Scammers Target Unsuspecting Consumers

ur increasingly connected world is giving scammers more opportunities to connect with unsuspecting consumers, and local authorities, utilities and other businesses are working overtime to keep people informed. They suggest that ‘if you see something, say something,’ is a vigilance adage that can help prevent you, your family or your business from being victimized. “The Federal Trade Commission has been hearing about scammers impersonating utility companies in an effort to get your money,” said Lisa Lake, a federal consumer education specialist. “Your reports help us fight these scams.” Electric cooperatives are among the businesses and consumer organizations supporting Utilities United Against Scams (UUAS). This international consortium of electricity, natural gas, water and sewer providers, and trade and industry associations is sharing information on payment scams, identity theft, sales and service schemes. Imposter scams are the most common type of fraud reported to the Federal Trade Commission (FTC), according to UUAS officials. “Impersonators call homes and small businesses demanding payment for supposedly delinquent bills and threatening to terminate service.” The frequency of the incidents picks up during peak heating and cooling seasons, in part because consumers are most concerned when temperature extremes increase the urgency of maintaining utility service. This is something that WFEC employees have noticed is true. continued on page 4

North Chipley Tips to Avoid Scams & Graceville Scammers can threaten you with everything from shutting off power to your home to legal action. Don't fall victim to these types of scams. Here are a few reminders from WFEC.

• WFEC employees will never show up at your door to demand payment. • Never give personal information to an unknown caller or visitor. Co-op representatives have access to the details they need to service your account. • Demands for immediate payment by wire transfer, cryptocurrency, gift cards or cash reload cards should immediately raise red flags. • If you think you've been contacted by a scammer falsely representing WFEC, please let them know as soon as possible.

Variations on the scam are also becoming more common. Rather than making an initial claim that a consumer owes an outstanding balance, some scammers are now claiming an overpayment is the reason for a telephone call to a consumer. They will make contact in an attempt to get banking information so they can process a refund. “Never give banking information over the phone unless you place the call to a number you know is legitimate,” wrote the FTC’s Lake in an FTC blog. High-pressure demands are a common tactic in many of the schemes. Urging immediate decisions or actions, like immediate payment, particularly by a specific option like a gift card, wire transfer, cell phone or third-party computer app should raise serious concerns. Utility-connected scams are common, because utility services are so common. Lighting, heating, water and sewage services are all essential to modern living, so any threat of service disconnections can provoke a lot of anxiety. Your first defense is personal awareness of your account status, including knowing whether balances are up to date. This is becoming more important as scammers use more automatic dialers or robocalls to phish for potential marks. Use the tools WFEC provides like the mobile app, online bill access and text message updates to confirm if your account is up-to-date. If you ever doubt that someone claiming to represent the cooperative actually does work for WFEC, please call 800-342-7400 to confirm. “If the caller insists you have a past due bill, that’s a big red flag,” said Lake, offering an alternative response. “Contact the utility company directly using the number on your paper bill or on the company’s website. Don’t call any number the caller gave you.” Remember, WFEC will never contact you demanding payment like the utility scammers. It’s also important to remember to never give personal or financial information to someone if you didn’t originally initiate the call.

ri-County Community Council (TCCC) is a private non-profit corporation founded in 1965. It’s a Community Action Agency which develops and implements comprehensive programs to serve the residents of Bay, Holmes, Jackson, Okaloosa, Santa Rosa, Walton and Washington Counties. Their vision is to unite both the public and private sectors to improve the quality of life for individuals, families and communities by enhancing and seeking new opportunities for success with the goal of eliminating poverty, and their mission is to identify and provide needed services to the citizens of the communities served by TCCC. TCCC offers a variety of programs to assist our members. They are:

Each element of this grid requires personnel with specific skills. Those involved in building, repairing and maintaining them have their own work procedures, as well as specialized tools, vehicles and equipment. That can be particularly challenging when major disruptions prompt emergency rebuilds. The pool of workers available to respond to a transmission provider’s needs is relatively small compared to those trained to help a distribution cooperative. To expedite restoration, work plans are plotted to allow reconnection to less damaged sections of the grid that often restore service to the most densely populated areas. Emergency rebuilds present ongoing maintenance challenges that can impact operations for years. New parts and poles are comingled with assets deployed decades ago, and all the changes and updates must be noted and confirmed in the transmission asset database. More visual inspections than would take place under a scheduled rebuild may also be needed. In many cases, the distance from the generating plant to your home's meter is in excess of 100 miles. That is miles of wire, structure and equipment that must be operable before you can flip a switch in your home and have power.

Rebuilding Transmission Lines after Major Storms

torms like the recent Hurricane Sally or the devastating Hurricane Michael, of two years ago, can severely damage the electric grid and leave tens of thousands of meters without power until lines are repaired. Distribution lines are the power lines that deliver electricity from WFEC’s substations to its members’ homes. However, the damage that storms like these cause to transmission systems can present different challenges to the people restoring power. Transmission lines are the lines that move large amounts of electricity from generating plants (owned by PowerSouth Energy Cooperative) to distribution systems (WFEC). After major storms like Hurricane Sally and Hurricane Michael pass through, and it is safe to do so, PowerSouth Energy Cooperative begins damage assessments and the process of rebuilding their damaged lines within hours. While this occurs, WFEC and the surrounding cooperatives are busy assessing the damage to their distribution systems and making repairs in preparation for power being restored to the electric grid. When a derecho swept across the Midwest in early August, Central Iowa Power Cooperative reported outages affecting 58,000 homes and businesses. The storm’s 130mph winds cut a path of destruction across the state estimated at 70 miles wide and 200 miles long. The damage was comparable to losses experienced by our very own generation and transmission cooperative, PowerSouth Energy Cooperative, during PAGE 14

Hurricane Michael. PowerSouth lost 264 transmission structures after Michael made landfall as a Category 5 storm in 2018. The electric power grid is made up of complex parts, deployed and installed over many decades.
