The Digitisation of Tax
What does it mean for your business?
The UK Government is accelerating its digitisation agenda for tax. From Making Tax Digital (MTD) to major Companies House reforms and HMRC moving services online by default, the way businesses interact with the tax system is changing fundamentally.
These developments are set out in HMRC’s Transformation Roadmap and represent one of the biggest shifts in compliance in decades.
Digital by default
HMRC is moving away from paper correspondence. Most tax communications will be delivered digitally via online accounts, GOV.UK services or HMRC’s app. The aim is for 90% of customer interactions to be digital by 2030 under its Digital First strategy.
This includes automated reminders, AI-powered chat tools and fewer manual interventions. Government Gateway accounts are being phased out and replaced by GOV.UK One Login, creating a single access point across HMRC, Companies House and other government services.
Digitally excluded taxpayers
HMRC has committed to retaining paper and phone support for those who are digitally excluded or have complex tax affairs. Targeted education and support packages are planned for pensioners and small and medium-sized businesses, although digital interaction will remain the default.
New tax returns and submissions
Under the new digital tax system, compliance will become significantly more demanding. Instead of one annual tax return, affected businesses will be required to submit multiple updates throughout the year, including:
• Four quarterly updates every three months, submitted digitally using compatible software
• A final year-end tax return to confirm and finalise the tax position
• Stricter digital record-keeping, with HMRC expecting near real-time accuracy
• Less flexibility on deadlines, with late or incorrect submissions more likely to trigger penalties
For many businesses, this marks a shift from annual compliance to continuous reporting, requiring stronger systems and consistent oversight.
What’s changing next?
By the end of the 2025/26 tax year, changes include online PAYE services, pre-populated expense claims, online selfassessment deregistration, digital reporting of the High Income Child Benefit Charge, claim tracking and biometric voice ID.
From 2026 onwards, MTD for Income Tax begins in April 2026, followed by digital inheritance tax services, expanded digital NIC refunds and increased data sharing across government departments.
What this means for businesses
Sole traders and landlords with qualifying income over £50,000 must comply with MTD from April 2026. Small income reporting thresholds will rise to £3,000, with new digital reporting for side income.
Company directors and PSCs must complete Companies House ID verification from 17 November 2025. Employers should prepare for mandatory payrolling of benefits in kind from April 2027.
