2025 Water Utility Rate Changes Utility rate increases go into effect Feb. 1 every year to fund the maintenance and growth of our town’s various water utilities. Starting Feb. 1, 2024, Windsor residents will see an increase in their water utility bills, which will be reflected on bills starting in March 2024. This is part of the town’s annual review and adjustment of water rates, a necessary process to cover the increasing costs of water treatment, system maintenance and future infrastructure investments. The rate increase is necessary to ensure Windsor can continue providing safe and reliable water services. Like all municipalities, Windsor faces rising costs in maintaining water infrastructure, treating water to meet safety standards, and planning for future water supply needs. As a result, rate increases are a standard part of managing a sustainable utility system. For 2025, the base water fee will increase $2.39 per month, to $25.18. The consumption rate per 1,000 gallons is increasing $0.70 to $7.41. For a typical household using 5,000 gallons of water per month, this equates to an increase of about $5.89 per month. In other words, one gallon of water costs seven-tenths of one penny.
Water rates are also structured based on usage, with tiered charges to encourage efficient water use. The first 16,000 gallons are billed at the Tier 1 ($7.41/1,000 gal.), while higher rates apply to water usage beyond this threshold. In addition to water rate increases, residents will also see increases in stormwater and wastewater charges. The stormwater fee will rise to $6.78 per month, a $1.00 increase, which helps maintain the stormwater system that reduces flooding and protects local waterways. The wastewater fee will increase to $34.34 per month, a $5.72 increase, supporting the treatment of wastewater to meet federal standards. These rate increases are essential for maintaining and improving Windsor’s water, stormwater and wastewater systems, ensuring long-term sustainability and continued service reliability.
