Workforce:

Minnesota - 2026 Legisla,ve Priori,es

o Con$nue cri$cal investments into regional-based workforce solu$ons that strengthen recruitment, acclima$on, development and reten$on.

o Enhance funding for essen$al child care programs, grants and ini$a$ves, and incen$vize public-private partnerships and investments to increase access to affordable and quality child care.

o Enact pragma$c reforms to child care licensing and regula$ons to modernize exis$ng laws and reduce regulatory burdens on child care providers while maintaining safe and high-quality care for children.

o Expand incen$ves, reduce burdensome regula$ons, and provide communi$es with zoning flexibility to expand residen$al development and reduce the cost of market-rate and aDainable workforce housing.

Educa/on:

o Allow $me-limited fund transfers throughout the K-12 educa$onal system, provided they do not increase state aid obliga$ons or expand district taxing authority.

o Support legisla$on to address physical school safety and cybersecurity needs by increasing the safe schools levy and expanding LTFMR to include safety and security measures, and expand state resources for school resource officers to ensure districts have adequate funding to support comprehensive school safety.

o Expand statewide investments into career workforce academies and high-quality work-based learning opportuni$es.

o Support funding for postsecondary ins$tu$ons to improve campus infrastructure, enhance curriculum, and aDract and retain students.

o Support programs and incen$ves to develop sustainable and posi$ve communi$es and neighborhoods surrounding our educa$onal assets, schools and universi$es.

Business:

o Reform the Paid Family and Medical Leave Act, Earned Sick and Safe Time, and other business mandates to best accommodate businesses and address their concerns.

o Reform the state’s tax environment to increase Minnesota’s global compe$$veness and conform to pro-growth tax policies contained in the 2025 federal tax bill.

o Con$nue pragma$c reforms to the state’s regulatory system including streamlining permiTng processes, reducing burdensome regula$ons, and providing economic and regulatory clarity and certainty to support the development of vital economic sectors.

o Enhance programs and funding opportuni$es to support the Downtown Center redevelopment in Moorhead and the development of a cultural mall.

o Ensure polices, programs, ini$a$ves and incen$ves are comprehensive and inclusionary of Greater Minnesota and recognize border ci$es, to keep Minnesota compe$$ve.

o Enact incen$ves and structure the regulatory framework to support the development of a sustainable avia$on fuel project in Moorhead.

Community Investments:

o Secure funding for flood mi$ga$on projects throughout the City of Moorhead, Clay County and the Buffalo Red River Watershed District to complete the FM Diversion project.

o Secure funding for the construc$on of a nonsecure juvenile facility in Clay County.

o Expand funding for the Heartland Trail project star$ng in Moorhead and Dilworth.

o Expand statewide authoriza$on for local communi$es to establish social districts.

o Support the sales tax exemp$on for the construc$on of the City of Dilworth’s Community Center.

o Support the sales tax exemp$on for the renova$on of the Moorhead City Hall.

o Secure funding for a Wastewater Treatment Facility upgrade project for Moorhead and Dilworth.

o Secure funding for the West Central Regional Water District.
