O propósito maior da Aldeias SOS Cabo Verde é o Desenvolvimento de Programas, não só direcionadas às Aldeias, mas cada vez mais focadas nas comunidades, com o propósito de informar, formar e capacitar as famílias para que haja uma maior responsabilização em relação às crianças, e prevenir o abandono infantil.

Em Cabo Verde, segundo dados do Instituto Nacional de Estatís-
tica de 2015, das 9.441 crianças registadas, 13,6% não tem o nome do pai; 55,9% das crianças menores de 18 anos vive sem a presença do pai e apenas 4.3% das crianças vive só com o pai. São dados críticos, que nos levam a questionar, até que ponto os pais que não cuidam dos seus fi lhos devem fi car im-
punes, ou de alguma forma responsabilizados? Pensar nas crianças; participar nas suas vidas; contribuir para o seu bem-estar; fazer parte do seu crescimento e desenvolvi-
mento como futuro cidadão da
sociedade cabo-verdiana e do
mundo; prepará-la; orientá-la; protegê-la; proporcionar condições para uma vida feliz e saudável, são o nosso sustento enquanto organização que respira através do sorriso das crianças. Para garantir que os direitos das crianças sejam salvaguardados, a Aldeias Infantis SOS Cabo Verde, através de ações de advocacy, vem trabalhando no sentindo de infl uenciar os
poderes públicos, executivo e legislativo, para ajustar políticas e adotar práticas que levam os pais a responsabilizarem-se para com os seus fi lhos. Com o objetivo de proporcionar um momento de diálogo aberto e de refl exão entre enti-
dades sociais, jurídicas e organizações não-governamentais sobre o cumprimento de obrigações dos pais em relação aos seus fi lhos, e a situação atual da criança no nosso país, a SOS Cabo Verde promoveu um encontro entre diferentes entida-
des, intitulado “Ideias com café- a responsabilidade parental em Cabo Verde”.

de Estatística, Polícia Nacional e Judiciária, sociológicos entre outras personalidades, participaram do “Ideias com café”. A SOS Cabo Verde espera com
ações como essas, mudanças sustentáveis que garantam que as crianças possam usufruir de forma plena os seus direitos e em um ambiente são, porque é urgente, para o bem-estar emocional e físico da criança, o reconhecimento e o cumprimento dos deveres por parte dos pais em relação aos seus fi lhos.

In Cabo Verde, according to data from the National Statistic Institute for 2015, of the 9,441 registered children, 13.6% do not have their father’s name, 55.9% of children under 18 live without the presence of their father, and only 4.3% of children live only with their father. These critical data lead us to question the extent to which parents who do not care for their children should go unpunished or otherwise held accountable? Thinking about children, participating in their lives, contributing to their well-being, being part of their growth and development as future citizens of Cape Verdean society and the world, preparing them, guiding them, protecting them, and providing conditions for a happy and healthy life are our sustenance as an organization that breathes through the children’s smile. To ensure that children’s rights are safeguarded, SOS Children’s Villages Cabo Verde has, through the Advocacy project, been working to infl uence the public, executive and legislative powers to adjust policies and adopt practices that lead parents to take responsibility for their children. With the objective of providing a space for open dialogue and refl ection among social and legal entities and non-governmental organizations on the fulfi llment of parents’ obligations to their children and the current situation of children in our country, SOS Cabo Verde promoted a meeting among different entities called “Ideas with coffee - parental responsibility in Cabo Verde.” The President of the National Assembly, Jorge Santos, the Attorney General, representatives of the National Statistics Institute, National and Judiciary Police, sociologists, among others, participated in “Ideas with coffee.” SOS Cabo Verde expects that such actions will lead to sustainable changes that ensure that children are able to fully enjoy their rights in a healthy environment, because, in order to ensure children’s emotional and physical well-being, it is urgent that parents recognize and fulfi ll their obligations to their children.
Aldeias Infantis SOS Cabo Verde quer 100% dos jovens SOS empregados até 2020
Em 2017, 31,4% dos jovens com idades compreendidas entre os 15 e os 24 anos em Cabo
Verde estavam desempregados, de acordo com dados do Instituto Nacional de Estatística. Os
dados também mostram que, a nível nacional, essa proporção é maior entre mulheres jovens (33,0% do que entre os homens 29,9%). Falta de experiência profissional, autoconfiança, habilidades linguísticas, e da oportunidade do tão almejado, primeiro emprego são desafios
que os jovens SOS têm visto como grandes barreiras para acessar o mercado de trabalho
ou iniciar seu primeiro negócio. Com o intuito de atingir a meta de 100% dos jovens com uma ocupação remunerável ao deixarem os programas SOS no horizonte 2020, a Aldeias Infantis SOS Cabo Verde, em parceria com a DHL Cabo Verde
e o Governo de Cabo Verde, lançou a iniciativa YouthCan! na Assembleia Nacional na cidade da Praia.
A iniciativa YouthCan! é uma
oportunidade para concretizar
este compromisso e apoiar os jovens cabo-verdianos no que é considerado uma questão crítica no nosso país. “Para 2020 queremos 100% dos
nossos jovens autónomos aos deixarem os programas SOS. Neste momento falta-nos 15 %
para atingir esse objetivo, e para tal, vamos trabalhar para os nossos jovens, mas também abriremos portas para outros jovens que eventualmente poderão estar com necessidade de tirar
proveito das oportunidades que vamos criar”, realçou o Diretor da Aldeias Infantis SOS Cabo
Verde, Dionísio Pereira, no ato de lançamento da Iniciativa. Em Cabo Verde, a Aldeias Infantis SOS tem uma forte parceria com a empresa internacional DHL e o Instituto de Emprego e Formação Profissional, que confirmaram os seus compromissos com a organização através de acordos de cooperação, ao abrigo da iniciativa. No ato do lançamento da Iniciativa, o Diretor da DHL Cabo Verde, Sr. Ibra Mbaye, convidou os jovens a aproveitar esta grande oportunidade que lhes estão sendo criados:
“A DHL está aqui para vocês, nossos funcionários estão dispostos a compartilhar suas experiências com vocês, melhorar suas habilidades, proporcionar
conhecimentos e experiências, e isso permitirá que tenham acesso ao mercado de trabalho.

ao desemprego jovem tem que ser construído dessa forma. Saúdo as empresas cabo-verdianas que se aliaram a este programa, e desafio muitas outras a fazê-lo
também para construir um Cabo Verde mais rico”, sublinhou Pedro Lopes, que enaltece a importância do YouthCan!, tendo em conta que o desemprego em Cabo Verde tem o rosto jovem.
Iniciativa YouthCan!: um vislumbre de esperança para os jovens SOS

Formei-me em Jornalismo, e até agora não tive a oportunidade de entrar no mercado de trabalho, mas com as oportunidades oferecidas pelo YouthCan!, sinto que em um curto período de tempo, eu vou conquistar o meu espaço no mercado de trabalho. Para mim o aspeto mais importante desta iniciativa é que a SOS Cabo Verde está a trabalhar com outros parceiros. Com oportunidade de participar do workshop Go Teaching da DHL, em apenas um dia de treinamento, tive a sensação de que recebi informações valiosas que vão-me ajudar na minha futura vida profissional”, diz ex-interna Ana Varela.
SOS Children’s Villages Cape Verde wants 100% of young SOS employed by 2020
In 2017, 31.4 per cent of young people aged 15-24 in Cabo Verde were unemployed and did not receive any educational or vocational training, according to data from the National Institute of Statistics. The data also show that, at the national level, this proportion is higher among young women (33.0% than among men (29.9%).) Lack of professional experience, lack of self-confidence, language skills, lack of mentors and of the opportunity of the long sought first job are challenges that young SOS have seen as great barriers to access the job market or start their first business.In order to reach the goal of 100% of the young people with a remunerated occupation by leaving SOS programs in the horizon 2020, Aldeias Infantis SOS Cabo Verde, in partnership with DHL Cabo Verde, launched the YouthCan! in the National Assembly in the city of Praia.The YouthCan! is an opportunity to concretize this commitment and to support young Cape Verdeans in what is considered a critical issue in our continent.”By 2020 we want 100% of our self-employed youth to leave the SOS programs. I graduated in Journalism, and until now I have not had the opportunity to enter the job market, but with the opportunities offered by YouthCan!, I feel that in a short period of time, I will conquer my space in the job market. For me the most important aspect of this initiative is that SOS Cabo Verde is working with other partners. the opportunity to attend the Go Teaching workshop at DHL. In just one day of training, I had the feeling that I received valuable information that will help me in my future professional life,“ says Ana Varela, SOS youth. One of the major strategic actions established in this initiative is the implementation of a program dedicated to the training of young SOS in skills for employability, focusing on those with specific needs.
Aldeias SOS inaugura Programa de Emprego e Formação de Empreendedores
SOS Children’s Villages establishes Employment and Training Program for Entrepreneurs
O programa está enquadrado no âmbito da iniciativa YouthCan!, que visa proporcionar mais e melhor oportunidade de emprego aos jovens que perderam os cuidados parentais ou estejam em vias de os perder, de modo a desenvolverem competências para o mercado de trabalho e assim poderem liderar as suas vidas de forma independente. Uma das grandes ações estratégicas estabelecidas nesta Iniciativa, que objectiva até 2020, garantir a empregabilidade de 100% dos jovens SOS, foi a Implementação de um Centro vocacionado ao treinamento dos jovens SOS em competências para empregabilidade, destacando os que apresentam alguma necessidade educativa especial. O Programa irá capacitar os jovens em diferentes vertentes, de acordo com as suas habilidades e potencialidades, desde tecnologias de informação e comunicação, corte e costura, estética, transformação de produtos agrivulas entre outros. A cerimónia da abertura oficial do espaço, que foi precedida pelo workshop GoTeach, promovido pela DHL, dirigido aos jovens SOS, contou com participação especial de representantes do escritório regional e internacional das Aldeias Infantis SOS. O programa está sediado na antiga instalação do Jardim infantil SOS na Aldeia Assomada, que foi encerrado no final do ano letivo 2017/18. The program is part of the youth can! initiative, which aims to provide more and better employment opportunities for young people who have lost parental care or who are about to lose it, in order for them to develop skills for the labor market and thus be able to lead independent lives. One of the main strategic measures established in this initiative, - which aims to ensure the employability of 100% of SOS youth by 2020, - was the implementation of a center geared towards training SOS youth in skills for employability, particularly those with special needs. The Center will train young people in different areas, according to their abilities, including information and communication technologies, sewing and tailoring, aesthetics, product processing and others. The official opening ceremony, which was preceded by DHL’s GoTeach workshop aimed at SOS youth, was attended by representatives from the regional and international offices of SOS Children’s Villages. The program is based in the old facilities of the SOS kindergarten in the Assomada Village, which was closed at the end of the 2017/18 school year.
Um sonho SOS: despir Mindelo de crianças a viverem em situação de rua
Devolver a infância perdida às crianças vítimas de negligências, abusos, provenientes de famílias disfuncionais, e que encontraram nas ruas de Mindelo o amparo, é o sonho da da SOS Cabo Verde. Um sonho
sagrado, que constitui um dos maiores desafios atuais, desta
organização, cuja missão é proporcionar um lar com amor, respeito e segurança a crianças em situação de vulnerabilidade em Cabo Verde.
No ano de 2018, todos os esforços foram feitos pela SOS Cabo Verde, no sentido de fazer com que as cerca de 30 crianças a viverem em situação de rua no Mindelo, tivessem uma vida risonha e cheia de amor. A missão foi de devolver a esperança a esses órfãos de cuidados, carinho e afeto, que foram por muito tempo invisíveis pela sociedade, e quando vistos, são rotulados com nomes pejorativos, como piratinhas, meninos de rua ou mesmo bandidos.
A permanência das crianças na rua arrasta uma quantidade de problemas sociais, dos quais se destacam o abandono escolar, o trabalho infantil, a violência sexual, o uso de drogas ilícitas,
entre outros.
Para o reforço das suas intervenções em Mindelo, junto a este grupo especifico, a Aldeias SOS lançou o projeto “criança não é de rua”, com o principal objetivo de salvaguardar os direitos das crianças em situação de rua, e participar no desenvolvimento das suas comunidades para proporciona-las um lar de amor e ajudá-las a construir os seus sonhos. Ainda com este projeto, a SOS Cabo Verde objetiva: dotar as crianças de habilidades que lhes permitem a inclusão familiar e social, alternativas à rua; reforçar as competências parentais e económicas das respetivas famílias, primando pela autonomia e resiliência; e reforçar a articulação entre os parceiros-chave no domínio da proteção das crianças/jovens em situação de rua. A primeira fase do projeto foi no sentido de ocupar o tempo dessas crianças, de forma a influenciá-las a adotarem uma
vida com disciplina e regras, bem como a se abdicarem de certos vícios que adquiriram
nas ruas.
Para isso, e numa 2fase de intervenção, entendeu-se necessário, afastá-las do ambiente a que estavam acostumadas, acolhendo-as no Centro Social SOS
Mindelo, e após duas semanas de trabalho intensivo, com uma equipa multidisciplinar, foram participar num retiro na vizinha e calma Ilha de Santo Antão.
Por ser uma ilha conhecida pela serenidade das suas gentes, a
organização quis com este retiro contagiar as crianças com esta serenidade e ao mesmo
tempo devolvé-las a autoestima perdida nas ruas e iniciar o tratamento à dependência de substâncias psicoativas, um mal de que quase 100% delas padece. No entanto nem tudo foram flores. O estilo de vida adquirido nas ruas ainda estava incumbido nessas crianças e num curto espaço de tempo, o caos se instalou, com várias cenas de brigas entre eles, e alguns furtos, tendo a Policia Nacional de intervir várias vezes para acalmar
a situação. A segunda batalha foi perdida, mas a luta continuou. O retiro
que estava programado para duas semanas, durou poucos dias, mas no regresso, os nossos
meninos encontraram no Centro Social, os jovens SOS das Aldeias de Assomada e São Domingos, inclusivo alguns amigos e ex-companheiros de rua que hoje são exemplos de boa conduta, virtude e superação. O objetivo da SOS Cabo Verde
em organizar o acampamento de jovens SOS em São Vicente, foi de influenciar positivamente o grupo de rua, e assim torná-los motores de mudanças e modelos nas suas comunidades.
A criança constitui o foco principal das Aldeias SOS, mas a organização entende que não se pode desenvolver um trabalho que se quer holístico sem o envolvimento da família. Neste
sentido, enquanto se trabalhava de forma intensiva com as
crianças acolhidas no Centro, paralelamente foi organizado um retiro com as suas famílias
biológicas, com vista a dotá-las de competências necessárias que lhes permitam cuidar dos filhos de forma autónoma e in-
tegral e assim contribuir para a redução do número de crianças em situação de rua no Mindelo. Do mesmo modo que não se consegue alcançar bons resultados com essas crianças sem o apoio das famílias, é igualmente difícil realizar o sonho de devolvê-las a infância perdida sem a produção de sinergias entre os diferentes atores da sociedade
civil, que têm a criança como foco.
Com vista a promover uma reflexão profunda, que possibilita a construção de estratégias de intervenção para responder a esta problemática, o Ministério da Família e Inclusão Social, ICCA e a Aldeias Infantis SOS
Cabo Verde em colaboração com a Câmara Municipal de São Vicente, e outros parceiros, promoveram uma jornada de reflexão sobre as crianças em situação de rua no Mindelo. Após a jornada ficou a promessa de um maior engajamento dos parceiros, e logo alguns se prontificaram a apoiar o trabalho da nossa organização como o INPS, Ministério da Família e Inclusão, com o apoio financeiro; Ministério da Saúde com o tratamento da dependência das substâncias psicoativas; o Ministério da Educação com regresso dessas crianças ao sistema de ensino, entre outras instituições públicas e privadas. Com o acolhimento de cerca de
30 crianças no Centro Social, as dificuldades foram constantes, nomeadamente, ter que arcar com os danos causados por elas aos vizinhos, a destruição dos mobiliários do Centro, sem contar com as cenas de violências
vivenciadas diariamente, com diversas ameaças, tentativas de homicídios, asfixia de um educador de jovens, o uso contínuo de drogas por parte dessas crianças e o desvio comportamental de alguns jovens que já estavam acolhidos no Centro.
Perante todas essas dificuldades, a SOS Cabo Verde que
muitas vezes se sentiu incapaz de solucionar certos problemas, entendeu que a distribuição dessas crianças por outras instituições de acolhimento, ou mesmo devolve-las as suas famílias seria a melhor opção, no entanto, algumas delas optaram por voltar a rua. Não obstante as inúmeras dificuldades, despir Mindelo de
crianças a viverem em situação de rua, continua sendo o sonho sagrado da SOS Cabo Verde, mas consciente que é preciso um ” djunta mon” para devolver a esperança de um futuro melhor a cada uma dessas
crianças. “As dificuldades são imensas, mas alguns resultados já foram alçados no âmbito do projeto: a maioria dos jovens residentes no centro social foi encaminhadas para a escola, outros iniciaram formações profissionais em diversas áreas, um outro grupo foi encaminhado para as Forças Armadas”, enfatiza o Líder de
Jovens SOS.
An SOS dream: to rid Mindelo of street children
A dream of SOS Cabo Verde’s is to give children from unstructured families, who have been victims of negligence and abuse and who found protection in the streets of Mindelo, their lost childhood. It is a sacred dream and currently one of the greatest challenges of this organization, whose mission is to provide a home with love, respect and security to children in vulnerable situations in Cabo Verde. In 2018, SOS Cabo Verde made every effort to make sure that the 30 or so children living in the streets of Mindelo had a pleasant life, filled with love. The mission was to give hope to these orphans of care, love and affection, who have long been invisible to society and who, when seen, are labeled with pejorative names such as troublemakers, street children or even hoodlums. The permanence of children in the streets leads to a number of social problems, including school dropout, child labor, sexual violence, the use of illegal drugs, among others. To strengthen its work with this specific group in Mindelo, SOS Children’s Villages launched a project called “children do not belong in the streets,” with the main objective of safeguarding the rights of street children to participate in the development of their communities, providing them with a loving home and helping them build their dreams. Also with this project, SOS Cabo Verde aims to: equip the children with skills that allow them family and social inclusion, as an alternative to the streets, strengthen their families’ parental and economic skills, emphasizing autonomy and resilience, and strengthen the linkage among key partners in the area of street children/ youth protection. The first phase of the project was to keep these children occupied, in order to influence them to adopt a life with dis-
cipline and rules, as well as to give up certain vices that they acquired in the streets. To accomplish this, it was necessary to remove them from the environment they were accustomed to, welcoming them to the SOS Social Center of Mindelo. And, after two weeks of intensive work with a multidisciplinary team, they
went to a retreat in the nearby island of Santo Antão. With the island known for its calm and peaceful people, the organization wanted the children to be affected by this serenity and at the same time give them back the self-esteem they lost in the streets, and then start treating their addiction to psychoactive substances, which almost 100% of them have. However, not all was rosy. The lifestyle they acquired in the streets was still very much a part of these children and, in a short time, chaos ensued, with several fights between them and some thefts, and with the National Police having to intervene several times to calm things down. The first battle was lost, but the struggle continued. The retreat, which was scheduled for two weeks, lasted only a few days. But, upon their return to the Social Center, our boys found the youths from the Assomada and São Domingos SOS Children’s Villages, including some friends
and former street mates who are now models of good behavior, virtue and overcoming. In organizing the SOS youth camp in São Vicente, SOS Cabo Verde aimed to positively influence this group, thus making them the driving force for change and models in their communities. Children are the main focus of SOS Children’s Villages, but the organization believes that one cannot do a holistic job without involving their family. Therefore, while working intensively with the children hosted at the Center, a retreat with their biological families was held, in order to equip them with the necessary skills to enable them to take care of their children independently and fully, and thus contribute to reduce the number of street children in Mindelo. Just as one cannot achieve good results with these children without the support of their families, it is equally difficult to realize the dream of giving them back their lost childhood without producing synergies among the different players in civil society whose main focus are children. In order to promote a deep reflection, one that allows the construction of intervention strategies to address this problem, the Ministry of Family and Social Inclusion, ICCA and SOS Children’s Villages Cabo Verde held a workshop of reflection on street children in Mindelo, in partnership with the São Vicente Municipality and others partners. After the workshop, there was a promise of more involvement of the partners, and right away some of them offered to support the work of our organization, namely: INPS and Ministry of Family and Social Inclusion, with financial support; Ministry of Health, with treatment of addiction to psychoactive substances; Ministry of Education, with the return of these children to the education system; among other public and private institutions. The accommodation of the about 30 children in the Social Center led to constant problems, namely, having to pay for damages they caused to neighbors’ properties, destruction of the Center’s furniture, not to mention the scenes of violence experienced daily, with various threats, attempted homicides, choking of a youth educator, continued use of drugs by these children, and deviant behavior by some youths that were already staying at the Center. Faced with all these difficulties, SOS Cabo Verde, who often was unable to solve certain problems, thought that the best option would be to distribute these children among other host institutions or even return them to their families, although some of them opted to go back to the streets. Despite the many difficulties, ridding Mindelo of street children continues to be the sacred dream of SOS Cabo Verde, who is aware that a “djunta-mon” (combined efforts) is needed to give back the hope of a better future to each one of these children. The difficulties are immense, but some results were achieved as part of the project. “Most of the young people living in the social center were sent back to school, others started vocational training in various areas, and we also had another group that was referred to the Armed Forces,” emphasized the SOS Youth Leader.

As crianças da Aldeia de São Domingos que frequentam o Ensino Básico, regressaram às aulas este ano com uma certa “bazofaria”. É
que estão se sentido mais bonitas com as novas batas, que foram confecionadas pelas mãos habilidosas das duas jovens SOS, Ludmila e Elisângela. Essas jovens que se dizem apaixonadas pela arte de corte e costura, já participaram num curso de formação profissional, promovido pela SOS Cabo Verde, e no futuro desejam montar um atelier.
A satisfação é também do Diretor da Aldeia, Alcides Moreira, pela qualidade do trabalho, e principalmente pelo engajamento e comprometimeto das jovens com a entrega das batas no tempo combinado.
SOS youth make uniforms for children from the São Domingos Village
This year, the children from the São Domingos Village who attend elementary school returned to school feeling more fashionable with the new uniforms made by the skillful hands of two SOS youth, Ludmila and Elisângela. These young women, who say they are passionate about the art of sewing, participated in a vocational training course sponsored by SOS Cabo Verde and, in the future, they wish to set up an atelier.
