Re-election season in 2011 was in full swing and with two months to go until Election Day, North Miami Councilman Scott Galvin was no stranger to politics. Galvin, first elected in 1999, was seeking his fourth term in office. There were hot issues to be decided that year and cash was flying around to influence the outcome.
Galvin, of course, had already taken money intended to influence his vote.
Now, on that spring day, Galvin was ending a meeting with Ricardo Brutus, the campaign manager of the mayor with whom he had served the previous two years. A vote was upcoming on a very controversial matter. As Galvin walked Brutus down his long office hallway toward the elevator, armed State police agents awaited.
