MIXED-USEDEVELOPMENT

The ambitious plans to develop part of Altydgedacht wine farm entails amixeduse development on about 40 ha (15%) of the 260 ha farm whilst preserving the majority of the property for continued agricultural use and conservation, according to the executive summary of the second draft basic assessment report, which was issued on Friday14November last year.

The farm is dissected vertically by TygerbergValley Road into a154 ha northern and 106 ha southernsub-portion The proposed development is confined to the southern portion of 106 ha only, with the northern portion remaining unaffected by development, according to the report.The development will incorporate predominantly residential development, supported by amixed-use precinct (commercial and tourism), school site expansion and privateopen-space areasfor rehabilitation, landscaping and stormwater management.

RANGEOFHOUSINGTYPES

The development will consist of 110 erven larger than 300m² in extent, 100 erven less than 300m² in extent, 82 erven less than 500m² in extent, 90 retirement units, 807 three-storey apartments and 44 single residential units.

Amixed-use precinctwould be established around the historic farmyard, featuring approximately 3531m²of retail space, 791m² for restaurantsand 5933m² of office space.

Other proposed infrastructure improvements includeanew 1.8mlitre water reservoir, stormwater management systems with infiltration ponds, anda

To address these concerns, the plans emphasise that 85% of the farm would remain undeveloped, including critical biodiversityareas andthe mostproductive agriculturalland.

The northern portion of thefarm would continue as workingagricultural landand conservation areas,preserving important ecologicalhabitatsincludingwetlands and riparianzones alonglocal watercourses.

The proposal includesrestoring the farm’s historic buildings andmaintaining itswine-makingoperations, whilstadding new community amenities andgreen spaces along the nearby Elsieskraal River.

Traffic impacts havebeen identified as akey concern, with necessary upgrades planned for nearby intersections and road networks to accommodateincreased vehicle movements from the new residential community.

The Kraaifontein Wastewater Treatment Works is performingwell, achieving a98% compliance rate over the past sixmonths, City officials announced last week.

The facility, which treats seven million litres of wastewater every day, serves residentsinKraaifontein and Durbanville areas.Itisone of 23 wastewater treatment plants operated by the City of Cape Town. Maycomember for water and sanitation ZahidBadroodienrecently visited the plant to check on its operations, noting the ongoing challenge posed by foreign objects enteringthe sewer system.

TREATMENTPHASEDAPPROACH

The treatment process operates in severalphases. Rawsewage first goes through screens to remove solid waste and grit.The waterthenmoves to biological treatment tanks where helpful bacteria clean it. Next, the water goes to settling tankswhere remaining solids sink to thebottomwhile cleanwater rises to the top. Thewater is then disinfected in a bioreactor to kill harmful germs using both chlorineand naturalsunlight in special ponds.

Theplanthas six maturation ponds wheresunlight helps remove diseasecausing organisms. Finally,chlorine is addedasalastcleaning step before the treated wateriseither used for irrigation or released into rivers.

PLANTUPGRADES

First commissioned in 1974, the plant has been in operation for 52 yearsand has undergone four major infrastructure upgrades in 1983, 1987, 2003 and most recently in 2013, when new inlet works were commissioned.

Theplant currently uses two screening systems, two grit removal units, one biological treatment tank, three settling tanks,and equipment to remove sludge. Fourteen permanent staff members keep the facility running.

Die voormalige Hoërskool DF Malan het Maandag ‘n nuwe hoofstuk in sy geskiedenis begin toe die skool vir die eerste keer sy deuregeopen het onderdie naam DF Akademie.

Die historiese oomblik is gekenmerk deur toesprake deur Ferdi Booysen, voorsittervan die beheerliggaam,en Hannes Oosthuizen, die skool se nuwe hoof.

Dit was ‘n jolige oggend saam met spesiale gaste, onder andereoudskoolhoofde en onderwysers vanDF Malan, asook die matriekklasvan vanjaar. Goodwood pool renovation excels,but Civic Centre repairs stillpending

TheCityofCape Town is to be congratulated on its choice of acompetentcontractor to renovate the GoodwoodSwimmingPool. Even afterthe extensive work undertaken, the contractor completed the projectwithinthe specified timeframe.Moreover, sincethe pool wasoriginally built,ithas neverbeen in such apristine condition! With the extremelyhigh temperatures, people

flocked to findrelief, with manyfromsurrounding areasbeginning to queue from 08:00. Of the numerous peopletowhomIspoke, therewas nothing but praise. Regrettably, the above success contrastedsharply with the varying, conflicting, andcontradictory notices andutterancesbythe City's officialsoverthe past year.The Maycomember forcommunityservices and health referred to merely"cosmetic repairs" being

undertaken, whichIcategorically refuted (TygerBurger, 5March).

Cape Town residents canbreathe easy this summerasthere will be no water restrictions during the coming months.

The announcement comes after many peoplequestioned why the citydidn't putwater limits in place before the busy December holidays whilst there was severe pressure on water supply. Mayco member forwater and sanitation, Zahid Badroodien, this week in a statement to TygerBurger said the decision isn't actually made by Cape Town's city council. Instead, the NationalDepartment of Water and Sanitation (DWS) has the power to decide when water restrictions are needed.

Last November, government experts took aclose look at the city's water situation and concluded that Cape Town has enough water to get throughthe 2025/2026 hydrological year without any restrictions, says Badroodien.

This decision was based onadetailed analysis that weighed several important factors.

Officials examined how full the dams are rightnow compared to the sametime last year, looked at current rainfall patterns, and calculated howmuch water people typically use during the hotsummer months when demand peaks

After crunching all the numbers, DWS gave CapeTown the green light to continue without restrictions.

WATER SUPPLYSTABLEFOR NOW

STAYWATER-WISE

Looking aheadtothe new year, no restrictions are planned for these months either. However, residents are reminded that permanentwater by-law regulations do apply and are compulsory even when water restrictions have notbeen implemented.

"While there is no immediatereason for concern around Cape Town's dam levels, everyone needs to please manage their water use overthe coming monthsto ensure thatwewill not need to implement water restrictions in future. Water restrictions are the last option and done to conserve water, butthe likelihood of implementing them can be prevented if we alluse water wisely,"says Badroodien.

"The Cityismonitoringthe water useand dam levels very closely, and decisions will depend on this coming winter'srainfall. Restrictions will only be considered if there is ahigh likelihood that the dam levels will fall below 80% on 1November2026.
