William Steinberg Executive Director at Morgan Stanley William Steinberg has always been drawn to environments that challenge the mind and spark curiosity. Born into a Marine Corps family (his father was a Marine Corps pilot for nearly 35 years), Steinberg knew from an early age what it meant to be constantly on the move and to encounter different ways of life.
Through those movements, he learnt adaptability early on and became even more fascinated with systems, mechanics, and anything that required careful thought. Even as a child, he balanced that curiosity with an equal love for music and sports. He learnt to play the guitar and also played for his high school basketball team long before he decided to study engineering.
Education and Early Engineering Foundations William earned a Bachelor's degree in Electrical Engineering from Old Dominion University. He was also lucky enough to complete a 6-month internship at NASA's Langley Research Center, working on the project HALOE used on space shuttle missions to gather solar data. Later, he earned a Master's degree in Electrical Engineering from California State University, Northridge, where his excellence earned him membership in the prestigious Tau Beta Pi engineering honor society. By the time he finished his studies, Bill had hands-on experience with digital hardware, embedded systems, and signal processing.
Engineering Career in Aerospace and Defense William launched his career in California at McDonnell Douglas, working on new development for the MD80, MD11, and C17. He developed embedded firmware, operating system software, and tools used in airborne data acquisition systems. These projects required writing precise code, extensive unit testing, and debugging low-level hardware issues. He would later work at Sonatech in Santa Barbara, a premier underwater acoustics engineering company designing data-acquisition controllers and embedded software for underwater acoustic tracking systems used in both military and commercial applications. His work involved writing drivers, developing simulation tools, and working on alarmingly performant systems.
Entering the Financial Industry William relocated to New York City in January 1994 to join Morgan Stanley’s Institutional Technology Division. That shift from aerospace to finance marked the beginning of three decades of his career, during which he worked on complex trading systems and led large engineering organizations. His early years at Morgan Stanley found him working on C++ infrastructure, systems for trading mortgage-backed securities, tools for equity cash trading, and platforms that disseminate real-time data.
He delivered utilities that were rolled out across the firm’s global desks and oversaw major initiatives that re-engineered trading and booking systems for a wide range of securities. As he moved up the ranks, William took on more leadership roles, managing teams responsible for application management infrastructure and supporting the firm's critical technology. His work impacted the systems that monitor, schedule, handle outages, and manage distributed processes.
Leadership at Goldman Sachs In 2008, William joined Goldman Sachs, where he spent over 14 years of his career. As Vice President, William Steinberg supported the Equities Electronic Market Making and Equities Quantitative Trading groups. He worked on complex systems for market making, quantitative tools, and workflow components used across US exchanges. His work covered a wide scope. He developed systems for futures trading, designed the firm's desk-level risk management solutions, and supported ETF trading processes, such as real-time NAV calculations and CAT reporting. He also worked with exchange protocols, dark pool integrations, network acceleration technologies, and data analysis tools. Earlier in his time at Goldman, he contributed to the Prime Brokerage Risk group, managing the team that built margin calculators and assessed liquidity outflow. This further enhanced his reputation as someone who can combine engineering depth with sound decision-making in high-pressure environments.
Return to Morgan Stanley William returned to Morgan Stanley in 2023, where he serves as an Executive Director within Institutional Securities Tech. He’s responsible for the global C++ development team that implements trading risk controls and has helped maintain the integrity of the platforms that power the firm's trading operations.
Skills, Accomplishments, and Professional Identity Over the years, William has developed a high degree of expertise in C++, Python, Perl, Lisp, and Bash shell programming. He has also become familiar with many operating systems, networking environments, and hardware platforms. His work back in the days involved electronic trading, quantitative systems, futures, ETFs, and large-scale risk methodologies. He is especially proud of having spent over 30 years in the finance industry, specializing in electronic, quant, and algorithmic trading. These decades of experience reflect accomplishments he values most highly because they demonstrate his long-term commitment to driving a meaningful impact.
Community Involvement and Personal Interests Outside of his work, William has been active with charities and causes important to him. He has volunteered with Habitat for Humanity in New York City and participated in science and technology mentorship programs, including programs at Stuyvesant High School. He has also donated to charities, mainly those focused on breast cancer and prostate cancer. William still loves music, playing basketball, water sports, and long drives. He enjoys traveling to places where he can find the right mix of surf and wind, and he always finds time to pursue new passions.
