URGENT NOTICE

Prairie Path has contacted the HOA in reference to lift station 3, which is located at the corner of Springhill & Westlake Village DR. This Lift station is responsible for the sewage of Springhill Dr and Foxglove LN.

It has come to our attention that a household in this specific area is flushing Blue Latex (surgical) Gloves down the toilet.

The problem with this is that they are not biodegradable and in the last few months the lift station is full of these gloves, which can cause a signific problem with damage that can be costly.

Function: To make recommendations to the Board on all matters with respect to the dam, lake, lake shoreline, dredging and watershed.

Function: Neighborhood Watch is the cornerstone of crime prevention programs. It enlists the active participation of Westlake residents in cooperation with law enforcement to reduce neighborhood crimes. Its primary purpose is to encourage protection of property yours and your neighbors. (Currently inactive)

Function: To manage the WLV reserve funds and any other fiscal matters including employment and insurance matters.

Architectural Review Committee.

Function: To ensure all homes and properties are attractive and in harmony with the setting at Westlake. The ARC will review and approve or deny the design, construction, landscaping and property enhancements of all single family dwellings, condominiums and townhouses at Westlake Village. This includes all building, landscaping and exterior home enhancement requests, including, but not limited to, new home construction, modification to home exterior (including re-siding, reroofing, painting, all new, as well as any changes to existing landscaping, patios, docks and dock pads, etc.)

Key Takeaways

Urgent Focus on Dredging: The primary concern is the significant silt buildup in the lake's culverts and the four wetland "kidney" ponds. This is hampering the lake's ability to filter runoff and is actively contributing to the lake's deterioration. The commission is exploring two different dredging projects to address this.

Budgeting and Funding: The commission is actively preparing for the September budget meeting. The discussions repeatedly highlighted the need for a longterm, sustainable funding strategy to cover critical projects. The possibility of a homeowner assessment or a community loan was discussed due to the high costs of the work.

Fish Management: A two-part plan was proposed to improve the fishery: Funding a fish rescue program below the dam to save fish from escaping and making a strategic, split order for new fish stocking.

Detailed Discussion Points:

Dredging and Silt Management

Road Culvert Lake Discharge: The commission has approved a small-scale vacuum dredging project for two of the worst-silted culverts that discharge in the lake. The company will use a VAC truck to remove accessible silt deposits. The project is expected to cost approximately $3,600 and will serve as a test to determine effectiveness in smaller, highly silted areas. The silt will be deposited in the wetlands' designated dredge holding basins.

Wetlands Silting (aka "Kidney" Ponds) Lagoons: The four silting lagoons, designed to be approximately four feet deep, are currently filled with about three feet of silt, leaving them with an average water depth of only one foot. This makes them largely ineffective in capturing nutrient laden sediment prior to entering the main Lake.

Cost Estimates: A preliminary quote from a dredger estimates the cost of dredging all four lagoons at approximately $450,000. This does not include the cost of removing dewatered silt from the temporary holding basins.

Proposed Plan: The commission considers two options: Dredging all four ponds at once to save an estimated $65,000 in mobilization costs. Dredging only two ponds (one on each side) to spread the cost over multiple years and avoid over-saturating the settling ponds. However, this would incur the additional mobilization cost later.

Historical Context: It was noted that the wetlands and lake were originally designed to be dredged every five years, but it has now been over 20 years since the "kidney" ponds were last dredged. This explains the severe siltation problem.

Fishery Data Collection

Lake Commission meeting continued

Fish Rescue & Data Collection Program: The commission requested proposals for a program. A proposal provided by a resident was reviewed for a monthly fish rescue service in the catch basin below the dam to retrieve fish that have gone over the spillway.

Context: On January 12, 2025, during a routine patrol, our local DNR officer spotted approx. 600-700 10”-15” crappie, 40-50 walleye (one of which appeared to be 12-15 lbs. (a possible state record) and many other blue gill and bass trapped in the basin below the dam. Other random rescues have taken place throughout the year with hundreds of fish retrieved. No data documentation was procured during these informal events.

Data Collection: The key benefit of this program, besides returning quality fish back into the lake, is that it provides valuable fishery data regarding the species, sizes, and quantity of fish in the lake. The data augments data collected during our annual fish survey performed each Fall.

Cost: The proposal is for $225 per monthly service for 2-3 people.

The consensus: To move forward with a two-month trial in September and October. Depending on the results, the program will be budgeted for 12 months in 2026.

Fish Stocking Program:

Fish Stocking Plan: The commission has an annual budget of $5,000 for fish stocking.

New Supplier: A new supplier was identified as a more cost-effective option than the previous supplier.

Split Order: Since there appears to be a drop off in walleye catches this season, the plan is to split the stocking budget between two sizes of walleyes. 50% will be fish between 6-8”. 50% will be larger fish between 1-3 lbs. The goal is to stock fish that are large enough to survive and grow. The commission will monitor the delivery to confirm the size of the fish.

Other Species: The consensus was to avoid stocking other species, including largemouth bass, crappie, bluegill and catfish, as the current populations are considered plentiful and healthy. Based on recommendations from our

marine biologist, for various reasons, certain other fish species should never be introduced into our lake, including grass carp, yellow perch, striped bass, pike and bullheads.

Other Financial and Management Concerns

Reserve Study: The meeting reiterated the critical need to have a third-party Reserve study completed as soon as possible. An HOA Reserve Study is a financial and physical assessment of an association's common property assets, including community centers, lakes/ ponds, playgrounds, sport courts and pools. to predict future repair and replacement costs and determine the necessary funding in a reserve fund to cover these expenses. This study helps the HOA board fulfill its fiduciary duty to homeowners by ensuring long-term financial stability, protecting property values, and creating a realistic long-term budget and funding plan. A comprehensive study includes an inventory of assets, remaining useful life estimates, condition assessments, and funding strategies. The study would cost $3,000-$5,000.

Lack of Financial Detail: A frustration was voiced regarding the lack of detailed financial reporting, which makes it difficult to track spending on specific projects and accurately plan future budgets. It was proposed that all invoices should go to the committee chair for approval before being paid.

Community Communication: The discussion also touched on the need for better communication with residents, about the importance of these costly projects. It was suggested that presenting data from neighboring communities (like Lake Carroll and Candlewick) who have higher dues could help justify the need for potential increases or assessments.

Mike Lambert will present the Lake Commission report of this meeting at the monthly HOA Meeting held on the morning of September 9th at 8:00 AM.

Next Westlake Village Lake Commission meeting : Scheduled for September 10, 2025, at 7:00 PM to be held at Westlake Village Community Center. Next meeting will concentrate on preparing budget numbers to present to the Westlake Village HOA Board for their budget meeting to be held with Patrick Tures on 9/13/2025.

but, Dana Geigle did just that on August 20, 2025! AND her Wednesday morning ladies golf teammates, Karla Teater, Cindy Gorman and Martha Corfield can certainly attest to that!

Dana shot a perfect hole-in-one over the water from the 135 yard tee box on hole#4 at Lynx Golf Course at Westlake Village!

The season started on June 22nd with 5 teams. Ross Koehler has been running the league for about 15 years. Pickup games were played on Wednesdays and everyone had a great time!

Jason Rager’s team won first place on August 24th!

The WLV Beach league is a great way to make friends, meet neighbors and spend an afternoon in the sun… however, years ago it was so cold they had fire pits set up to keep warm. Next year they hope the league will double in size!

Our children in Westlake have returned to school. We all need to be aware of children waiting for the school bus in the mornings, and getting off the bus later in the day.

The following apply to all school zones and places of bus pick up and drop off:

-Schools often have specific drop-off procedures for the school year, if you have children in one of our schools, make sure you know the procedures.

-Everyone should know the rules regarding a stopped school bus, when the Stop Sign is extended, stop immediately, and do not attempt to pass.

-Drivers have a lot to pay attention to in school zones, eliminate all distractions to keep our children safe.

-Most importantly , drivers should slow down in our community and school zones to keep everyone safe.

A High Wind Watch means stay alert and be ready to take action. A High Wind Warning means take immediate action as conditions pose a threat to life or property. Take simple actions to protect yourself and your family. Create a plan that includes a family communication strategy; prepare an emergency kit; designate a ‘safe room’ in your home to retreat to in the event a tornado threatens After a heavy rainfall, if you encounter a flooded road... or even a walking path - Turn Around, and find another path or roadway. Don’t risk drowning!

Remain vigilant after extreme weather has passed. The storm may be over, but some dangers remain such as downed power lines and flooded roads.

The “Lady and the Tramp” musical duo

Was it Serendipitous? You be the judge…

Renée’s first job during high school was at Denny’s where she sort of met Bill in passing, only because his sister worked there at the time. Renée was four years younger and a “church girl”, Bill recalls, and he was already out of school and in a heavy metal band with long hair. She was raised in the Rock City/Durand area and took piano and voice lessons when she was young. Moving on to bigger and better things, Renée, decided to be a Massage Therapist, and finished massage school, in Chicago. She secured a job right out of school, and for about six months worked at Weis Morris, a spa in Rockford. Opportunity knocked and she moved to the Cayman Islands and worked as a massage therapist for the Ritz Carlton for almost five years. Opportunity knocks again, this time in Vail, Colorado, and then Martha's Vineyard working at a private club. She bounced back and forth between Colorado and Martha’s Vineyard for a while, until finally settling down, to own her own business as a Massage Therapist in the Rockford, IL area.

Meanwhile, Bill was footloose and fancy-free. He'd always played music particularly enjoying the Hard Rock Genre. So, in the mid '90s, he started teaching for Guzzardo’s Performance Music, in Rockford, doing that for about four and a half years while obtaining his Bachelor’s Degree in Psychology. Not finding the Psychology field particularly lucrative he warmed up to going to a trucking school because he found out it was

“great money”, saying; “My intention with that was to establish something where I could work locally, go out in the morning, be home every evening and I’ve fallen into that with a few different companies over several years now.”

So...How did they find each other?

It was circa 2011, Paul, a mutual friend, had a birthday. And, as so many birthday wishes are expressed on social media these days Bill wished Paul a ‘Happy Birthday’ Renée wished Paul a ‘Happy Birthday’ … Bill sees Renée’s post Renée sees Bill’s post - they both realize “Hey! I know you!” and strike up a friendship… about four years later, 2015, they marry and move to Westlake Village! Was it serendipitous?

How did the name Lady and the Tramp come about?

I don't remember what actually put me on it definitively, but the familiarity of it, I knew people would identify with it, and Bill goes on to say; Renée’s the elegant one and I'm the scruffy end-of-the-night casual one.

You've been married for 10 years and you've only been singing for two?

“The joke is this: Bill said; I've always, since I started playing music when I was about 16, and playing it with different rock bands, been the hub guy in the wheel, so they’d come to me to be in this band or that band. Well, the last one I was in was a band called Concrete Shoes, that did AC/DC stuff. Then they wanted to move on to

something else, and I said, if I join another band that my wife isn’t in, I’m going to have to find another place to live. Because she’d been after me for a long time (to perform together). So, I get these idea’s in my head and she’s making a list of songs, I’d play and she would sing along. “I knew she was a great singer. I never didn’t know that, but, I knew how she sang - and that wasn’t the kind of stuff that I had come from. I came from yelling and screaming...well, I knew where her strengths were and I knew where my strengths were. My strengths are in playing guitar, not singing, I do some, but, I prefer backup singing. Her strength is singing. So she’s vocal. I’m instrumental. What cinched it for us was when we played the song by America: Ventura Highway, we were going.., “It sounds pretty good.” then we’d do another song and we’d go, “Okay.” So then we just kind of started building on it.

Favorite Artist’s, Genre and Venues?

 The Vibe:

They aim for a "cocktail lounge" atmosphere, providing background music that's enjoyable without being so loud that people can't talk. They don't mind if the audience is not roaring back at them and appreciate that people are simply having conversations and enjoying their dinner. They do not play original songs, as most audiences prefer familiar material. They believe a successful musician must prioritize the audience's enjoyment over their own.

“When Bill and I play a show, it becomes a date night for us too. It's our way of connecting. Having come together later in life, we each have our own interests, but this is a way for us to share something that's very important to both of us. There are times when we're learning a new song, that something just clicks so well that we will both get a little emotional over it and tear up because we feel just so blessed to have found each other and we're able to "create beautiful music together." I can't imagine doing this with anyone else... because to me, it's such an intimate connection to share with someone. “ - Renée Kopp

Some of their favorite music comes from very recognizable artists such as the Eagles, Fleetwood Mac, Linda Ronstadt, Corinne Bailey Rae and America.

 The Venues:

They prefer playing at supper clubs, Country Clubs and private events, but they also perform at public venues like farmers’ markets to gain broader exposure.

Receives International First Place

Pecatonica Key Club

August 5, 2025

Key Club International held its annual International Convention July 2-6, 2025 with more than 650 members in attendance from all over the world.

At the Awards & Recognition night, in February of this year, the IllinoisEastern Iowa District recognized PHS Key Club with the District’s First Place Single Service Award in the Gold Division for the club’s 2024 Mr. PHS Pageant, which was held on March 15, 2024 raising $11,000 for St. Jude Children’s Research Hospital. Additionally, Pec Key Club was recognized as one of just ten Distinguished clubs within the Illinois-Eastern Iowa District. First place Single Service Award entries from more than 30 Districts in 45 countries around the world moved on to compete at the International level.

Co-chaired by Rebecca Brown ‘24 and Payton Kasper ‘24, both Key Club members, were seniors in 2024 and were involved with Mr. PHS all four years of high school. Pecatonica High School Key Club, is advised by faculty member Michelle Johnson and sponsored by the Lincoln Douglas Kiwanis Club of Freeport and Kiwanis Advisor Mary Arenson.

The Pecatonica High School Key Club meets each Tuesday at 2:45 - 3:15 pm, during the school year and is excited for the upcoming 2025/2026 school year and all the service projects and fundraising they have planned already!
