The 27th Amendment Bill which passed the Senate with a twothirds majority and now awaits approval from the National Assembly, includes 59 clauses several of which have sparked fierce criticism Among them are changes to Article 243 restructuring military command and amendments to Article 248 granting lifetime legal immunity to the president
Rehman warned that under the proposed Article 200 the president would gain authority to transfer high court judges between provinces, while the creation of a Constitutional Court would “fundamentally alter” the judicial balance of power
He also objected to the proposal to rename the Chief Justice
of Pakistan as Chief Justice of the Supreme Court, arguing that it would allow the prime minister to “handpick” the country’s top judge Now the head of the constitutional court will be whoever the prime minister chooses This is direct interference in the judiciary, he said
Criticising the government’s broader agenda the JI chief said the reforms violated the principle of equality before the law No individual regardless of their power, should be given immunity above the law, he declared Turning to the economy, Rehman dismissed Prime Minister Shehbaz Sharif ’s claims of recovery saying improvements in the stock market did not reflect the hardships faced by ordinary Pakistanis The real economy and lives of ordinary people tell a com-
pletely different story, he said He further accused mainstream political parties of hypocrisy in their dealings with the establishment When the establishment supports us we say zindabad ; when it supports someone else, we say murdabad This hypocrisy must end, he remarked
Rehman also alleged that Senate seats were being influenced by financial interests and criticised Punjab for not holding local government elections since 2015 He rejected the province s new Local Government Act, which allows non-party elections, calling it “unacceptable and undemocratic ”
The JI leader demanded a transparent party-based local government system saying true democracy begins at the grassroots level

Criticising both the speed and substance of the amendment, Aurat March Lahore said, “The manner in which the amendment is being passed as well as its content assails every aspect of accountability and justice and consolidates the powers of the military at an unprecedented level

ITN the days after Israel was attacked on 7 October 2023, the thenn US President Biden cautioned Israeli Prime Minister Benjamin Netanyahu not to make the same mistakes the USA made following 9/11 Biden never publicly spelled out what he meant but it was understood as a warning to Netanyahu in response to the shock generated by the attack, not to overreact or overreach, as President George W Bush had done by invading and occupying Iraq and proposing a US-led democracy agenda that would transform the Middle East That war lasted more than a decade with tremendous cost in lives treasure and US prestige It also emboldened Iran and spawned extremist groups across the Levant and North Africa, like ISIS If that is what Biden meant, and administration officials made it clear that it was, then it was sound advice maybe the soundest Biden had to offer the Israelis during his tenure in office The problem of course was that Netanyahu didn t listen and the USA did nothing to apply restraints when the Israelis did exactly what they were urged not to do In fact the Biden Administration did exactly the opposite It embraced Netanyahu’s goals in Israel’s assault on Gaza It gave Israel tens of billions in military arms and defended its actions at the United Nations As it became clear that the Israelis were committing war crimes and genocide Biden and company threatened sanctions on the international jurists that were investigating these crimes
About all the US administration did during all this time was timidly challenge Netanyahu to think about “the day after” and offer a few ceasefire proposals Although the Israelis never fully accepted the terms of the Biden proposals and made it clear what Netanyahu s government had in mind for the day after the USA did nothing to rebuke them The Biden crowd should have known that Netanyahu didn t want to end the war, nor did the governing coalition with which he was aligned They
were driven by fantasies of Greater Israel that would evict Palestinians from Gaza annex the West Bank and expand its security perimeter by gaining control of parts of Lebanon and Syria As the war dragged on, it metastasized into a regional conflict Lebanon s Hezbollah and Yemen s Houthi government entered the fray with disastrous consequences for all involved Israel responded by assassinating Hezbollah’s leaders and cadre in a massive bombing campaign and a terrorist attack using explosive personal devices in Lebanon and extending the war into Syria and then to Iran Hezbollah s main military backer After entering the White House, President Donald Trump followed the Biden playbook by giving the Israelis a free hand and political backing while also as is

But the consequences of this reduction would not stop at Pakistan’s borders Afghanistan itself stands to suffer perhaps even more deeply Nearly 80 percent of Afghanistan s essential food imports including wheat flour rice pulses and vegetables originate from Pakistan Any disruption to Pakistan s agricultural output would inevitably drive up prices and reduce supplies flowing to Afghan markets In other words every drop withheld upstream risks becoming a meal lost downstream on both sides
No one disputes Afghanistan s sovereign right to develop and manage its natural resources However, the notion that damming the Kabul River will grant Afghanistan economic independence is a dangerous illusion Large-scale hydropower and irrigation projects require vast sums of money technical expertise and long-term maintenance capacities that remain limited under the current interim setup Experts doubt whether such projects can materialize in the near future without massive external support
That external support unfortunately is coming from a problematic direction India’s recent pledge of $1 billion in assistance to
Afghanistan, supposedly for infrastructure and water projects, carries political undertones History shows that New Delhi has long weaponized water diplomacy manipulating the Jhelum and Chenab flows in violation of the Indus Waters Treaty
To imagine that its interest in Afghan dam-building is purely benevolent would be naïve Rather, it fits into a broader strategy of encircling Pakistan and sowing discord in the region Afghanistan must ask itself: will it allow itself to become a pawn in someone else s hydro-political game?
Pakistan has consistently respected Afghanistan s legitimate riparian rights on the Chitral-Kunar system It has never unilaterally diverted upstream flows, even though technically it could have explored such measures within its territory This restraint stems from a recognition that water disputes must never override the bonds of culture faith and fraternity that link the two nations
Unfortunately, no formal water-sharing agreement exists between Pakistan and Afghanistan despite more than two decades of sporadic dialogue One reason has been the international community s non-recognition of the Taliban-led interim government making formal treaty negotiations diplomatically complex However, this should not prevent informal, technical, and confidencebuilding mechanisms from taking shape Shared hydrology requires shared management not unilateral decisions
The Kabul River should be treated as a shared ecological asset and not a political tool A joint commission, scientific data exchange, and seasonal coordination could prevent misunderstandings and ensure equitable use This is not about one country’s domina-
tion over another; it is about survival in an era of accelerating climate stress Afghanistan s growing population and its need for irrigation are genuine So too are Pakistan’s concerns about food security But re-
