Why I’m Running I care deeply about Baldwin Park and believe our community benefits from thoughtful leadership, transparent communication and responsible financial management. My ROA Board Focus As ROA treasurer, I have worked to strengthen the association’s financial position by focusing on: n Transparency in the annual budgeting process n Responsible cash management across ROA divisions, including a phased plan for each division to maintain about two months of operating expenses n Responsible investment of ROA funds through a ROA investment policy n Improved planning for major expenses, including annual insurance premiums n Eliminating interdivisional borrowing through stronger financial management

STUART SINKLER As a Baldwin Park resident for almost 22 years, I am running for the ROA Board of Directors because I am deeply committed to responsible governance, strong financial stewardship and protecting the best interests of our community. After a successful 30-year career as a financial adviser, I am now retired and able to devote the necessary time, energy and expertise to serve our community effectively. For the past twoand-a-half years, I have been actively involved in Baldwin Park’s governance. I have attended virtually every ROA board meeting and served on the Finance Committee. My understanding of our operations and challenges comes from direct, hands-on involvement — not from the sidelines. My qualifications are grounded in proven leadership and real results. I have lived in other communities with active HOAs and have served on three prior boards. During the 2008 financial crisis, I played a key role on one board where we reduced the annual budget by tens of thousands of dollars and successfully led a $1 million lawsuit against the developer — demonstrating both fiscal discipline and strong advocacy for homeowners.

In Baldwin Park, I have already contributed meaningfully to our community: n I identified that roofing costs for our townhomes were running about 100% over budget. Working with others, we corrected course and ultimately helped save millions of dollars on roof-replacement projects. n I discovered that our association’s $5 million in reserve funds were earning only 0.8% — far below market rates of around 3.5%. I served on the committee that implemented a stronger financial protocol to better protect and grow our reserves. I have been doing much of the work expected of a board member. With a position now open, I feel honor-bound to step forward and serve Baldwin Park in an official capacity. My extensive financial expertise, proven track record of results, and unwavering commitment to transparent and responsible governance make me well-qualified to help guide the ROA into the future. I am ready to bring fiscal responsibility, accountability and dedicated service to the ROA board. Baldwin Park deserves experienced, committed leadership — and I am prepared to deliver it.


BOBBY SLAVENS Hello, Baldwin Park residents! My name is Bobby Slavens, and I am honored to once again ask for your support for reelection to the Residential Owners Association Board. It has been a privilege to serve our community for the past two years as an ROA board member and as your vice president for the last year. During my time on the board, I have remained committed to transparency, fiscal responsibility and ensuring that the voices of our residents are heard. One of the accomplishments I am most proud of is helping bring back in-person board meetings while continuing to provide residents the option to participate virtually. This approach has made our meetings more accessible while encouraging greater

community involvement and engagement. In addition to serving on the ROA board, I was nominated by the board to represent the ROA on the Joint Committee, where I have served as treasurer for the past two years. This role has provided me with valuable experience overseeing budgets, reviewing long-term financial planning and working collaboratively with representatives from across Baldwin Park to address issues that impact our entire community. Professionally, I am a licensed landscape architect specializing in green infrastructure and sustainable design. My career has given me extensive experience managing projects, budgets, contracts and long-term planning while paying close attention to detail. I understand the importance of maintaining the high

standards that make Baldwin Park one of Orlando’s premier communities while preserving the character and natural beauty that we all enjoy. Over the past two years, the board has taken a much deeper dive into the association’s finances to ensure we are being responsible stewards of residents’ assessments. We have thoroughly reviewed expenditures and competitively bid many of our major contracts to ensure the association is receiving the best value and is not overpaying vendors. This has included rebidding our insurance coverage, legal representation, landscaping services and other professional contracts. I strongly believe every dollar saved through responsible procurement is a dollar that can be reinvested into maintaining and improving our community. If reelected, I will continue to focus on open communica-

tion, sound financial stewardship and practical solutions that benefit all residents. I believe board meetings should remain transparent and accessible, with meaningful opportunities for resident participation. I will continue to advocate for competitive bidding, responsible long-term financial planning, improvements to our amenities, and policies that are fair, consistent and respectful of homeowners while preserving the unique character of Baldwin Park. Serving this community has been an incredible honor. I believe that experience matters, and over the past two years, I have gained valuable knowledge of the issues facing our neighborhood. Tile and Error Baldwin Park Mahjong is Central Florida’s home for

J

oining one of Baldwin Park’s numerous social gaming clubs is a great opportunity to expand one’s social circle, make new friends and have fun. In some cases, gaming clubs, especially those involving strategy, sustained attention, memory recall, complex pattern recognition and quick decision-making, also can be a powerful tool for maintaining and boosting cognitive health. Proverbs 27:17 states, “As iron sharpens iron, so one person sharpens another,” highlighting that through challenging cognitive in-

teraction, friends and companions can help one another improve, grow and become better, much like how striking iron against iron refines and sharpens both pieces. Nationwide interest in Mahjong clubs has skyrocketed by thousands of percent over the last year, evolving from a “grandmother’s game” into a trendy social ritual. Undeniably, the centuries-old tile game is enjoying a massive modern resurgence. As the founder of Baldwin Park Mahjong, Baldwin Park resident Christopher Chung has a deep passion for Hong Kong-style mahjong and the culture surrounding the game. He created Baldwin Park Mahjong to bring players of all

skill levels together in a welcoming, friendly environment. “Back in 2018, I decided to buy a mahjong set and didn’t have anyone to play with and looked online,” Chung says. “There were no regular meetups for traditional Chinese mahjong. So I made a post online, and that was the start of the club.” Baldwin Park Mahjong is Central Florida’s home for Traditional Chinese Mahjong and has brought together players of all backgrounds and skill levels since 2019. The club is rooted in the rich tradition of Hong Kong-style mahjong and deeply committed to sharing Asian culture through the beauty of this ancient game. “Growing up, I remember watching my Gung Gung (grandfather) and all the elders play at family functions such as Christmas parties and Lunar New Year celebrations,” Chung says. “The game has allowed me to reconnect with my heritage

and ancestors. It has given me a deeper appreciation for my roots, and I enjoy sharing this tradition with others.” Mahjong is a traditional Chinese game played by four players with a set of 144 beautifully decorated tiles. It’s a game of skill, strategy and a touch of luck — where players draw and discard tiles to build winning hands. With a rich history spanning centuries and fascinating regional variations across Asia, mahjong is more than a game. It’s a living cultural tradition. The 144-tile strategy game is seeing a major cultural revival, transforming from a traditional pastime into a full-blown lifestyle trend. “What amazes me is seeing people from different generations, backgrounds and cultures sit down together and become friends through this game,” Chung says. “As someone who grew up around traditional Chinese mahjong, it makes me proud to see so many people embracing and enjoying a tradition that has been passed down through generations.” Mahjong is often described as a game that is “easy to learn but hard to master.” Learning the basics of Mahjong takes just a few hours, but mastering the strategy can take years. “We take complete beginners who have never touched a tile in their life before, and within 30 minutes, they are winning their first hand of mahjong,” Chung says proudly. “People think mahjong is complicated until they sit down and try it.” Mahjong clubs provide critical mental, social and emotional advantages. The game can serve as a powerful “brain workout” that fights cognitive decline while establishing a consistent antidote to

social isolation. Club play forces you to put away your phone, providing a sensory, mindful “flow state” that relieves daily stress. By gathering regularly in a club setting, players of all generations and skill levels gain access to a structured routine, tactile mindfulness, and community bonding that solitary games simply cannot replicate. “Our club gives people a place to connect, relieve stress and be part of something meaningful,” Chung says. “It’s a weekly reset — good for your mind, your heart and your soul. The friendships and support that grow here are truly special. People tell me every week how much they look forward to coming.” Both the Millennials and Gen Z generations are embracing mahjong. Driven by a desire to unplug from technology and build face-toface community, younger adults are joining clubs, hosting events and treating the centuries-old tile game as a vibrant, screen-free social hobby. Mahjong has become an incredibly popular alternative to standard happy hours and club hopping.

“Millennials and Gen Z love that mahjong is screen-free, social and genuinely fun,” Chung says. “It is a meaningful way to unplug, connect face-to-face and build real friendships.” Baldwin Park Mahjong is supported by a team of experienced tutors who help players learn and improve. Together, they’re dedicated to creating a welcoming and engaging environment for everyone who loves mahjong. The club welcomes newcomers and watching players grow in confidence and skill. “What makes me happiest is not how many people attend, but watching people grow their mahjong skills,” Chung says. “We have beginners who had never touched a mahjong tile before and are now confidently playing, scoring and teaching newer players. None of that would be possible without our dedicated team of tutors and volunteers. Together, we’ve built a welcoming community where people can learn, connect, unwind and look forward to seeing (one another).”

HURRICANE PREPAREDNESS

n The board approved the September 12th Tailgate Party at Enders Park.

Summer in Florida is here and brings with it longer days, heat, humidity and, of course, the beginning of hurricane season, which runs June 1 to Nov. 30. While the prospect of a storm impacting our area can be somewhat disconcerting, preparation can help lessen those fears. The Baldwin Park Residential Owners Association, Commercial Owners Association and Joint Committee are responsible for the property

n The board appointed Paula Garcia to the Architectural Review Committee as recommended by the ARC. n The board approved assigning the current pool maintenance contract expiring Dec. 31, 2026, to Pool Troopers. n The board approved back-toback time slots at Grace Hopper Hall. The motion includes the provision that a resident can book a back-to-back time slot once per year. n The board ratified the cost of providing pizza to the Neighborhood Watch Meeting held June 8 in Grace Hopper Hall.

As homeowners and business owners, you are responsible for your dwelling during a hurricane. If you are a tenant, you need to check with your landlord for specific responsibilities. Here are some important steps: n Make a plan. All residents should prepare for hurricane season by creating a family

plan and disaster supply kit, securing personal property and having a place to go in the event of an evacuation. A plan should answer the following questions. How will I receive emergency alerts and warnings? What is my shelter plan? What is my evacuation route? What is my family/household communication plan? Learn more floridadisaster.org/hazards/hurricanes. The most important part of your hurricane plan is a Hurricane Kit that includes the basic life support you will need after a disaster. Prepare for at least three days to two weeks. n Tune in. Listen to and follow public announcements through local media. n The board ratified the Neighborhood Watch Meeting held June 8 in Grace Hopper Hall, as well as approving use of the gathering rooms for these meetings going forward, as long as a Neighborhood Watch member resident books the room.

n The board approved renewing the contracts expiring in 2026, as long as the increase does not exceed 10%. If the increase is more than 10%, SMI will go out to bid for the services.

n The board approved the shade-tolerant beds at Corrine Commons, provided by United Land Services, so long as the plantings are symmetrical and the accent plants that will be suggested by Mr. Slavens are included in the beds.

THINGS TO KNOW n Landscaping. Several projects around the parking lots are being planned over the upcoming months. This will give a fresh look to the parking lots.

n Trash Talk. The dumpster in the commercial lots are for use of commercial tenants and apartment residents. Apartment residents are encouraged to throw their trash all the way down the chute on the side. Many of the dumpsters have

n Towing. All nine parking lots in the Village Center are privately owned by the Commercial Association. The owners have adopted rules and regulations for these parking lots. HELPFUL INFORMATION FOR TOWNHOME OWNERS n Maintenance Tips. If you live in a townhome, you have probably received the below information in the past, but it’s great information to keep handy in case one of these situations happen to you. n Dryer not drying? Clean the vent to prevent lint build-up and a possible fire hazard. n Use the correct wattage light bulbs for exterior lighting fixtures. Plastic fixtures will melt. Check the tag posted on the inside of the fixture or with the manufacturer for the proper wattage. n Installing weatherstripping around your doors and windows will help lower utility bills, and prevent water intrusion and unwanted pests from entering your home.
