Where it starts:
Cart/Walking Path Replacement
Heads up, residents! The second phase of repairing and replacing the community walking and golf cart path began on Monday, July 27, 2026.
Crew members and heavy equipment began near the wooden bridge closest to the golf course. From there, construction will move around the lake and continue North to the dam.
What you need to know:
• The path will be entirely closed in active work zones.
• Heavy machinery will be on-site. Please exercise extreme caution and keep pets on short leashes near the construction areas.
• Plan alternate routes around the lake, as certain sections may be impassable for golf carts.
• Stay Off Lawns: If a section of the path is blocked, golf carts are strictly prohibited from driving onto any neighbor's yard or private property adjacent to the path. If your normal route is closed, please use public neighborhood streets or turn around.
• Grass Restoration: Construction will impact the grass directly bordering the paths. The paving company will repair and reseed all damaged grass along the pathway at the end of the paving project.
• The project is expected to be completed in 2-3 weeks.

Approval of the Agenda: July 14,2026 agenda was approved via email and posted on HOA website.
Approval of Board Meeting Minutes: June 16th meeting minutes were approved Via email and posted on the HOA website.

Property Inspection Reports:
Dam Reports for July reviewed and approved. Everything looks good. Weeds were sprayed by G&O.
Office Report:
Currently 179 golf carts have been registered. The office was busy organizing and set for beach party. Two BIOs were received for board member election which will be held at the annual meeting on August 18th. Office will start on getting bids for the 2027 budget.
Violation Letters & Written Complaints: 6 calls were made in reference to yard maintenance and boats/trailers/RepRap.
Architectural Review Committee:
6 new Arc applications approved with two new builds starting soon.

Still taking rentals, the kitchen faucet was replaced and the front door repaired.

Grounds & Maintenance Commission:
Jim thanked Don and Petronella Boose for cleaning and decorating the gazebo for the 4th of July. Tom and Randy Chapman painted the entrance signs. Sprinklers are working, have a couple bids for power washing the gazebo.

Lake Management:
Started dredging in the lower part of the channel/wetlands, then will move upward. 2000yds of sediment has already been removed.

Pool Commission:
Pool shade will be repaired by the end of the week. People are asked to sign in with how many guests when entering the pool. This will help with safety and make sure the pool is being monitored for the use of residents.

Social/Events-:
The WLV Patriotic Boat Parade was held the evening of July 4th. The Summer party was held on July 11th , everyone enjoyed day. A special thank you to all who help set up and clean up before and after the event.

Communications Committee / Villager:
The Communications Committee met on July 13, 2026, at WLV Community Center to review the articles for the upcoming August Villager.
The committee decided to recap the events that happened in July; the annual Summer Beach Party, the 4th of July Patriotic Boat Parade and the upcoming HOA Board Elections in August.
We also look forward to presenting two new features highlights: Westlake Family Dogs. Fishing and Wildlife at Westlake. We encourage residents to submit their pictures taken at Westlake to potentially be published in a future issue of The Villager at Westlake. Please submit names of people and dates in the pictures you submit. We are happy to announce we have added two more advertisers for the balance of 2026, making that a total of 15 advertisers, that will help defray the cost of providing our newsletter, free of charge, to our Westlake Village residents. We very much appreciate our advertisers supporting us, supporting them!
The next meeting has not yet been scheduled.

Three new residents were met with and welcomed to our community.

Old Business:
The Walking Path: The Board has accepted the Belrock Asphalt Paving bid for the path reconstruction project from the small pedestrian bridge to the dam spillway. Scheduled start date will be July 27th and should be completed within 2 -3 weeks. The memorial bench for Mary Keilty will also be installed at that time.
New Business:
Petronella and Cindy worked at the beach party to get at least 50 more blue book ballots. Donna Heffern urged the board to keep using the finance committee. The Reserve study will be available for review as soon as additional lake and common area information was added to ensure funds are available for the next 10yrs. Illinois is changing the laws for operating electric scooters, we will be looking into this, there is a large number of scooters being used in our community and the concern for safety is becoming an issue.

NOTICE OF ANNUAL MEETING AND BOARD OF DIRECTORS ELECTION
You are hereby officially notified that the Westlake Village Master Homeowners Association (“HOA”) Annual Meeting will be held on Tuesday, AUG 18, 2026 at 7:00 pm at the Community Center. At this meeting, newly elected Board Members will be sworn in and minutes from the prior year’s annual meeting will be approved. We encourage you to attend the Annual Meeting AND to exercise your right to vote in this election. Our governing documents require that at least 20% of members participate to confirm the election and to call the Annual Meeting to order. Please carefully follow the balloting procedures below to vote in this year’s election:
1. Select up to two (2) candidates from the list below to complete your ballot.
2. DO NOT SIGN your ballot. Place your ballot into the envelope provided.
3. Mail the pre-addressed envelope no later than Tuesday, AUG 11th .
This procedure will ensure that your confidential ballot will be counted AND will serve as your attendance at the Annual Meeting (even if you are unable to attend).
The HOA office will NOT have replacement ballots or envelopes. Any ballots received without the preprinted envelope provided will not be accepted or counted toward the quorum.
All election ballots will be qualified by Tures and Associates, a business of Tures LLC.
Once a quorum has been confirmed, the Annual Meeting will be called to order at 7:00 pm. At that time, all qualified election ballots will be turned over to WLV HOA Election Volunteers to be opened and tallied.
There are no provisions to cast a vote for any individuals not listed on this original ballot.
*If you are unable to mail your ballot by AUG 11th, you may drop your completed ballot, in the preprinted envelope provided, by the HOA office during regular business hours. Ballots dropped off at the office will be held in safekeeping until election night, when they will be turned over to Tures and Associates to be qualified prior to being included with mail-in ballots already received.
Summarized from HOA Meeting: 7/14/2026 Current Dredging Progress
• Operations: Dredging equipment is on-site and actively working, specifically targeting the high end of the creek channel andmovingdownward.
• Volume: Approximately 2,000 yards of sediment have already been removed from the south end over a two-day period.
• Strategy: To prevent excess sediment from moving further into the lake, the team is working incrementally running the equipment for 2 to 3 days, then pausing to let the water settle beforecontinuingdownthechannel.
Sediment Disposal Plan
• The nutrient-rich mud is currently being placed along the shoreline.
• Once the water drains out, the soil will be leveled and seeded with grass, effectively raising the shoreline in that area.
Budgeting & The Reserve Study
• The Goal: There is a strong push to get the Finance Committeetoreviewthe Reserve Study sothatlakeandwetland management can be officially incorporated into the new and futurebudgets.
• The Push for Action: Committee members emphasized the urgency of finalizing this budget so the lake project isn't forgottenorneglectedasithasbeeninthepast.
• Timeline: The Reserve Study is almost complete and includes a 10-year projection for lake maintenance. It will be readyforreviewverysoon.
