Duluth is still thriving with construction on new projects and new restaurants downtown. The shared office spaces are filling up and providing a modern and fun environment to work in. The summer events are over, but fall events are about to start, which include concerts, the Duluth Fall Festival, Howl on the Green, plus smaller events throughout the season.
This fall, kids are back in school trying to get back to a routine of balancing fun and school. I really want the Duluth community to know that the Mayor and Council strongly support our local schools and believe they are great learning institutions with amazing administration and teachers. I personally work with several of the schools, but especially Duluth High School. My daughter graduated from DHS in 2024, so I have personal experience with the schools. I am working with the Student LEAD program to educate students on how the city operates while facilitating special projects, and teaching leadership skills. I also plan to attend most of the sports and art events and will continue to work with the principals to support the level of excellence the Duluth Cluster Schools have provided for the children of our community. If you want to find ways to get involved in supporting our local schools, please reach out to my office by emailing me at gwhitlock@duluthga.net and I will get you connected.
We must support our schools…great schools build great communities, and great communities build great schools. Our goal is to make Duluth a highly desirable community to live and excellent schools are huge component of desirability. I encourage you to get involved in supporting all of the schools in the Duluth and Peachtree Ridge Clusters even if you don’t have children in the school system because we are all vested in the success of our schools.
Finally, please be on the lookout for the Mayor and Council neighborhood meetings that will start up again this fall. Even if we are not hosting your specific neighborhood, you can attend any meeting and participate in the discussion. Look for me at the events and please say hello and share a funny joke!
PUBLIC ART AND ENVIRONMENTAL AWARENESS DULUTH HIGH SCHOOL STUDENTS & PAINT LOVE BRING TO GEORGE ROGERS AVENUE
The City of Duluth hosted a special ribbon-cutting ceremony on Thursday, May 8, 2025 to unveil a series of student-designed storm drain murals along George Rogers Avenue. In partnership with Paint Love, Duluth High School, Explore Gwinnett and the Duluth Public Art Commission, the project combined public art with environmental education to raise awareness about stormwater pollution and sustainability.
Over the course of several days, students painted meaningful, vibrant designs directly onto storm drains, illustrating how everyday actions impact our local waterways. The initiative also included mentorship from Paint Love’s team of artists and educators, who helped students transform their ideas into public-facing messages of conservation and creativity.
City officials, community partners, and local organizations gathered to celebrate the project, which was made possible in part by a grant from the Gwinnett Creativity Fund.
Also, a special thanks to the Stormwater Department, Gwinnett County Public Schools TV, and everyone else who supported this initiative behind the scenes.
The storm drain murals now serve as a lasting reminder that in Duluth, art and community go hand-in-hand to create a cleaner, more beautiful future.
RAPID FLASHING BEACON CROSSWALK RECTANGULAR GETS A FACELIFT
Rectangular Rapid Flashing Beacon (RRFB) – that’s a mouthful. And we have one in downtown Duluth. This is the push-button flashing signal on State Route 120 between Coleman Middle School and Dreamland BBQ. And friends…it just got a facelift. Literally.
You may have seen the contractors out there this past spring. They removed the at grade crosswalk and replaced it with a raised decorative crosswalk. This does two things. First, it has no pedestrian ramps, so it’s easier to navigate on foot or with non-motorized wheels. Second, it acts as a speed table, and forces vehicles to slow down as they traverse the area, calming traffic adjacent to those on the sidewalk.
HERE ARE A FEW THINGS YOU SHOULD KNOW ABOUT RRFB’S IN GENERAL:
• You MUST push the button to activate the signal. There are no cameras or self-triggering components. It does not know you are there unless you tell it. Push the button.
• RRFBs are warning devices, not regulatory devices. What does this mean? It means the device, when triggered by the push of the button, warns drivers of pedestrians present. It flashes yellow. It is not a red-light signal, inherently forcing drivers to stop. And while state law requires cars to stop for pedestrians in a crosswalk, and while the pedestrian has the right of way, that won’t matter much if you are hit. So, keep that in mind and use caution. ALWAYS make eye contact with drivers as they approach the crosswalk. DO NOT step into the crosswalk until you are sure the driver has seen you and is stopping. And PLEASE – tell your kids to do the same.
• RRFBs are typically used in mid-block locations. This means a pedestrian need look only left and right before crossing. At a threeor four-legged intersection, the pedestrian must also look ahead and behind for turning vehicles. Mid-block usage is safer from that perspective.
So please use the new crossing responsibly and encourage those you are with to do the same. Happy strolling.

Are you a rail fan? If so, read on.
We have a project underway right now to construct a train observation platform in downtown Duluth. The structure will be located across from City Hall, adjacent to the library, and it will, of course, be open to the public. It will offer a safe (and covered) way to observe and spot the passing trains. And it will include educational information about rail transportation and the history thereof.
There will be things to read, touch, and observe. There will be a section of actual track installed on site to allow people to touch and walk on a rail SAFELY, without the threat of an oncoming train. Any rail enthusiast can tell you it is illegal (and unsafe) to walk on the tracks. Railroad tracks are private property.
From this vantage point, the viewer will be able to see multiple at grade rail crossings at the same time. And given the number of trains passing through Duluth on any given day, you should not have a long wait.
So, bring your curiosity and your family and come visit the new train observation platform later this year. Construction is expected to be complete by Christmas.
Blood Drive Train Enthusiasts!
The City of Duluth and the Wellness Committee are proud partners of the American Red Cross as a Blood Program Leader by hosting semi-annual blood drives. On May 1, 2025, the City of Duluth partnered with the City of Suwanee and the American Red Cross for the Battle of the Cities Blood Drive. The City of Duluth was victorious with 38 units donated compared to 22 units donated by City of Suwanee. The City of Duluth would like to thank Jenny and Joe Rose of King of Pops-Snellville for donating popsicles to volunteers and donors. We would also like to recognize staff member, Jeff Pruett, for making his 120th whole blood donation to the Red Cross that benefits premature babies. Thank you to all the staff, business owners, and residents who donated. Every two seconds someone in the U.S. needs blood. Our next drive is scheduled for Thursday, October 9, 2025. 2025 CITY PROPERTY TAXES
2025 tax bills will be mailed directly to homeowners in September, with payments due in full by December 15, 2025. If you are a new property owner and do not receive a 2025 tax notice by October 15, email taxes@duluthga.net or call 770476-3434. If you have an escrow account through your mortgage lender, contact them to ensure payment is scheduled.
Current amounts due can be found online at www.duluthga.net/ payonline by using only the parcel number OR last name to look up your account. In-person payments are accepted during regular City Hall business hours, Monday-Friday 8:00 am - 4:30 pm. A night payment drop box for check payments is also located on the Main Street side of City Hall at 3167 Main Street for your convenience. Online payments by debit/credit card or echeck are also available via the above link (convenience fees apply to all online transactions).

It’s More than Just Leaves
KEEPING THE CHATTAHOOCHEE CLEAN
Changing leaves and vibrant fall foliage add so much charm to our city, but they create more than just a nice photo op. If left on the street, leaves can travel to the storm drains, clogging them and carrying pollutants into our waterways. Leaves break down and release nutrients, which may seem harmless, but can result in water quality issues like algal blooms and oxygen depletion. That’s bad news for fish, wildlife and everyone who enjoys clean, healthy water.
Each fall, the Stormwater Division organizes targeted street sweeping to help pick up fallen leaves, litter and other debris before they’re washed into our local waterways. It’s a critical step in preventing stormwater pollution, but we can’t do it alone!
Here’s how you can help:
Avoid blowing or raking leaves into the street. Instead, bag them or use them for compost or mulch. Keep storm drains near your home clear of debris. Avoid parking on the street so the street sweeper has a clear path and can easily access the curbs where leaves accumulate.
Together, small actions like these add up to cleaner streams!

Main Street Trail IS
NOW COMPLETE!
In 2017, the City completed improvements to a section of Main Street in front of what is now Coleman Middle School (then the Monarch School). We added angled street parking and a 10’ wide sidewalk from SR 120 to Brock Road. This was the beginning of the Main Street Trail.
In the years that followed, two developers built their 10’ sidewalks along their Main Street frontages near Peachtree Industrial Boulevard and the City filled in the almost 1.4-mile gap in between (in two phases). First came the section between Rogers Bridge Road and the Greysolon Townhome community which was completed in early 2024. Now, we are happy to report the final section, between Brock Road and Rogers Bridge Road, was completed this past spring. And there is still plenty of shade to be had.
The entire facility is open to pedestrian and cycling traffic and it is beautiful. You can now roll or stroll from downtown Duluth to the activity area at PIB and Main Street any time of day or night (yes, the trail is lit and complete with public safety cameras). The entire facility is ADA compliant and comfortably wide.
We encourage you to use the trail for exercise and for commuting to/from downtown. If you roll or stroll, you don’t need motor vehicle parking. We have plenty of bike racks available downtown. And if you get tired along the way, we have plenty of rest areas with benches and receptacles. With any luck, we will also have art installations along the trail soon. Be on the lookout.

MINIMIZING TAXES IN RETIREMENT
For middle income and higher income households, taxes are likely to be one of your highest yearly expenses. We explore how drawing down your IRAs or 401ks (voluntarily or thru RMDs) creates taxable income thus making your Social Security Benefits more taxable (aka The Social Security Tax Trap). You will learn how the Provisional Income calculation will determine how much of your Social Security benefits are taxable. We demonstrate the value of a ROTH IRA and how if used correctly can mitigate the taxation of your Social Security Benefits. Learn “Tax Bracket Harvesting” and how that is key to efficient ROTH IRA conversions. Also, what happens when one spouse passes, and the tax/financial implications for surviving spouse.

BABYSITTER BOOTCAMP PRO (5-HOUR CLASS, CERTIFICATE, AGES 10-17)
Learning babysitting skills is not just about changing diapers! In Babysitter Boot Camp® participants learn the business of being a good babysitter through safety skills, etiquette, marketing, choosing age appropriate games, fun activities, and knowing what parents are looking for when they hire a babysitter. Participants earn Babysitter Certification and are trained in Safety, CPR, First Aid and Emergency situations. This is a great workshop for older siblings watching younger, camp counselors, neighborhood babysitters, children coming home from school alone, and Girl & Boy Scouts.Babysitter Boot Camp teaches Infant, and Child Safety, Basic Life Saving Skills including adult/child CPR, signs of choking, how to help a choking victim, basic First Aid, how to activate and phone your (EMS) Emergency Response Number (911), and Age Appropriate Toys and Games.

PICKLEBALL 101 (AGES 18+, MONTHLY CLASSES)
A structured, fun class to learn basic strokes, rules, and scoring through a program of demonstrations, drills, and practice. Learn key fundamentals and develop basic skills so you are ready to participate in the sport. Please wear tennis shoes or court shoes. Paddles and balls will be provided. On Tuesdays & Wednesdays, we will host a variety of games including Mahjong/ Checkers/ Backgammon/ Scrabble, etc. Thursdays we will host Social Bridge games.* Coffee & snacks provided.
