WHITE BEAR LAKE — A 1.5-mile section of proposed bike trail along South Shore Boulevard could go any two ways; meaning one-way or two-way. As to which way a trail goes, it’s undecided at this point. Traffic experts are still looking and Ramsey County parks people are still listening. One of those listening sessions was held Nov. 16 at South Shore Trinity Lutheran Church, where about 100 people attended a county open house to discuss the boulevard trail. Ramsey County Parks and Recreation Department Director Scott Yonke described the project, part of the Lake Links Regional Trail network. The county is leading the design team, he noted, but much of the work has been driven by the Lake Links Association. “They did a wonderful job getting funding for
this project,” Yonke said. Many decisions have yet to be made, he told those attending. “The goal is not about completing final construction plans; really, this phase is to complete preliminary development plans. What are the potential impacts of the alignment? Should we add retaining walls? What are the potential costs?” The county contracted with HTPO to help with early design work and traffic analysis, focusing on one-way vs. two-way traffic flow. One of the firm’s engineers, Charlie Howley, presented the four options being considered: • Two-way with separated trail. This option has a gap between the trail and roadway, usually a vegetative buffer, that will likely be 6 feet wide. It has the widest footprint with two full, 11-foot traffic lanes and a shared use trail for bicycles SEE LAKE TRAIL, PAGE 8A

After 20 years on the City Council, a civic-minded community proponent is calling it quits. “It’s time,” said Lael Ramaley, who has lived in Mahtomedi her entire life. “I have a nice longevity on the council, but we need some fresh ideas.” When she steps down in January, the lone woman on the council takes decades of experience with her. Not only did she serve the city, she also sat on the School Board for 16 years. Ramaley admits she would have preferred a woman replace her on the council — “we offer a different perspective,” she stated — but she is confident the two newcomers will fill the vacant seats with similar zeal. If she has words of advice for the incoming councilmen, it would be this: “Read the council packets thoroughly before each meeting. There is a lot to learn. They also need to realize the first year will be a learning experience.” Like the mayor, the councilwoman is proud of her roots. She was born and raised in Mahtomedi, which Ramaley believes gives her a special connection to the community. Her parents were Clark and Esther Eaton, and she has a twin brother Grover – named after President SEE SERVICE, PAGE 9A
