ExecutiveSummary

In September 2025, a Citizen Survey was mailed to 1600 randomly selected Cranbrook Residents Residents were asked to rate their satisfaction with the services provided by the City of Cranbrook, focusing on Cranbrook RCMP 419 surveys were completed, giving a response rate of 26%.

Satisfied with City Services

Residents were very satisfied with fire protection services, playgrounds, parks, trails, street lighting, garbage and recycling collection and the airport. Residents were less satisfied with economic development, development services, snow plowing, road maintenance and bylaw enforcement (noise, animals, unsightly premises and homeless encampments).

Almost 1-in-3 support tax increase in 2026

Thirty-two percent would support a tax increase in 2026 in order to maintain current levels of service provide by the City.

Majority support funding the Cranbrook Public Library and Community groups

Fifty-five percent would support providing additional funding to the Cranbrook Public Library in 2026. Two-thirds (67%) would support the City continuing to make funding available to a number of community groups, non-profit organizations and service agencies.

Music Festivals welcomed

Sixty-one percent would prefer to attend music festivals in Cranbrook.

1-in-3 had direct contact with Cranbrook RCMP

In the past 12 months, 33% have had direct contact with Cranbrook RCMP. Respondents agreed that RCMP were courteous, respectful, professional, knowledgeable and competent.

Almost 1-in-4 affected by Crime in Cranbrook

In the past 12 months, 23% have been affected by a Crime in Cranbrook. Of those affected, 37% reported the crime to the RCMP.

Majority feel safe in Cranbrook

Ninety-three percent feel safe during the day in Cranbrook but only 75% feel safe walking in downtown Cranbrook. Seventy-five percent indicated there are places to avoid in Cranbrook due to safety concerns.

Most important issues for Cranbrook RCMP

People feel that the most important issues for RCMP to focus on are street level drug activity, property crime, person crime and homelessness.

Introduction

In September of 2025, the City of Cranbrook conducted a comprehensive mail survey with a random sample of Cranbrook Residents. Residents were asked to rate their level of satisfaction with a variety of City services and programs. The survey is an important step in including input from Residents when the City is making operational, service and budget decisions for the upcoming years

Discovery Research, an independent consulting firm, was retained to conduct the Cranbrook Citizen Survey. The survey was designed so that Residents’ opinions could be easily summarized and prioritized.

Objectives

The 2025 Citizen Survey has the following objectives:

➢ Measure Residents’ satisfaction levels with the various City services.

➢ Determine the public’s views as to the types of changes needed in City services.

➢ Determine preferences related to the 2026 city budget.

➢ In depth analysis of for community policing and Cranbrook RCMP.

Methodology

A random sample of 1600 Cranbrook Residents were mailed a survey in September 2025 The random sample was generated such that each residence in Cranbrook had an equal opportunity of being selected for the research. Included in the mailing was a cover letter with the survey QR code, allowing respondents to complete an equivalent online version of the survey. We received 419 completed surveys, 343 mailed back and 76 online surveys, giving a response rate of 26%.

Statistics generated from a sample size of 419 will be accurate within ±4.9%, at the 95% confidence interval (19 times out of 20).

Online Public Survey

In addition to the random mail survey methodology, the City of Cranbrook posted an equivalent online survey, available to all Cranbrook Residents, on the City webpage. Results for this online survey can be seen in Appendix II under the column titled, ‘Public Survey”. Four hundred sixty-nine respondents completed the online survey.

Weighting

Cranbrook’s actual population distribution by age was taken from the 2021 Canadian census results. The sample statistics have been weighted to match the age distribution of the entire population of Cranbrook.

Section 1 – City Services

Ninety-eight percent of Residents are satisfied with the city’s fire protection services and 96% are satisfied with city playgrounds.

Residents continue to be very satisfied with city trails, city parks, street lighting, garbage and recycling collection, airport, and community, cultural and recreational events.

Inflation’s effect on Household purchasing power

Almost 1-in-3 (32%) would support a tax increase in 2026 to maintain the current levels of service provide by the City.

Inflation has affected household purchasing power a lot in 67% of households and a little in 27% households.

If forced to reduce spending, Cranbrook Residents would be OK with reducing spending on bike paths (45%) and tourism promotion (44%)

Section 2 – Funding

The majority (55%) would support the City providing additional funding to the Cranbrook Public Library in 2026.

Two-thirds (67%) would support the City continuing to make funding available to a number of community groups.

Section 3 – Communication from City

The majority (53%) receive information from the City of Cranbrook from social media and 42% get information from Cranbrook.ca.

Forty-eight percent would prefer to receive information from the City of Cranbrook from social media posts and 41% would appreciate an emailed newsletter.

City updates about public safety and emergency notifications matter to 80% and 74% want updates on road closures, construction and service interruptions.

Thirty-four percent would be willing to pay between $50 to $74 for ticket to a local concert.

About 1 in 3 (33%) had at least one direct contact with Cranbrook RCMP in the past 12 months.

Among the 135 people that have interacted with the Cranbrook RCMP in the past 12 months, 47% contacted the RCMP for a non-emergency call to report crime or suspicious activity.

Among the 135 people that have interacted with the Cranbrook RCMP in the past 12 months, the majority agreed that the RCMP were courteous and respectful, treated them with dignity, respect and fairness.

Eleven percent indicated they would hesitate to contact the RCMP for assistance.

Of the 45 respondents who indicated they would hesitate to contact the Cranbrook RCMP, 37% felt the RCMP were slow or had poor follow up and 27% did not trust or had negative perceptions of the RCMP.

Ten percent indicated they were a victim or a witness to a crime in Cranbrook in the past 12 months and did not report it.

Of the 45 respondents who indicated they were a victim/witness to a crime, 44% felt it was too minor of an incident and 31% felt it was too difficult to contact the RCMP (waiting times)

Almost 1-in-4 (23%) have been affected by a crime in Cranbrook in the last 12 months.

Of the 92 respondents that have been affected by a crime in the last 12 months, 63% reported that crime to the Cranbrook RCMP

The top 3 influences on Residents’ perception of the service provided by Cranbrook RCMP are general observations of police in community (73%), media coverage of local police (42%) and word of mouth (36%)

Overall, 67% felt the Cranbrook RCMP are providing excellent (18%) or good (49%) policing services in the community.

Section 6 – Safety and Comfort Level

Ninety-one percent are very (49%) or somewhat (42%) concerned about crime in Cranbrook.

Residents feel somewhat or very safe during the day, at home at night and in their neighbourhood.

Only 66% feel somewhat or very safe at night in Cranbrook.

Eighty-three percent of residents feel that crime occurs very often (48%) or often (35%) in Cranbrook.

Seventy-one percent feel that crime has increased and 29% feel that crime stayed the same in the past 12 months.

Seventy-five percent indicated there are places in Cranbrook they avoid because of safety concerns.

Ten percent of respondents own a business in Cranbrook.

Of the 40 respondents that own a business in Cranbrook, almost half (47%) of those businesses have been victim of theft.

The majority (54%) feel the number of police officers in Cranbook is about enough and 43% feel there are too few officers.

The majority are very comfortable with approaching, associating with and working alongside the Cranbrook RCMP.

The most important issues for Cranbrook RCMP to focus on are street level drug activity (69%), property crime (69%), persons crime (51%) and homelessness (47%).

The most important issues for the RCMP to focus on are drug investigations and enforcement (96%) and call response time (95%).

Sixty-five percent felt the RCMP was effective communicating information to public by using media releases and 45% felt the RCMP facebook page was effective.

Thirty-seven percent would be interested in further engagement activities with the Cranbrook RCMP.

Among the people who would be interested in further engagement with the RCMP, the biggest limitations that might affect people’s ability to participate would be time of day/day of week and the amount of time required.

The majority (53%) would support funding additional police officers. Only 22% would not support funding additional officers and 25% are undecided.

We are reaching out to you because you have been randomly selected to participate in an important, statistically valid survey regarding the City of Cranbrook’s budget for 2026. Your feedback is crucial in helping City Council make informed decisions about future city services and budget allocations.

Mayor and Council, and City Administration remain committed to working hard to find efficiencies and reduce costs wherever possible; while continuing to provide quality services that our residents, businesses and visitors expect from the City every day.

In fall 2024, Mayor and Council asked for your input on the City’s budget and priorities. Your responses were received and informed Council’s decision-making last year. That survey also highlighted that residents felt homelessness, crime, and safety were the most pressing issues facing our community by a wide margin Mayor and Council also prepared an extensive response to the concerns raised in last year’s survey, which you can find here: https://www.cranbrook.ca/budget2026survey

In response to what Mayor and Council heard from you, this year’s survey is focused on community safety.

Cranbrook RCMP, in partnership with the City of Cranbrook, is launching the first-ever public safety survey. Developed with support from Criminal and Social Justice students at College of the Rockies, this survey will help guide local policing priorities for the next four years by gathering your feedback on safety and community concerns.

About the Cranbrook RCMP Detachment

The Cranbrook RCMP is a hybrid detachment, with officers funded both municipally and provincially. Each year, the detachment manages about 10,000 files, with roughly 8,000 within City limits. Police respond in person to about 75% of these calls, while the remainder are handled in-office or documented for information.

The municipal detachment includes 26 officers, serving in a variety of roles:

• 1 Detachment Commander

• 2 Sergeants (General Duty & General Investigation Section)

• 17 General Duty Officers

• 4 General Investigation Section Officers

• 1 Community Policing Constable

• 1 Forensic Identification Officer

General Duty (GD) officers make up the largest group. They respond to 9-1-1 calls, non-emergencies, and traffic enforcement while also carrying active investigations. Each GD officer handles about 375 files

annually, with four officers on duty per 12-hour shift in the City at any given time.

The General Investigation Section (GIS) manages the most serious and complex cases, such as drug trafficking, serious assaults, arson, and crimes against children. These investigations are time-intensive and can require up to 200 hours of preparation for a single case.

The Community Policing Constable works closely with schools and community groups, while the Forensic Identification Constable provides specialized evidence collection and forensic services.

Since a 25% funding cut in 2009, provincial support for public libraries has remained largely unchanged, while costs, population & service demands have grown. • The problem our city is facing is the continued break and entering on the main strip (highway). Too many businesses have reported many break ins, and it seems to have increased since the previous year. There is also many people stealing goods from people's homes or cars. For example, someone came into fenced off backyard in the middle of the day, went to my storage container and took tires. For my wife and I, having 2 young kids playing in the backyard often, this makes me very nervous. Technically not a crime but I have noticed more people high on drugs and passed out in our neighbourhood. We have to walk by these areas to get to playgrounds at our local schools. I don't feel safe walking by them with my kids just in case they have a episode.

With us being such a family community, I just don't want this to ruin our city like in Surrey BC

• I support the homeless shelter, I think it's a great location and hope the high school can partner with it (cooking classes making food for the shelter etc). But I think the general public is quite worried about the location. It would be helpful for RCMP to provide any information on how they plan to monitor the area more closely to ensure safety for all children/youth and the homeless.
