Council members raise concerns about regional plan

Council members express concerns on net density Lino Lakes has been identified by the Met Council as a designated Suburban Edge community. Suburban Edge communities include cities, townships and portions of both that are primarily located on the edge of the Metropolitan Service Area (MUSA) and that were primarily developed after the 1990s. Communities designated Suburban Edge are expected to plan for forecasted population and household growth at a minimum average net density of 3.5 units per acre for new development and redevelopment. “That 3.5 units per acre only applies to areas of new growth. So where are you going to accommodate those additional people, additional households that we’ve predicted in your local forecast. And that also is just a net number,” Dvorak explained. Bundle up: Snow Day activities await Visitors line up for a chance to take a ride on a Norwegian kick-sled during the annual Snow Day event at Wargo Nature Center in Lino Lakes. The event, sponsored by the Anoka County and Blaine Parks and Recreation Departments, will take place from 1 to 4 p.m. Saturday, Jan. 31. Participants will have the opportunity to try a variety of outdoor and indoor winter activities including snowshoeing, ice fishing, kick-sledding, winter crafts and a live animal presentation hosted by the Raptor Center.

City Council, Planning and Zoning Board (PNZ) and the Economic Development Authority Committee (EDAC) or a smaller group composed of selected representatives from each body. “I kept PNZ and EDAC involved because it’s a big economic development action, and they’ve started revisiting this. (The) Planning and Zoning Board will ultimately have to deal with the potential land use changes in that area,” Grochala explained.

LINO LAKES — Lino Lakes City Council members have raised a few concerns with the Metropolitan (Met) Council’s Imagine 2050 Plan, and how it will impact the city. “It (Imagine 2050) is a system plan for parks, water resources, transportation, wastewater and (kind of) is a regional bubble for how we can save money and make a sustainable environment and sustainable system for people living in the seven counties,” Met Council District 11 Representative Dr. Gail Cederberg said. District 11 covers the Anoka County cities of Centerville, Columbus and Lino Lakes. The district also covers cities and townships in Ramsey and Washington counties (See pull out box for a full list of district cities and townships). The 2050 regional planning vision, according to Cederberg, is to create a “prosperous, equitable and resilient region with abundant opportunities for all to live, work, play and thrive.” There are five policy plans included in the regional vision. These plans include land use, transportation, water resources, regional parks and housing. Sector Representative Emma Dvorak, who was also present at the work session, presented key elements of Imagine 2050 and its implications for Lino Lakes to city staff and the City Council.

LINO LAKES — The Lino Lakes City Council and city staff members continue to discuss the next steps in the Town Center South Master Plan project. The city has partnered with Tushie Montgomery Architects (TMA) to update the master plan for the Town Center Area, which is located south of I-35W (See “9 acres of land may undergo study on potential development,” Quad Community Press, Dec. 9, 2025).

As part of the approved scope, TMA will facilitate an initial visioning session to launch the planning process. According to Community Development Director Michael Grochala, the purpose of the session will establish project goals, priorities and measurable outcomes. These factors will guide the development of the updated master plan. The council has three options on how they would like to compose the initial planning group. Those options are City Council only,
