Holly DeNeve is an Indiana attorney whose legal career has been rooted in child welfare law

Early Foundations and Academic Discipline
Her path to public service began in northern Indiana, where she graduated from New Prairie High School in 2004 She then attended Manchester College, earning a degree in political science with a minor in environmental studies. Graduating magna cum laude in 2008, she showed a strong commitment to academics and a growing interest in societal issues
Holly continued her education at Valparaiso University School of Law, earning her Juris Doctor in 2011 That same year, she passed the Indiana Bar Exam and was admitted to practice in October. From the beginning, she was drawn to public service, choosing to focus on helping vulnerable populations rather than pursuing a private legal career.
Entering Child Welfare Law
Shortly after graduating, she began working for the Indiana Department of Child Services Initially hired as a temporary legal assistant, she was soon promoted to a full-time staff attorney role in St Joseph County This position placed her directly in courtroom settings, where she handled matters with profound and lasting effects on children and families
Her responsibilities included a broad range of legal issues: children in need of services, termination of parental rights, adoptions, guardianships, and related family law matters. She became known for her dependable preparation, professional demeanor, and ability to navigate complex cases with care
Holly drafted motions and pleadings, managed discovery, conducted witness interviews and depositions, and handled courtroom examinations She worked in close collaboration with caseworkers, prosecutors, and judges, staying up to date on relevant legal developments and changes in the law
A Trusted Advocate Within the Department
During her time at the department, she earned a reputation as a knowledgeable and consistent legal professional Her ability to communicate legal concepts clearly and effectively led to her selection to speak at three continuing legal education seminars, an indication of the trust others placed in her expertise.
In 2016, she briefly left the department to explore another opportunity but returned within a few months. Her return marked her ongoing commitment to protecting children. She remained with the department until September 2025, continuing to serve in a field she deeply believed in

Beyond her professional work, Holly and her husband have remained active in their community. They have contributed Christmas gifts for foster children through the St Joseph County CASA program, donated clothing to the New Carlisle Clothing Co-Op, provided food to local pantries, and supported their child’s school through various contributions.
Looking Ahead With Intention
After more than ten years in public service, Holly is preparing to open a solo practice focused on domestic relations mediation, guardian ad litem appointments, and child protection law. She brings the same principles that have guided her throughout her career: thoughtful preparation, a commitment to fairness, and respect for those she serves
