Eli Lilly to invest $1.2 billion to expand manufacturing

Gov. Jenniffer González Colón and Economic Development and Commerce (DDEC by its acronym in Spanish) Secretary Sebastián Negrón Reichard announced Wednesday that Eli Lilly and Company (Lilly) will invest over $1.2 billion to modernize and expand its pharmaceutical manufacturing operations in Carolina.

The investment marks one of the largest private sector contributions in the island’s history and represents the most significant expansion announced under the current administration.

The new investment will upgrade and expand Lilly’s two main plants. The first phase will convert facilities built in 1968 into a state-of-the-art factory for producing solid oral medications (plant PR01). Additionally, construction will extend to plant PR05, which is dedicated to insulin manufacturing, thereby increasing production capacity and incorporating advanced pharmaceutical manufacturing technologies.

The initiative will also include substantial investments in energy integration and sustainability, such as a 9-megawatt (MW) cogeneration unit and a 2-MW solar field, which together will supply up to 85% of the facility’s energy demands using cleaner and more efficient sources.

González Colón emphasized that the announcement represents a pivotal moment for Puerto Rico’s industrial transformation and aligns with the government’s public policy aimed at strengthening its advanced manufacturing base.

“This announcement reflects the very essence of our public policy, which aims to position Puerto Rico as a strategic hub for advanced manufacturing, innovation, and national economic security,” the governor said. “Eli Lilly’s historic investment is a powerful demonstration of confidence in our people, our infrastructure, and our long-term competitiveness within the U.S. supply chain. It shows that global companies can continue to grow and thrive here while Puerto Rico makes a significant contribution to the resilience of the nation’s most critical industries.”

The expansion will create 1,100 new jobs during both the construction and operational phases, in addition to the multiplier effect of jobs generated through increased demand for goods, logistics, maintenance, utilities, construction and support services. Lilly has operated in Puerto Rico for over 60 years and was one of the first multinational pharmaceutical companies to establish itself on the island, becoming a pillar of its modern industrial ecosystem. Its facilities produce medications used in cancer treatments, diabetes management and pain relief, which are distributed worldwide.

Resident commissioner secures PR’s inclusion in legislation for SNAP & WIC continuity during shutdown

Resident Commissioner Pablo José Hernández Rivera announced Wednesday that he secured Puerto Rico’s inclusion in the Keep SNAP and WIC Funded Act of 2025, introduced by Sen. Ben Ray Luján (D-N.M.), to guarantee the continuity of food assistance programs during the federal government shutdown.

“We made sure that the Nutritional Assistance Program (PAN by its acronym in Spanish) was included from the first draft,” Hernández Rivera said in a written statement. “Thanks to this inclusion, Puerto Rico would have access to the funds, just like any other jurisdiction.”

He noted that the measure provides for the automatic allocation of funds for the Supplemental Nutrition Assistance Program (SNAP) and Women, Infants, and Children (WIC) programs and, through a clause negotiated by his office, also extends this protection to Puerto Rico’s PAN. The provision directly references Section 19 of the Food and Nutrition Act of 2008, which establishes block grants for Puerto Rico, American Samoa, and the Northern Mariana Islands.

The bill, championed by Luján, also authorizes reimbursements to governments that use their own funds to avoid interruptions in benefits, a measure he considered crucial for the island, whose government has indicated that the resources available for the PAN would only cover expenses through the first part of November.

“The inclusion of PAN in this bill was a direct result of my relationship with Senator Luján, whom I called, explained the

situation of Puerto Rico and PAN, and he amended the draft bill to make it crystal clear that it would be funded,” Hernández Rivera added.

The resident commissioner also noted that the legislation contrasts with a measure introduced by Sen. Josh Hawley of (R-Mo.), which excludes Puerto Rico.

“While this bill introduced by the Democrats ensures access for all, the bill introduced by the Republicans leaves Puerto Rico out,” Hernández Rivera said. “This exclusion is not technical; it is political. And in the face of this, Governor Jenniffer Aidyn González Colón has a clear responsibility. It is up to her to speak out, talk with her party, and correct this injustice.”

The official reiterated that he will continue to scrutinize all federal legislation that affects programs essential to the people of Puerto Rico.

The governor, meanwhile, gave assurances earlier on Wednesday that her administration has identified the necessary resources to guarantee the continuity of the PAN and the payment of federal employees on the island affected by the partial federal government shutdown.

“I told you yesterday that the Secretary of the Governor’s Office and the finance team were looking for all the tools to guarantee that,” González Colón said in statements to the press in San Juan. “My government will always seek to give peace of mind to all these federal employees and all the people in Puerto Rico who don’t have money to put food on their table. That’s why, from our own resources, we have been guaranteeing PAN and we already have it covered for the next two weeks.”

The governor said additional resources have been identified to maintain assistance until the federal government resumes its operations. She also noted that her administration is paying the salaries of employees at El Yunque, Castillo San Felipe del Morro, and Castillo San Cristóbal, as well as providing aid to workers displaced by the federal shutdown.

González Colón emphasized that, unlike other states where food assistance has already been suspended, Puerto Rico has decided to continue payments to prevent families from losing access to food.

“This demonstrates that while other states have already cut off this aid, in Puerto Rico we will continue to provide support so that people have food to eat,” she said.

PDP legislators file bills to address housing shortages

In a move to address Puerto Rico’s deepening affordable housing crisis, the Popular Democratic Party (PDP) delegation in the island House of Representatives introduced a comprehensive legislative package Wednesday aimed at easing access to decent housing for working families, young professionals and senior citizens.

Led by House PDP Minority Leader Rep. Héctor Ferrer Santiago and Rep. Gretchen Hau Irizarry, the initiative seeks to confront the rising cost of living and housing shortages with targeted measures that reduce construction costs, streamline financing and repurpose abandoned properties.

“The cost of living in Puerto Rico has skyrocketed, and with it, the possibility of not having a safe roof over one’s head,” Ferrer Santiago said. “These measures respond to the urgent need to ensure that families can build their future here, without having to leave the island due to a lack of opportunities.”

The legislative package includes four key proposals: House Bill 953 – Municipal Housing Rescue Act: Empowers municipalities to acquire and rehabilitate abandoned properties using Emergency Reserve Fund loans. The homes would be

sold at affordable prices, primarily to residents aged 21 to 35.

House Resolution (HR) 235 – Tax Exemption for Construction Materials and Permits: Eliminates the sales & use tax and permit fees for high-impact social housing projects, providing relief to developers, small contractors and self-builders.

HR 234 – Exemption from Mortgage Fees for First-Time Homebuyers: Waives notary fees for young workers purchasing their first home, lowering legal costs and promoting financial stability.

HR 236 – Housing and Transportation-Oriented Development Program: Encourages the development of affordable housing on underutilized public lands, such as Urban Train parking lots, integrating residential areas with public transit.

“We want a country where housing and transportation don’t compete, but rather complement each other,” said Hau. “Where young people can live close to their work, their university, or the train.”

The lawmakers emphasized that the proposals not only aim to resolve the housing crisis but also stimulate local economic growth, revitalize urban centers, and curb the emigration of young professionals.

Governor backs arrest of Treasury workers, others

expressed her satisfaction on Wednesday with the outcome of an FBI investigation that led to the indictment of some 26 individuals and entities for public corruption, including employees of the island Treasury Department.

The indicted are accused of conspiring to commit wire fraud and bribery in order to defraud the Treasury Department of over $3.5 million.

“First of all, I am pleased that arrests have been made of individuals who exploited their public positions to enrich themselves and operate a corruption network,” the governor said. “They will have the opportunity to defend themselves in due time, but it is clear to me -- based on information from the secretary of the Treasury -- that these investigations began last year with the FBI. As soon as the agency was alerted, it cooperated fully by providing all requested information. I believe this is a significant step toward cleaning up the system. Corruption cannot be tolerated at any level, whether involving public officials, career civil servants, or employees in divisions with access to sensitive information that could be exploited for personal gain.”

Earlier on Wednesday, U.S. Attorney W. Stephen Muldrow announced that more than two dozen individuals and corporations face federal charges for committing fraud against the island Treasury Department.

“In order to defraud the Department of the Treasury of more than $3.5 million, from November 2021 to April 2025, Treasury officials Javier Relta Lebrón and Harry Muriel Falero received payments in exchange for submitting false tax records to the Treasury Department to eliminate or reduce tax debts for several co-defendants,” Muldrow said at a press conference.

According to authorities, the defendants communicated via WhatsApp and Apple iMessage with “Person A” to coordinate and submit the false information to the Treasury Department.

They allegedly requested false tax credits or submitted income tax returns with false expenses to eliminate -- and in some cases reduce -- sales and use tax debts, W-2 employee withholdings and income other taxes for the individuals and corporations.

Dozens of states sue Trump administration over planned food stamp cuts

More than two dozen states sued the Trump administration earlier this week over its recent refusal to fund food stamps during the government shutdown, as roughly 42 million low-income aid recipients confronted the risk of hunger and financial hardship starting within days.

The states, including Arizona, California and Massachusetts, described the impending cuts as unnecessary and illegal, and they asked a federal judge to force Washington to maintain benefits under the Supplemental Nutrition Assistance Program, or SNAP, starting Saturday.

Roughly 1 in 8 people in the United States receive food stamps, which average around $187 a month and cost the federal government about $8 billion monthly. Lawmakers must regularly approve money for the program, though SNAP maintains a sizable reserve to cover any emergencies or shortfalls.

Many congressional Democrats and Republicans had encouraged the Trump administration to use this funding to preserve food stamps into November, with the government expected to remain closed. But the Trump administration declined Friday to extend that reprieve, even though the Agriculture Department said weeks ago that it could reprogram the money to prevent benefit cuts.

In their lawsuit, officials from 25 states and the District of Columbia criticized the Trump administration for that sudden policy reversal, arguing that the federal government had a legal obligation to maintain funding for food stamps, which Congress made permanent in the 1960s.

cratic attorneys general and governors from states including Colorado, Illinois, Kentucky, Maine, Maryland, Nevada and North Carolina. If they prevail, it could compel USDA to tap its emergency funds and provide benefits to those states’ residents, though the exact scope of any relief would be up to a judge.

The states asked the U.S. District Court for the District of Massachusetts to rule by Friday on a motion that could essentially force the administration to tap the contingency funds to pay SNAP benefits next month. The fund, which is estimated to contain $5 billion to $6 billion, would be enough to provide at least

partial payments to enrollees.

“SNAP is one of our nation’s most effective tools to fight hunger, and the USDA has the money to keep it running,” Letitia James, the Democratic attorney general of New York, said in a statement. “There is no excuse for this administration to abandon families who rely on SNAP, or food stamps, as a lifeline.”

Many state leaders warned Tuesday that a lapse in food stamps could prove financially dire, hammering not only poor families but the merchants who accept the benefits and the food banks that must step in to help.

North Carolina officials said Tuesday that there were 10 counties in the state where 1 in 4 residents was enrolled in SNAP. Jeff Jackson, the Democratic state attorney general, said at a news conference that nonprofits would not be “able to pick up the slack,” describing the actions of the Trump administration as a “deliberate precipitation of a major hunger crisis.”

The White House did not respond to a request for comment. The Agriculture Department declined to explain its policy, furnishing only a statement that attacked Democrats over the shutdown.

“Bottom line, the well has run dry,” the agency said in a banner on its public-facing website. “At this time, there will be no benefits issued November 01.”

In its memo last week, viewed by The New York Times, the Agriculture Department

said the contingency fund was “not legally available” during the government shutdown. The agency said it could only tap the reserve money in limited cases, such as natural disasters. It did not otherwise explain its sudden shift in policy, and it threatened to deny reimbursements to states that try to finance food stamps on their own.

Some states have still explored ways to cover the anticipated gap in food aid.

In Louisiana, where nearly 20% of the population relies on food stamps, Gov. Jeff Landry, a Republican, signed an emergency order ordering the use of state money for the program through Nov. 4. Local lawmakers are also racing to approve a bill that would allow reserve funds to be used to cover additional missing payments.

Broadly, though, Republicans remain adamant that the only sustainable solution rests with Washington.

“We’ll continue to look at every option we have to take care of people in our state,” Gov. Sarah Huckabee Sanders of Arkansas said in an interview. “But ultimately the thing that makes the most sense — and is by far not only the best solution, but should be happening because it is their responsibility — is to have Senate Democrats quit playing games and fund our government.”

The legal battle over SNAP further evinced President Donald Trump’s political strategy in a shutdown with no clear end. Repeatedly, Trump has stretched the limits of his powers to blunt the impact of the closure, but only for the agencies, programs and workers he sees as central to his political agenda. Otherwise, the president has used the stalemate as a cudgel to attack his foes and pursue steep budget cuts that Congress has not adopted.

The president has reprogrammed billions of dollars in federal spending to pay border agents and troops, while seeking to fire thousands of furloughed federal workers. Trump has also sourced additional money to assist farmers, a major political constituency, while moving to cut billions of dollars reserved for cities and states led by Democrats.

The Trump administration tapped revenue from tariffs to continue providing benefits under another federal nutrition initiative, known as WIC, which was similarly at risk in the shutdown. But the president and his aides did not pursue the same strategy with food stamps, a program that Republicans cut — largely by restricting who may participate in it — as part of their recent tax package.

Volunteers step in to help understaffed NOAA track Hurricane Melissa

Frank Marks has flown aboard hurricane hunter aircraft dozens of times over the past 45 years, collecting data that has revolutionized meteorologists’ ability to predict how tropical cyclones will strengthen. When he retired from the National Oceanic and Atmospheric Administration last year, the veteran scientist told colleagues, “If they ever need anything, I’m available.”

It didn’t take long for them to take him up on that.

Marks is one of a handful of NOAA retirees who have been working on a volunteer basis this hurricane season to make sure that the significant improvements in forecasting capabilities over recent decades can continue despite large staff losses orchestrated by the Trump administration this year. He even returned to the air on a mission into Hurricane Erin in August.

“With the losses, we have a very young remaining staff and not a lot of experience flying in hurricanes,” Marks said.

“The data’s been flowing,” Marks added, emphasizing that there has been no interruption to valuable tropical cyclone observations. “They’re doing their job.”

But as Hurricane Melissa quickly strengthened to near-record intensity, creating an urgent need to capture observations of the storm’s winds and moisture as the storm approached Jamaica, “it’s been trying, to say the least,” Marks said.

Because of the federal government shutdown that has now stretched on for a month, smaller-than-normal crews have been staffing NOAA’s hurricane hunter missions into Melissa for the past week, Marks said. Instead of two scientists, there is only one aboard each aircraft to oversee data collection from a Doppler radar

system and observation devices, called dropsondes, that are tossed into the storm. Crews that sometimes numbered 15 to 18 now include about 10 or 11 people, Marks said.

Marks and others have stepped in because there are relatively few opportunities to observe storms like Erin and Melissa, and it can be a complex task to ensure the data is being collected properly and accurately.

aboard the hurricane hunter aircraft, Marks said. Gamache could not be reached for comment.

At the same time, after the Trump administration fired probationary employees and granted others early retirements, there are about half as many people staffing the NOAA lab where those scientists worked to improve the accuracy of hurricane forecasts. Research by NOAA’s Atlantic Oceanographic and Meteorological Laboratory has helped the National Hurricane Center cut its three-day forecast track error to one-fifth of what it was in 1990 and cut in half the error of its three-day forecasts

for storm intensity.

The lab’s hurricane research division employed 23 people and also had the support of 29 staff at NOAA-affiliated Cooperative Institute for Marine and Atmospheric Studies at the University of Miami as of 2020, according to Robert Atlas, who retired from the NOAA lab in 2019 and serves as its director emeritus on a volunteer basis. Now, the division employs 10 people, plus 18 staff members employed at the university institute, Atlas said.

“We’ve lost a substantial number of employees,” he said. “We’re still functioning, I think, pretty well — primarily because of the dedication of the employees.”

Under Trump’s budget proposals, the sort of research that Marks, Atlas and others have pioneered would all but disappear. Trump proposed eliminating NOAA Research, the branch of the agency that oversees the Atlantic Oceanographic and Meteorological Laboratory.

Kim Doster, an NOAA spokesperson, said she was not aware of any retired staff volunteering to assist agency employees but that the National Weather Service, another branch of NOAA, “remains adequately staffed to meet its mission of protecting lives and property.”

The weather service “continues to prioritize the advancement and improvement of our models with cutting-edge data and emerging technologies,” she said in an email.

But because NOAA’s workforce contracted by hundreds of positions, with senior scientists accounting for a disproportionate share of losses, critics of the Trump administration’s approach remain skeptical of the agency’s readiness.

“You know that can’t be the case when you lost 27,000 years of experience,” said Craig McLean, a former NOAA official who served under the first Trump administration.

COMMUNITY PERSPECTIVES

The inventory tax, by the numbers

The current freeze on the inventory tax and its eventual elimination in 2028 is a mechanism that will ultimately be paid for by the citizens of all municipalities in Puerto Rico.

Certainly, there are still citizens who are unaware of the reality of what House Bill 420 means, which is designed to benefit already multimillion-dollar commercial interests at the expense of the services citizens receive. It’s that simple: they eliminate funds without offering any alternative.

Therefore, both our Puerto Rico Mayors Association and our colleagues in the Mayors Federation demand that this bill be returned to the Legislature and the error corrected, because the numbers speak for themselves.

The elimination of the inventory tax means a loss of $17 million annually for the Municipality of Cataño and $3.7 million for Arecibo, according to data from the Municipal Revenue Collections Center (CRIM by its acronym in Spanish). The Municipality of Ponce would lose $16 million annually, and Mayagüez, $11.3 million. Even Puerto Rico’s capital, San Juan, would lose $58.9 million annually with the elimination of this tax.

Municipalities of all sizes will be affected: $2 million annually in the case of Vega Baja and $1.4 million in Vega Alta. Toa Baja would lose $9.8 million and Humacao $4.4 million. Other examples include the Municipality of Carolina, which would lose $26.7 million annually; Manatí, $2.7 million; and Caguas, $18.6 million. According to CRIM data, Bayamón would lose $32.4 million annually, and smaller municipalities would lose amounts such as the following: Adjuntas, $179,018; Aibonito, $648,743; Culebra, $44,180; and Ciales, $147,546 per year.

They don’t have lobbyists in the Legislature or at La Fortaleza: the elderly, single mothers, the unemployed. These are the real numbers behind the elimination of the inventory tax. Deepening the crisis is not the solution. House Bill 420 must be returned to the Legislature, and things must be done right.

Pensionados de la UPR denuncian atrasos en pagos del plan médico y del

SAN JUAN – Miembros de la comunidad de pensionados de la Universidad de Puerto Rico denunciaron el miércoles que las prácticas administrativas de la presidenta de la institución, doctora Zayira Jordán Conde, y de su equipo de trabajo, atentan contra la estabilidad y bienestar de los jubilados, al incurrir en atrasos con los pagos del plan médico y las aportaciones al sistema de retiro.

“El incumplimiento reiterado con los pagos al plan médico, por más de un mes, pone en riesgo la salud de los pensionados, especialmente cuando los servicios médicos pueden ser denegados por el impago. Además, la administración universitaria ha incumplido con el pago de las aportaciones al sistema de pensiones requeridas por la ley del Fideicomiso de Retiro de la UPR”, dijo el portavoz del grupo, doctor Marcos Martínez Traverso, en declaraciones escritas.

Los pensionados atribuyeron el problema a deficiencias en las oficinas de Finanzas y Presupuesto de la institución y alegaron falta de acción de parte de la presidenta. Sostuvieron que los impagos se han agravado bajo la actual administración universita-

ria y que podrían haberse evitado con una gerencia responsable y un equipo de trabajo capacitado.

De acuerdo con los portavoces, la situa ción responde a políticas que promueven la desarticulación de los sistemas públicos de retiro y fomentan los planes privados de in versión, los cuales, a su juicio, no garantizan estabilidad económica para los jubilados de menor poder adquisitivo.

Los pensionados advirtieron que las actuaciones de la administración universitaria amenazan la salud y la solvencia del sistema de retiro, actualmente solvente, y compararon la situación con lo ocurrido en los sistemas de retiro de los maestros y de la Autoridad de Energía Eléctrica. “Es un libreto que ya hemos visto en otros sectores del país, donde la deuda creada por malas gestiones la termina pagando el pueblo”, señalaron los portavoces en declaraciones escritas.

Según los pensionados, el presidente de la Junta del Fideicomiso de Retiro de la UPR, Luis Vicenty Santini, denunció recientemente que la administración universitaria no había pagado el plan médico de los retirados desde hacía dos meses y que mantiene una deuda acumulada de 146.8 millones de dólares con el Fideicomiso de pensiones.

SAN JUAN – La directora ejecutiva de la Compañía de Turismo de Puerto Rico, Willianette Robles Cancel, explicó el miércoles que la suspensión del vuelo directo entre Ciudad de México y San Juan por parte de Aeroméxico responde a una determinación del Departamento Federal de Transportación de los Estados Unidos y no a factores relacionados con Puerto Rico.

22 years after his death, Warren Zevon is getting his due

At the conclusion of “Join Me in L.A.: The Songs of Warren Zevon” — a 32-song, 4 1/2-hour concert held at the United Theater in downtown Los Angeles on Friday — Jackson Browne shook his head and marveled at his old friend’s uncompromising vision.

“Listening to all these songs, it occurred to me that Warren never pandered at all,” Browne said in an interview. “He never dumbed down for anybody or tried to write a hit. He just wrote and went on writing the best songs he could until the moment he was gone. That was his singular achievement.”

The event, guided by a troika of Zevon intimates — his son, Jordan; his longtime collaborator Jorge Calderón; and his artistic champion Browne — served as a celebration of Zevon’s music and a prelude to being honored by the Rock & Roll Hall of Fame next month.

Zevon’s career was marked by considerable critical acclaim, little commercial success and bouts of self-sabotaging behavior. Yet the most shocking twist came with his final act: a sudden cancer diagnosis, followed by a long goodbye and farewell album before his death at 56, in 2003.

Death in its many varied forms — physical, moral, romantic — was long the central preoccupation of Zevon’s work. The irony, of course, is it’s unlikely that any of the honors he has posthumously received (including Grammy Awards for his swan song LP, “The Wind”) would have come to pass had he lived. “And he kind of planned it that way,” Jordan Zevon said in an interview, referring to his father’s dramatic exit. “Dad knew this would be the outcome.”

Renowned for his macabre comic sense, Zevon also had a penchant for tender sentimentality. A classically trained musician with a rock ’n’ roll heart and a littérateur whose tastes ran the gamut from Graham Greene to Mickey Spillane, Zevon made music that was an unlikely mix of brains and brawn, high art and low culture. Once, back in the 1970s, Browne introduced him in concert as “the Ernest Hemingway of the 12-string guitar.” Afterward, Zevon corrected him: “No, Jackson — the Charles Bronson of the 12-string guitar.’”

The concert’s set list covered the breadth of Zevon’s career, dating to his stint in the ’60s pop duo Lyme & Cybelle. Steve Stanley and Kristi Callan teamed for the airy psychedelia of “Follow Me” from 1966, while the Smithereens’ Dennis Diken, joined by the Young Fresh Fellows’ Scott McCaughey and onetime Beach Boys member David Marks, ripped through “Outside Chance,” a buoyant Beatlesque romp.

Zevon’s pop period was fleeting, and his musical destiny lay elsewhere. After releasing a lone hard-rock album in 1969, he spent the early ’70s developing a distinctive songwriting voice, resulting in the grand leaps that would define his beloved work from later in the decade.

Those songs — including berserker anthems like “Excitable Boy” and “I’ll Sleep When I’m Dead” — were given a convincing reading by country music scion Shooter

Journeyman R&B singer Billy Valentine was one such example, offering a beatific “Accidentally Like a Martyr” that found both the soulful ache and gospel uplift in the tune, bringing the 1,600-plus in attendance to their feet. Susan Cowsill also struck a chord with “Mohammed’s Radio.” The singer had recorded the song as a solo piece in 1976, before Zevon released his own version and before Linda Ronstadt scored a small hit with it. Carving new filigrees into the song with her soaring soprano, she confirmed Zevon’s mastery as a melodist.

Calderón, a sweetly voiced singer, played spare, elegiac renditions of the songs he wrote with Zevon at the end of his life, highlighted by a poignant “Keep Me in Your Heart.” Jordan Zevon seemed to relish tearing into some of his father’s gonzo character studies, including “Monkey Wash Donkey Rinse” and “Lawyers, Guns and Money.” But on “Studebaker” — one of Zevon’s great lost works — he softened, finding an existential beauty in the song’s rueful denouement: “I’m up against it all like a leaf against the wind / And that Studebaker keeps on breakin’ down again.”

Jennings, who managed to capture Zevon’s idiosyncratic cadences and phrasing. Standouts from Zevon’s ’80s era, which followed a long wilderness period and rehab, were performed by veteran singer-songwriters John Wesley Harding and Marshall Crenshaw, who both brought a lived-in truth to somber reflections like “Reconsider Me” and “Sentimental Hygiene.”

Despite his literary reputation and classical credentials (the young Zevon was mentored by Igor Stravinsky), his music was often simple and earthy. When asked his occupation, Zevon would typically reply “folk singer,” and he used the oldest traditions of the form; his catalog is filled with shanties and martial rhythms, rebel songs and funeral laments.

Pianist and singer Leslie Mendelson located the deep solemnity in the mariner’s tale “Mutineer,” and Steve Wynn of the Dream Syndicate captured the naked violence and desperation in “Play It All Night Long.” Country star Dwight Yoakam — striding the stage in a full-length duster and Stetson — put his stamp on the junkie picaresque “Carmelita,” throwing a bluegrass hitch in his voice as he pleaded: “I’m all strung out on her-o-in on the outskirts of town.”

While Zevon’s songs often ponder the darkest aspects of the human condition, the concert also highlighted an often-overlooked spiritual strain in his output. Zevon, who was born to a Jewish father and a Mormon mother, had a religious sense that was — as his hero Greene once put it — “a troubled, paradoxical faith.” Yet a sense of grace permeated many of the performances at the United.

“There is a gospel quality in Warren’s work,” Browne said. “He may not have had the voice to give them that treatment. But some people naturally bring that out when they sing them, just by having the air pass through their lungs.”

While the concert neared its end with the full lineup gathering for a rousing take of Zevon’s only hit, “Werewolves of London,” the true climax came a bit earlier as Browne led a string-fueled version of “Desperados Under the Eaves.”

Arguably Zevon’s masterwork, the narrative begins at the Hollywood Hawaiian Hotel, the embodiment of Nathanael West’s “dream dump.” The song’s protagonist — a thinly veiled version of Zevon — battles alcoholic tremors and waits for California’s inevitable, cataclysmic quake to consume him before a haunting coda, an air-conditioner hum recast as a hymnal, urging him to “Look away, down Gower Avenue.”

Browne’s performance summoned a sudden wellspring of emotion in the crowd, with many visibly wiping away tears. “On the most fundamental level, people listened to Warren,” Browne said after the show. “They listened and they heard him because they were looking for something they needed. By that measure, he delivered on a tremendous scale.”

With the U.S. government shutdown threatening to freeze October’s inflation report, the Treasury is expected to deploy a workaround to compute the index underpinning the $2.1 trillion market for inflation-protected bonds for the first time since their 1997 launch, a move that may cause pricing quirks as traders adjust their calculations.

TIPS pay a fixed interest rate, but the interest is calculated on a principal amount that rises with inflation and falls in periods of deflation. How much the principal rises or falls is determined by the CPI index.

TIPS yields, also known as “real yields” because they discount inflation, have increased slightly over the past few days, which some market participants said may reflect uncertainty over their pricing in the absence of CPI data. Yields rise when bond prices fall.

Still, investors and analysts said any potential pricing distortion going forward would have a limited impact on demand for the paper.

“We don’t think the use of a fallback index will impact investor demand for TIPS going forward,” said Phoebe White, head of U.S. inflation strategy at J.P. Morgan. “Most regular investors in the product are aware of the technicality, and others who only trade the product infrequently usually look at TIPS with a longer-term outlook in mind,” she added.

Experts pointed out that investor sentiment for TIPS heading into the next auction will be dictated by how long the U.S. government shutdown drags on. Moreover, the lack of availability of official data is affecting the broader perception of the actual state of the economy, said Matt Hornbach, global head of macro strategy at Morgan Stanley.

Hurricane Melissa ground forward toward the Bahamas as it carved a deadly path through the Caribbean on Wednesday. Officials in Haiti announced the deaths of about 20 people killed in overnight flooding, and three bodies were recovered in Jamaica.

In Haiti, flooding inundated more than 160 homes, according to Ronald Louis, a technical manager for the Municipal Civil Protection Committee. Children were among the dead, he said, and a dozen other people remained missing.

“We know that it’s western Jamaica that has the brunt of the impact,” Jamaica’s information minister, Dana Morris Dixon, said at a news

conference, adding that central Jamaica, too, had “a lot of damage, a lot of flooding.”

The storm hit Cuba early Wednesday, bringing storm surge and flooding, and its outer bands drenched other parts of the region.

Melissa was downgraded to a Category 2 storm by the time it completed its pass across Cuba. But it still brought sustained winds of 100 mph and the strength to do more damage: It was expected to cause dangerous storm surges in the Bahamas and Turks and Caicos as soon as Wednesday evening.

Here’s what else to know:

— Tracking the storm: Tropical storm force winds were battering the islands of the southeastern Bahamas on Wednesday, where the eye of the storm was expected to arrive in a few hours. By late Thursday, Melissa was forecast to be near Bermuda, where the country’s weather service had issued a hurricane warning.

— U.S. response: The U.S. will deploy di-

saster response teams to Caribbean countries impacted by Melissa, the State Department announced. The State Department also positioned supplies in six warehouses before the storm, but it was unclear where they were. In previous years, the U.S. Agency for International Development took the lead on disaster response efforts around hurricanes in the Caribbean, but the Trump administration shuttered the agency this year.

— Tourists stranded: All 25,000 international visitors who remained in Jamaica while Hurricane Melissa made landfall were accounted for and will be able to start leaving the island nation within days, said Edmund Bartlett, Jamaica’s tourism minister. Bartlett said he expected Norman Manley International Airport in Kingston to reopen Wednesday for relief flights and humanitarian aid. On Thursday, flights should be able to land to evacuate guests who wish to leave, he added.

Hurricane Melissa batters the Caribbean, killing some 20 in Haiti Israeli strikes in Gaza kill at least 100, local health officials say

Israeli strikes killed at least 100 people across the Gaza Strip overnight, local health officials said, in what appeared to be the deadliest day since Israel and Hamas agreed on a ceasefire three weeks ago.

The strikes began late Tuesday after Israel’s government accused Hamas of violating the truce by failing to return the bodies of dead captives and by attacking Israeli forces in Rafah in southern Gaza. The Israeli military said one of its soldiers had been killed in the Rafah attack.

On Wednesday, Israeli Defense Minister Israel Katz said “dozens of Hamas commanders”

had been killed in the strikes.

The military said the ceasefire resumed at 10 a.m. local time. But Wednesday evening, the Israeli military released a statement saying it had attacked a weapon storage site in northern Gaza. There were no immediate reports of casualties.

Health officials in Gaza said the Israeli strikes overnight had killed at least 100 people and injured around 250 more.

Munir al-Bursh, director-general of Gaza’s Health Ministry, said 35 children were among those killed. He said hospitals in the enclave “are still facing a severe shortage of resources and a significant lack of medicines.” The ministry’s data does not distinguish between civilians and combatants.

Gaza’s Civil Defense emergency rescue service also said that at least 100 people had been killed.

Riyad Rihan, 21, said he was sleeping in a roadside tent in the central city of Deir alBalah when explosions began nearby.

“I woke up to my children screaming,” said Rihan, who fled the northern town of Jabalia earlier in the war. “Pieces of

shrapnel came through the ceiling of my tent.”

President Donald Trump said Wednesday that he supported the strikes in Gaza, saying Israel “should hit back” when its soldiers were killed. But he added that “nothing is going to jeopardize” the ceasefire, which is based on a peace plan he proposed last month.

“Hamas is a very small part of peace in the Middle East, and they have to behave,” he told reporters aboard Air Force One during a trip to South Korea. He added, “If they’re not good, they’re going to be terminated.”

In a statement, Hamas accused Israel of seeking to undermine the ceasefire and criticized the U.S. administration.

On Wednesday, Prime Minister Sheikh Mohammed bin Abdulrahman Al Thani of Qatar, a key mediator in the conflict, said the flare-up of violence in Gaza had been “very disappointing and frustrating for us to see.”

Speaking at an event in New York, he said that the strikes were “a significant event” but that Qatar and other mediators, in particular the United States, “remain focused on making sure the ceasefire itself holds.”

At Nasser Hospital in Khan Younis in Gaza on Wednesday, a New York Times reporter saw women weeping over the bodies of children. Dr. Ahmed al-Farra, an official there, said the hospital had received the bodies of 21 people killed in the strikes, including 13 children.

The strikes came after a week of escalating tensions over delays to the exchange of deceased captives between Israel and Hamas, a key plank of the fragile ceasefire deal.

Tensions boiled over Tuesday when gunmen in Gaza attacked a group of Israeli soldiers in Rafah. The military said militants had opened fire on Israeli troops who were dismantling a Hamas tunnel in an area under Israeli military control in eastern Gaza.

Also on Tuesday, the Israeli military released a drone video that it said showed Hamas was trying “to create a false impression” about its efforts to locate deceased captives.

Hamas denied involvement in the Rafah attack. It has insisted it is acting in good faith to locate and return the remains of people it took from Israel during the Oct. 7, 2023, attack that ignited the war.

The drone footage showed what the Israeli military said were Hamas members faking the discovery of a deceased captive as observers from the Red Cross watched. The aid group said its staff members were unaware that a body had been moved before their arrival. “It is unacceptable that a fake recovery was staged,” the Red Cross said in a statement.

When asked about the video Tuesday, Hamas referred The New York Times to an earlier statement that accused Israel of creating false pretexts for military action.

US military kills 14 more people accused of smuggling drugs on boats

The Trump administration launched another round of deadly strikes on vessels it accused of smuggling drugs, killing 14 people in four boats in its growing military campaign off the Central and South American coasts, Defense Secretary Pete Hegseth said earlier this week.

Hegseth said that the strikes — three of them — took place Monday in international waters and that there had been one survivor. They bring the overall death toll to 57 in the campaign, which began in September.

A U.S. military official, discussing operations on the condition of anonymity, said the lone survivor was picked up in waters near the coasts of Mexico and Guatemala.

Hegseth said that Mexican search and rescue authorities had “accepted the case and assumed responsibility for coordinating the rescue,” but he did not release further details.

“The four vessels were known by our intelligence apparatus, transiting along known narco-trafficking routes and carrying narcotics,” Hegseth said in a post on social media announcing the strikes and accompanied by a video. He said eight men were on the boats in the first, four men were on the boat in the second strike and three men were on the boat that was struck third.

He did not provide geographic details beyond saying the strikes took place in the eastern Pacific. After launching a series of strikes in the Caribbean near the coast of Venezuela, the Trump administration has more recently been directing the U.S. military to strike boats in the eastern Pacific, off the coast of Colombia.

Two Air Force B-1 bombers from Texas flew off the coast of Venezuela in international airspace Monday, the latest effort by the Trump administration to pressure the country’s authoritarian president, Nicolás Maduro, to leave his nation, two U.S. officials said Tuesday, discussing operational matters on the condition of anonymity.

It was the second time in less than a week that the B-1s have flown such a mission. The long-range B-1

bombers, from Dyess Air Force Base in Abilene, Texas, can carry up to 75,000 pounds of guided and unguided munitions, the largest nonnuclear payload of any aircraft in the Air Force arsenal.

Earlier this month, at least two B-52 bombers from Louisiana flew for several hours off the Venezuelan coast in international airspace in what one senior U.S. official called “a show of force.” The B-52s can carry dozens of precisionguided bombs.

At roughly the same time, an elite Army Special Operations aviation unit conducted flights in the southern Caribbean Sea near the coast of Venezuela. The helicopters, belonging to the 160th Special Operations Aviation Regiment, were flying training missions, not rehearsals for a possible military action inside Venezuela, military officials said.

Hegseth has also ordered the deployment of the aircraft carrier Gerald R. Ford as well as its accompanying warships

and attack planes to waters off Latin America, the Pentagon said last week, in a further, dramatic escalation of military might in the region.

The Pentagon has not said when the Ford, the Navy’s most modern and technologically advanced carrier, will arrive. It is heading to Latin America from the Croatian coast, where it had been on a monthslong European deployment. Navy officials have speculated that the arrival could come in the first half of November, depending on weather conditions. It was unclear how hurricane season in the region might affect the heavy U.S. naval buildup.

Since late August, the U.S. military has deployed about 10,000 troops to the Caribbean, about half of them on eight warships and half in Puerto Rico, for what the administration says is a counterterrorism and counternarcotics mission. The Ford carries about 5,000 sailors and has more than 75 attack, surveillance and support aircraft, including F/A-18 fighters.

Hegseth in his social media post Tuesday compared the strikes against the boat cartels to America’s wars in the Middle East and Afghanistan over the past 24 years.

“These narco-terrorists have killed more Americans than Al-Qaeda, and they will be treated the same,” he said.

A broad range of outside experts in laws governing the use of armed force have said the campaign is illegal because the military is not permitted to deliberately target civilians — even criminal suspects — who are not directly participating in armed hostilities. Amazon to cut 14,000 white-collar jobs

Amazon said earlier this week that it planned to cut 14,000 corporate jobs, as it spends aggressively on artificial intelligence development.

Beth Galetti, Amazon’s executive in charge of human resources, said in a memo to staff that the layoffs would allow the company “to get even stronger by further reducing bureaucracy, removing layers, and shifting resources to ensure we’re investing in our biggest bets and what matters most to our customers’ current and future needs.”

Another round of corporate cuts is expected in January, after the holiday shopping season, according to two people familiar with the cuts, speaking before the reductions were announced.

The company had $18 billion in profit in the latest quarter and has increased spending on data centers that develop leading artificial intelligence systems. Capital expenses, which include data centers, are expected to top $120 billion this year, up almost 50% from last year.

“Some may ask why we’re reducing roles when the company is performing well,” Galetti wrote Tuesday. “The world is

changing quickly,” she added, and AI represented “the most transformative technology we’ve seen since the internet,” convincing Amazon executives to organize the company “more leanly, with fewer layers.”

In June, Amazon CEO Andy Jassy told employees that efficiency gains from using AI would shrink the company’s corporate workforce over the next few years. “We will need fewer people doing some of the jobs that are being done today,” he wrote. While that may create new opportunities, he predicted that the overall corporate workforce would be smaller as a result.

Amazon has also looked to rein in the growth of its warehouse and other blue-collar workers, who make up most of its more than 1.5 million employees. The New York Times reported last week that the company had plans to use automation to avoid hiring more than 600,000 warehouse employees in a decade even as it expected to sell twice as many items over that period.

Amazon last saw widespread layoffs almost three years ago, in a series of cuts over several months that trimmed 27,000 positions. The company’s workforce had ballooned during the early COVID-19 pandemic, topping 1.6 million. Though the business has since grown substantially, it had 1.5 million workers at the end of June.

UPS has cut 48,000 workers since last year

UPS has since last year reduced its workforce by 48,000 employees, the company said earlier this week, in a costcutting drive aimed at bolstering profits and winning back investors.

The Atlanta-based delivery company, which had nearly half a million employees at the start of the year, said 34,000 positions were cut this year among its drivers and warehouse workers, mostly in the United States. The other 14,000 came out of management’s ranks in cuts that began last year.

Amazon’s competitors have been turning to layoffs as well. Microsoft cut about 15,000 roles in the early summer. Target last week said it would trim roughly 1,800 corporate jobs, and Meta laid off 600 people.

UPS reported net income of $1.3 billion in the third quarter, down from $1.5 billion in the same period a year earlier. Revenue totaled $21.4 billion in the third quarter, a decline from $22.2 billion last year.

Though profit declined, UPS executives pointed to improvements elsewhere in the results on a call with Wall Street analysts on Tuesday. Revenue per package in the United States grew 10% in the third quarter from the year-ago period, Tomé said.

Many of UPS’s employees are members of the Teamsters union, which in April warned the company that it would fight job cuts that were not in line with its labor contract. On Tuesday, Tomé said UPS was “in compliance with the terms of our contract.”

A Teamsters spokesperson did not respond to requests for comment.

UPS’s business has also been roiled by the imposition of tariffs this year. The volume of packages sent to the United States from China fell nearly 30% in the third quarter.

President Donald Trump this year closed a loophole that had allowed huge numbers of shipments valued at or below $800, mainly from China, to enter the United States without being subjected to tariffs. After Trump first closed the loophole for those shipments from China and Hong Kong in May, the flow of packages entering the United States declined sharply, to approximately 1 million packages a day from some 4 million previously, Customs and Border Protection said in August.

UPS delivers parcels for Amazon, but the company said it had reduced that business because it was not profitable. The company delivered 21% fewer Amazon parcels in the third quarter, compared with last year.

Even after Tuesday’s rally, UPS’s stock is down by nearly a fourth this year. FedEx’s shares have fallen 11%. The S&P 500 index, measuring the performance of large companies, is up 17% so far this year.

Moca is a win away from the BSNF finals

The Explosivas of Moca defeated the Pollitas of Isabela 72-58 on Tuesday night to move within a game of reaching the Women’s National Superior Basketball League (BSNF by its initials in Spanish) finals.

The Explosivas can secure their spot in the finals today by winning the fourth game of the series, which will be held at José “Buga” Abreu Coliseum in Isabela, starting at 8 p.m.

Moca is leading the best-of-five semifinal series 2-1. If the Pollitas manage to extend the series, a fifth and decisive game will be held on Saturday, again in Moca, at 8 p.m.

In Tuesday’s Game 3 held at Dr. Juan A. Sánchez Acevedo Coliseum in Moca, Hillary Martínez led the Explosivas’ offense with 24 points, followed by Ashley Torres with 15 points and Samantha Fuehring, who contributed 13 points and 10 rebounds.

Bayamón, Toa Baja win COPUVO matches

The Vaqueras of Bayamón and the Llaneras of Toa Baja secured victories Tuesday night in Puerto Rican Volleyball Confederation (COPUVO by its acronym in Spanish) play.

Visiting Bayamón swept Las de la Mancha of Corozal 3-0 at Howard T. Jason Arena. The set scores were 25-19, 25-21 and 25-22. Lyanne Hernández stood out for the Vaqueras, while Genesis Castillo delivered the most impressive performance for Corozal.

With the win, Bayamón improved to

6-4 with 20 points, securing its place among the top six teams in the league. The teams that have qualified for the postseason so far are the Cangrejeras of Santurce (12-0, 40 points), Amazonas of Trujillo Alto (8-3, 30 points), Bravas of Cidra (7-4, 26 points), Big Sisters of Carolina (8-4, 24 points), Volley Girls of Guayanilla (6-4, 21 points), and the Vaqueras.

At the Avoli mini-coliseum in Levittown, the Llaneras of Toa Baja secured their first and only victory of the season in their final match, defeating the Criollas of Caguas in four sets with scores of 25-21, 11-25, 2519, and 25-22.

Toa Baja concludes its season as the only team eliminated so far, with a record of 1-11 and four points. Corozal sits in seventh place with a 3-8 record and nine points, followed by the Lady Sharks of Aguadilla with a 2-7 record and seven points, and the Criollas, at 1-8 and five points.

In COPUVO, victories in three sets earn a team four points and wins in four sets are worth three points, while five-set matches award two points to the winner and one point to the loser.

Yabucoa heading to COLICEBA postseason

The Azucareros of Yabucoa defeated the Yunqueros of Río Grande 7-0 on Tuesday night at Concepción Pérez Alberto Stadium in Fajardo, securing the final playoff berth in the Eastern Division of the COLICEBA baseball league.

The result eliminated the Jueyeros of Maunabo and Halcones of Gurabo from contention. It also left the Marlins of Ceiba as the top seed in the division.

Right-hander Bryan Bermúdez pitched a complete game, striking out six and allowing only four hits to lead Azucareros to victory. At the plate, Ángel Flores, Yan Contreras and Alexis Cruz all homered for Yabucoa.

Flores led the offense with three RBIs, while Cruz drove in two.

Left-hander Christian Torres pitched the first four innings and took the loss for Río Grande.

The Azucareros and Yunqueros will meet again in the best-of-three East Division semifinals.

The Explosivas set the tone early, with a three-pointer by Fuehring and a drive by Torres for a quick 5-0 run. Moca extended its lead in the second quarter, reaching a 26-point advantage (40-14) with 4:43 remaining before halftime. The first half ended 46-26 in favor of the home team.

Each of the first three games of the series have been won by the home teams.
