RIP RAP Owners of lakeside lots are required to maintain their shoreline stabilization (rip rap) in good condition. Maintenance should include the removal of weeds and undesirable grasses to prevent erosion and damage by burrowing aquatic mammals (i.e. muskrats) and to maintain a consistent shoreline appearance. This rip rap area shall extend upward to a minimum of two (2) feet from the normal pool level of the lake, and a minimum of one (1) foot below the normal pool. The rip rap weeds need to be pulled or burned, not cut by a weed-eater. Also, do not put the weeds in the lake. That is not allowed. The weeds are bad for the lake, and we want to keep our lake beautiful.
Tuesday September 1, 2026. 6pm at the Westlake Village Community Center. This will be open to the community Galilee Lien Montero is a Drug Overdose Prevention Specialist with the Winnebago County Health Department. She will be at the community center from 6pm-7pm for training and to answer any questions. The reason we are reaching out is because a significant number of accidental overdoses, recorded by emergency departments, are adults and the elderly. The best way we can decrease those numbers is to continue to provide support to our community. The resources we would like to offer is Naloxone training to WLV. Free Community Harm Reduction supplies are available after training: Naloxone, Gun locks, and Medication disposal pouches for expired medications 2027 Director y The office is currently updating the 2027 directory. Unfortunately, because this is not the first time the drinking fountain has been vandalized, the HOA Board has permanently removed the fountain at the playground! Note Vandalism Will Not Be Tolerated

Like Mother, Like Daughter The 105th Winnebago County Fair was captivated by the big-stage waves, pink-dress sparkly twirls, and the sweet yet confident voice of 6-year-old Norah Lloyd of Westlake, daughter of Jennifer and Robby Lloyd. Norah proudly introduced herself to the crowd and wished all the fairgoers a wonderful time at the fair and the pageant. Like all of the contestants, she was asked two questions on stage. First, she was asked, “What is your favorite thing to do at the Winnebago County Fair?” After thanking the judges for the question, Norah replied, “Riding rides are my favorite because I can ride them with my friends and make new friends, too.” She was also asked what her favorite game to play is. Her answer? “Hide-and-go-seek, because I can spend time outdoors and climb up in a tree for a good hiding place.” This was Norah’s first year competing in the Little Miss Pageant, and although she wasn’t quite sure what to expect, she spent some time over the summer practicing her stage presence with her mom, Jennifer (Woods) Lloyd, who is no stranger to that very same stage herself. Like Norah, Jennifer had never competed in a pageant before taking home the crown in 2009. She can easily say it was one of the best years of her young adult life.
Seventeen years later, Jennifer had the opportunity to watch her own daughter take that same stage for the very first time—and bring home the crown among 20 adorable and qualified contestants. “Getting the opportunity now as a mom to watch my daughter grace the same stage for the very first time and win the title is a joy like no other,” Jennifer said.
“Sharing the 2026 fair week with my daughter as the Little Miss Winnebago County Fair Queen—watching her make new friends, talk to Winnebago County residents, pass out ribbons to the kids in the show ring, and experience the rodeo, tractor pulls and demolition derby—is a week that will forever be etched in my heart.” From one fair queen to the next, one thing is certain: “You don’t shine because of the sparkle of the crown upon your head; you shine because of the sparkle that comes from within.”
“I grew up going to the Winnebago County Fair my entire life. Being in 4-H and showing my projects during fair week naturally meant immersing myself in all of the fair-week activities,” Jennifer reminisces. “It quickly became my dream to run for Fair Queen, and to my surprise, I won going into my first year of college. I knew my professors wouldn’t be happy when I emailed them all to announce that I was going to miss my first week of classes, but it was hands-down worth it.” 6

Coming up, Norah will be at Kite Day on September 5 from 1–4 p.m. at the Winnebago County Fairgrounds. She will also take part in the Annual Rockford Labor Day Parade on Monday, September 7, 2026, starting off at 10 a.m. in downtown Rockford, Illinois.

llinois recently enacted Senate Bill 3484 (signed into law in August 26, 2026, taking effect January 1, 2027), introducing a comprehensive statewide micromobility framework to standardize rules for electric bicycles, electric scooters, and out-of-class vehicles.

Illinois E-Bike Laws State law categorizes e-bikes by speed, motor power, and propulsion method. Legal e-bikes must have fully operable pedals and an electric motor rated at under 750 watts. • Where You Can Ride: Low-speed e-bikes (Classes 1–3) are permitted on public roadways, bike lanes, and multi-use paths/ trails. Local municipalities or forest preserve districts still retain authority to restrict Class 2 or Class 3 bikes on specific local trails. • Sidewalk Prohibition: State law strictly prohibits riding e-bikes on sidewalks across Illinois. Riders must dismount and walk the bike on sidewalks. • Licensing & Registration: Standard Class 1, 2, and 3 e-bikes do not require a driver’s license, title, registration, or liability insurance. • High-Speed / "E-Motos": Any motorized device exceeding 28 mph or carrying a motor between 750W and 8,000W is classified as a motor vehicle. Illinois Electric Scooter Laws The updated legislation establishes unified safety standards for electric scooters (e-scooters): • Low-Speed E-Scooters (Capped at 20 mph): The statewide minimum age to operate a low-speed e-scooter drops to 16 years old (previously 18 in many jurisdictions). • High-Speed E-Scooters (Up to 28 mph): Riders must be at least 16 years old. Devices capable of higher speeds are governed capped at 28 mph for public path/roadway use. • Road & Path Access: E-scooters are permitted on bike paths, bike lanes, and streets with speed limits of 35 mph or lower (or roads with higher limits if a dedicated bike lane exists). • Sidewalk Restrictions: Under state law (Public Act 103-0899 and SB 3484), e-scooters are banned from sidewalks unless a specific local ordinance explicitly permits them. Low-speed toy devices intended for young children remain exempt and are restricted to sidewalks and private paths. Operating Rules: E-scooters are limited to one rider at a time. Nighttime riding requires a visible front white headlight (500 ft visibility) and a rear red reflector or light. Enforcement & Parent Responsibility Local police departments can issue traffic fines, impound non-compliant devices, and hold parents or legal guardians financially accountable if minor children violate state or local micromobility ordinances. Helmet use is strongly encouraged statewide, though mandatory helmet rules depend on local municipal codes. 9

Welcoming Our Newest Winged Neighbors in the Westlake Wetlands If you've taken a walk past our community wetland area recently, you might have noticed an impressive new addition standing tall against the sky. Thanks to the thoughtful efforts and craftsmanship of our neighbor Randy Gobeli, Westlake Village is now home to custom-built bat houses designed to give local wildlife a safe place to roost. While bats sometimes get a bad rap, they are actually one of our ecosystem's greatest allies especially during late summer! A single bat can devour thousands of mosquitoes and agricultural pests in a single night, offering us a natural, chemicalfree way to keep our outdoor spaces comfortable for evening strolls and backyard gatherings. Our wetlands continue to be a thriving sanctuary for local fauna. Along with the new bat roosts, residents have recently spotted a majestic pair of Sandhill Cranes and a Great Blue Heron enjoying the peaceful marsh waters. A big thank you to Randy and Teresa Gobeli for their time, dedication, and care in enriching our shared green spaces. Next time you're out enjoying the trail near the wetlands, be sure to glance up and take a look at our community's newest conservation project in action!
