TERMS OF REFERENCE (ToR): ASF IS LOOKING FOR A CONSULTANT TO CONDUCT A FINAL EXTERNAL PROJECT EVALUATION IN ISIOLO & MOMBASA IN THE MONTH OF SEPTEMBER 2025. 1. Background Avocats Sans Frontières has been implementing the project titled: Unlocking Civil Society Voices for sustainable development, whose objective is to promote public participation in socio-economic and public governance through the reinforcement of civil society capacity. The program is anchored on three strategic pillars namely: i) Improving Civil Society methods of engagement with dutybearers (documentation and monitoring of human rights violations): ii) Civil Society Organizations (CSOs) and Legal Aid Service Providers (LASPs) are able to accompany local populations to access remedies (capacity enhancement, public legal education, legal protection);and, finally, CSOs influence decision-maker to adopt positive reforms (evidence-based dialogues and strategic litigation). In Isiolo, the main issues covered were natural resource governance, communal land rights, and militarized security operations. In contrast, Mombasa focussed on civic space violations, police abuses, and counter-terrorism-related misconduct. This project, funded by the Belgian Directorate-General for Development Cooperation and Humanitarian Aid (DGD), was implemented between 2022 and 2026 in Isiolo and Mombasa. The intervention focused on strengthening human rights protection mechanisms, improving access to justice, and promoting civic space. Implementation was led by ASF and Legal Resources Foundation (LRF) in collaboration with local civil society and community-based actors. 2. Objective of the Assignment The purpose of this final external evaluation is to assess the project’s performance and achievements against its intended objectives and to draw key lessons and recommendations to inform future programming. The evaluation will serve accountability and learning purposes for the implementing partners. 3. Scope of Work The consultant will be expected to: Design an evaluation framework and tools aligned with the OECD-DAC criteria (Efficiency, Effectiveness, Relevance, Sustainability, Coherence) and DGD’s transversal themes (Gender and Environment), tailored to the project’s context and objectives. Conduct a comprehensive document review of key project materials, including proposals, progress reports, monitoring and evaluation data, policy briefs, and learning outputs.
