Vadnais Heights releases report for Greenhaven Drive project BY ERIK SUCHY STAFF WRITER

The city of Vadnais Heights has conducted a feasibility report for its proposed Greenhaven Drive project and set assessment rates and future hearings. In addition to Greenhaven Drive, the project will include full-depth pavement reclamation of Clearbrook Lane, Greendale Lane and Pondview Court, along with a 10-foot boulevard and trail on the north and east sides of Greenhaven Drive. To accommodate a proposed bituminous trail and stormwater management improvements, the city is proposing to narrow Greenhaven Drive by partially reconstructing the roadway and utilizing as much of the existing road base material as possible. According to the report, partial reconstruction will allow these improvements to meet the Minnesota Department of Transportation’s storm sewer design requirements.

Horizontal and vertical roadway alignment improvements are also proposed in select locations, as are parking bump-outs in three locations along Greenhaven, each containing four parking stalls. Pedestrian ramps along Pondview Court will be made ADA-compliant. Also, minor improvements to drainage and the city’s sanitary sewer, water main and storm sewer systems, as well as water main lining on Clearbrook Lane, will be constructed. Following these repairs, two new layers of bituminous pavement will be placed, and any disturbed turf areas will be restored. All engineering and design services will be provided by SEH, the city’s engineering firm. Public Works Director Jim Hauth noted that the project’s costs were “higher” than budgeted in the report. Funding will come from a combination of sources, including municipal state aid dollars, franchise fees, electrical bills and stormwater, water and sewer enterprise funds. The total fund balance

is $8.55 million; the estimated project cost is $6.75 million. “This project is larger than any we have done from a road standpoint,” said Hauth. "That’s not accounting for the water main lining project that will be running concurrently with this one. We do anticipate a full construction season.” Also in place are several proposed special assessment amounts for different structures along the four streets. Single-family homes and duplexes along Greenhaven Drive, Greendale Lane and Clearbrook Lane are recommended to be assessed at $6,500 per lot. Assessments for quadplexes on Greenhaven Drive are set at $3,250 per unit, while those for octoplexes on the same street are set at $1,625 per unit. Sixplexes and octoplexes along Pondview Court are set at $1,100 per unit. In response to questions from residents about why SEE FEASIBILITY REPORT, PAGE 16

Craig Nasvik, White Bear Lake’s boys golf coach since 1988, was recently inducted into the Minnesota High School Golf Coaches Association Hall of Fame. “Craig is much more than a coach — he’s a role model, a teacher, and a builder of character,” said activities director Brian Peloquin. “His induction into the Hall of Fame is a reflection not only of his incredible success on the course, but also of the countless lives he has touched over the years.” The Hudson, Wisconsin native has also coached Craig Nasvik the Bear girls the last four seasons, and was the wrestling head coach for 35 years before stepping down prior to last season. Nasvik’s ledger with the Bears includes 12 conference championships, 10 state trips, eight times section runner-up, state titles in 2000 and 2024, over 100 state individual qualifiers and two individual state champions: Grant Lissick in 2000 and Andy Paulson in 2004. He was named conference coach of the year 12 times and got the state honor in both championship years.
