WARM UP FOR A GOOD CAUSE

Nothing says fall quite like a warm bowl of homemade chili, especially when it is for a good cause.
The Epilepsy Alliance Florida (EAF) Annual Chili Cook-Off will return to The Handlebar in downtown Pensacola on November 23 from 4 to 7 pm.
This beloved annual event promises an afternoon filled with fun, flavor, live music, raffles and community.
This annual fundraiser supports EAF, a nonprofit organization dedicated to helping and supporting individuals and families affected by epilepsy. Through programs, education and direct support services, the EAF works to empower those living with epilepsy and raise awareness about the condition across the state.
The annual chili cookoff will be held at The Handlebar, located at 319 N. Tarragona St. The Handlebar has a long history of hosting chili cook-offs, and since reopening in 2022, the space has proudly continued the tradition to benefit EAF.
This fan-favorite event features some of the city’s best chili, along with tasty brews and and live entertainment—all in the name of raising awareness for epilepsy.
Guests can expect a friendly competition among local cooks and chili enthusiasts with a wide variety of recipes to sample—from mild & savory to spicy and bold, including beef, vegetarian & other specialty chilis.
Tasting passes are $20 and include unlimited chili samples, as well as access to a full evening of entertainment.

“No one has ever left hungry,” EAF Community Resource Specialist Michele Lamar-Acuff said. “The $20 tasting pass includes chili, a beer, live music and a great afternoon.”
Guests will have the opportunity to vote for their favorite chili at the event, helping decide who dishes up the tastiest chili in town. The event will also feature performances by local rock band The Ramblers, who will keep the energy high as tasters make their rounds.
A series of raffles will also be held during the event, including a 50/50 raffle with prizes like original artwork by Alan Shaw and much more.
Guests are invited to wear their favorite plaid outfits and step on stage for a retro homecoming-style photo—a beloved tradition that has become a hallmark of the cook-off.
Between the raffles, music and, of course, the chili, there is plenty of fun to be had at the event.
“Some people have still never been in the new Handlebar,” LamarAcuff said. “I think it is a great time to see it and have fun!”
Established in 1971 as a not-forprofit 501(c)(3), EAF is dedicated to supporting those impacted by epilepsy by confronting the spectrum of challenges created by seizures. EAF is a founding member of the Epilepsy Alliance America, providing a variety of services to individuals and families, including advocacy and counseling, education and prevention, direct medical and neuropsychological services, as well as other programs regardless of financial situation or socioeconomic status.
EAF’s annual Chili Cook-Off has a history of helping the organization succeed in its mission of supporting individuals impacted by epilepsy. Proceeds from this year’s event will help EAF continue its programs and services for people impacted by epilepsy across the state.

FLORIDA BOARD OF GOVERNORS APPOINTS TWO NEW UWF TRUSTEES
The Florida Board of Governors has appointed Janice Gilley and Kishane J. Patel to the University of West Florida Board of Trustees. Their five-year terms will begin on Jan. 7, 2026, and are subject to confirmation by the Florida Senate.
“The University of West Florida continues to benefit from strong, experienced leadership, and I’m confident that Janice Gilley and Kishane Patel will make valuable contributions to the Board,” said UWF Interim President Manny Diaz Jr. “Their deep ties to Pensacola, combined with their proven records of service, will help guide UWF’s continued growth and success in the years ahead.”
Gilley is the administrative services director for Santa Rosa County. Throughout her career, she served as the Florida Senator and Appropriations Chair, Doug Bronson’s chief legislative assistant, Escambia County administrator, deputy Chief of Staff in the Florida House of Representatives and budget and policy director to former Governor Jeb Bush. She also spent 12 years at UWF, serving under four different presidents – most recently, assistant vice president of external affairs and government relations for president emeritus Martha D. Saunders. Gilley earned her bachelor’s degree in journalism from the University of Southern Mississippi and master’s degree in
public administration from the University of Florida.
Patel is the founder of KJP Counsel, PLLC, a boutique law firm serving clients in the hospitality, construction and franchise industries. A third-generation hotelier and seasoned attorney, he also serves as in-house counsel to NashBuilt, Inc., one of Florida’s fastest-growing hospitality construction companies. Patel has a track record of championing initiatives for students, including having served on the Florida Board of Governors, the AMIkids Board of Trustees and INERTIA Education. He previously served on the UWF Board of Trustees during his time as UWF Student Government Association president. Patel earned his bachelor’s degree in political science with a minor in criminal justice from the University of West Florida and his juris doctorate from Barry University.
The UWF Board of Trustees is the 13-member governing body for the institution. The Governor of Florida appoints six of the members, who serve five-year terms, and the Board of Governors appoints five of the members, who also serve five-year terms, with the president of the Faculty Senate and the president of the Student Government Association filling the remaining two seats. All appointments must be approved by the Senate.

Commission meeting information, including the agenda and official meeting minutes. The purpose of the committee is to make recommendations to the Board of County Commissioners regarding issues relating to the disabled community and any other issues requested by the board. The committee is composed of seven voting members, and all members of the committee must be electors of Escambia County. Each commissioner on the Board of County Commissioners appoints one member to the committee, and each member serves concurrently with his or her appointing commissioner’s term. The board collectively appoints two at-large members, who each serve a four-year term.
There are four meetings scheduled each year on the third Wednesday of the month. Meetings begin at 3 p.m. and typically last until 5 p.m. Special meetings may be scheduled if needed. There is no travel required.

COVENANT HEALTH AND COMMUNITY SERVICES ANNOUNCES URGENT FUNDING NEED AT COUNCIL ON AGING OF WEST FLORIDA
With the support of Covenant Health and Community Services, Council on Aging of West Florida is confronting an immediate and significant funding shortfall resulting from reduced federal allocations, continuing inflation, and increased service demand among the region’s senior population. The organization is requesting $420,000 in shortterm grant assistance to sustain critical programs and services through the end of 2025.
Over the past year, the agency’s federal funding under the Older Americans Act decreased by $150,000, marking the second consecutive reduction in as many years. Historically, annual increases of approximately 3% have failed to keep pace with inflation—particularly in food costs, which have risen by roughly 9%. In addition, further cuts from the Department of Government Efficiency have compounded the organization’s fiscal challenges.
“Council on Aging of West Florida provides essential services that protect the health, dignity, and independence of thousands of older adults in our community,” said Josh Newby, President and CEO. “These reductions in funding jeopardize the very programs that allow seniors to remain safely in their homes and out of costly institutional care.”
The current funding deficit affects several cornerstone programs:
• Congregate Meal Program — Once providing hot meals five days a week, the program now operates only three days per week, with one meal being shelf-stable.
A $170,000 allocation would restore full service and meal frequency.
• Meals on Wheels — Demand for homedelivered meals and accompanying wellness checks continued to outpace available resources. An infusion of $180,000 would align program capacity with documented need.
• In-Home Support Services — These intensive social services allow vulnerable seniors to remain safely in their own residences at approximately one-tenth the cost of nursing home care.
Sustaining these essential interventions during a downturn in state funding required $70,000 in additional support.
In total, a $420,000 investment will enable the Council on Aging to stabilize operations and maintain uninterrupted services for thousands of seniors and their caregivers across Northwest Florida.
Beyond immediate relief, the organization also received an additional $80,000 to expand its current adult day care kitchen into a full commercial facility. This improvement would increase production capacity, reduce costs, and enhance long-term sustainability for the agency’s nutrition programs.
“The requested assistance is not only an investment in sustaining services today but also in ensuring efficiency and resilience for years to come,” said Newby. “Our seniors have contributed immeasurably to this community. It is our responsibility to ensure they continue to receive the care and support they deserve.”
Kent Skolrood, Chairman of the Board of Covenant Health and Community Services commented, “Our Funding Committee worked with several proven community organizations to identify gaps in healthcare delivery that funding could quickly serve our community. We are excited to be working with Council on Aging.”
Covenant Health and Community Services established a funding committee after the sale of Covenant Hospice services as a first step in becoming a funding organization that works with local health services providers to fill gaps and make healthcare services more accessible in Northwest Florida.

BANDS ON THE BAYOU ANNOUNCES $42K RAISED FOR NONPROFITS THROUGH 2025 CONCERT SERIES

Escambia County is excited to recognize Brent Wipf, Water Quality and Land Management Division Manager in the Natural Resources Management Department, as the November 2025 Employee of the Month. Wipf’s selection was recognized with a proclamation during the Nov. 6 Board of County Commissioners meeting.
In his role as Division Manager, Wipf oversees the Water Quality and Land Management branch of the Natural Resources Management Department, serving the community through development and oversight of local environmental resource-focused initiatives. Wipf and his team manage several programs including Surface Water Quality Improvements and Monitoring, Urban Forestry and Land Management, Air Quality Monitoring and Compliance, and Laboratory Services. Wipf’s team has recognized him for his approachable demeanor, exceptional leadership, and professionalism in running the division. He began his career with Escambia County in October 2001, gaining over two decades of knowledge and experience that have helped him effectively balance ongoing operational responsibilities to ensure the division runs smoothly and efficiently.
“The quality of the work accomplished by our Water Quality and Land Management Division is reflective of Brent’s leadership abilities,” Natural Resources Management Director Chips Kirschenfeld said. “His dedication to protecting and improving the county’s natural resources sets a high standard for performance. Brent is an invaluable asset to our department, and we are thrilled for the opportunity to recognize him as Employee of the Month.”
Wipf has also established strong relationships with partner agencies to strengthen the department’s ties in the community. He regularly provides coordination and assistance with Emerald Coast Utilities Authority on environmental initiatives, attending weekly meetings to address any issues promptly and effectively.
“My role as Escambia County’s Water Quality and Land Management Division Manager provides continual opportunities to make a meaningful difference for both our citizens and the environment,” Wipf said. “The work never gets old. There are always new problems to solve and challenges to overcome. I am fortunate to manage a fantastic team of scientists and environmental professionals who all share my commitment to public service.”

The Escambia County Board of County Commissioners is seeking Escambia County residents interested in volunteering to be considered for appointment to the Northwest Florida Health Services Council District 1. Residents who wish to apply are asked to submit a resume by 5 p.m. on Monday, Nov. 24.
Pursuant to section 408.033, Florida Statutes, this local health council was established in accordance with the Health Facilities and Services Development Act as a private non-profit organization serving Escambia, Santa Rosa, Okaloosa and Walton counties. The Council serves to assist the State of Florida with planning for health facilities and services, providing a health data repository, and helping counties and local communities to obtain better health care. Based on a rotating formula, the Escambia County Board of County Commissioners appoints five (5) members to the Council.
The appointees are representatives of health care providers, health care purchasers and non-governmental health care consumers, but not excluding elected governmental officials. The members of the consumer group shall include a representative of persons over the age of sixty (60). A majority of the Council members shall consist of health care purchasers and health care consumers.
Each member shall serve a two-year term effective Oct. 1 of the appointment year and ending Sept. 30 of the year the term expires.

ESCAMBIA COUNTY, WATERFRONT MISSION CELEBRATE LIFEBUILDER RECOVERY HOMES
Escambia County and Waterfront Mission celebrated a ribbon-cutting ceremony this week for Waterfront's newest LifeBuilder Recovery Program houses, representing a tangible commitment to addressing the local opioid crisis and providing safe, structured housing for individuals in recovery.
Escambia County awarded Waterfront Mission $338,878 in Opioid Abatement Funds to purchase the two homes, which will house up to eight men in Waterfront Mission’s LifeBuilder Recovery Program.
“This is just one example of the positive impact Escambia County is making through the allocation of our Opioid Abatement Funds,” Escambia County Administrator Wes Moreno said. “Organizations like Waterfront are doing incredible work and meeting critical needs in our community, and Escambia County is proud to support their efforts.”
The funds were awarded by the Opioid Abatement Funding Advisory Board as part of a $50 billion settlement against opioid manufactures. These settlement funds will be distributed over the next 15 years to local municipalities to help combat the opioid crisis.
Waterfront's new LifeBuilder Recovery Program houses will support the journey from crisis to recovery by offering a stable residential environment, coupled with access to peer-support and life-skills training while men transition to their own permanent residence. With the addition of these two homes, Waterfront now has capacity for 35 men in their six transition houses.
"The longer a person is in recovery, the greater chances they have at being successful outside of recovery," said Clay Romano, President and CEO of Waterfront Mission.
"And so we’ve always been looking at ways to expand our service through our addiction recovery program since we started. We have just constantly looked for opportunities to make this more valuable to the men that come through our program, and this is just another step in making that happen."
Romano said Waterfront originally planned to construct a new home with the Opioid Abatement Funds, but ended up purchasing the two homes instead due to high construction costs. This left some remaining funding for renovations, including a brand new back deck that was constructed by Waterfront Mission Maintenance Manager David Pattie. Romano also gave credit to Lexi Osburn, Waterfront's PR and Development Associate, for her instrumental role in securing the funding, including writing the grant application and presenting to the Opioid Abatement Funding Advisory Board.
Mike Kelly, Director of Recovery Programs for Waterfront, said the homes are incredibly important because they will provide an opportunity for these men to take the next step in their recovery while living in a stable environment.
"So this phase, they’re able to get a job, they work, they have a nice place to stay," Kelly said. "Not only that, if they want to further their education, they can do that as well. We’re thankful as to how God has blessed us, we’re thankful for the grant that’s been given to us, and so we’re so grateful that the community can share this moment with us to say hey look, we’re all excited about what’s happening at Waterfront, and more so what’s happening with the guys that are going to be in this house.”

A neighborhood cleanup for residents in Olive Road will take place Wednesday, Nov. 19. This is a chance for residents to dispose of items such as old furniture, appliances and household waste free of charge.
Only residents in the designated cleanup area can participate in the neighborhood cleanup. Please have all items for pickup at the curb by 7 a.m. on the day of the cleanup. Items left at the curb outside of the cleanup area will not be collected. If you live in the targeted area, you will have received a postcard in the mail with more information.
Residents can view the boundaries of targeted cleanup areas as well as scheduled cleanup dates for 2025 on the Interactive Neighborhood Cleanup Map.
Items eligible for removal include:

• Household junk and debris
• Bicycles and toys
• Old furniture and mattresses
• Barbecue grills
• Household hazardous waste (old paint, motor oil, chemicals, batteries)

PUBLIC INPUT SOUGHT FOR SANTA ROSA COUNTY LOCAL MITIGATION STRATEGY UPDATE
Santa Rosa County is currently updating its Local Mitigation Strategy (LMS) and is requesting the residents' review of this document, which supports hazard mitigation work. Resident input through the public engagement process has helped identify which hazards to focus on, which areas of the county are most at risk, and which mitigation actions are included in the draft plan to reduce risk from hurricanes, flooding, and other hazards in the community.
The draft Santa Rosa County 2026 Local Mitigation Strategy is available for review and comment. Residents are asked to review the draft and provide any comments or suggested edits online here by Friday, Nov. 21, 2025. Feedback on this draft will help confirm priorities and make sure the plan reflects the needs of Santa Rosa County residents and organizations.
After the comment period closes, the project team will review all feedback and prepare the final LMS for consideration and adoption.
IHMC NAMED OUTSTANDING RESEARCH ORGANIZATION FOR WORK ON NADIA HUMANOID ROBOTICS PLATFORM
The Florida Institute for Human and Machine Cognition (IHMC) is once again in the international spotlight in the field of humanoid robotics.
The Institute was named Outstanding Research Organization in the 2025 Humanoid Robotics Industry Awards for its Nadia humanoid project. The awards are sponsored by Humanoid Robotics Technology (HRT) in partnership with Novanta.
Dr. Morley Stone, IHMC’s Chief Executive Officer, was thrilled that the team was recognized in this way — among competition such as the University of California at San Diego, Massachusetts Institute of Technology, the University of California at Berkley, Standford University, Shanghai Tech University, the Instituto Italiano di Tecnologia, Harbin Institute of Technology, Peking University, and ETH Zurich.
“IHMC is indeed a special place, where researchers work together across numerous disciplines every day to push the envelope in terms of what is possible in humanoid robotics and teaming,” Stone says. “To have the worldwide humanoid community recognize us and our work is an honor.”
Humanoid Robotics Technology is a website dedicated to industry news in humanoid robotics. The Outstanding Research Organization Award honors organizations that deliver research that significantly advances the field, includes community engagement and outreach to raise awareness of the benefits of humanoids in society, and pioneer new humanoid platforms, says Jack Hallewell, co-founder of HRT.
Nadia’s large range of motion and high power-to-weight ratio is one of the design elements that makes the humanoid unique in the field. The robot’s namesake is famed gymnast Nadia Comăneci, as a nod to the ultimate design goal — achieving humanrange-of-motion.

Researchers at IHMC developed Anticipatory and Adaptive Footstep Streaming for Teleoperated Bipedal Robots. It retargets user steps to robot footstep locations, allowing the robot to utilise its own dynamics for locomotion, ensuring better balance and stability. AMERICAN RIVERS RECEIVES $10 MILLION GIFT FROM THE JAMES M. COX FOUNDATION
American Rivers announced today that the James M. Cox Foundation – the charitable arm of Cox Enterprises, parent company of Cox Communications, and named after the company’s founder – has committed $10 million to its Life Depends on Rivers® campaign. This transformational investment, which marks the largest grant in American Rivers’ history, will be used to advance river restoration efforts in all 50 states to improve public safety, habitat and river health. This includes removing 400 outdated dams over the next three years to restore healthy river flows and rehabilitate important wildlife habitat, as well as restoring 100,000 acres of floodplains by 2030. The Nadia platform, which was retired in the fall of 2025 to make way for IHMC’s next generation platform named Alex, aimed to develop highly mobile ground robots that can function in indoor environments where stairs, ladders, and debris would require the same range of motion as a human.
As mentioned, Alex, IHMC’s next iteration humanoid, is under development supported by funding from the U.S. Office of Naval Research. The research goals for Alex include design and integration of nextgeneration controllers for outdoor urban operations, enhanced design of behaviors for building exploration, integration of a behavior cloning pipeline, and improved simulation environment.
The aim is for Alex and its successors to be robust and yet nimble enough to operate in operational environments where the risk to human responders is high, from military scenarios to disaster response.
In the winners’ announcement, Hallewell congratulated those recognized for advancing the field of humanoid robotics. “We’re proud to be part of this exciting journey and inspired by the ongoing achievements of the humanoid robotics community,” he said.

UF/IFAS West Florida Research and Education Center (WFREC), Feeding the Gulf Coast, and Waterfront Rescue Mission will feed 500 families in Santa Rosa County and 500 families in Escambia County this Thanksgiving holiday. This event is first come, first served with up to two families per vehicle.
On Tuesday, Nov. 25, Feeding the Gulf Coast will provide holiday meal boxes for each family that includes a turkey or ham and all the fixings for a Thanksgiving meal. UF/IFAS WFREC and Santa Rosa Farm Bureau will provide locally grown produce. This will also allow an opportunity to teach residents in the community about the economic, environmental, and societal benefits of agriculture.
