SHOREVIEW — Every other year, following the most recent election, the Shoreview City Council establishes a list of priorities for the city. This practice was continued in 2025: the council held two workshops earlier this year to establish new priorities for the coming years. “These priorities provide direction to city staff and also help to define the work of the City Council,” said City Manager Brad Martens. “The most recent priories were adopted in 2023 following the 2022 election through the end of last year.” The process for establishing the strategic priorities began with a workshop led by Dave Webb, Ph.D., to discuss what about the city is working well, what is not working as well as it could, and what ideas can be brainstormed to make the city better. “We had a long list of ‘good,’ ‘could be better,’ and ‘ideas to improve Shoreview even further,’” Martens explained. “We looked at that list; there was a little bit of ranking that took place, but ultimately we decided we had to have another session to keep that work moving forward.” Between the first and second workshop, a ranking survey was completed by the council to further refine

Take-Me-Home Library brings ‘sense of normalcy’ to hospital setting Thanks to a new partnership, employees, patients and visitors to M Health Fairview St. John’s Hospital in Maplewood can escape reality while reading a book. Ramsey County Library has launched Take-Me-Home Libraries in five locations — St. John’s, Today’s Harvest in Maplewood, White Bear Lake Area Food Shelf Community Market, Ramsey County

Environmental Center in Roseville and the Ramsey County Mental Health Urgent Care. The program’s goal is to improve access to books and boost literacy throughout the community. “We wanted community members to have access to the books at all times and for them to be free,” said Carly Sanft, an outreach librarian with Ramsey County. “We also want to decrease barriers to books. That will help with anybody who is

replenish the shelves with a diverse collection of books for people of all ages and backgrounds. The majority of the books are donated from the Friends of the Ramsey County Library. “It runs the gamut,” Sanft said. “We've got everything from board books for babies and toddlers all the way up to some reference or nonfiction (for older adults) … It is kind of a treasure hunt.” When looking for locations for the librar-

ies, Sanft says library outreach staff wanted to reach as broad an audience as possible, especially those who do not use libraries. “St. John's is an epicenter where almost anybody in the community, for whatever reason, at one time or another, they end up there,” she explained. “It's a place in the community where you could find any person who you know belongs to any segment of society.” SEE LIBRARY, PAGE 9

having trouble accessing a library building itself.” The program mirrors the “free little libraries” that have become popular. Users of the TakeMe-Home library do not need a library card and can simply grab a book off the shelf. There is no requirement to return it, and users can also drop off books of their own that they don’t want anymore.
