Governor vetoes inventory tax bill and reintroduces measure

Gov. Jenniffer González Colón announced Thursday her veto of House Bill (HB) 420, related to the inventory tax, and the filing of a new version of the measure with the unanimous support of all 78 mayors of Puerto Rico.
“There is a concern I have, this governor has to make a decision thinking about the people,” the governor stated during a press conference at La Fortaleza alongside mayors from both of the island’s major political parties. “[...] Removing or approving the measure as it stands means that the government would have to pay $314 million next year to be able to replace [the inventory tax]. For that reason, I will be presenting my veto of House Bill 420 today, which imposes an additional burden on municipalities.”
“This veto will be explained in light of the points that have been discussed here as part of this effort, and I want the mayors themselves to be able to speak about it,” she added.
The new version of the bill maintains the original proposal from March 18, which establishes a five-year freeze on the inventory tax and its eventual replacement with new revenue sources.
“And this time, with the support of all 78 municipalities in Puerto Rico, we are confident that this measure will be approved as we are submitting it,” González Colón said.
HB 420 sought to freeze the inventory tax for three years and establish its elimination by 2028.
The governor emphasized that the consensus among the municipalities is unprecedented.

approve it,” she stressed.
The governor also announced the creation of a working committee that will collaborate with the Legislature in identifying new revenue sources to replace the tax.
“I want to thank both the Mayors Federation and Mayors Association for their willingness to engage in dialogue, conversation, communication, to seek alternatives, and to be responsible with the use of municipal finances,” González Colón said.
The inventory tax generates between $210 and $230 million annually for municipalities, according to data from the Municipal Revenue Collections Center, or CRIM as it is commonly known by its acronym in Spanish.

The Puerto Rican Workers Union (SPT by its initials in Spanish) announced Thursday the signing of the first collective bargaining agreement (CBA) between Mangual Office Cleaning Services and the union, guaranteeing greater rights, stability and improved working conditions for employees responsible for maintenance in the island’s public schools.
“Today we proudly celebrate a victory for the organized working class. It is a very significant day for all of us, as we signed the first collective bargaining agreement for the Mangual cleaning company,” SPT President Israel Marrero said in a written statement. “This historic achievement marks a new stage for the workers of this company. This agreement reflects our commitment to justice and the well-being of all workers.”
The agreement, signed at the offices of the Department of Labor and Human Resources, was attended by representatives of both the employer and the union, and is the result of a sustained effort by the employees to achieve fair and dignified working conditions. With the signing, the SPT expands its presence in the private sector and consolidates its position as one of the largest labor organizations in Puerto Rico, with nearly 12,000 members.
“This achievement not only improves the lives of Mangual’s employees, but also strengthens our entire union,” Marrero added.
Mangual Office Cleaning Services is one of the companies contracted by the Education Department to provide school cleaning and maintenance services, along with Xpert’s LLC. The SPT noted that Xpert’s employees, who are also unionized, are currently negotiating their first CBA.
Business associations lament veto of inventory tax

Several associations representing the country’s main productive sectors expressed their disappointment Thursday with Gov. Jenniffer González Colón’s decision to veto House Bill (HB) 420, a measure that sought to eliminate the inventory tax.
“Puerto Rico lost today. With this veto, the Governor missed an opportunity to make history and stand with the people, despite the consensus of the Speakers of the House and Senate, whom we thank for their stance, vision, and for supporting the people and economic development,” Retail Trade Association (ACDET by its acronym in Spanish) President José González said in a written statement.
Mateo Cidre, president of Hecho en Puerto Rico (Made in Puerto Rico), added that “[t]he inventory tax penalizes everyone: the citizen who can’t find essential products, the merchant who can’t plan, and the country that can’t compete.”
“Vetoing this bill is closing the doors to progress and prolonging a tax structure that the government itself has acknowledged as unsustainable.”
United Retailers Center (CUD) President Ramón Barquín stated that the decision represents “a setback for the country’s economic development.”
“We are deeply disappointed that, once again, political pressure has prevailed over the well-being of the country,” he said. “We thank the Speakers of the House and Senate, who not only approved the measure but also maintained a firm and public stance at all times for the benefit of the people, without succumbing to pressure from the mayors. We will continue fighting until this disastrous tax is eliminated.”
Puerto Rico Restaurants Association (ASORE) President Carlos Budet agreed that the decision harms both businesses and consumers.
“This veto is not only a setback for businesses; it is a loss for the citizen who pays more, for the company trying to grow,
and for the country that needs development and stability,” he said. “Politics won, Puerto Rico lost.”
The spokespeople agreed that the veto of HB 420 represents a missed opportunity to modernize the tax system and reiterated their commitment to participate in the working groups between the executive and legislative branches, and the mayors to develop a fair and viable alternative.
“We will continue working with determination and unity,” González said. “Puerto Rico needs leaders who make decisions with a national vision, not with fear of losing political support.”
The conservative Dignity Project (Proyecto Dignidad) party echoed the business leaders in its own press release, in which it said it “deeply regrets” the veto of the bill, which the party said was “an essential measure to stimulate the economy, strengthen local commerce and reduce the cost of living for citizens.”
“This [inventory] tax has proven to be a detrimental burden for industry and the consumer, by forcing merchants to maintain minimum inventories, which makes products more expensive and limits the competitiveness of businesses in Puerto Rico compared to other jurisdictions,” the Dignity Project said.
The party went on to reaffirm “its commitment to the elimination of taxes that directly affect production and employment.”
“However,” the press release added, the Dignity Project “urges the Central Government to carry out a profound readjustment in its inefficient administrative structures, in order to channel to the municipalities the necessary funds to maintain essential programs that directly benefit the Puerto Rican people.”
Senate President Thomas Rivera Schatz, meanwhile, reacted to the statements of the governor, who acknowledged that her administration did not have a concrete proposal for eliminat-
ing the inventory tax, a measure that has been the subject of intense debate.
In a post on his social media, Rivera Schatz celebrated the creation of a new committee that, he indicated, will be tasked with developing the necessary alternatives to address the issue. “The Governor acknowledges that her administration’s plan didn’t include any specific proposals for eliminating the inventory tax,” the Senate leader posted. “Now she’ll include the one a committee will produce. Excellent!”
Rivera Schatz emphasized that the committee must swiftly present clear alternatives in order to move forward with serious reform.
“When that committee has and publicly presents its alternatives for elimination, without posturing, delays, or excuses, we will gladly consider them,” Rivera Schatz wrote.
He also warned that until there are defined proposals, the matter will remain “frozen.”
“Without the clear and concrete alternatives that we expect the committee to propose, the issue is frozen, and there’s nothing to be done,” the Senate leader wrote. “Without specific proposals, legislation without objectives will not be considered. Until then.”
Solar energy groups hail agreement removing net metering from rate review

Solar United Neighbors (SUN) and the Solar and Energy Storage Association of Puerto Rico (SESA), intervening parties in the rate review case before the Puerto Rico Energy Bureau (PREB) – on Thursday announced an agreement with LUMA Energy that protects net metering in Puerto Rico.
“The agreement reached with LUMA Energy eliminates the possibility that the benefits of solar energy for Puerto Ricans will be negatively impacted in this rate review,” said David Ortiz, SUN’s senior program director. “This reduces energy costs and makes our energy service more reliable. We are pleased
to know that people with solar systems will continue to receive fair credit for the electricity they generate.”
The decision comes after discussions took place between SUN, SESA and LUMA, in accordance with a clear mandate from the examining officer in charge of the review process.
Various studies have shown that the over 1.2 gigawatts of installed solar power capacity, a clean, local and free energy source measured through net metering, is helping to supply the island’s electricity needs.
SUN worked alongside SESA to take legal action and defend net metering within the rate review case.
“We are pleased to learn that LUMA is no longer attempting to use its rate review case to impose new discriminatory charges on people with solar systems,” SESA Executive Director PJ Wilson said. “All LUMA customers, not just those with solar systems, benefit from net metering because it makes the electric grid more affordable, resilient, and reliable.”
SESA Public Policy Director Javier Rua added: “Today marks a major victory for the energy rights of all of Puerto Rico, as LUMA withdrew from its rate case any intention to impose new discriminatory charges on the more than 185,000 families and businesses seeking to save their lives and livelihoods with solar and battery energy.”

Fondita de Jesús to expand services amid freeze of PAN benefits

La Fondita de Jesús announced Thursday that it plans to expand its food program for homeless individuals and senior citizens if funding for the Nutritional Assistance Program (PAN by its acronym in Spanish) in Puerto Rico is frozen.

The director reiterated that the expansion of the Open House will commence as soon as the flow of PAN funds ceases. If the government confirms the availability of funds in the first week of November, the program will begin in the following week.
Incentives law fuels island’s economic divide

Ada Álvarez Conde on Thursday revealed the findings of a request for information (2025-0114) she authored along with other recent data regarding Law 60, which she asserted has become a direct subsidy to inequality, granting millionaire tax exemptions to resident investors without requiring them to create significant jobs for Puerto Rico.
Álvarez Conde revealed that the fiscal cost of Law 60 exceeds $7.462 billion, funds that the government recognizes as money that the state chose not to collect -- while schools close, hospitals collapse and municipalities run out of essential income. The Department of Economic Development and Commerce, through an analysis commissioned to the firm Abexus Analytics, established that for fiscal year 2016, the incentives cost the government about $7.4 billion, but if that were not enough,
the Treasury Department’s Tax Expenditure Report estimates that revenue losses exceed $18 billion, the senator said.
“While Puerto Rico faces one of the highest poverty rates and our youth can’t afford to buy their first home, in addition, we are debating where the money for the municipalities, since the government gives ultra-millionaire individuals a 0% tax on their passive income, without the obligation to create any employment,” Álvarez Conde said. “That is tax injustice; it is complicity and they want to extend it.”
Supervision of the incentive decrees has been deficient after 12 years, the senator added.
“The country must know that they have already identified more than 2,000 non-compliances between current decrees of millionaires protected by Law 60, and only 317 have been revoked,” the senator said. “The government knows and the government has
not acted. I am acting.”
Álvarez Conde noted that the information received through the resolution reveals that from 2020 to 2025, 10,350 decrees were granted, of which about 3,464 were for individual investors.
“The bona fide farmer creates more jobs, the tourism sector creates more jobs … but those who benefit most from the tax system are those who contribute the least,” she said. “That is the inconvenient truth they want to silence.”
Airbnb activates anti-Halloween party system

Airbnb announced Thursday it will activate its anti-party system during Halloween weekend in the United States, Puerto Rico and Canada to prevent unauthorized activities in accommodations and protect both hosts and local communities.
The system, which uses machine learning technology, evaluates factors such as reservation duration, distance between the guest
and the accommodation, property type, and last-minute requests to identify and block high-risk bookings.
“Booking attempts with a potential party risk will be blocked, and guests can opt for alternative accommodations, such as private rooms where the host is more likely to be present,” the company said in a written statement.
According to platform data, last year some 38,000 people in the United States and 260 in Puerto Rico were discouraged
from booking entire accommodations during the Halloween season. Since Airbnb implemented its global ban on parties in 2020, complaints about such events have decreased by more than 50% worldwide.
Airbnb also reminded users that third-party bookings, where someone books for another person without actually staying at the property, are prohibited on the platform.
“Parents and grandparents should not put their accounts or vacations at risk by booking for someone else,” the company warned.
It also stated that guests must be at least 18 years old and that minors must be accompanied by a registered adult. The company reiterated that violating these policies may result in the suspension or cancellation of the user’s account, as well as financial liability for damages incurred during the stay. Airbnb urged users to protect their accounts, verify reservations, and contact customer support if they encounter any suspicious activity.

What can break the shutdown impasse?

Senate Republicans were confident that the call on Monday from the largest federal employees union for an end to the government shutdown would finally nudge labor-allied Senate Democrats to move toward resolving the stalemate entering its fifth week.
Democrats were instead mostly unmoved.
Their bet was that news on Wednesday of soaring health care premiums because of expiring Obamacare tax credits might finally persuade Republicans to negotiate on extending the subsidies. That didn’t pan out either; GOP leaders have so far refused — at least until the government reopens.
Now the question is: What, if anything, can break the impasse that has led to federal workers being idled and force the warring parties to a solution? Several major inflection points are approaching, including the Nov. 1 start of Obamacare open enrollment, an imminent suspension of federal nutrition benefits for millions of struggling Americans and closely watched off-year elections next Tuesday that could be a gauge of political momentum.
Both parties are eyeing these developments as moments that could create sufficient political anxiety to shake the status quo and encourage one side or both to relent. With the government shuttered for 29 days, lawmakers are just days away from matching the record for the longest shutdown in American history — 34 days.
“There is so much — so much — that is coming at us like a freight train,” said Sen. Lisa Murkowski, R-Alaska.
For now, both sides remain dug in, and don’t see the calendar as providing much of an impetus for change.
“I just think people know what is going on,” said Sen. Chris Murphy, D-Conn. “Trump is in Asia not negotiating. The Republicans won’t show up, and the government could open pretty quickly if they were serious about a negotiation. Their take-it-or-leave-it approach is totally unprecedented.”
An appeal this week from the head of the American Federation of Government Employees, who warned of the hardships being imposed on his membership and urged senators to pass a short-term spending measure, prompted some optimism among Republicans that a few more Democrats would join them in approving the bill.
“Most civil servants did not receive a paycheck last week,” Everett B. Kelley, the national president of the union, wrote in a letter to senators. “Unless things change, more
simply refusing to act.”
Sen. John Thune, R-S.D., the majority leader, has pulled back from his party’s plan to allow votes on specific bills to pay federal workers and extend nutrition benefits, fearing that doing so would allow Democrats to go on the record in support and get political cover for refusing to end the shutdown.
Another factor in the mix is Trump’s return to Washington this week after his trip to Asia, allowing him to refocus on the shutdown. Democrats were skeptical that any progress could be made while the president was away.
Privately, some Senate Democrats acknowledge that there is some “churn” and division among their members about how to proceed. Members of the Appropriations Committee have continued talks about how to break some individual spending bills free for votes as the consequences of the shutdown spread.

Despite some expressions of sympathy, Democrats held firm in yet another vote on Tuesday blocking the stopgap legislation, reiterating their calls for President Donald Trump and Republicans to start negotiations over an extension of the Obamacare subsidies that expire at the end of the year. Republicans reiterated that they were willing to talk, but only after Democrats vote to reopen the government.
“We Democrats want to do and have always said we can do both,” said Sen. Chuck Schumer, D-N.Y., the minority leader. “We can provide all the help — provide pay and furlough and back pay for federal workers and fix the health care crisis. And all they have to do is sit down and negotiate with us, and both can happen.”
Republicans are counting on a halt in federal nutrition benefits that go to around 40 million Americans to weaken Democratic resistance and end the “politics of pain,” as Sen. John Barrasso of Wyoming, the No. 2 Republican, has dubbed the prospect of Americans going hungry and without pay because of the shutdown.
Democrats note that the administration is breaking with precedent by not diverting emergency funding to the nutrition programs, and argue that it is the White House that will be inflicting the pain as a way to intensify pressure on Democrats. They intend to try to force Senate votes to extend the program and put Republicans, whose constituents also rely on food aid, in a tough spot.
Democrats, in turn, are counting on the Nov.

Kelley, the union official, urged lawmakers to take the approaching holiday season into account as they maneuvered over federal spending.
“With less than a month before Thanksgiving, no federal worker should have to turn to a food pantry to help prepare the family table,” he wrote.

Mamdani’s candidacy roils Jewish communities across the country

The controversy over Zohran Mamdani’s criticism of Israel has moved well beyond New York City, where he is the frontrunner in the race for mayor, and is roiling American Jews across the nation.
While tensions have been simmering in New York for months, the debate over what Mamdani’s ascent means for the future of Jews in American politics is now playing out in community centers, homes and congregations from Atlanta to Albuquerque, New Mexico, Houston to Highland Park, Illinois, and beyond.
A recent letter signed by more than 1,100 rabbis across the country decrying the “political normalization” of anti-Zionism has pushed the debate into the synagogue pulpit, as American Jews all over searched the list of signatories to see if their rabbis did — or did not — sign.
The letter cited Mamdani by name and warned that the “safety and dignity of Jews in every city” depends on electing candidates who accept Israel as a cornerstone of Jewish identity.
In response, a coalition of left-wing American Jewish groups critical of Israel released its own letter rejecting the “attempts by some legacy Jewish institutions” to silence “progressive and anti-Zionist voices” within the Jewish community. Another set of rabbis signed a third letter noting that Islamophobia is also on the rise and that “Jewish safety cannot be built on Muslim vulnerability.”
The competing voices show how the New York City mayor’s race has become a proxy for a broader debate about antisemitism, antiZionism and the power of Jews in American politics that has intensified since the Oct. 7, 2023, Hamas-led attack on Israel.
The depth of the rift suggests that politics could become something of a litmus test within the country’s largest and most established synagogues. And it raises questions about whether Jews who are critical of the Israeli government or support politicians who question U.S. support for Israel could be further alienated from traditional Jewish institutions.
On Saturday, several days after he signed the letter warning about Mamdani, Rabbi Felipe Goodman, rose to the pulpit in his Las Vegas synagogue and spoke about Jews who aligned themselves with Hitler before World War II in an attempt at self-preservation, arguing that he had to voice his views when he saw Jewish security under such grave threat.
“We have been very intimidated over speaking about politics for the longest time,” Goodman said. “The gloves have to come off now.”
He added: “If people have a problem with
me saying that, they do not belong in the same space as me.”
The intense focus on support for Israel and rising antisemitism marks a dramatic shift in the diagnosis of the central problem facing American Jews. For decades, Jewish institutions worried about the growing trend of intermarriage and were relentlessly focused on drawing in young people who were not already tied to synagogue life.
The development worries leaders like Rabbi Rachel Nussbaum, of the Kavana Cooperative, an independent Jewish congregation in Seattle.
“After decades of fixation over Jewish continuity and fear that the next generation isn’t going to be Jewish, now the Jewish community is cannibalizing itself.”
She isn’t alone in her concern: Rabbi Shira Koch Epstein, the executive director of Atra: Center for Rabbinic Innovation, which works with clergy from all denominations, has heard from hundreds of rabbis in the past week concerned about creating more fractures in an already divided Jewish community
Mamdani, who would be New York’s first Muslim mayor, has accused Israel of committing genocide in its war with Hamas and has said he cannot support the country as long as it is an official Jewish state that gives Jews more rights than Palestinians.
In public and private meetings with rabbis, he has promised to protect Jewish institutions amid rising antisemitic attacks in the city and has distanced himself from the phrase “globalize the intifada,” which has been seen as a call to violence against Jews.
His leading opponent, former Gov. Andrew Cuomo, and Cuomo’s allies have accused Mamdani, the Democratic nominee, of stoking “the flames of hatred against Jewish people.”
Mamdani’s campaign declined to comment.
The rabbis’ letter warning about Mamdani did not explicitly support his opponents, but it has sparked an outpouring of public statements, scrutiny and condemnation.
Jewish social media influencers are mounting campaigns shaming rabbis who declined to join the letter, which was organized by an group calling itself the “Jewish Majority.” Others are applauding their leaders for resisting the pressure to sign.
“There has been a real intra-Judaism tribalism, and that seems to be only accelerating,” said Rabbi Daniel Bogard, who leads the Central Reform Congregation in St. Louis and signed the third letter urging Jews to “work across differences.”

think he was sufficiently supportive of Israel. But, he added, “We’re gaining many more congregants who were morally disturbed by what they heard in other parts of the Jewish community.”
Prominent Jewish politicians, rabbis and community leaders openly worry that the country is approaching levels of antisemitism reminiscent of 1930s Germany, in the years before the Holocaust. They point to the rise in antisemitic attacks, anti-Israel protests on college campuses and boycotts of Israeli academic and cultural institutions.
Others say such concerns are overwrought and that their anxiety is misplaced, or worse, exacerbating the problem. They worry about a conflation of what they see as legitimate criticism of Israel with anti-Zionism and antisemitism. While they do not downplay the deadly attacks against Jews in Boulder, Colorado, and Washington, D.C., and the firebombing of the Pennsylvania governor’s home, such critics also warn against using antisemitism as a political cudgel.
No branch of institutional American Judaism has escaped the debate.
Rabbi Neil Blumofe, the rabbi of Congregation Agudas Achim in Austin, Texas, said he rarely signs public letters and does not speak about politics from his pulpit. Still, he added his name to the one criticizing Mamdani because of what he sees as an alarming “zero sum game” sentiment across the political spectrum and a sense that only Jews who identify as anti-Zionists are welcome in some liberal circles.
“There is an inability or unwillingness to recognize that this is a very complicated issue
and there are many sides to it,” he said. “This is a very important moment. If this becomes what’s normalized, then I think it will be easier for others to make anti-Zionism their calling card.”
Rabbis are also grappling with whether to formally endorse a candidate, something they have not done for decades. In Manhattan, Rabbi Angela Buchdahl, the head of Central Synagogue, a prominent reform congregation, told her congregants in an email that she would not publicly endorse or oppose political candidates or sign collective letters, honoring the political “pluralism” of their congregation.
A series of polls have found that while a majority of Jewish voters in New York oppose Mamdani’s bid, a notable minority of about 1-in-3 support him.
Several rabbis have taken the step of endorsing Cuomo, who is running as an independent. Such support is now permitted for the first time in decades: The IRS recently reversed rules to allow religious leaders to make political endorsements without risking their tax-exempt status.
To Rabbi Jeremy Kalmanofsky of Congregation Ansche Chesed, a conservative synagogue in Manhattan, that is a right he is uncomfortable with. He declined to sign the collective letter and instead wrote to his congregation explaining that he did not plan to back Mamdani but believed it was a “misuse” of his role to tell people how to vote.
“I hope we Jews do not divide ourselves into ideological monocultures where heterodoxy and dissent are unwelcome,” he wrote. “I fear this happening to Jews. Frankly, I fear it more than I fear an anti-Zionist mayor.”

Trump lost to China

After the U.S.-China summit planned for Thursday, President Donald Trump may crow about his dealmaking skill. Aides may suggest that he deserves a Nobel Prize for negotiation — but I invite you to roll your eyes.
The most important bilateral relationship in the world today is between the United States and China, and Trump has bungled it. He started a trade war that Washington has been losing, and if a truce is formalized this week, it will likely be one with China holding power over America and leaving our influence diminished.
When Trump rashly announced his “Liberation Day” tariffs in April, he badly miscalculated. He seemed to think that China was vulnerable because it exported far more to the United States than it purchased. He apparently didn’t appreciate that much of what China purchased, like soybeans, it could get elsewhere — while Beijing is now the OPEC of rare earth minerals, leaving us without alternative sources. China controls about 90% of rare earths and is the sole supplier of six heavy rare earth minerals; it also dominates rare earth magnets. Rare earths and rare earth magnets are essential ingredients of modern industry. They are necessary for the manufacturing of drones, automobiles, airplanes, wind turbines, many electronics and much military equipment; without them, some American factories would close and military suppliers would be severely affected. It was quite predictable that China would respond to an international dispute by weaponizing its control over rare earths, for that is what it did with Japan in 2010. Sure enough, two days after Trump announced his Liberation Day tariffs, China announced export controls for some rare earths. It then greatly expanded the export controls this month.
It soon became obvious that President Xi Jinping of China had us over a barrel, for the U.S. economy depends on Chinese rare earths far more than China depends on American soybeans.
Treasury Secretary Scott Bessent says that negotiators have now “reached a substantial framework” for a trade deal between Trump and Xi. If the framework holds, it appears that the United States will cut and cancel tariffs and China will suspend its latest restrictions on rare earth mineral exports and resume soybean purchases. On the surface, that might look like a return to the status quo before the trade war, but it’s more like our surrendering and ending up in a weaker position after a conflict we started.
That’s because the dispute led China to weaponize its control of rare earths and hold this over us indefinitely as a cudgel. Indeed, a one-year suspension of export controls on rare earths would be a brilliant move by Xi, allowing Beijing to retain its leverage over the United States without causing such disruption that America and other countries would make all-out efforts to break China’s near-monopoly on the minerals.
Now that Trump has induced China to weaponize rare earths, we don’t have any rapid way of finding alternative sources. (Republican and Democratic presidents over the years should have worked much harder to develop rare earth mines and refineries.) Terry Lynch, the CEO of Power Metallic Mines, a major mining company based in Canada, said that the West needs a Manhattan Project-scale effort to develop rare earth capabilities but that even such an all-out initiative would probably take five to seven years to get results.
“In that interim time, we’re going to have to make a deal with China,” he said.
In effect, Trump started a trade war and soon found that he was carrying a tariff to a knife fight. The trade bully unexpectedly found himself bullied, so he began to court China and make concessions.
Trump dialed back tariffs (before threatening new ones). He eased rules on exporting chips to China. He allowed TikTok to continue to operate in the United States, despite serious national security concerns. He blocked a visit to the United States by Taiwan’s president and reportedly delayed an arms sale to Taiwan. As the Center for American Progress put it, “the Trump administration’s approach to China is in a strategic free fall.”

In any case, a one-year suspension of rare earth licensing may simply be a way of reminding U.S. leaders — and others around the world, for the restrictions were global — of their vulnerability. The aim presumably would be to induce more compliant behavior on issues Beijing cares about, from Taiwan to human rights complaints about Xinjiang and Tibet.
Sun Tzu, the great military strategist, wrote in “The Art of War” 2,500 years ago, “To win 100 victories in 100 battles is not the acme of skill. To subdue the enemy without fighting is the acme of skill.” And that may be what Xi has in mind, allowing China by its newfound trade leverage to project more military power in the western Pacific without firing a single missile.
Xi may explicitly or implicitly use the threat of limiting rare earth exports to encourage Trump to dial down support for Taiwan or reduce patrols in the South China Sea. If Trump goes along with that, it would be an enormous setback for America in Asia and a big gain for Chinese influence. Our allies would shudder at the thought of diminished American power in the Pacific, and there would be a growing risk of Chinese aggression in the Taiwan Strait.
So don’t rush to applaud whatever triumphant announcements you may hear from Trump and his aides about a landmark deal with China. We Americans may have lost not just a trade war but a chunk of our global credibility and influence for years to come, in ways that would be seen globally as a harbinger of American decline.

That’s what I worry about in the coming years. Xi sees our weakness. He has established that he has the upper hand in the bilateral relationship and that Trump is the weak one who will buckle under pressure, including on security matters. And because Trump has betrayed and antagonized allies, they are less likely to work with us in resisting Beijing.

LA FORTALEZA – La gobernadora Jenniffer Aydin González Colón reaccionó el jueves a las mociones presentadas por la Fiscalía Federal y el Tribunal de Distrito de Estados Unidos en Puerto Rico, que dejaron establecido que no existe investigación alguna, de cuello blanco o de cualquier otro tipo, en su contra. Las expresiones surgen tras la controversia generada por una orden judicial en el caso del arrestado Daniel García Martín, vinculado a una intervención en La Parguera, Lajas.

Y hay por ahí un senador que está todos los días diciendo que a mí me van a arrestar, todos los días hablando incoherencias. Esto le quedó bien claro al pueblo de Puerto Rico cuando por voz del fiscal federal y del juez presidente se dice que no hay ninguna investigación en mi contra. Ya basta de lanzar insinuaciones falsas contra funcionarios públicos”, afirmó.
González Colón señaló que no permitirá distracciones ni ataques que desvíen su gestión gubernamental. “Yo me enfoco en los resultados. Estas cosas no me distraen. Y si alguien se cree que voy a bajar la guardia o sentirme amedrentada para tomar decisiones por el pueblo de Puerto Rico, se equivocan y no me conocen. ‘Milisuthando’
South African artist and filmmaker Milisuthando Bongela had never really encountered racism until she was 9 years old — or so she thought. Born in 1985, Bongela was raised in the Transkei, one of South Africa’s many Bantustans: segregated regions that the apartheid government claimed conferred autonomy on the country’s native Black population, when in fact, they only entrenched white control of the land and ideas about racial purity. After apartheid was outlawed, and the Transkei was dissolved in 1994, Bongela and her family moved to Cape Town, where she experienced a mixed community for the first time — and what it felt like to be perceived as “different.”
In “Milisuthando,” a stunningly poetic reflection on her history and that of her nation, Bongela tries to untangle the complex, often contradictory feelings that characterized her upbringing. There was an idyllic quality to her childhood environment, yet, as she realized only later, it was rooted in a deeply internalized sense of racial inferiority and parochialism, whose enduring traces she uncovers through interviews with her older relatives. “I have to ask dangerous questions,” she says in the lyrical voice-over that ties together the film’s cascade of archival materials, home videos and scenes of performance. Across five chapters, beginning with her birth and ending with the making of this very film with Marion Isaacs, a white
South African friend and producer, Bongela does exactly that, examining her memories, her relationships and her own convictions to ascertain what it means to really, truly belong.

‘Guardians of the Formula’
Dragan Bjelogrlic’s drama is set in 1958, in the midst of the global arms race, as various countries rushed to develop nuclear weapons to consolidate their geopolitical positions in the Cold War. But unlike the typical thrillers set in the era, like Christopher Nolan’s “Oppenheimer,” “Guardians of the Formula” (also inspired by a true story) is concerned less with the making of the bomb and more with the terrible cost of that race — and those who dedicated themselves to cleaning up its lethal messes. The movie opens in a lab in France, where Georges Mathé (Alexis Manenti), a professor, is experimenting with mice to find a cure for exposure to radiation. Success still eludes him when he’s enlisted to treat a group of Yugoslavian physicists who suffered an accident at a nuclear research institute near Belgrade.
Mathé is ethically opposed to the atomic bomb and reluctant to help those involved in its making, but he’s also driven by a commitment to scientific progress — and to saving lives. The leader of the Yugoslav cohort, professor Dragoslav Popovic (Radivoje Bukvic), is battling his own demons while his cells battle the effects of radiation; in flashbacks, we see how state pressure (and his own obsession with cracking the code) made him put himself and his students in danger. These two prodigious scientists, one tasked with facilitating death and the other with keeping it at bay, become the two poles that structure this handsomely shot and tautly edited film. But the movie’s real heroes are ordinary people: the working-class French people who volunteer to participate in Mathé’s experimental bone marrow transplants — the first to be performed on humans — and take on great risk for the sake of complete strangers. ‘Swim to Me’
There’s something strangely sedate about Estela (María Paz Grandjean), the protagonist of Dominga Sotomayor’s unsettling Chilean domestic drama. A housekeeper for a wealthy couple in Santiago, Estela seems to be sleepwalking through her duties, which mainly involve caring for the couple’s 6-year-old girl, Julia (Rosa Puga Vittini). Estela takes Julia to swimming lessons; entertains her tantrums; helps her artist mother do her hair and pick shoes for fancy galas; and gives up her off days with no complaint whenever Julia’s father, a doctor, is called to go to
the hospital on short notice. She does all of this with a sense of dissociation, as if dazed by how different, and indeed superficial, this world of money and comforts is compared to her rural, working-class upbringing and life.
But a sense of unease bubbles underneath her placidity. Slowly, suspensefully, Sotomayor introduces sudden shifts into Estela’s life. A romance with a handsome but mysterious gasstation attendant. A dog that sneaks into her employers’ yard and wreaks havoc. A string of burglaries in the neighborhood. An illness that plagues Estela’s mother, with whom she speaks on video call, and her bosses’ callousness about it. When it all comes to a head in the film’s finale, Sotomayor delivers an indictment of the classism of Chilean society with gut-punching effect. (Stream it on Netflix.)
‘Boca Chica’
A feeling of menace hangs like fog over the joyous wedding preparations of a family in Gabriella A. Moses’s coming-of-age drama. In the sunswept, coastal Dominican town of the title, Desi (Scarlet Camilo), a 12-year-old girl, lives with her mother and aunt, and navigates a host of confusing messages about growing up as she approaches teenagehood. Her mother and the girls at school want her to dress more feminine, but when she does that, the men on the streets harass her. The church wants her to use her beautiful voice to sing hymns, while the boys in the neighborhood enlist her prowess in rap battles. For her part, she dreams of joining her brother, an accordion player working in New York, so they can continue the legacy of their uncle, a famous musician— but she can also sense that her brother’s life is not all that he makes it out to be. When Desi’s rich cousin announces his flashy plans for a wedding (to a Texan gringa, no less), the family gets together to put it all together — confronting, in the process, skeletons in their closet and the intergenerational scars of misogyny. By making the wideeyed Desi our guide in this world, Moses allows
the film a vibrant palette, colored by a child’s dreams, even as the sordid realities surrounding her become undeniably evident. (Stream it on Tubi.)
‘The Falling Sky’ Eryk Rocha and Gabriela Carneiro da Cunha’s fuming, roiling documentary might be described as a “portrait” of the Indigenous Yanomami people of Brazil, though portraiture implies a flatness and wholeness that “The Falling Sky” intentionally counters. In the jungles of the Amazon, as the Yanomami people make preparations for a ritual where they commune with ancestral spirits, Rocha and Carneiro da Cunha’s camera is, for the most part, up-close and kinetic. We see hands peeling bananas, feet making their way through the forest floors, faces silhouetted by campfires, heads bumping into each other in ceremonial dances. There’s none of the distant observation and exposition typical of ethnography here; instead we receive snippets and glimpses from within, and a magisterial voice-over by the leader of the Yanomami, Davi Kopenawa (an author of a book that inspired the film).
Kopenawa details the ongoing fight of the group against the violent incursions of “merchandise people,” as he describes the colonizers. For more than a century, the Yanomami have been plagued by such invaders: first missionaries, then loggers and now gold miners, who destroy their habitat and bring disease and destruction to the people. The filmmakers are not exempt from this history. At a striking juncture in the film, an elder man looks into the camera and acknowledges that he’s letting the directors film him despite his suffering at the hands of their people. “‘Quit bothering us!’ I hope you’ll tell the whites that,” he says. His plea is not just for the sake of the tribe’s survival, but that of the whole planet. As Kopenawa says prophetically, “when the stormy winds come,” no amount of money will save us. Fed adds wrinkle for markets with December cut now in doubt
Investors were pinning hopes on more monetary policy easing ahead, even as Wednesday’s Federal Reserve meeting revealed a less-certain path toward more interest rate cuts in the face of a data drought, sticky inflation and divided opinions among the central bank’s members.
Fed Chair Jerome Powell surprised markets by casting doubt on the prospects of an interest rate cut at the central bank’s next meeting in December, saying such a move was “not a foregone conclusion” even though markets had priced it as an almost-done deal. Wall Street erased gains and bonds were sold off after he spoke.
His remarks came at a press conference after the Fed announced its decision to lower rates by a quarter percentage point and halt its balance sheet drawdown - marketfriendly measures that were nonetheless already expected and baked into asset prices.
LACK OF DATA CLOUDING DECISION-MAKING
The U.S. government shutdown means that labor market and other economic data the Fed has traditionally relied upon to make decisions are not available, clouding policymakers’ decision-making and breeding more uncertainty for investors.
The lack of data “is going to make it very hard to forecast where we think the Fed is going to be in six weeks’ time,” said John Velis, Americas macro strategist at BNY.
Between now and the December 9-10 meeting, there could be some “not immaterial swings in the probabilities in the expectation of a cut or not a cut in December,” he said. “And I think that could create a bit of volatility.”
A weakening jobs picture had prompted the Fed to cut rates in September for the first time in 2025, while the latest data suggests inflation remains above the Fed’s 2% target. Wednesday’s decision drew dissents from Fed Governor Stephen Miran, who again called for a deeper reduction in borrowing costs, and from Kansas City Fed President Jeffrey Schmid, who favored no cut at all given ongoing inflation.
With the Fed’s lowering of the policy rate to a range of 3.75% to 4%, rates are 150 basis points below their peak last year.
The chair’s injection of uncertainty around a December cut could cast more doubt on next year, said Jim Caron, chief investment officer of the portfolio solutions group at

“The markets hear that, and they go, well, wait a minute … if we’re debating whether they go one more time right now, well then how sure can you be that we’re going to go to 3% in 2026?” Caron said.
He added, however, that a slowdown in the labor market will likely justify a December cut. “I don’t think it changes the big picture trajectory of
what’s going on,” he said.
Investors appeared to be holding on to hopes the central bank would ease at its next policy meeting. U.S. rate futures pricing on Wednesday showed a 67.9% chance of another 25 basis points cut in December, according to LSEG calculations, down from an 85% probability prior to Powell’s comments.
Traders still saw rates eventually ending at around 3% at the end of next year, unchanged from prior to the meeting.

Amid flattened homes, Jamaica starts to assess Hurricane Melissa’s damage

The storm flattened and flooded seaside communities, leaving piles of brick, wood and twisted metal. Floodwaters gouged asphalt roads and knocked cars into muddy pits. An elementary school still stood, days later, but roaring winds had sheared the roof off and sent beams splintering onto the desks below.
As Jamaica worked Thursday to assess the damage from Hurricane Melissa, it faced a long and daunting road to recovery, particularly in the western part of the country, the hardest-hit region. The 185 mph winds — among the strongest ever recorded in the Atlantic — and surging floodwaters were still vivid in residents’ minds.
Coleridge Minto, the police superintendent in St. Elizabeth Parish, said he had sheltered with 32 other people at the police station in Black River, a town devastated by the hurricane. He recalled their fear as they listened to “the whistle of the wind” and watched the “vehicles just moving, like swimming in a river.”
“We literally watched some buildings crumble in front of us,” he added.
The hurricane killed at least five people in Jamaica, and at least 30, including children, in Haiti, officials said. In Haiti, another 20 people were missing and around 20 were injured, said Emmanuel Pierre, the director general of Haiti’s Civil Protection Office.
The storm flooded cities and towns in eastern Cuba, leaving behind ruined homes and tangled electrical wires. About 2 million Cubans, or roughly a fifth of the country’s population, were in urgent need of shelter, food, water and health care because of the storm, the U.N.’s resident coordinator for Cuba, Francisco Pichón, said Thursday.

Jamaican officials called St. Elizabeth, the southwestern parish where the hurricane made landfall Tuesday, ground zero of the disaster. A courthouse, library, churches and other historic buildings had been reduced to rubble, and the parish capital, Black River, was decimated.
The town has long been known as the spot where the Black River meets the sea, and was once a key port where enslaved people packed sugar and rum onto ships. In recent years, it was known as a beloved spot for crocodile safaris or calm holidays at the Waterloo Guest House, which is said to have been the first private home in Jamaica lit by electricity.
But Thursday, Black River was now unrecognizable to the people who knew it best.
The Waterloo Guest House was “just a pile of wood,” said Amiri Bradley, who was visiting the town. Boulders littered the coastline, and a cellphone tower had twisted into a semicircle. The hospital and fire station had either been destroyed or severely damaged, said the mayor of Black River, Richard Solomon. Emergency supplies were wiped out when a container carrying them was overturned by floodwaters.
Along the main street in Black River, supermarkets, furniture stores and other buildings were gone — “all of them, every single one of them,” said Minto, the police superintendent.
“The area is totally flat,” he said.
“There is severe damage to infrastructure, almost all buildings, private properties as well as government buildings were severely damaged — in some cases totally demolished, or 80 to 90% damaged.”
Many of the people who took shelter at the Black River police station were locals who had nowhere else to go as the floodwaters rose, Minto said.
“As their houses started to crumble, they made their way to the station, and that included children,” he said. “It was dangerous, but they took the risk.”
Across Jamaica, more than 170 communities have been “moderately or severely affected” by flooding or landslides, McKenzie said. Most of them were in the parishes of Manchester, St. Elizabeth, St. James, Trelawny and Westmoreland.
About 13,000 people were still in shelters Thursday, although the number has gone down as many returned home, McKenzie said. He added it had been difficult to assess shelter occupancy in the most devastated parishes because “the communication is very difficult.”
More than 400,000 Jamaicans were still without power Thursday, officials said.
The Jamaican government said it was it was working with aid groups
and others to secure and distribute food and medications to the hardest-hit regions. A working group will look at how to distribute more than 200,000 aid packages over the next weeks, Matthew Samuda, the country’s minister of water, environment and climate change, told reporters.
Britain, France and several of Jamaica’s Caribbean neighbors have pledged assistance. The United States was also prepared to provide aid “directly and via local partners who can most effectively deliver it to those in need,” said Secretary of State Marco Rubio.
He noted that U.S. law, which forbids nearly all commerce with Cuba, includes “exemptions and authorizations relating to private donations of food, medicine, and other humanitarian goods to Cuba, as well as disaster response.”
Cuba’s deputy minister of foreign affairs, Fernández de Cossio, indicated on social media that the country might be willing to accept U.S. assistance. “We have contacted the State Department and we are waiting for clarification on how and in what manner they are willing to help,” he wrote.
In Bayamo, Cuba, where the hurricane lifted metal roofs off homes or destroyed them entirely, Diana Iglesias, 50, was among the volunteers helping to clean up Thursday. Her eldest son, she said, was cooking ham and spaghetti for lunch for about 100 people whose homes had flooded when the Bayamo River spilled over its banks.
“Cubans living abroad send donations,” she said. “Everybody does what they can. We help each other.”
Trump and Xi ease off the trade war, but new nuclear threat brings a chill

Before the high-stakes meeting between President Donald Trump and Xi Jinping of China on Thursday, world leaders were hoping for news of an economic truce that could help stabilize the global economy. They got it.
They got something extra, as well: intensified concerns about whether the world is entering a new era of nuclear weapons proliferation among global powers.
After a 90-minute face to face meeting in South Korea, Trump announced that the two leaders had sharply de-escalated their trade standoff, agreeing, in essence, on a yearlong ceasefire that would roll back tit-for-tat measures including steep tariffs and shutting off access to rare earth metals.
The meeting was the most anticipated and consequential event of Trump’s nearly weeklong tour through Asia, where he engaged in a series of trade and security agreements with other countries in the region, many of them geared toward containing Beijing.
“I guess on the scale from 0 to 10, with 10 being the best, I would say the meeting was a 12,” Trump said aboard Air Force One as he returned to Washington.
The agreement was a win for the world economy, but was brokered under the shadow of a new and sudden amplification of nuclear threats between global powers.
Just minutes before he landed in Busan, South Korea, to meet with Xi, Trump announced on social media that the United States would immediately restart nuclear weapons testing after a lull of more than 30 years. The announcement came after Russia announced that it had also conducted tests of a nuclear-capable missile and sea drone this week.
“Because of other countries testing programs, I have instructed the Department of War to start testing our Nuclear Weapons on an equal basis,” he wrote, saying the process would begin immediately.
Trump did not provide any further details about the decision. But with his message, Trump seemed to be ratcheting up pressure as he prepared to meet with the leader with the world’s second- largest economy and third-largest nuclear arsenal.
After the meeting, Trump praised Xi as a “great leader of a very powerful, very strong country.” And he appeared to soften his hard-edged statement from earlier in the day, suggesting that his announcement was not aimed at China but at other nations that he repeatedly declined to name.
“We have more nuclear weapons than anybody, we don’t do testing,” Trump said. “We’ve halted it years — many years ago,” he said. “But with others doing testing, I think it’s appropriate
that we do also.”
But the chaotic backdrop to the meeting was a reminder of how Trump’s approach to issues and diplomacy can change on a dime — even on a matter as vital as the strategy governing the U.S. nuclear arsenal — and also displayed his increasingly volatile approach to foreign policy since he retook office.
The meeting also drove home how much is at stake every time the United States and China meet now: the global economy, security across the world and the sprawling implications of negotiation between the two countries, affecting everything from individual alliances in the Indo Pacific to the outcome of the Russian invasion in Ukraine.
A readout issued by the Chinese official news agency Xinhua after the meeting did not address what agreements were made but did allude to China’s recent move to cut off supplies of critical minerals.
The statement noted that Xi told Trump that recent “twists and turns” in the U.S.-China relationship should be a lesson to them both to avoid the “vicious cycle of mutual retaliation.”
The meeting concluded with clear victories for Trump’s foreign and domestic agenda.
Trump told reporters on Air Force One that China had agreed to suspend for a year its limits on exports of rare earth metals, which are crucial for a wide range of advanced manufacturing industries. The move by China this month to restrict the exports had prompted Trump to threaten to cancel this week’s meeting.
He also said Xi had agreed to take stronger action to stop the flow of precursor chemicals for making fentanyl and that the United States in response would reduce to 10%, from 20%, the fentanyl-linked tariffs it had imposed on China early this year. Reducing fentanyl deaths in the United States has been a priority for Trump.
In a social media post, Trump said Xi had also committed to purchasing “massive amounts of Soybeans” and other agricultural products, adding that “Our Farmers will be very happy!” He wrote that China would also “begin the process” of purchasing American energy.
While Trump greeted Xi warmly before their talks at a military base in Busan, the mood was more fraught than it had been when he met the leaders of Japan and South Korea earlier this week.
For Trump, his five days in Asia beforehand had largely been about gathering honors and securing trade deals quickly. On Thursday, the tour took a sober turn as he encountered Xi, even as he called him a “friend of mine.”
Before meeting, the two leaders tensely shook hands in front of a row of Chinese and American flags at an air base in Busan, with Trump doing the talking and Xi staying largely silent.
“President Xi is a great leader of a great country, and I think we’re going to have a fantastic relationship for a long period of time,” Trump said.
Xi, for his part, approached the meeting with caution and steeliness. In his remarks, Xi likened China-U.S. relations to a “giant ship” that requires steady joint leadership.
Xi also said he and Trump “do not always see eye to eye with each other” and said it was “normal for the two leading economies of the world to have frictions now and then.”

Before their private meeting, the two leaders said they were focused on the long list of trade negotiations before them, and signaled they would ignore far graver concerns, including the resumption of nuclear testing among hotly competing countries and Xi’s interest in putting more distance between the U.S. and Taiwan.
Xi did not respond to a question about whether he would raise the issue of Taiwan at the meeting. Trump did not answer a question about why he had ordered nuclear weapons testing to resume for the first time in 33 years. The president paused before declining to answer the question, a rare reaction for an almost always spontaneous leader.
Trump said after the meeting that the issue of Taiwan did not come up during the leaders’ discussion. On Wednesday, Trump told reporters aboard Air Force One that he did not expect it to, and he would not say whether he supported independence for the self-governed island, which China claims as its own.
The two leaders discussed partnering to address other conflicts, he said. Trump said he and Xi had discussed the war in Ukraine at length and that they were “going to work together to see if we can get something done.”
Trump, who has pressured other nations to stop purchasing Russian oil, which is helping to fund its invasion of Ukraine, noted that Xi had been buying oil from Russia for a long time but said they did not really discuss the topic.
Trump’s announcement that he would resume nuclear testing came after President Vladimir Putin of Russia said his country had successfully tested a nuclear-powered and nuclear-capable missile, and then, separately, a nuclear sea drone that could set off a tsunami. And Xi is overseeing one of the fastest buildups of a nuclear arsenal on Earth.
Asked whether he believed his directive would create a riskier nuclear environment, Trump brushed off its impact saying, “I think we have it pretty well locked up.”
Trump added that the United States was already in talks with Russia about denuclearization and that “China would be added to that.”
Fed cuts rates to lowest level since 2022 but casts doubt on December move

The Federal Reserve cut interest rates on Wednesday for a second time this year, despite officials having only a partial view of how the economy is faring because of the government shutdown.
The central bank voted to lower borrowing costs by a quarter of a percentage point as the lapse in funding for the government stretched into its fifth week. Until lawmakers reach a deal, the Bureau of Labor Statistics and other agencies have stopped collecting, analyzing and publishing official statistics tracking the jobs market, consumer prices, spending and a range of other metrics.
Wednesday’s decision brought interest rates below 4% for the first time since late 2022. But it was a divisive vote, with two officials dissenting for different reasons. Stephen I. Miran, the newest member of the Fed’s Board of Governors, voted for a larger, half-point reduction, like he did in September. Jeffrey R. Schmid, president of the Federal Reserve Bank of Kansas City, wanted the Fed to instead hold interest rates steady at the previous level of 4% to 4.25%. This is the first time Fed officials have dissented in opposite directions since September 2019, when the committee voted to cut rates by a quarter point.

meeting, in December, and whether to cut a third time this year, as most officials had previously forecast.
Jerome Powell, the Fed’s chair, said that there were “strongly differing views about how to proceed in December” and that a cut was “far from” a foregone conclusion.
“We haven’t made a decision about December,” Powell said during a news conference after the decision. The Fed’s internal divisions stem from not only divergent views surrounding the economic outlook but also divergent risk tolerances around allowing the labor market to weaken or inflation to stay elevated.
Powell said that if the labor market were to stabilize at current levels or even accelerate, that “would certainly play into our decisions going forward.”
He also stressed that a lack of
official data as a result of the shutdown could potentially impact the Fed’s decision in December, saying that “if there is a high level of uncertainty, then that could be an argument in favor of caution about moving.”
“What do you do if you are driving in the fog? You slow down,” he later added.
Investors now see a roughly twothirds chance of a rate cut in December, based on probabilities derived from interest rate futures markets.
The two-year Treasury yield, which is sensitive to changes in interest rate expectations, rose 0.1 percentage point, its largest move higher since June.
The government data drought comes at a precarious moment for the Fed, which finds itself in an uncomfortable position now that its
goals of keeping consumer prices stable and employment strong are in conflict with each other. Powell reiterated Wednesday that there was “no risk-free path,” with the potential for inflation to stay elevated and the labor market to weaken depending on how quickly the central bank lowered borrowing costs.
Typically, the Fed cues off the incoming official data to help justify its interest-rate decisions, while also citing alternative measures and surveys related to economic activity. But the shutdown has effectively created a data blackout for the Fed, at least from government sources. The Bureau of Labor Statistics released the consumer price index report for September over a week late, on Friday, in order to meet a deadline for Social Security cost-of-living adjustments. But that is likely to be the last major data release from the agency for a while.
The White House recently warned that the CPI report for October might not be published since data for the month was not being collected given the shutdown. September’s job report and all subsequent monthly releases have also been indefinitely delayed.
The Fed’s decision to lower interest rates again on Wednesday reflects the central bank’s belief that it can afford to focus on the risks confronting the labor market and take steps to shore it up even though inflation is moving away from its 2%
target.
In its policy statement, the Fed seemed to adopt a rosier view of economic activity but stressed that the labor market remained vulnerable. While it noted that the economy was “expanding at a moderate pace” and that the unemployment rate was still low, it stressed that “downside risks to employment rose in recent months.”
Before the shutdown, monthly jobs growth had slowed sharply and the unemployment rate had edged up. Some companies, like Amazon, have announced big layoffs, and the concern is that more will follow in a bid to cut costs. Powell said Wednesday that the Fed was monitoring those announcements closely, although he noted that weekly claims for unemployment benefits overall remained low. The labor market, he said, was “less dynamic and somewhat softer.”
While part of the pullback reflects a shift in demand for new hires, President Donald Trump’s immigration restrictions have also reduced the number of workers in the labor force.
The government shutdown itself represents a new risk to the economy, with federal workers now without pay, and access to food subsidies and other government assistance programs days away from being cut off. Economic activity is likely to rebound, though, once the government reopened, Powell said.
Shutdown makes air travel system ‘less safe,’ air traffic controllers say

Air traffic controllers missed their first full paycheck of the shutdown Tuesday, as union leaders and the secretary of transportation warned of dire consequences if they missed another.
“Many of our controllers can make it without this first paycheck; they’ve been in the job 10, 15, 20 years; they’ve planned for days like this,” Sean Duffy, the transportation secretary, said at a news conference at LaGuardia Airport in New York, flanked by air traffic controllers from the area. But, he added, “almost every controller can’t make it two paychecks.”
Duffy has highlighted the national workforce of nearly 11,000 air traffic controllers as the face of the government shutdown that began Oct. 1. While insisting flying was still safe, he has warned in news conferences and media appearances of more air travel delays and escalating consequences once controllers started to miss their paychecks.
Controllers, who are employed by the Federal Aviation Administration, are among the federal workers required to stay on the job without pay, because of the role they play in protecting public safety. (President Donald Trump has sought maneuvers to pay some law enforcement and military workers during the shutdown.)
On Tuesday, controllers made their own public out-
reach, fanning out at major airports across the country in yellow union shirts and handing passengers pamphlets urging them to contact their representatives to end the shutdown.
“America’s air traffic controllers are now having to focus on how they put gas in the car, how do they take care of their children, how do they pay for child care,” Nick Daniels, president of the National Air Traffic Controllers Association, said during Tuesday’s news conference. “That makes the system less safe.”
Controllers received a partial paycheck earlier in the shutdown, on Oct. 14, for work performed before the shutdown began. But even before Tuesday’s missed payment, administration officials and union chiefs were warning that some controllers were having to take side jobs to cover their expenses. The controllers already work in a field far short of fully staffed, and financial strain puts them under additional stress that could start to compromise their job performance.

The newest controllers, who do not command the high salaries some senior controllers enjoy, have felt the impact of the missed pay most acutely, according to Duffy and Daniels.
But the controllers union disputed his conclusion and offered a different explanation.

“We have trainees trying to learn a new job that is very fast-paced, very stressful, very complex, now having to worry about how they’re going to pay bills,” said Joe Segretto, a senior air traffic controller at the New York Terminal Radar Approach Control facility on Long Island, known as N90, which has faced staffing problems.
“As we talk about morale, it’s diminishing,” Segretto added.
Duffy has said that it is still safe to fly, citing the delays as evidence that the FAA is taking proactive measures to ensure that air traffic stays within the limits of what controllers are able to handle.
Yet the FAA has a shortfall of about 3,000 controllers, according to its own data. And even before the complications of the shutdown, many facilities were requiring controllers to work a significant amount of overtime to keep planes flying.
Since the onset of the shutdown, a number of large airports have had “staffing triggers,” which occur when facilities are too short-staffed to handle the traffic, causing ground stops or other delays. Duffy has blamed many of these episodes on the shut-

On Tuesday, Daniels also said unequivocally that the union would not break the law to go on strike.
Still, the shutdown — now the second-longest on record — is taking its toll on controllers who were already feeling the weight of a system under stress.
“The morale is definitely low right now. It’s been like that for some time,” said Jason Felser, 49, a controller at the New York center for about 25 years, who was handing out union pamphlets to passengers leaving the baggage claim of Terminal B in LaGuardia on Tuesday. Most did not stop.
Felser said he had experienced five or six shutdowns as a controller and had become tired of the uncertainty. He said he was considering retiring soon, as he became eligible, not least because his source of income would be more stable in retirement.
“This shutdown feels like there is no end in sight,” he said. “We don’t know, is it going to be one, two, three paychecks missed? There’s no way to budget against infinity.”

The Cangrejeras of Santurce defeated the Atenienses of Manatí 72-65 on Wednesday night to avoid elimination in Game 3 of the Women’s Superior National Basketball League (BSNF by its initials in Spanish) semifinal A series. With the victory at Roger Mendoza Coliseum in Caguas, the reigning champions forced a fourth game, which will be played this Friday at Juan Aubín Cruz Abreu Coliseum in Manatí, starting at 8 p.m. The Atenienses need one more win to advance to the league finals, while Santurce will look to extend the semifinal series to the five-game maximum.
Manatí got out to an early lead as consecutive baskets by Pamela Rosado and Chelsea Mitchell put the Atenienses up 1512 at the end of the first quarter. In the second quarter, a threepointer by India Pagán extended the lead to 28-18, but the Cangrejeras responded with a 13-0 run capped by Becca Tobin to take a 31-28 lead. Santurce led at halftime, 33-31.
In the third quarter, Santurce used a stifling defense to extend the lead to double digits. A jump shot by Tobin put the Cangrejeras ahead 47-33 lead with 6:13 remaining, but Atenienses narrowed the advantage to 53-47 by the end of the period.
Manatí drew closer in the fourth quarter as Rosado scored to cut the difference to just two points, 59-57, with 5:43 left, but Shae Kelley responded with back-to-back baskets that restored Santurce’s six-point lead. Then, a three-pointer by Brianna Jones all but sealed the victory, putting the Cangrejeras up 68-61 with just over a minute remaining.
Kelley was once again the key player for the Cangrejeras with 21 points and 13 rebounds, supported by Jones with 18 points and Kamaria McDaniel with 14. For Manatí, Rosado led the way with 17 points, followed by Kaela Hilaire with 16 points, Pagán with 11 and Mitchell with 10.
In the other semifinal, the Explosivas of Moca looked to close out the series against the Pollitas of Isabela on Thursday at 8 p.m. in Game 4 at José “Buga” Abreu Coliseum in Isabela.
With a 1-0 win over Orocovis, the Guapos of Dorado locked down first place in the COLICEBA Central section and qualified for the Carnival of Champions phase.

The Guapos of Dorado, Guayacanes of Guayanilla, and Marlins of Ceiba all notched victories on Wednesday night in Central Amateur Baseball League Confederation (COLICEBA by its acronym in Spanish) play.
Dorado secured first place in the Central section and their qualification for the Carnival of Champions phase, edging the host Caciques of Orocovis 1-0 at “Lumín” Quiles Stadium.
With the win Dorado rounded out the group of four section leaders, along with the Marlins (East), Ganduleros of Villalba (West), and Bucaneros of Arroyo (South).
Shae Kelley once again led the Cangrejeras, scoring 21 points and grabbing 13 rebounds.

Pitchers Brayan Robles and Andrés Santiago combined to limit the Caciques’ offense to just four hits.
In the West, the Guayacanes secured the final postseason berth in that division with a 3-2 victory over the Tiburones of Aguadilla, who were eliminated from playoff contention.
Guayanilla benefited from five solid innings of pitching by Alejandro González, who earned the win. William Martínez pitched 1.1 innings to record the save.
With the Guayacanes’ win, the 12 teams qualifying for the postseason were determined.

Javier Báez takes over as Bravos of Cidra owner

The Bravos (Braves) of Cidra of the Double-A Superior Baseball League began a new chapter on Thursday with star Major League Baseball player Javier Báez assuming the helm of the franchise, marking the start of a generational transformation aimed at strengthening the roster, renewing the team’s identity and forging closer ties with its fans.
“I want to thank the previous administration for their transparency and professionalism during the acquisition process, which allowed for a positive transition,” Báez said in a written statement. “This is more than owning a team; it’s about investing in a community full of fans who have always supported baseball. My passion for this sport goes beyond playing it: I want to contribute to baseball on my island and help the great town of Cidra return to the top.”

New manager Rivera emphasized the responsibility that comes with leading the team.

The franchise, a nine-time Double-A champion, will debut a redesigned logo and uniform that honors its history in the 2026 season. Preparations have already begun at Jesús María Freire Stadium.

Dodgers-Blue Jays matchup is a no-lose situation for these players

After the 2025 World Series matchup was set, Buddy Kennedy posted a simple message on his Instagram story. It perfectly captured his mix of jubilation and internal conflict. Above a graphic featuring Vladimir Guerrero Jr. of the Toronto Blue Jays, Shohei Ohtani of Los Angeles Dodgers, and the Commissioner’s Trophy, Kennedy wrote two words: “Go Team.”
In the battle for World Series rings, Kennedy’s bling was secure before the Series started. He is a champion because of a baseball quirk: Anyone who plays for a World Series champion, at any point that season, almost always receives a ring. Kennedy, 27, played for the Jays (two games) and the Dodgers (seven games) this year. A New Jersey high school legend, he has become an assured champion and was sitting back to watch which team would lift him to glory.

The Instagram post was the idea of his fiancée, Claire Swift. Kennedy, an infielder, and Swift sat locked on Game 7 of the American League Championship Series between the Blue Jays and the Seattle Mariners, eating dinner as the game began.
After the Dodgers’ earlier sweep of the Milwaukee Brewers in the National League Championship Series, Kennedy knew he had a 50% shot at a World Series ring. Then he threw on his No. 24 Blue Jays jersey, the one he wore for just two games. George Springer’s home run gave him guaranteed glory.
“It happens every year,” Kennedy said. “It’s so cool. But you never would think it’d be you.”
José Ureña, who pitched briefly for both the Jays and the Dodgers this year, is in the same boat as Kennedy. It was Taylor Trammell last year who was guaranteed a ring when the Dodgers and the New York Yankees met for the World Series. Kennedy didn’t really think he would be in this position. Who would? But on Aug. 17, when he joined Los Angeles — his third team of the season (he also appeared in four games for the Philadelphia Phillies), he knew he had a chance.
The Dodgers, coming off a World Series title, were clear threats to repeat. But he saw something brewing in Toronto, too. He played in the Jays’ 20-1 thrashing of the Colorado Rockies. It took him five days around the Jays to ponder this October matchup. When Kennedy arrived in Los Angeles, Dodgers players asked him about the Jays. He relayed Toronto’s threat.
“They have a great group that just meshes perfectly,” he said. “They go take care of business when they’re in between the lines. It’s exactly what you want from a team.”
The Jays and the Dodgers, Kennedy said, are different organizations. They haven’t collectively decoded some master plan that brought both to the World Series. They use different numbers for outfield reads and infield reads, and different hitting metrics, some Kennedy had never heard of. Every organization has those analytical varia-
tions and unique approaches. But the commonality between the teams, Kennedy said, is elite game-planning preparation.
“When the game came, I’m not saying it was a cakewalk, but you kind of felt one step ahead,” said Kennedy, whom the Blue Jays re-signed in September, to a minor league contract. “Both of those teams, that’s why they are where they are.”
A day after Springer’s series-flipping ALCS homer landed, Kennedy received a text from his high school coach. Kennedy will never be the best player to come out of Millville High School. He will never have the local ballpark named after him. Those accolades fall to Mike Trout. But, as Kennedy’s former coach reminded him, he will have something Trout still strives for: a World Series ring.
“That’s kind of, like, the coolest thing,” Kennedy said. “Obviously, I hope it’s not only me, I hope Mike can do that for the Angels. But, if it’s me or anybody, it’s cool.”
It’s a reminder of how rare it is to slide a World Series ring on your finger. Even once-in-a-generation talents can’t do it. So, despite his mere two- and sevengame contributions, Kennedy is grateful. He could not pick a side to root for, Kennedy said. But he didn’t have to. Either way, he is getting a ring.
“It’s not like you’re going out and getting an iPhone,” Kennedy said. “It’s just crazy. It’s a whirlwind.”
