A Message from Our CEO

These past 30 years have been a lot of fun and very challenging at the same time. One consistent thing in my life at home and on the road is to start my day with a workout. I like to think that building a business is similar to interval training. I love the acceleration that happens in times of growth or development of new service lines. Followed by a leveling out to perfect that part of our business—all while continually moving upwards and to the right.

Life is not about settling for fine or good enough but for striving to be the best you can be. I am sure that I have failed more in my life than I have succeeded, but those failures taught me more about who I am and what I can achieve than if I had easy success. When WSB first started, we had chose a different path so that we could differentiate our go-to-market strategy. That approach became our culture and exists today. We don’t want to be “corporate.” We are entrepreneurs who say “yes” to challenges and opportunities and who embrace the chance to lead and create.

Our 2025 Year in Review focuses heavily on our mission. At WSB, we believe the future is what we make of it and we exist to build what’s next in infrastructure—the places, spaces and systems that support our lives. This requires us to change, adapt, and innovate as our communities do the same. Throughout the following pages, you’ll see how year after year; we continue to adapt to the world around us, say yes to opportunities and remain focused on being a firm that our clients and partners trust with their complete infrastructure needs.

I was at a concert recently where “The Man in the Arena,” a famous passage from Theodore Roosevelt’s “Citizenship in a Republic” speech was quoted. This quote has always stuck with me—I have a poster of it framed behind my desk. It was delivered many years ago

but still rings true today. We live in an era of critics, but in the end, we and our partners are in the arena creating, building and growing.

What an amazing industry to be in. We have the opportunity to build the quality of life for so many through safe and reliable infrastructure.

In 2025, WSB celebrated many milestones beyond our anniversary. The Year in Review gives us the chance to reflect on all the projects that our clients and communities entrusted us with over the past year, along with the achievements and advancements from our staff. This tells the story of how we carry out our mission every day, from small moments to significant milestones.

I have been thinking about Lou Holtz lately and the lessons he shared with all of us who were fortunate to play for him. My favorite being, “People don’t care how much you know until they know how much you care.” This is not about words but instead about actions. We intend to double down on our mission by continuing to envision and build what’s next in infrastructure. We remain committed to our core values. We remain passionate, bold, authentic, visionary, optimistic and a whole lot hungry! It is a great time to be in our industry, and I can’t wait to see what happens next.

MCKINNEY, TEXAS OFFICE

We expanded our presence in Texas with the opening of a new office in McKinney. Located at 1700 Redbud Blvd, Suite 200, this strategic addition strengthens our North Texas operations and reflects our commitment to serving clients with greater accessibility and expertise.

TULSA, OKLAHOMA OFFICE CONSOLIDATION & OPENING

WSB opened a new office at 416 South Utica Avenue in Tulsa, OK in the spring of 2025. Following the recent acquisition of several offices within the city, we consolidated our existing locations into a modern, state-of-theart facility to enhance collaboration and deliver for our clients.

NORMAN, OKLAHOMA OFFICE RELOCATION

We relocated our Norman office to a newly designed space at 2420 Springer Drive, Suite 110 earlier this year. The new office provides a modern, innovative environment that supports growth and positions WSB to deliver impactful infrastructure solutions across Oklahoma.

HQ Renovation

Our Minneapolis headquarters has officially reopened following a remodel that transformed the long-time space into a modern, flexible environment built for innovation and collaboration. This year, WSB reached an exciting milestone by welcoming three specialized firms into our organization: CAS Consulting & Services, Inc., Agbara Engineering, and NEO Virtus Engineering. Each brings deep technical expertise and strong regional relationships that strengthen our capabilities across civil infrastructure, power delivery, and renewable energy.

Together, these three firms broaden our reach, deepen our service offerings, and reinforce our commitment to building a stronger, more innovative WSB.

In October, WSB welcomed CAS Consulting & Services, Inc.—a specialized civil engineering firm headquartered in Austin, Texas. CAS brings decades of expertise in water and wastewater systems, transportation, and municipal infrastructure, along with deep relationships across Texas. This acquisition strengthens our presence in a key growth market and expands our ability to deliver comprehensive solutions to communities throughout the Southwest. By combining CAS’s technical excellence with WSB’s full-service capabilities, we’re creating new opportunities to innovate and elevate service for clients across the region.

Agbara Engineering

In November, Agbara Engineering, a firm known for its commitment to quality and its specialized expertise transmission, distribution, and substation engineering, joined WSB. Agbara’s addition enhances our ability to serve clients with complex energy infrastructure needs and positions WSB to lead in markets where technical depth is critical. This acquisition reflects our strategy to grow intentionally—bringing in partners who share our entrepreneurial spirit and client-first approach. Together, we’re building a stronger foundation for future growth and expanding the reach of our energy market solutions.

NEO Virtus Engineering

In December, we announced the acquisition of NEO Virtus Engineering, a leader in photovoltaic and renewable energy solutions. NEO Virtus brings a proven track record in solar and energy storage system design, along with a passionate team that shares our vision for shaping the future of power engineering. This partnership significantly expands WSB’s capabilities in the energy sector, positioning us as a true leader in power delivery. By combining resources and expertise, we’re ready to drive meaningful impact and support the full lifecycle of energy projects nationwide.

Dolet Hills Solar

MANSFIELD, LA

WSB played a pivotal role in transforming the retired Dolet Hills coal plant in DeSoto Parish into a 240 MWac solar facility. As our first project with Primoris Renewables, WSB assisted with Pile Elevation Plans, grading checks, and construction support. With the help of our App Development team, we were able to optimize our workflows and drastically speed up turn around time for our client.

By leveraging our new technology, WSB helped deliver a sustainable solution that supports grid reliability and powers thousands of homes—demonstrating our commitment to innovation and the future of renewable energy in Louisiana.

Tyre Bridge Solar & BESS

PIERCE COUNTY, GA

Pierce County’s Tyre Bridge Hybrid PV/BESS project will deliver a 117.5 MWac solar power plant paired with an integrated Battery Energy Storage System (BESS), providing clean, reliable energy to meet the region’s growing demand.

WSB is partnering with BayWa to provide civil, structural and hydrology engineering and expertise, minimizing earthwork quantities through our grading approach. We are also providing a design that informs BayWa of expected costs and risks while acting as a baseline for EPC RFPs and future detailed design. Through strategic coordination and combined PV/BESS layout planning, WSB is helping deliver a resilient, flexible energy solution that supports grid reliability and meets community and regulatory expectations.

W3482 69 kV Transmission Line & OPGW Modernization

LA CROSSE, WI

WSB partnered with Xcel Energy to modernize the W3482 transmission line, a critical part of the utility’s network that needed upgrades to maintain reliability and meet future demands. The project covered 9.2 miles across three segments and included replacing more than 100 aging wood poles with steel, reinforcing foundations, and installing OPGW for high-speed communication and advanced grid monitoring. These improvements provide safe, reliable, and economical electric service, support growing energy needs, and enhance grid resilience. By coordinating outages and streamlining construction, WSB minimized downtime while ensuring compliance with clearance and environmental standards. The result is a stronger, smarter system built to serve communities for decades to come.

I-595 Express Corridor Resurfacing and Maintenance

FORT LAUDERDALE, FL

WSB serves as the Construction Engineering and Inspection consultant for the I-595 Express concessionaire, which operates and maintains the I-595 corridor owned by the Florida Department of Transportation. The project consists of a five-phase maintenance and resurfacing program covering the entire corridor from I-75 to Fort Lauderdale Hollywood International Airport, with an estimated total construction value of approximately $30 million. WSB’s role includes inspection of traffic control setup and maintenance, milling and paving operations, pavement markings, and traffic loop replacements across roadway, bridge, and tolling infrastructure. All verification testing inspections are performed in accordance with FDOT Standard Specifications to ensure the work is executed properly and meets contract requirements.

In addition to construction inspection, WSB is developing an engineering analysis to support long-term asset management and future resurfacing decisions. This effort includes extracting pavement core samples at locations exhibiting structural cracking and analyzing the results to provide the concessionaire and FDOT with reliable field data. The resulting report supports informed decision making, improves performance, and helps extend the service life of this critical east-west transportation corridor.

Old Middleburg Road Phase 1

JACKSONVILLE, FL

What began as a rural two-lane roadway is becoming a fully modernized, resilient four-lane corridor through Old Middleburg Road South, a $11.5 million investment reshaping mobility and safety in west Jacksonville. The project upgrades the corridor with new northbound and southbound roadway sections, a closed drainage system with ponds, enhanced lighting, and a multi-use trail—improving access, storm resilience, and livability for the surrounding community.

During construction, the team navigated a 220-day utility relocation delay, a significant challenge with a potential cost exposure of nearly $1M. Leveraging collaboration tools within Bentley Infrastructure Cloud, WSB re-sequenced work and resolved conflicts in ways that avoided 140 days of project delay that delivered approximately $690,000 in project savings. Phase 1 remains on track for completion in March 2026, demonstrating strategic problem-solving and strong partnership between WSB and the City of Jacksonville.

Markham, TX System Mapping

MARKHAM, TX

Accurate utility mapping is essential for damage prevention and operating critical infrastructure. WSB partnered with CenterPoint Energy to deliver a comprehensive system mapping project that improves visibility and supports future development. Our team utilized survey and advanced GIS technology, along with field verification and support from multiple disciplines—including crews who exposed and verified buried pipe—to capture the existing PVC natural gas distribution system with sub-centimeter accuracy, ensuring a complete and reliable digital record of existing assets.

In addition to collecting highly precise field data, WSB’s GIS team played a key role in transforming that information into a structured, usable format for seamless integration into CenterPoint Energy’s system of record. By integrating GPS data collection with high-resolution mapping tools and leveraging expertise across departments, WSB provided a centralized, user-friendly platform for asset management and planning. This effort enhances operational efficiency, reduces risk during construction, and equips the client with the data needed to make informed decisions—laying the foundation for a system rebuild completed damage-free and ahead of schedule.

FM 1488 Magnolia Relief Route and Bridge

MAGNOLIA, TX

FM 1488 is a critical east–west corridor through Magnolia, but rapid growth and increasing traffic volumes created congestion and safety concerns. Montgomery County, TX is partnered with WSB to modernize the 5-mile-long corridor, with plans to develop a new alignment, widen it to four lanes, add medians, and improve intersections to enhance mobility and safety. Our team also designed two overpass bridges (EB and WB) for the Magnolia Relief Route to eliminate delays at the Union Pacific Railroad and FM 1774 crossings, as well as strengthen regional connectivity. Each new 1,340-foot-long, nine-span bridge consists of six spans of prestressed concrete I-girders and three spans of curved, continuous steel plate girders. The maximum span length is 203 feet. The hammer-head bents feature the Houston District’s aesthetic pattern and are supported by large concrete drilled shafts. Throughout the design, WSB prioritized maintaining traffic flow and minimizing disruption. Leveraging advanced modeling and coordinated planning, the project team is delivering a safer, more efficient roadway that reduces travel times and supports Magnolia’s continued growth for years to come.

Decker Creek Dam Project

AUSTIN, TX

Decker Creek Dam has served as a critical piece of infrastructure for years, but aging structures and environmental factors can introduce hidden risks. McMillen partnered with WSB to investigate these concerns at the Austin, TX site using advanced Ground Penetrating Radar (GPR) technology. Over two days, WSB’s field team deployed Radiodetection LMX200 and Noggin units across nine grid sections, capturing high-resolution subsurface data with sub-centimeter accuracy. Several thousand feet of GPR data were collected, covering significant linear footage and scanning over 2 acres of total area using these two types of technology.

The survey revealed recurring anomalies at critical joint locations, suggesting potential voids or material changes that warrant further analysis. By combining precise GPR mapping with GPS integration and rigorous QA/QC standards, WSB delivered actionable insights to guide next steps—helping ensure the dam’s long-term safety, reliability, and resilience.

2nd St. Ramp over I-244 and BNSF & SS RR Bridge Rehab Project

TULSA, OK

The BOK Center has been a gathering place for the Tulsa community for years—and the 2nd Street ramp has quietly supported those moments by bringing people safely into downtown since 1972. Spanning I-244 and two major rail lines, this vital connector now faces aging infrastructure and safety concerns.

WSB partnered with ODOT to design a 0.37-mile rehabilitation that restores structural integrity, improves geometry, and extends the ramp’s service life. The contract was awarded in October 2025, and construction is now underway with careful staging to maintain traffic flow into downtown and the BOK Center. By coordinating with rail operators and implementing smart traffic management, WSB is minimizing disruptions while prioritizing safety.

Once complete, the revitalized ramp will meet modern standards, support current and future traffic needs, and continue strengthening connections to the BOK Center and the broader Tulsa community.

East-West Connector Project for OK Turnpike Authority

NEWCASTLE, OK

For decades, Oklahoma envisioned a new east–west route to improve mobility and reduce congestion. That vision is becoming reality with the East–West Connector—a modern toll corridor linking I-44 near Newcastle and I-40 in eastern Oklahoma County. WSB is leading efforts with OTA to refine design, optimize right-of-way, and navigate environmental reviews, setting the stage for phased construction. As part of the ACCESS program, WSB is driving innovation by connecting the South Extension with the East–West Connector.

This project introduces a complex system of interchanges anchored by a three-level interchange with flyover ramps at its center. WSB is also designing two additional interchanges to the east and west—both conventional in form, with the western interchange incorporating frontage roads and the eastern using a barbell configuration featuring dual roundabouts to efficiently manage turning movements. Spanning roughly 4.5 miles and comprising approximately 34 bridges, the corridor presents unique engineering challenges, including extensive floodplain coordination and constructability constraints. Through advanced digital construction management and 4D modeling, WSB is delivering smart design and coordination to create a safer, more resilient corridor that eases traffic, strengthens regional connectivity, and fuels economic growth for communities in the south Oklahoma City metro area.

CDOT Western Slope Traffic Incident Management Program Support

Managing traffic incidents on Colorado’s Western Slope requires rapid response and coordination across multiple agencies and challenging terrain. WSB partners with CDOT to develop and implement a comprehensive Traffic Incident Management Program (TIMP), focusing on improving safety and reducing roadway clearance times. Our team brings decades of experience—including former CDOT leaders and a TIMP practice lead with law enforcement experience—to deliver innovative strategies tailored to the region’s unique needs. WSB supports ongoing implementation of incident management plans working with response agencies in each region, resulting in continuous process improvement. E. 68th Ave Multimodal project

Commerce City is one of Colorado’s fastest-growing communities, and its transportation network must keep pace with rising demand. WSB partnered with the City to design multimodal safety improvements along E. 68th Avenue between Colorado Boulevard and Brighton Boulevard—a corridor that connects neighborhoods, schools, and the RTD rail station. The project focuses on enhancing pedestrian and cyclist safety through new ADAcompliant ramps, improved crossings, and dedicated bike lanes, while discouraging truck cut-through traffic with strategic roadway design. Our team leverages deep local knowledge and stakeholder engagement when developing a plan that balances mobility and safety. By integrating public involvement, addressing drainage challenges, and coordinating with CDOT and other agencies, WSB provides comprehensive solutions to improve connectivity and support Commerce City’s continued growth. TH 11 Street Underpass

MOORHEAD, MN

WSB is completing full-time construction monitoring oversight at MnDOT’s TH 10/75 11th Street Underpass project in Moorhead, MN. The primary objective for the project includes the construction of an underpass beneath two sets of parallel railroad lines through the downtown district of Moorhead, which have historically blocked traffic (and public safety vehicles) access to cross these tracks for an average of 2 hours per day. Due to logistics, cost and schedule concerns, MnDOT contracted WSB to provide certified asbestos inspectors and supervisors to provide full-time oversight and monitoring of all subsurface excavation for suspect asbestos-containing materials that may be present in areas of buried debris or active/abandoned utilities. When ACM is identified, WSB staff are completing oversight and documentation of the abatement and ACM management and disposal at the project. Through Fall 2025, WSB has completed asbestos sampling at 25 unique project locations and collected over 100 suspect ACM samples. WSB has also performed abatement oversight at 12 different locations, including the abatement and disposal of over 1,000 linear feet of piping and over 60 truckloads of asbestos containing waste materials.

Eagle Bluff Environmental Learning Center – Root River Habitat Restoration

RIVER, MN

This restoration project along a scenic stretch of the Root River in southeastern Minnesota addressed severe erosion that threatened trails, habitat, and public safety. Flood damage and sediment buildup since 2011 had disconnected the river channel from its floodplains, directing flows against the banks and degrading riparian and fish habitat. WSB partnered with Eagle Bluff Environmental Learning Center and local agencies to design and implement comprehensive restoration and riverbank stabilization solutions that balance environmental protection with recreation.

Our approach included detailed geotechnical analysis, hydraulic modeling, and innovative stabilization and habitat techniques to restore the riverbank while preserving the natural character of the river system. Project implementation incorporated riprap armoring, vegetative restoration, and strategic grading to reduce erosion and improve long-term resilience. Since completion, Eagle Bluff has developed educational lesson plans on ecological restoration, water quality, and habitat monitoring to support environmental outreach and inspire future outdoor and environmental careers.

Mississippi River Gateway Regional Park

WSB partnered with Three Rivers Park District to lead a decade-long transformation of one of Minnesota’s most iconic regional parks along the Mississippi River. Beginning with an extensive master planning process and robust community engagement, our team worked to ensure the vision for improvements reflected the needs of one of the state’s most culturally diverse regions. The resulting plan prioritized unique amenities and natural connections, setting the stage for a park that blends recreation, education, and environmental stewardship. Implementation included designing and delivering a new visitor center, entry plaza, interactive water feature, elevated treetop trail, specialty recreation areas, fishing spots, and expanded trail systems. WSB also provided municipal engineering services for utility infrastructure while coordinating with multiple permitting agencies. Today, amenity construction is complete, and the park offers immersive natural experiences and enhanced regional connectivity—creating a destination that celebrates the Mississippi River and will serve the community for generations to come.
