County Board OKs Century North amendment

For the past 13 years, the Tour De Bar bicycle ride has been an important annual tradition for the Parnell family. This year it will once again hit closer to home, as Tina (Parnell) Lovett is the event’s beneficiary. Tina, 48, has deep roots in the White Bear Lake community. She and Mike, her husband of 19 years, both grew up in White Bear Lake, attended White Bear Lake schools,
The Washington County Board of Commissioners has approved a contract amendment with KimleyHorn for additional final design services for the Century North (Century Avenue/ East County Line Road) reconstruction project in Mahtomedi and White Bear Lake. Cost-share agreements with all project cost participants for the design and construction of the project improvements will be brought to the Washington County Board for consideration once final construction costs are determined. The Washington County Board approved a $699,990 contract with Kimley-Horn for final design services in September 2025. The scope included project coordination, agency and public involvement, drainage analysis and design, ADA design, construction staging and detour plans, permit applications, construction documents and project cost estimating. Washington County assumed jurisdiction of the former Minnesota Department of Transportation State Highway 120 (Century Avenue North/ East County Line Road), from Wildwood Road (County Highway 12/ Ramsey County Road E) to I-694. Because this segment is a border road, Washington County assumed jurisdiction on the east side in Mahtomedi, and Ramsey County assumed jurisdiction on the west side in White Bear Lake. A reconstruction project has been in the design phase since 2023, after Washington County successfully solicited $7 million in Regional Solicitation funds for improvements to this segment of Century Avenue North/ East County Line Road.
