Doewood Drive action postponed BOCC moves name change, vacation, replat to April 18 By Lisa Collacott

lcollacott@ourcoloradonews.com The El Paso Board of County Commissioners was scheduled to consider the road name change and vacation and replat of a

section of Doewood Drive at their April 9 board meeting. Instead. commissioners voted to continue the items at the April 18 BOCC meeting. Commissioner Daryll Glenn, district 1 commissioner, said he would prefer to move the items to a date when his constituents can be present and be allowed the opportunity to comment. Because of the snow storm, many residents that live on or near Doewood Drive in Woodmoor contacted BOCC Chair Dennis Hisey, asking if they could submit their

comments electronically regarding the name change. A proposed name change is being considered for Doewood Drive between Chisholm Trail and County Line Road. “With all the history surrounding this, I would like to, I don’t believe it’s time sensitive, so I would like to continue this item to a later date, certain to allow citizens an opportunity to be able to appear before us and finalize this,” Glenn said. “I would certainly like to defer to my constituents that would love to be here.”

The vacation and replat of the Doewood Drive right-a-way was going to move forward. However, as Craig Dossey, project manager from the development services department, began the presentation, Glenn suggested that those items be moved to April 18 as well. Doewood Drive has long been a topic of discussion between the county and residents. The county staff wants to remove an existing gate. Residents want the gate to stay in place, and the road closed to through traffic.

Keeping the dancing Tri-Lakes Chamber of Commerce members in line, Jeff Zaiger and Springs Sounds, an interactive entertainment group taught them a few new moves on the dance floor on April 6 at The Pinery in Black Forest. The annual Tri-Lakes Chamber of Commerce dinner and awards banquet went country with its theme “Rhinestone Rodeo” and the boots were stomping when the dancing started. The chamber handed out four awards: Business Person of the Year went to Carl and Alaine Nolt who own Serrano’s Coffee Co., Nonprofit of the Year went to Tri-Lakes Cares, Volunteer of the Year went to Jim Bergeron who volunteers at Tri-Lakes Cares and chamber Ambassador of the Year went to Tom Hilfers who serves as secretary on the chamber board of directors. Besides dancing and awards, there were also a silent auction and a live auction that netted $2,045. All auction items were donated by local business owners. For more, see Page 8. Thomas Guolee, reportedly a white supremacist gang member, wanted for questioning in the Tom Clements murder investigation, is now in the custody of the El Paso County Sheriff’s Office. Guolee, 31, was arrested for an active felony warrant at approximately 5:30 p.m. on Thursday, April 11. Guolee is a member of the 211 Crew, the same white supremacist gang that Even Ebel belonged to, and was considered a person of interest in the investigation, not a suspect. Guolee, along with another 211 crew member James Lohr, Guolee was believed to have been in contact with Ebel after his release from prison in January and before Clements was killed. Lohr was arrested April 5, after trying to elude Colorado Springs police. In a press release by the sheriff’s office Sgt. Joe Roybal, no additional information regarding Guolee’s arrest was available. He is being held without bond for violation of parole. ABC 7 News in Denver has reported that Guolee’s family confirmed the arrest and that the arrest was peaceful. Clements was killed by Ebel at his home on March 19 after he answered the door. Ebel was involved in a car chase and a shootout two days later with law enforcement in Texas, and was killed during the shootout. Ebel is also a suspect in the shooting death of a pizza delivery driver in Golden. The murder investigation is ongoing.

Town of Palmer Lake to implement water restrictions Ordinance may be effective immediately By Lisa Collacott

lcollacott@ourcoloradonews.com Like many water districts and municipalities in the state, the town of Palmer Lake will face stricter water restrictions

this summer. During the April 11 town council meeting, the trustees discussed what should be in the ordinance. The town is expected to go to a twice a week watering schedule like the city of Colorado Springs. The town will most likely follow an odd/ even watering schedule as well, but much of the discussion centered on what time of

day citizens can water. The trustees discussed allowing watering between 8 p.m. and midnight on the days citizens are assigned to water, but then extended it from 6 p.m. to midnight. Trustees discussed giving citizens a fourhour window in which to water, perhaps 6 to 8 a.m., and then again from 6 to 8 p.m. The town is considering stage I restrictions, but will need to decide if it’s all of the

stage I restrictions, or just irrigation restrictions within stage I. Town attorney Larry Gaddis told trustees that for the ordinance, they will need to narrow down a time for irrigation watering, and decide what else they want to include -- such as allowing drip irrigation, prohibiting washing sidewalks and washing cars, Water continues on Page 9
