The Global Support Assessment Tool (GSAT) is a quality standard owned by the
World Organization of the Scout Movement (WOSM). It allows National Scout
Organizations (NSOs) to evaluate their capacity against international best practices
in governance and quality Scouting, using the tool to conduct a health check against a
quality standard and measuring progress.
WOSM developed these guidelines to accompany the Self-Assessment and WOSM
Assessment for GSAT and provide NSOs with information and direction on areas including
scope, recommended processes, scoring methods, and next steps. In doing so, this
document enables NSOs to reflect on their practices, processes, policies, and procedures
so that they can identify areas of strength, opportunities for improvement, and
demonstrate transparency and accountability to their members and the community.
