or helping build, sustain and grow your local electric cooperative, you get the credit – capital credits, that is. In March, West Florida Electric Cooperative will retire capital credits in the amount of $635,631.39 to our members across the four counties served by the co-op. You might be wondering what capital credits are. Since WFEC is not-for-profit, any funds left over after bills have been paid go into a capital credits account for each coop member. Then, as your board of trustees determines the co-op is in good financial shape, this capital is paid to the members. Capital credit refunds are to you (our members) what dividends are to stockholders at for-profit companies, a return of capital. Our goal is to provide you with electricity at a price that is as close to cost as possible. That way, more of your money stays in your pocket up front. This year, those who were members in 1991 and for the first six months of 1992 will receive capital credits through a check in the mail – approximately 8,613 checks will be mailed this year. This reflects the member’s investment in the cooperative being returned on a 25 year rotation. 51086001 Those funds have helped us keep our rates reasonable, reduced the amount of money we needed to borrow from outside lenders and to build, maintain and expand a reliable electric distribution system. The Board of Trustees and I are pleased to be able to return capital to our members. As we are celebrating our 80th year of operation this year, we have returned 55 years of accumulated capital credits.

t’s that time of year again. Ballots and election materials for West Florida Electric Cooperative’s Board of Trustee Elections will be mailed on Thursday, March 23. Each WFEC member’s voting packet will arrive in a large white envelope marked: “Annual Election Materials.” This packet will contain everything you will need to exercise your voting rights as a member-owner of WFEC. Seats on the board in Districts 4, 5 and 6 are up for election this year. 69079001 To be eligible to serve on the Board of Trustees, a candidate must be a member of the cooperative, reside in the respective district and meet certain requirements set forth in WFEC’s bylaws. Some qualifications include the ability to become bonded, capability of receiving emails and successfully meeting all the requirements needed to become a National Rural Electric Cooperative Association (NRECA) Credentialed Cooperative Director within 36 months of being elected. Cyber Security & Your Utility

ne of the themes that ran through last year’s presidential campaign is the need to improve the nation’s infrastructure. Electric co-ops have been in the infrastructure development and improvement business for decades and hope to work with leaders in Washington to continue this important progress. 88878001 Co-ops continuously improve the cyber and physical security of our systems and have been leaders in developing and using smart grid technologies. A strong public-private partnership is essential, particularly in the area of cyber security. Electric cooperatives also support a wide range of research activities to help improve our nation’s future energy infrastructure. The U.S. Department of Energy and other agencies remain key partners in advancing this research, as well. When it comes to our nation’s electric, water and power utilities, cyber security needs to be a priority. It is a complex and complicated infrastructure and plays a pivotal role in the delivery and performance of so many of our daily functions and processes. The electricity sector is striving to improve on its history of protecting its assets from security threats, including long-standing programs and protocols designed to protect utility systems. One way utilities are doing this is by incorporating information technology (IT) systems into its operations – commonly referred to as smart grid. This is part of a nationwide effort to improve reliability and efficiency. Utilities also partner with federal, state/provincial and local government and law enforcement agencies in both the United States and Canada to ensure they can respond effectively to any event that may impact operations. Electric cooperatives and other utilities work with one another and the North American Electric Reliability Corporation, the Department of Homeland Security, the Department of Energy and Federal Energy Regulatory Commission on matters of critical infrastructure protection – including sharing information about threats and vulnerabilities related to the bulk electric system. The electric sector will continue partnering with government agencies like this on matters of critical infrastructure protection to improve physical and cyber security for its assets.

Ingredients: 1/4 cup melted butter 2 (12.4 oz.) refrigerated "Cinnabon" cinnamon rolls w/icing 6 eggs 1/2 cup heavy whipping cream 2 teaspoons vanilla 2 teaspoons ground cinnamon 1/8 teaspoon salt 1 cup pecans, chopped 1 cup maple syrup (better to just drizzle some & not use the whole cup) powdered sugar maple syrup

Directions: Preheat oven to 375 degrees. Pour melted butter into an undressed 13"x9" (3 quart) baking dish. Separate both cans of dough into 16 rolls & set icing aside. Cut each roll into 8 pieces and place them over the butter in the baking dish. In a medium bowl, beat eggs, cream, cinnamon, vanilla & salt until well-blended. Gently pour mixture over the rolls & sprinkle with pecans. Drizzle with the syrup. Bake for 25 minutes until golden brown. Cool 15 minutes. Meanwhile, remove covers from icing and microwave on medium (50% power) for 10-15 seconds or until drizzling consistency. Drizzle the icing over the top of the casserole & sprinkle with powdered sugar. Spoon syrup from dish over individual servings. Service with additional syrup, if desired. Makes 6 servings.

2017 Youth Tour & Scholarship Recipients Announced

neads High School junior, Jalen Kenner and Blountstown High School junior, Sofia Coley were named West Florida Electric’s Youth Tour competition winners on Tuesday, February 21. Korbin Haller of Graceville was named the alternate. These students will represent WFEC on the National Rural Electric Youth Tour June 1015, traveling to Washington, D.C. with over 30 other Florida students to join over 1,500 high school juniors representing coops from across the country. Twelve area students participated in the Youth Tour this year. They were: Sheryl Smith, Altha School; Sofia Coley, Blountstown High School; Jaqueline Stewart, Chipley High School; Caleb Reed, Cottondale High School; Korbin Haller, Graceville High School; Kaylee Hatcher, Malone School; Cameron Gray, Marianna High School; Kassyn Williams, Poplar Springs School; Jalen Kenner, Sneads High School; Callie Batey, Vernon High School; Austin Whitehead, Cottonwood High School and Drew Willis, Blountstown High School. Austin Whitehead is the grandson of Susie Johnson, an employee of the cooperative and Drew Willis is the grandson of Ellis Nichols, who serves on the co-op’s board of trustees. These students competed in a separate essay competition for the children and grandchildren or employees and trustees, sponsored by the Florida Rural Electric Cooperative Association. The winner of this essay competition wins a trip to Washington, D.C. and becomes the representative for the rural electric cooperatives of Florida. Both Whitehead and Willis did extremely well in this competition, with Willis bringing home first place and Whitehead being named runner-up.

The cooperative’s Board of Trustees has created a scholarship program linked to Youth Tour participation. Each year, a scholarship of $4,000 to Chipola College is awarded to the highest scoring participant from each county. Participants are ranked on a scale of 100 points using a panel interview process and the following categories: Communication Skills, Knowledge of Subject, Personality, Community Service and Poise/ Appearance. Those scholarship recipients were: Sofia Coley, Calhoun County; Kassyn Williams, Holmes County; Jalen Kenner, Jackson County and Jaqueline Stewart, Washington County. 74935001 The Washington, D.C. Youth Tour Program has been in existence since 1957 when co-ops sent students to Washington, D.C. to work during the summer. By 1964, the program caught on, and the National Rural Electric Cooperative Association (NRECA) began to coordinate the efforts of the co-ops. Since then, thousands of young people have experienced this opportunity. West Florida Electric Cooperative has been sending students to Washington, D. C. and participating in the Youth Tour program since 1979.
