Parks and recreation are at the heart of a welcoming, healthy, active community. Springfield’s parks, trails, natural areas, recreation programs, and community events are gathering places where everyone belongs.
In this guide, you’ll find new programs, expanded swim lessons, favorite camps, and fun community events ahead for the summer! You’ll also find the district’s annual report from 2025, including some highlights, like celebrating the first graduating class of Willamalane’s Tiny Ducks Preschool and completing the decade-long orchard replacement project at Dorris Ranch.
As we plan for the future, we’re guided by what our Springfield community shares through surveys, program registrations, and continued use of facilities and parks. You’ve told us you value the things Willamalane is known for: high-quality parks, trails, and natural areas; essential programs like childcare and senior services; access to pools; and improvements to existing parks and facilities. This year, you can expect continued exceptional stewardship of our parks, trails, and natural areas, improvements at Tyson Park, and over 600 additional swim lesson spots this summer.
As we look at how to continue delivering on our plans and offerings, the district has to evaluate what’s possible. Like many public organizations, Willamalane continues to experience rising costs due to labor and inflation. To
Willamalane’s board is composed of five at-large members elected to serve fouryear terms. Public board meetings are usually held on the second Wednesday of the month, 6 p.m. at Bob Keefer Center for Sports and Recreation. Agendas are available the Friday before each meeting at willamalane.org/meetings.

balance last year’s budget, Willamalane reduced more than $1 million in its materials and services budgets by eliminating vacant positions and making program adjustments.
In 2025, Willamalane also completed a major organizational restructuring to ensure the district continues to operate efficiently. These changes protect essential services, reduce costs, and make the most of available funding. Vacant administrative and leadership positions were eliminated, and roles and responsibilities were thoughtfully consolidated to maintain service levels and strengthen overall operations. The district is already seeing measurable results.
As part of ongoing financial planning, Willamalane’s Board of Directors has referred a measure to the May 19, 2026 ballot. You can read more about the proposed measure on page 6.
As a public agency, Willamalane remains committed to listening to our community and making adjustments based on your feedback.
Thank you for being part of Willamalane, and we look forward to seeing you this summer!

Delivering exceptional parks and recreation to enrich the lives of everyone we serve.
Park and Recreation District maintains and operates recreation facilities, community centers, pools, parks, trails, and natural areas in Springfield.
Created by voters in 1944, Willamalane is a special tax district, separate from the City of Springfield, governed by a five-member, elected board of directors and managed by an executive director. In 2022, Willamalane earned CAPRA accreditation, which signifies that the organization’s overall quality of operations, management, and service to the community are aligned with industry best practices.
Willamalane proactively works to foster welcoming parks, facilities, and programs, so that all of our community members and staff have access to the same opportunities and feel a genuine sense of belonging.
Accommodation requests help people with disabilities get individualized help in accessing all Willamalane programs and activities. There are usually no extra costs or fees associated with inclusion or accommodation services. Please submit accommodation requests at least two weeks before the date needed. Some accommodations can be fulfilled in less time. Accommodations are frequently provided in the form of individualized support plans, a document that outlines the ways Willamalane staff are able to support the needs of the individual.
For more information and to request an accommodation, please visit willamalane.org/accessibility.

Willamalane has referred a measure to the May 19, 2026 ballot. If passed, the measure would authorize a new property tax that would help pay for current park and recreation operations, including park safety, recreation programs, and wildfire prevention efforts.
The proposed property tax would pay for park safety, recreation programs, and wildfire prevention.
Programs and services would not be provided as proposed and property taxes would not be increased.
If passed, the measure would cost property owners $0.25 per $1,000 of assessed property value. The owner of a home assessed at $196,803 would pay $4.10 per month or $49.20 per year. The property tax would continue for five years and raise a total of $8,427,029. Annual independent audits, monthly reporting, and expenditures would be reviewed by the board and budget committee.
The district’s costs have increased over time while its main property tax rate has remained the same, creating a gap between revenue and the cost of maintaining current services. The proposed levy would fund park safety, maintenance, recreation programs, and wildfire prevention while the district continues to evaluate other long-term revenue strategies.
In the last year, Willamalane reduced its annual budget by over $1 million. Since then, the district has also eliminated vacant administrative and leadership positions, redistributed responsibilities, reorganized staff to increase efficiency, discontinued some recreation programs, and reduced budgets for materials and services. Additional steps are planned to meet existing budget gaps and pay for rising costs.
If passed, the proposed levy would help bridge funding gaps to preserve current levels of service. The district would continue to seek additional revenue strategies to support long-term sustainability and close budget gaps. If passed, the measure would help fund the following programs and services:

Willamalane is designated as a special tax district, which means community members who live within district boundaries pay a unique tax that goes specifically to parks and recreation.
Willamalane is incredibly grateful to our community for entrusting the organization to be stewards of your tax dollars. Additional revenue supports maintaining parks and facilities and operating hundreds of programs. This revenue includes program and admission fees, grants, and sponsorships. Every dollar generated gets reinvested into our community, allowing Willamalane to do more for Springfield. The district operates on a fiscal year, so this financial report represents the last fiscal year from July 1, 2024–June 30, 2025.

Thurston Hills Natural Area plays an important role in protecting Springfield from wildfire due to its location along our community’s urban edge and its proximity to recent catastrophic wildfires, like the Holiday Farm Fire. Willamalane reduces wildfire risk by prioritizing annual hazardous fuels reduction in areas like Thurston Hills Natural Area. In January, conditions were just right for controlled burning of the fuel piles created over the summer months. This work doubles as oak restoration by selectively clearing encroaching fir trees in fragile oak habitat.
Park Foundation
In 2025, the Willamalane Park Foundation gave the district $294,635 to expand access to key programs. Those funds helped purchase a new van for the trips program, provided transportation for fourth-grade swim lessons with Springfield Public Schools, and supported the Tyson Park redevelopment project.
In 2025, Willamalane planted 3,500 blight-resistant filbert trees at Dorris Ranch, signaling the end of a decade-long orchard replacement project. The threephase project involved removing and replacing orchards infected with Eastern Filbert Blight, a fatal tree disease.

A Peace Pole was installed at Bob Keefer Center in partnership with the Springfield Rotary Club. Inscribed with the message “May Peace Prevail on Earth,” the pole joins thousands of others around the world that serve as symbols of unity and hope.
Bob Keefer Center was buzzing with energy during the Matt Hartner Memorial Volleyball Classic as 208 teams from seven states, Canada, and Puerto Rico, traveled to our community. This event was the largest volleyball tournament held at Bob Keefer Center in 2025. Tournaments like these bring thousands of athletes, families, and fans to local hotels, restaurants, and shops, creating a meaningful boost for the local economy. In addition to this regional impact, the tournament generated $28,260 in admissions and facility fees, which directly support the district’s programs and services.
Throughout the year, over 2,100 people of all ages joined nine skate parties at Bob Keefer Center, coming together for themed music and skating fun.

New bikers gathered at Bob Keefer Center to build their confidence at a free event hosted in partnership with Springfield and Eugene’s Safe Routes to School programs.
On March 7, Willamalane rallied volunteers for the first of several large-scale planting events in 2025. Dedicated volunteers planted 600 native trees and shrubs at Georgia Pacific Natural Area, reaching half of the district’s goal to plant 1,200 native plants by May. This effort is part of ongoing riparian habitat restoration designed to strengthen biodiversity, better support sensitive species, reduce erosion, and improve water quality. In 2026, Willamalane plans to expand these efforts across Springfield.

This monthly volunteer opportunity, focused on ivy removal in Willamalane parks, made significant strides in 2025. Since the program began in 2021, volunteers have saved more than 1,000 trees at Eastgate Woodlands/Whilamut Natural Area. In November, the program expanded to new locations throughout the district. Removing ivy is crucial for protecting trees, water quality, biodiversity, and maintaining a balanced ecosystem.

The annual magnolia bloom at Ruff Memorial Park and Magnolia Arboretum dazzles Springfield residents each spring as hundreds of magnolia plants open their pink, white, and purple blooms. This park took a “rough” hit during the 2024 ice storm, making its spring blooms a fantastic testament to its resiliency and the healing powers of nature.

Willamalane’s 70th annual Megga Hunt welcomed Springfield families for a tradition many look forward to each year. Nearly 1,000 kids spent the morning searching for more than 50,000 eggs, each hoping to be the lucky one to find a special golden egg. The event offered multiple hunt options and activities designed to be accessible and welcoming for a wide range of ages and abilities.

On Arbor Day, a ceremony was held at Dorris Ranch to celebrate the restoration and protection of the oldest commercial filbert orchard in the United States.

In early May, 35 Disciples of Dirt volunteers came out to get the mountain bike trails at Thurston Hills Natural Area ready for opening. Because of their excellent stewardship, the trails were able to open earlier than usual.

Young athletes finished strong at the end of another energetic year of youth sports. After-School AllStars and Middle School Sports kept students busy throughout the year with practices, games, and meets held right after school.
Willamalane’s youth sports programs gave athletes at every skill level the chance to learn something new. For some, it was their first time playing on a team; for others, their first time even trying a sport. This year, more than 1,600 athletes from kindergarten through eighth grade participated in over 300 games and meets across six different sports.

Willamalane staff installed new drainage lines and resurfaced sections of the Lower Camas Crest Trail to repair extensive damage and build the trail’s resilience to environmental changes. While underground springs continue to pose a challenge for trail maintenance, these repairs addressed long-term concerns and maintain access to the southwest side of Thurston Hills Natural Area.
A family of river otters, swimming and hunting along the Jasper Slough near the wildlife viewing platform, was spotted several times in the spring and through the summer. River otters are highly sensitive to pollution, making them a vital indicator species of clean water and an overall healthy ecosystem. Otter sightings were very rare before extensive habitat restoration of this area, and are an encouraging sign that continuing this work will benefit all who call Springfield home.

Year-round, Willamalane burns hazardous fuels at Thurston Hills Natural Area to mitigate wildfire risk. The debris piles were intentionally built in areas with invasive plant species, and native seeds were spread after burning. This method suppresses invasive species and promotes germination of newly planted seeds. In the spring, pink blankets of seablush, or rosy plectritis, bloom in the nutrientrich footprint of the debris piles.
In June, the first 45 graduates of Willamalane Tiny Ducks Preschool celebrated their achievement at ceremonies complete with caps and gowns, diplomas, cheerful performances, and teary goodbyes from teachers who watched them grow, learn, and shine all year long.
This year was full of growth, not just for these preschoolers but for the program itself. What began with three cozy classrooms blossomed into five new classrooms, expanding Willamalane’s preschool program to meet the community’s demand for early learning.
Island Park was filled with energy and smiles as more than 2,500 people gathered for a free day of play and connection. Attendees wandered between booths hosted by more than 60 local organizations and nonprofits, stopping for interactive activities, live performances, animal encounters, and inflatables throughout the park. Along the way, attendees connected with programs and resources from across Lane County.

4 OTTERS SPOTTED IN JASPER SLOUGH

On Saturday mornings throughout the summer, the lawn at Dorris Ranch transformed into a shared space for movement, breath, and fresh air. More than 300 participants rolled out their mats for free outdoor yoga, returning week after week to stretch, reset, and start the day surrounded by nature.
Willamalane partnered with Oregon Urban and Community Forestry crews to continue building a comprehensive digital inventory of urban trees in Willamalane parks. Once complete, this inventory will be an invaluable tool for maintaining Springfield’s urban canopy, making it easier to track tree health, build canopy coverage in underserved areas, and make proactive decisions that will strengthen Springfield’s green spaces for many years to come.
During the summer months, 1Pass helped fill long days with fun places to go and things to do. Kids used their passes again and again to access pools and local recreation spaces throughout Eugene and Springfield, creating busy summer days customized to each passholder. A continued partnership with Springfield Public Schools expanded access by covering the cost of 1Passes for more than 3,400 students in 2025.

Island Park was alive with music this summer! The annual Concerts in the Park series welcomed more than 2,600 people to enjoy live performances by a diverse lineup of local bands. Along the way, the series helped collect over a ton of non-perishable food donations to help stock the food pantry at Willamalane Adult Activity Center.

During the summer, our community reflected on how parks and recreation foster connection and positivity. The Together Through Parks project began with original works by local artists, and grew as our community reflected on how parks and recreation foster connection and positivity. With diverse and unique perspectives, the submissions form a shared story about the role of parks and recreation in Springfield.
The submissions are now an art installation at Bob Keefer Center.
Springfield students received free backpacks and school supplies through a partnership with The Hope Project, helping families prepare for the start of the school year.
Willamalane summer campers formed new friendships and unforgettable memories that kept them active all summer long. Some camps stayed in town, and others headed out on small adventures, but every day brought plenty of fun. Campers of all ages spent time learning new sports, getting messy with art and science, building LEGO® creations, or expanding their horizons with new skills and knowledge.
As summer came to an end, campers celebrated with one of their favorite traditions: a foam party sendoff that closed the season on a high note.
Willamalane Rec Sports leagues kept the energy high all year, with 230 teams competing in basketball, volleyball, softball, and more. Expanded pickleball leagues and a new flag football season added more ways for adults to stay active and connected.

The Willamalane Park Foundation along with Willamalane staff collaborated to organize and host the second annual After Dark In the Park at Dorris Ranch. The event raised $59,000 for access to programs in a single night, exceeding the fundraising goal.

With support from regional experts involved in the Rivers to Ridges Partnership, Willamalane conducted a successful ecological burn in the prairie at Dorris Ranch. Controlled, routine burning is an essential part of restoring fragile oak habitat, which has evolved over thousands of years to thrive in the presence of frequent, low-intensity fire. These controlled burns also mitigate the risk of uncontrolled wildfires by removing hazardous fuels and invasive species, which in turn increases biodiversity and creates a more resilient landscape. Willamalane is committed to prioritizing the safety of Springfield residents, utilizing best practices, and leveraging regional partnerships.

As part of a collaborative habitat restoration effort, Willamalane planted more than 400 native plants to restore northwestern pond turtle habitat and nearby green stormwater facilities. This work was completed by volunteer crews from Willamalane and the City of Springfield’s stormwater team during Days of Caring, a county-wide action event hosted by United Way of Lane County.

2,377 SUMMER CAMP REGISTRATIONS

Halloween remains one of Willamalane’s most beloved seasons, bringing festive traditions that the community looks forward to every fall. Each year, Camp Putt transforms into a spooky glow-in-the-dark experience all month long for Ghostly Golf. More than 3,000 people took on the glowing greens with their family and friends in 2025, enjoying this uniquely showstopping Halloween experience that continues to grow.
Each year, the filbert harvest signifies the lasting legacy of Dorris Ranch, the first and oldest commercial filbert orchard in the United States. The replanted blight-resistant trees are producing a reliable harvest, with more than 1,000 lbs of filberts collected annually.
A new mural celebrating the landscapes, culture, and history of Lane County was installed in the lobby of Bob Keefer Center in collaboration with artist Liza Burns and partners at Eugene, Cascades & Coast.

Maintaining aquatic facilities requires regular, behind-the-scenes work. Annual closures allow teams to complete inspections, major maintenance, and deep cleaning to keep pools safe and reliable. The roof at Willamalane Park Swim Center received some muchneeded love this year. Additional damage and material delays extended the closure, but the roof replacement will keep the facility safe, operational, and energy efficient long term. The project earned $42,000 in incentive funding from Energy Trust of Oregon.
Splash’s wave chamber also received necessary repairs. Despite rumors that the damage was caused by a shark living in the chambers, the issue was attributed to normal wear.

Fall festivities brought over 2,000 community members to Dorris Ranch for Haunted Hayride, a longtime community favorite. Visitors were welcomed by more than 400 glowing pumpkins, hand-carved by dedicated volunteers and staff. Then, attendees enjoyed a nighttime trailer ride through the orchards, taking in fire dancing, circus arts, and other live performances along the way. Some chose to add extra frights with a visit to the Haunted Tomseth House, which returned for its second year.
NUMBER OF SHARK SIGHTINGS AT SPLASH*
Willamalane added its first electric vehicle to the district fleet with the purchase of a Ford E-Transit van. This purchase reflects the district’s commitment to sustainability and efficiency, with added benefits of lowering fuel and maintenance costs. Staff will also benefit from the van’s built-in power station, enabling them to work more efficiently across the district.

Bob Keefer Center hummed with music, chatter, and creativity during the Holiday Marketplace, where over 100 local small businesses shared their handmade goods and seasonal treats. The annual two-day event has grown significantly over the years, welcoming more than 2,100 shoppers in 2025.
Willamalane received national recognition from the Government Finance Officers Association for excellence in financial reporting and budgeting, reflecting thoughtful stewardship of community tax dollars. These honors recognize a commitment to clear and transparent financial information, allowing the community to see how public funds are managed and invested back into Springfield’s parks, programs, and services.

The community stepped up in 2025 to keep Willamalane’s food pantry stocked for neighbors in need. Donations collected at summer events, Putt for the Pantry, and during a November food drive filled shelves with non-perishable food and personal care items. Staff and volunteers also grew more than 1,600 pounds of produce in the community garden, adding fresh options to the pantry through the spring and summer.
These efforts helped more than 3,000 neighbors access food with dignity. The food pantry is open year-round and available to all community members, regardless of age or income. Participation does not require eligibility screening or documentation.

The 44th annual Turkey Stuffer 5K brought more than 1,200 people together on Thanksgiving morning, filling the course with festive costumes and happy faces.

Tyson Park neighbors played a big role in shaping the upcoming redesign of the park. Feedback from community members on draft designs and the features they most wanted to see in the park informed the final proposed design, which Willamalane presented at a virtual meeting in December after meeting land-use requirements.
The updated park plan includes a new playground, a community garden, a gathering space, emergency access routes, and a new walking and jogging path. Funding for the project comes from nearly $700,000 in grant awards and a $200,000 gift from the Willamalane Park Foundation. Tyson Park updates will be completed in 2026, marking a new chapter for the park and the neighborhood.

26,025 POUNDS OF DONATIONS TO THE FOOD PANTRY
A few times each year, Gateways High School cosmetology students gain valuable experience by welcoming older adults to stop by and receive hair, nail, and other esthetic services at no cost. These joyful gatherings create meaningful connections across generations.
