish Bapna, president of the Natural Resources Defense Council, said his group was redoubling its efforts in state and federal courts and expanding its advocacy at the state level and internationally.

“We recognize that the United States is much larger than Washington, D.C., and the world is much larger than the United States,” Bapna said.

In the fiscal year that ended in June, the NRDC saw its second highest fundraising total ever, according to Mark Drajem, a spokesperson. (Its best year was 2021.) It is increasing its focus in states including Georgia and Ohio, where it sees opportunities to accelerate solar energy. It is helping to support a Vermont law that would hold fossil fuel companies responsible for climate damage. And the group is expanding its work in India and beginning to work on projects in Africa.

Some hope the environmental movement finds lessons in its recent losses.

Tom Steyer, a billionaire investor who has supported past efforts to mobilize climate voters and pass climate initiatives on state ballots, said the lesson of the 2024 election is that the public wants solutions that have immediate economic effects.

“If we want to win, we need a fundamental recalibration,” Steyer recently wrote on Facebook. “Climate can no longer be a separate cause. It must be the context for making people’s lives better. It has to feel like relief. Like opportunity.” For example, he wrote, clean energy must mean lower electric bills.

During the first Trump administration, the most successful challenges to the president’s attempts to roll back environmental regulations were in the courts. Upon taking office in 2020, President Joe Biden restored and strengthened many regulations protecting air, water and the climate.

When Trump was elected to a second term, lawyers at environmental groups anticipated he would dial up the pressure. But the speed and intensity of the fight has exceeded their expectations, said Abigail Dillen, president of Earthjustice, a nonprofit environmental law group.

As a result, there has been more deliberate coordination with other environmental groups during Trump’s second term, Dillen said. In June, Earthjustice, the Southern Environmental Law Center, the Public Rights Project and Lawyers for Good Government filed a class-action suit on behalf of 350 groups that lost funding under the Inflation Reduction Act.

Earthjustice has opened 96 legal actions against the Trump administration this year, including lawsuits as well as technical comments on proposed regulatory changes. That’s nearly three times the amount it initiated during the first six months of Trump’s first term.

It has had some wins. On Thursday, a federal judge in Washington ordered the Agriculture Department to reinstate grants for farmers and nonprofits that had been terminated. The groups were represented by Earthjustice and two other

legal nonprofits, FarmSTAND and Farmers Justice Center.

The movement’s challenges

Still, environmental groups are facing many challenges, including one major lawsuit, internal disagreements and the threat of being targeted by the Trump administration.

Greenpeace lost a lawsuit in March after being sued over allegations it defamed Energy Transfer Partners, the company behind the Dakota Access Pipeline. Kelcy Warren, the company’s chair, was a major donor to Trump’s 2024 campaign. His company accused Greenpeace of an “unlawful and violent scheme” to incite demonstrations to stop the project. Greenpeace has maintained that it played a minor role promoting peaceful protest and that its actions were protected by the First Amendment.

Greenpeace now faces the prospect of nearly $670 million in damages if it loses on appeal, with its U.S. arm responsible for the vast majority of that amount. That prospect has led Greenpeace to pursue “voluntary separation” agreements with 22 employees, roughly 20% of its head count.

But Sushma Raman, interim executive director of Greenpeace USA, said donations to the organization have remained strong. She said the group was relying on “the power of our mission, the power of the movement, the power of our supporters to keep focusing ahead.”

The Sierra Club, one of the nation’s oldest environmental groups, has been rocked by a leadership crisis. Ben Jealous, who took over as executive director in 2023, was fired on August 11 after a year of tension between him and local chapters, employees and the organization’s union. Jealous had inherited a substantial budget deficit when he joined the organization, which has an annual revenue of more than $100 million. The group went through several rounds of layoffs, depressing morale.

Jealous said he planned to fight the termination. At the same time, the Sierra Club and three other environmental groups are facing a defamation lawsuit by Exxon Mobil in federal court in Texas.

Funding struggles

Another setback has been the Trump administration’s cancellation of billions of dollars in grants for some environmental organizations. The administration has attempted to claw back $27 billion in grants for clean energy and efficiency projects through the Greenhouse Gas Reduction Fund, which is part of the Inflation Reduction Act.

Rewiring America was slated to receive $490 million of those grants, a significant bump for an organization that reported $621,000 in revenue in 2023. But when Trump retook the White House, the funds were frozen at the administration’s request. In May, Rewiring America cut 28% of its staff.

Across the environmental movement, there is a widespread sense that money from donors will be harder to come by in the years ahead. Some funders and nonprofits have stepped in to help environmental groups that lost federal support and, in some cases, have lent them staff members.

Texas Democrats end walkout, allowing redrawn map to pass

Democrats in the Texas Legislature who had left the state to halt an aggressive redistricting returned to Texas and ended their two-week walkout Monday, opening the way for Republicans to pass a redrawn congressional map called for by President Donald Trump.

For the past two weeks, Republican leaders in Texas bristled at the Democrats’ flight and took extraordinary steps to pressure them to return. Gov. Greg Abbott and state Attorney General Ken Paxton sued to try to remove the absent Democrats from office. Sen. John Cornyn got the FBI involved in locating them. The speaker of the state House, Dustin Burrows, issued civil arrest warrants and threatened to impose $500-a-day fines under House rules.

But in the end, Democrats said they decided to return after their walkout succeeded in preventing a vote on the map in the first special legislative session, a move that drew national attention to Trump’s push for a rare mid-decade redistricting and helped propel Democratic-run states to begin their own redistricting efforts.

California state lawmakers introduced legislation Monday to redraw that state’s congressional map to be more favorable to Democrats as a counter to the changes in Texas — a move championed by California’s Democratic governor, Gavin Newsom. They are expected to vote Thursday on the proposal.

The standoff among Texas lawmakers began Aug. 3, when dozens of Democratic state representatives boarded a charter plane to Chicago. And it ended in much the same way, with a large group of Democrats flying together back to Austin.

Their charter jet landed just over an hour before the Texas House was set to convene at noon local time, and about two dozen representatives went directly to the Capitol from the airport.

They were cheered by a crowd of supporters, some waving signs reading “Thank you, Dems,” and others wearing union shirts, who lined the steps near the state House chamber.

“We have woken the nation up,” said state Rep. Mihaela Plesa, a Dallas-area Democrat, after returning from Chicago.

The walkout did not change the raw political dynamics in Republican-dominated Texas, where the state House of Representatives is made up of 62 Democrats and 88 Republicans. Democrats remained powerless to permanently stop the chamber from adopting a new congressional district map. But when that happens, as

is expected, the Democrats say they will sue to challenge its legality.

“Our return allows us to build the legal record necessary to defeat this racist map in court,” said state Rep. Gene Wu, D-Houston, who led the walkout.

At least 100 members of the Texas House must be present to have a quorum and conduct business; recently there had been around 96 members on hand. With the Democrats’ return Monday, 120 total members were marked present.

“We are done waiting; we have a quorum,” said Burrows, R-Lubbock. “Now is the time for action.”

Many other Democratic lawmakers did not immediately return to the floor Monday — 29 members were recorded as absent — and some remained out of state.

“I’m not coming back,” said Rep. Jolanda Jones, DHouston. “The only power we have is the power to deny them a quorum,” she added. “Who goes to a fight where you’ve already lost?”

Burrows said that civil arrest warrants would remain in effect for the members who were still absent. For the Democrats who showed up, Burrows said a state police officer would be assigned to each of them “who will ensure your return” to the Capitol for the rest of the special legislative session.

The proposed map, which could be passed quickly this week, is meant to help Republicans keep control of the U.S. House after the 2026 midterms, by redrawing five districts now represented by Democrats so they will be likely to elect Republican candidates. Republicans said in public hearings that their goals were strictly partisan. After the Democratic walkout began, the fight over Texas’ redistricting expanded into a bare-knuckled national political brawl between red and blue states. It was Don Salvador Brau y Asencio who launched the idea of celebrating the 4th Centenary of the discovery of the island in a dignified manner, proposing, among other things, that a ‘Cross carved in granite, extracted from our mountains’ be erected in front of the site where the navigator, Christopher Columbus, anchored with his 17 ships.

He was the first official historian of Puerto Rico, as designated by the first American governor of Puerto Rico and appointed by the president of the United States. He conducted studies on the discovery at the Archive of the Indies in Seville, Spain. Consequently, his opinion is of great value and weight for purposes of the site of the discovery of Puerto Rico. The designated site was the banks of the Culebrinas River, at the well known Parque de Colón, where the cross symbolizing the discovery, and the birth of Christianity in Puerto Rico, was built (see photo).

In 1998, a report was published by renowned historians Osiris Delgado, Adam Szaszdi and Ricardo Alegría, Puerto Rican historians of the highest professional caliber and with vast experience in the subject. The report, prepared at the request of the Puerto Rican Academy of History, establishes the location of the discovery of Puerto Rico. It establishes that the Academy concluded that Columbus’ fleet set sail on Nov. 19, 1493, from Ensenada de Aguada (Aguadilla Bay). Within the broad area of said ensenada, the potential landing zone is limited to approximately 9,000 meters of coastline, specifically between the borders of the Tamarindo and Santa Bárbara neighborhoods and the mouth of the Culebrinas River. Thus, after the Taínos arrived, the Spanish entered through Aguadilla in 1493.

The Aguadilla, Puerto Rico UFO is regarded by UFOlogists as one of the best-recorded examples of a UAP. It is said that a video of the event shows a UAP performing extraordinary flight maneuvers in both the air and sea. However, the report shows that the object’s likely path was a straight-line path that could be explained by an object being propelled by the winds at the time.”

In summary: Christopher Columbus and his crew entered Puerto Rico by Aguadilla (1493); also a UFO entered Puerto Rico by historic Aguadilla, as the Pentagon acknowledges (2013); and, even most illegal aliens enter Puerto Rico by Aguadilla. There is something wonderful and majestic in the northwestern part of the island that makes it such a special place of entrance. A paradise, that’s Aguadilla.

Terence Stamp, luminary of 1960s British cinema, dies at 87

Terence Stamp, the magnetic British actor whose film roles included a naive 18th-century merchant seaman in “Billy Budd,” a violent 19th-century swordsman in “Far From the Madding Crowd,” a tyrant from another planet in “Superman” and a transgender nightclub entertainer in “The Adventures of Priscilla, Queen of the Desert,” died Sunday. He was 87. His family confirmed his death but did not specify where he died or the cause.

Stamp was a boyish 24 when “Billy Budd” (1962), based on Herman Melville’s seafaring novel, was released. He looked into the camera with what one journalist later called his “heartbreak blue eyes” and let his tousled blond hair fall over his forehead whenever his character was provoked — which was often, since he was being accused of murder.

And he could act: The role brought Stamp an Oscar nomination and a Golden Globe Award for most promising newcomer.

He presented a very different image three years later, playing a dark-haired psychopath who loves butterflies but decides to move up to capturing humans in “The Collector” (1965).

As he carried a bottle of chloroform toward a beautiful art student (Samantha Eggar), those startlingly blue eyes now seemed terrifying. In The New York Herald Tribune, critic Judith Crist called his performance “brilliant in its gauge” of madness. He received the best actor award at the Cannes Film Festival.

He grew a sinister black mustache to play the sadistic Sergeant Troy, who mistreats the heroine (Julie Christie) in “Far From the Madding Crowd” (1967), based on Thomas Hardy’s novel. Reviews were mixed, but Roger Ebert praised Stamp’s performance as “suitably vile.” Looking back in 2015, a writer for The Guardian observed, “Stamp has an animation and conviction in this role that he never equaled elsewhere.”

Not long after that, Stamp largely disappeared for almost a decade. He came back as a character actor. When he made his entrance in Richard Donner’s “Superman II” (1980), boldly crashing through

a White House roof, audiences saw the young man who had been called the face of the ’60s, now with a seriously receding hairline, devilish facial hair and a newly mature persona. His character, Zod, an alien supervillain with a burning desire to rule the world, also appeared in the first “Superman” movie.

Stamp had a busy career for the next half-century, perhaps most memorably in “The Adventures of Priscilla, Queen of the Desert” (1994), with yet another new onscreen look. His character, Bernadette, a middle-aged transgender woman, wore dangly earrings, a grayish-blond pageboy, tasteful neutrals and not quite enough makeup to hide the age lines.

Terence Henry Stamp was born July 22, 1938, in London, one of five children of Thomas Stamp, a tugboat stoker with the Merchant Navy, and Ethel (Perrott) Stamp.

In the low-income neighborhoods of the East End where the Stamps lived, expectations were low. “When I asked for career guidance at school, they recommended bricklaying as a good, regular job,” Stamp recalled in a 2011 interview with the Irish newspaper The Sunday Business Post, “although someone did think I might make a good Woolworths’ manager.”

After leaving school, Stamp worked in advertising agencies, but he secretly wanted to become an actor and began lessons at the Webber Douglas Academy of Dramatic Art in London.

“Billy Budd” is usually referred to as his first film, but in England, “Term of Trial,” in which he appeared as a young tough alongside Laurence Olivier and Simone Signoret, was released a month earlier. (In the United States, “Billy Budd” opened first.)

He did theater work in England but had only one Broadway experience — a disaster. He played the title role in “Alfie!,” a play about a callous young South London bachelor, which opened in December 1964 and closed three weeks later. Shawn Levy, in his book “Ready, Steady, Go!,” had an explanation: “It was so dark and frank and mean and true and generally disharmonious with the optimistic, up-tempo tenor of the moment.”

But moments pass. Stamp turned down the same role in the 1966 film ver-

sion, and Michael Caine — who happened to be his flatmate — took it instead. It made him a star.

Stamp did star in “Modesty Blaise” (1966), as a secret agent’s Cockney sidekick; Ken Loach’s “Poor Cow” (1967), as a sensitive working-class guy; and Pier Paolo Pasolini’s “Theorem” (1968), as a mysterious stranger who beds every single member of a household, including the maid. Federico Fellini directed him as a self-destructive, alcoholic actor in “Spirits of the Dead” (1968).

In 1969, Stamp moved to an ashram in India and became a swami. Some said it was because of a romantic breakup, but he professed a simpler motive: He couldn’t find work. Although he was barely in his 30s, casting agents were already looking for

Around eight years later, he received a message from his agent about the “Superman” movie. He accepted, he often said, because he wanted to work with Marlon Brando, who played Jor-El, Superman’s father.

Between 1978 and 2019, Stamp appeared in more than 50 films. He received particular praise for Steven Soderbergh’s “The Limey” (1999), in which he played an ex-con on the trail of a drug-trafficking record producer (Peter Fonda) as he avenges his daughter’s death.

He also had roles in “Legal Eagles” (1986), “Wall Street” (1987), “Young Guns” (1988), “Alien Nation” (1988), and “Star Wars: Episode 1 — The Phantom Menace” (1999), as chancellor of the Galactic Republic. In “Unfinished Song” (2012, originally “Song for Marion”), he played a gruff pensioner with a dying wife (Vanessa Redgrave). After having been a Supermanfranchise villain, Stamp was the voice of the superhero’s noble Kryptonian father in the television series “Smallville.”

His final film was the horror thriller “Last Night in Soho” (2021). A Times review called his entrance alone “a master class in minimalist menace.”

In the 1960s, Stamp had highly publicized romances with British supermodel Jean Shrimpton and with Christie. In 2002, at age 64, he married Elizabeth O’Rourke, a 29-year-old Australian pharmacist; they divorced in 2008.

What US stagflation risks mean for world markets

The spectre of U.S. stagflation is stalking global markets, causing some investors to position portfolios to dodge the potential damage that tariffs could wreak on growth and inflation in the world’s dominant economy.

Some 70% of global investors surveyed by BofA Global Research in early August said they expect stagflation - the combination of below trend growth and above trend inflation - in the next 12 months.

Recent data showing U.S. labour market weakness, a sharp rise in U.S. core inflation and an unexpected surge in producer prices justifies this concern.

But stocks around the world, including in the United States, remain near record highs and bond markets are calm, suggesting little panic even as U.S. stagflation risks move increasingly onto the radar.

“Stagflation is in the mind of the market, but not the price,” said Carmignac fixed income manager Marie-Anne Allier.

Here’s a rundown of how U.S. stagflation risks could play out across global markets.

Persistent inflation, or the fear of it, can pummel longer-dated bonds by eroding the real value of fixed interest payments over time.

Paul Eitelman of Russell Investments, which helps institutions manage more than $1 trillion of assets, said pension funds and insurers have become increasingly nervous about inflation hitting their bond portfolios.

“If we had a another very weak employment report, that would significantly ramp up (U.S. stagflation) concerns,” he added.

Nor would non-U.S. bonds offer much protection.

“Interest rates and the long end of the bond curve are highly correlated between the G7 economies,” said Mayank Markanday, portfolio manager at Foresight Group. “If you see a big selloff in the long end of the U.S. curve we are likely to see impact on some of the others.”

There has already been a selloff in long-dated bonds across major markets. While 2-year yields are lower in the U.S., Germany and Britain this year, 30-year yields are higher.

If sticky inflation stops the Federal Reserve from cutting rates this year, short-dated bonds would suffer too.

Fidelity International multi-asset manager Caroline Shaw said the group expected U.S. growth to slow and stagflation was one of their two core scenarios.

She remains positive on U.S. big tech stocks but in mid-July bought derivatives called put options that would profit should the more cyclical Russell 2000 small cap index fall. As with bonds, stocks globally are likely to suffer, even if stagfla-

tion is confined to the U.S.

Since 1990, world stocks have fallen by an average of 15% at times when U.S. manufacturing activity data showed both a contraction and higher than average prices, according to State Street head of macro strategy Michael Metcalfe.

But stocks keep surging for now, which Metcalfe says suggests investors think “the disruption to the global trading system isn’t going to disrupt big tech earnings.”

Markets are ignoring bad news and focusing on the good, said Man Group chief market strategist Kristina Hooper.

Nabil Milali, multi-asset and overlay portfolio manager at Edmond de Rothschild Asset Management, is another investor who says data shows the U.S. economy is heading for stagflation. He anticipated further weakness in the dollar against the euro.

Stagflation presents twin risks for the greenback, said Milali, because weak growth can devalue a currency and persistent inflation erodes its purchasing power abroad.

The euro is up over 12% against the dollar so far this year. Other currencies like the Japanese yen and Britain’s pound have also strengthened.

Russian attacks kill 14 in Ukraine, hours before Zelenskyy visits White House

Hours after President Volodymyr Zelenskyy of Ukraine arrived in Washington for high-stakes meetings to discuss a possible path to peace with Moscow, Russian attacks on large Ukrainian cities and villages near the front killed 14 people and injured dozens, local authorities said.

Ukrainian officials pointed to the attacks as a further sign that Russia had no intention of halting hostilities. “That’s why Putin doesn’t want to cease fire,” said Andriy Yermak, Zelenskyy’s chief of staff. “He enjoys shelling peaceful cities while talking about his desire to end the war.”

Videos of the aftermath of a strike in Kharkiv, in northeastern Ukraine, released by local authorities show parts of a residential building’s roof and upper floors gutted, as firefighters on a ladder spray water to try to extinguish flames. Seven people were killed in the attack, including two children, and some 20 people were also injured, authorities said.

A partly blurred photo released by Ukraine’s emergency services showed a firefighter holding what looked like the body of a child. Other photos showed rescue workers searching through the rubble for survivors.

Three people were killed in a separate attack on the city of Zaporizhzhia, in southern Ukraine, and nearly 20

people injured, officials said. In Ukraine’s eastern Donetsk region, the main theater of the battlefield, Russian shelling killed four people, according to regional prosecutors. There was no immediate public comment from Russian authorities.

Before Monday’s strikes, Russia appeared to have scaled back its air attacks on Ukraine in recent weeks, in what Ukrainian officials and analysts see as an attempt by the Kremlin to curry favor with Trump during peace talks.

Trump’s typically lenient tone toward Putin soured after Russia increased drone attacks on Ukrainian cities during talks last month between Moscow and Washington, prompting Trump to complain about seeing that “a rocket hit a nursing home, or a rocket hit an apartment building and people are laying dead in the street.”

Since the beginning of August, Russia has significantly reduced the number of drones and missiles it sends each night against Ukrainian cities. Kyiv, the capital, which was hit especially hard this summer, has been largely spared from attacks recently.

sleeping at five in the morning,” Terekhov said, referring to armed drones. His statement could not be independently verified.

It is unknown whether Zelenskyy — who in his last Oval Office meeting sought to stir Trump’s compassion by showing him graphic images of Ukrainian prisoners of war — will refer to this morning’s attacks today. But several officials from his government quickly seized on them to press their case.

“Despite all of the diplomacy and peace efforts, Russia continues to kill civilians,” Andriy Sybiha, Ukraine’s foreign affairs minister, wrote on social media.

Ukraine, for its part, has escalated attacks on Russian oil refineries, attempting to keep pressure on the Kremlin to make concessions during negotiations by targeting its key revenue source. Last week, Ukraine also claimed to have struck a major oil pumping station in Western Russia.

A United Nations report covering the period from December to May found that nearly 1,000 civilians in Ukraine, including Russian-occupied areas, had been killed during that time, a 37% increase compared with the same period the previous year.

“The war in Ukraine, now in its fourth year, is becoming increasingly deadly for civilians,” said Danielle Bell, Head of the U.N. Human Rights Monitoring Mission in Ukraine.

Melania Trump appeals to Putin to protect children

Melania Trump has sent a personal letter to President Vladimir Putin of Russia, imploring him as a fellow parent to protect the innocence of children.

The brief letter, a rare public outreach by the American first lady to a foreign leader, was dated Aug. 15 and appeared to be written on official notepaper. It did not mention a specific problem facing children or Russia’s invasion of Ukraine, which has had a devastating impact on the country’s young people. President Donald Trump posted the letter on his Truth Social account Sunday.

“Every child shares the same quiet dreams in their heart, whether born randomly into a nation’s rustic countryside or a magnificent city center,” the letter began. “They dream of love, possibility and safety from danger.”

Melania Trump said that Putin could single-handedly restore the children’s “melodic laughter,” and appealed to him to do so. By protecting the innocence of children, which she said he could do with a stroke of a pen, the Russian leader would be serving all of humanity, the letter said.

There was no public comment from the Kremlin about Trump’s outreach to Putin, and the White House did not respond immediately to a request for comment about the letter.

At least 716 children were killed in territory controlled by Ukraine between the start of Russia’s full-scale invasion in February 2022 and June, and more than 2,000 others have been injured, according to a report by the U.N. Human Rights Office. It said that more than 730,000 children had been

forced to flee to safer areas within Ukraine, and that a further 1.7 million were now refugees as a result of the war.

In addition, Russia has abducted tens of thousands of Ukrainian children during the conflict. In 2023, the International Criminal Court accused Putin of war crimes and issued a warrant for his arrest, accusing him of responsibility for the abductions and deportations of children. The State Department in March ended funding for a database that tracked the missing children.

A centrist surges in Bolivia as voters turn away from socialism

The first round of Bolivia’s presidential election Sunday signaled the end of 20 years of dominance by the governing socialist party, but a centrist senator’s surprise first-place finish upended many analysts’ expectations of a clear victory for the right.

The senator, Rodrigo Paz, had been polling near the bottom of the eight-candidate field, but preliminary results from Bolivia’s election authority Sunday night showed him leading with 32% of the vote, with 78% of the ballots counted.

A conservative former president, Jorge “Tuto” Quiroga, was in second place with 27%. The two will face each other in an October runoff election.

“Nothing has been won here,” Paz said in a speech in a La Paz park Sunday night as supporters cheered and honked car horns. “The people have given us the right, and then we will have to fight the second part honestly. The important thing is that this is a project for all Bolivians and by all Bolivians.”

Bolivia is in the midst of an economic crisis, and many voters have been frustrated with the long-governing Movement For Socialism party, widely known by its Spanish acronym MAS. For two decades, the nation’s politics have been defined by the party, led by the former union leader Evo Morales, who in 2005 was elected as the first Indigenous president of Bolivia and served for 14 years.

Sunday’s presidential election was the first since 2002 without Morales or a handpicked successor on the ballot. The outgoing president, Luis Arce of the MAS, is extremely unpopular and chose not to seek reelection. Analysts said Paz had drawn support from leftist voters who were disillusioned with the MAS but reluctant to back the right.

“The only option we have left, the only hope we have left, is Rodrigo Paz and Capt. Lara. Mostly because of Capt. Lara,” said Claudia Ramos, 45, a street vendor in La Paz. “The other parties are very old, very dinosaurlike, and all they want is to come to power and stay in power and steal from us.”

Lara was crucial to the campaign’s strong social media strategy, and he crisscrossed the country reaching out to voters directly, said Carlos Saavedra, a political analyst. He called Lara “a true political outsider, a man who has never been a member of any party.”

Bolivia’s flailing economy was the top issue in the election. Fuel shortages, rising prices and a lack of access to U.S. dollars and imported goods have provoked fury and protests over the past few years.

Gilda Hurtado, 49, a forensic pathologist in La Paz, said she had voted for Quiroga. “I really like the political experience he already has. And apart from that, he is a businessman with an international outlook,” she said.

She also said she had voted for Morales when he first ran for president, but came to regret it.

“I believed that change was essential. I thought that would be the case,” she said. “But as the months went by, we realized that it was a vote that really punished us.”

Tariffs set to hit Ireland, where US drugmakers play tax games

President Donald Trump’s planned 15% tariff on medicines from Europe has shined a spotlight on Ireland, which sends the United States tens of billions of dollars’ worth of cancer medications, weight-loss drug ingredients and other pharmaceutical products each year. No other country sends more.

Manufacturing blockbuster medications there offers tax benefits for American drug companies. But the appeal of Ireland for the industry goes deeper: Drugmakers have long shifted their patents and profits there, as well, to avoid billions of dollars in taxes. Such strategies can be legal but have been repeatedly challenged by tax authorities.

For decades, the free flow of medicines across borders “had the side effect of more or less providing manufacturers free rein to play tax games,” said Brad Setser, an economist at the Council on Foreign Relations.

The tariffs on medicines from Europe, which could go into effect within weeks, create a new calculus for drugmakers. If they keep production in Ireland, they face billions of dollars in levies. If they move manufacturing to the United States, they will most likely face a range of increased costs.

Drug companies could devise creative ways to limit the damage. They will be better positioned to weather the tariffs if they have “sophisticated tax skills,” Wall Street analysts at the investment bank Leerink wrote to investors in July.

Most executives and other employees of multinational drug companies are in the United States. So are a majority of their laboratories, clinical trial sites and, crucially, sales. But many of these companies register only a tiny share of the profits in the United States, helping them lower their overall tax bill.

Forest Laboratories, now owned by AbbVie, shifted profits to Ireland for the antidepressant Lexapro, Gilead Sciences with its hepatitis C treatment Sovaldi and Regeneron with the eye drug Eylea.

In the past three years, some of the largest drugmakers booked 91% of their profits overseas, on average, up from 76% in the mid-2010s, according to an analysis by Martin Sullivan, a tax economist who writes for the trade publication Tax Notes.

Technically, drugmakers don’t have to put their manufacturing in Ireland in order to shift profits out of the United States. Still, the strategy often involves putting it there.

In recent months, as Trump threatened to impose punishing tariffs on medicines, most of the largest drugmakers announced plans to spend billions of dollars building or expanding U.S. factories.

This spring, while under the threat of tariffs, American drugmaker Merck announced a change for its cancer medication Keytruda — the bestselling drug on the planet — which it produces mainly in Ireland. Next year, the company plans to begin shifting Keytruda production for American patients to the United States.

In the meantime, Merck and others have scrambled to transport medicines while they could still flow freely. In

the first five months of this year, shipments of pharma products from Ireland to the United States were up nearly fourfold compared with the same period in 2024. Merck said it had shuttled enough Keytruda to the United States to supply American patients for the rest of the year.

Irish trade data shows that about $35 billion worth of ingredients used in weight-loss drugs were exported out of Ireland in the first three months of this year. The bulk of those shipments were from Eli Lilly, which manufactures active ingredients for its popular obesity drug Zepbound in Ireland.

Unlike India and China, where local companies manufacture low-cost generics, Ireland is where the world’s biggest drugmakers produce expensive brand-name medicines.

Tax experts and pharmaceutical executives have said that tariffs would be at best a blunt instrument for discouraging corporate activity in Ireland. Changing U.S. tax rules could more directly address the incentives that are motivating drugmakers, they said.

Lower tax rates overseas “drove a lot of the innovative companies to make drugs in low-tax islands like Ireland and Singapore and Switzerland,” said David Ricks, CEO of Eli Lilly. He called for lower tax rates for companies making products in the United States.

It remains to be seen whether tariffs and new U.S. factories will spur drugmakers to book more profits — and pay more taxes — in the United States. Where a company holds its intellectual property is more important for its tax bill than the location of its manufacturing, tax experts said.

Nearly all of the largest pharma companies have a manufacturing presence in Ireland, in some cases dating back decades.

Today, a vast majority of Ireland’s corporate tax revenue comes from multinational drug companies and tech gi-

ants, which have also used Ireland to shift profits.

Many large American drugmakers have complex webs of subsidiaries around the world, including in Ireland. In a typical arrangement, the Irish subsidiary and its parent company enter into a licensing deal: The subsidiary gets to exploit a drug’s intellectual property, for instance by funding research. The subsidiary pays the parent company royalties but keeps most of the profits — often billions of dollars a year. This arrangement has allowed pharmaceutical companies to move profits out of Ireland and book them in tax havens like Bermuda or the Cayman Islands, which impose no income taxes at all, and where companies have no actual business activity.

Over the past decade, global tax authorities have increasingly cracked down on such tactics. It is not clear how much the practices have abated.

Irish officials said their country should not be dismissed as a tax shelter, pointing to the tens of thousands of Irish workers employed by multinational pharma companies. “If it was a tax scam, then those people wouldn’t be working,” said Daniel Mulhall, a former Irish ambassador to the United States. There was some sense of relief in Ireland that the 15% tariff was not higher, said Neil McGowan, an organizer for an Irish union that represents thousands of pharmaceutical workers.

“It’s not a good situation to be in,” he said. “But it could have been a lot worse.” In the longer term, he said, “there are still concerns about what it’s going to mean for people working in the industry here.”

Drugmakers are expected to keep at least some of their manufacturing in Ireland regardless of the tariffs. But European Union officials, worried about the bloc’s No. 1 export to the United States, fear that drugmakers will cut jobs or cancel or scale back planned expansions.

Johanna Herrmann, a spokesperson for Merck, said no job cuts were being planned at the company’s Irish plants, which will continue to make Keytruda for countries other than the United States, along with other drugs.

Merck recently broke ground on a factory in Delaware that is expected to begin making Keytruda in 2030. Until then, the company says, U.S. contract manufacturers will handle production for American patients. Plans to shift more of Merck’s production to the United States were underway long before talk of tariffs, Herrmann said.

The surprising benefits of exercising in the heat

Research suggests that exercising in warm, humid conditions can provide what some call “poor man’s altitude training” — improving performance in endurance sports like triathlon, cycling and running. (Suvi Suitiala/The New York Times)

Tish Hamilton is a veteran of 59 marathons and five ultramarathons. The 63-year-old former executive editor of Runner’s World also lives in Savannah, Georgia, where training through summer heat and humidity is a given. And while the conditions are unpleasant, she has come to appreciate them, knowing that come fall, she’ll perform at her best.

“I don’t think I ever get used to it,” Hamilton said, “but I know how good it’s going to feel once the humidity breaks.”

It’s not in her head. Research suggests that exercising in warm, humid conditions can provide what some call “poor man’s” altitude training — improving performance in endurance sports like triathlon, cycling and running.

In the first few weeks of training in hot conditions, your body sends more blood to the skin’s surface to create sweat. This leaves less of it for your muscles, which is one reason you often get tired more quickly in early summer.

Until acclimating, adjust

Before you even begin training in the heat, it’s important to set expectations, Magness said.

“You will go from feeling good to feeling miserable,” he explained. “Go slow, and don’t worry about your miles or workout intensity.”

Research varies on how long it takes to acclimate to summer conditions, but after about two weeks or so, you should begin to better tolerate higher temperatures and humidity.

“Start with small doses of training outside, like 30 minutes of easy activity,” said Jill Patterson, a cycling coach in Virginia and three-time national USA Cycling Gran Fondo champion. “Be consistent about getting out.” Once you start, try to spend a few workouts a week in the heat.

That’s not to say that you should torture yourself. If the midday heat is just too much where you live, try other times, but stay outside the whole 30 minutes if you can.

Plan to take more breaks, throw your normal pace out the window and pay close attention to how you’re feeling. Monitor your thirst level, and make sure to hydrate more often than usual. Any signs of dizziness, headaches, confusion or chills are red flags to call it quits.

Different exercisers will respond differently to heat training. Talk to your doctor before beginning, especially if you have a medical condition. You can also try wearable patches that measure your sweat rate, fluid and sodium loss. For the best accuracy, wait until you’ve acclimated to the heat first. If it helps, you can also cool down by putting ice in your hat or sports bra, or pouring cold water over your head.

Training after acclimation

Even after you acclimate to hotter conditions, you may never be as fast or feel as good as you do in cooler temperatures. But you should be able to handle a similar training level.

“Focus more on the feeling you want versus the pace you want,” Magness said. “If you want something harder, go after it, but be willing to stop or modify if you aren’t tolerating it well.”

For example, watch for a large jump in heart or breathing rate. Also pay attention to your ability to talk; if you could previously say a sentence at a certain speed but now can barely talk, dial it back or walk.

This is a good time to check your ego at the door, Hamilton said: “I switch from focusing on how many miles I’m running to how much time I’m on my feet.”

While you won’t necessarily feel the benefits during the thick of summer training, you likely will on the first cool days of fall.

“I’ve both experienced it personally and seen it with my athletes,” said Steve Magness, a running coach in Houston and author of “The Science of Running.” “All of a sudden you get a huge boost, and you realize that summer really did pay off.”

When summer is at its hottest, it’s certainly fine to take your workouts indoors. But if you’d like to take advantage of the summer’s payoff, here’s how to do it safely.

Keep an eye on the weather for days when the heat and humidity take brief breaks. “On those good days, do your favorite hard workout, and you’ll get an indication that your fitness has improved,” Magness said.

While you acclimatize in just a couple of weeks of heat training, you need to continue outdoor workouts to make gains and sustain them. You can maintain them with just a few sessions a week, until they begin to wane about a month after cooler temperatures set in.

Once fall arrives, you’ll get the reward you’ve worked so hard for all summer.

“When you get that beautifully cool, low-humidity day, you appreciate how much less effort it takes,” Hamilton said. “You feel like a million bucks.”

Puerto Rico earns silver & bronze in table tennis

The pair of Enrique Ríos and Kristal Meléndez took the silver medal on Sunday after losing to Venezuelans Carlos Ríos and Dakota Ferrer in the mixed doubles table tennis gold medal event at the Second Junior Pan American Games Asunción 2025 in Paraguay.

The match went to the maximum of five sets with scores of 11-5, 9-11, 9-11, 11-8 and 11-8.

The bronze also went to Puerto Rico as the pair of Steven Moreno and Edmarie León shared the podium

with Brazilians Felipe Doti and Karina Senaga, increasing the boricua medal count to eight.

The action also extended to singles competition, where Edmarie León advanced to the women’s quarterfinals after defeating Colombian Mariana Rodríguez in five sets, setting up a match against Venezuelan Dakota Ferrer. In the men’s event, Steven Moreno dominated Venezuelan Jesús Tovar in the set minimum and was to face Colombian Sebastián Bedoya in the next round. Meanwhile, Kristal Meléndez and Enrique Ríos both fell in the fifth set of their respective matches, to Canadian Natalie Chan and Dominican Ramón Vila, respectively.

Dale Webster, a Californian who rode waves every day for more than 40 years, garnering the world record for most consecutive days surfed and the nickname Daily Wavester, died Saturday in Rohnert Park, California. He was 76.

His death was confirmed by his younger brother, Randy Webster. He did not specify a cause but said that his brother’s health had declined in recent years.

Webster grew up surfing in San Diego, and in 1973 he moved to the seaside community of Bodega Bay, California. It was there, during a week of 15-foot waves in September 1975, that he resolved to surf every day.

“I surfed all seven days, and then I thought, ‘Let me see if I can keep this going,’” Webster told The New York Times in 2000, when at that time, he had been surfing every day for 25 years. Webster’s streak eventually ended in October 2015, when he had to undergo surgery.

His requirement for a daily surf session was to ride at least three waves, regardless of

height, though he normally surfed about 20 waves in two hours, he told the Times.

William Beal, a surfboard shaper based in Bodega Bay and a friend of Webster’s, described the four-decade record as a “mindboggling” feat that would likely never be surpassed. “No one will ever beat that record,” he said.

At first, Webster aimed to surf every day for a year, but then he became fixated on continuing his streak, Beal said. “He gave up everything else that you would ever want to do in life because he couldn’t leave the beach,” he said.

In Bodega Bay, wet suits are required year-round to brave the frigid waters, also known for their dangerous conditions and shark attacks. But Webster, who said he once crossed paths with a 20-foot great white, was undeterred by the risks.

He paddled out in hurricane force winds and surfed even when he had the flu or an earache. Once, when a kidney stone left him barely able to walk, Webster entered the water, caught his three waves, and then went to the hospital, he told the Times. “I had to crawl on the beach.”

For the first decade of his streak, Webster would ask witnesses to sign a log book, verifying that they had seen him surfing, and his wife, Kaye, a frequent surfing partner, also kept a diary. But storms and fog meant the beach was sometimes empty. At other times, people refused to sign, confused by the request.

Webster appeared in the 2003 surfing documentary “Step into Liquid,” in which he said his goal was to surf until 2004, or when he reached 10,407 consecutive days.

“If I can reach that goal,” he said in the film, “you can tell that dreams can come true.”

Webster was born Nov. 25, 1948, in Alhambra, California, to John and Grace Webster. His father was a train engineer, and his mother was an accountant.

He grew up surfing and later supported his quest with dozens of different menial jobs, he told the Times, quitting them when they interfered with his surf sessions. He lived in the unincorporated community of Valley Ford, less than 10 miles from the ocean, and never took inland vacations

or visited his in-laws, who lived in Utah.

In addition to his younger brother, Dale Webster is survived by a daughter, Margo Webster, and two grandsons. Webster’s wife died of cancer in 2008, and his elder brother, Jeffrey Webster, died in 2017.

In his interview with the Times, Webster reflected on all the sacrifices he had made to maintain his surfing streak, but maintained that it had been worth it.

“I think of all the things I’ll have missed in life because of this,” he said. “The only thing I’ll have is the memory of riding all those waves. When I’m out there watching the seals and sea lions, and 30-inch salmon jumping, and I have all those waves to myself, it’s like my own personal Disneyland.”
