LINO LAKES — A Lino Lakes resident raised concerns at the most recent City Council meeting about the drainage and construction of the residential development known as

Natures Refuge North located north of Natures Refuge, close to the Arena Acres neighborhood. Resident Catherine Decker stated that she believes the city of Lino Lakes, the Rice Creek Watershed District and the developer, M/I Homes, are actively violating

drainage and grading laws. She said she will pursue legal action if the violations are not immediately corrected. According to Decker, the existing condition map and the June 2025 grading plan show the developer has raised the ground elevation 8 feet

higher than the adjoining properties, including hers, and has cut off a pre-existing drainage path that has carried water off of Decker’s property. SEE DEVELOPMENT SITE, PAGE 12

Lino city council, staff discuss golf cart use within city limits BY MADELINE DOLBY EDITOR

LINO LAKES — City staff and the City Council will continue to discuss possible draft changes to existing city ordinance Chapter 807 Subd.03 to allow golf carts on city streets in Lino Lakes, following discussion at a recent workshop. According to Police Chief Curt Boehme, the existing city ordinance allows snowmobiles to operate on city streets at speeds under 15 miles per hour, while all-terrain vehicles (ATVs) are prohibited from operating on any city street. Currently, the ordinance does not address the use of golf carts and since their use is not explicitly permitted, it is prohibited by default. “However, Minnesota state statute does grant the city legal authority to allow, by permit, the use of special vehicles on designated roadways. So, the four different types of vehicles we could regulate are golf carts, ATVs, utility task vehicles and mini trucks,” Boehme said. He noted that in his opinion, city staff should focus on golf carts but understands there might be interest in ATVs as well. According to Boehme, the same legal authority requires the city to establish a permitting process. The permit process requires that the applicant provide proof of insurance for the special vehicle. Boehme said in his research he found the typical permit application includes the name and address of the applicant, the applicant’s driver’s license information, make and model of the vehicle and insurance information for it.

Rice Lake Elementary students honor veterans In honor of Veterans Day, students at Rice Lake Elementary honored family members that have served, past or present, by posting photos of them on the Wall of Honor. On Veterans Day, the school will honor veterans with a short parade inside the school followed by a gathering for visits and students. The Wall of Honor is organized by Rice Lake Elementary’s Parent Teacher Organization.
