Sixth Annual Doctors Memorial Hospital Foundation Golf Scramble & Golf Ball Drop Fundraiser Friday, April 10, 2015; 9:00 a.m. Dogwood Lakes Golf Club, 1934 Country Club Drive, Bonifay, FL Please join us by participating in Doctors Memorial Hospital Foundation’s four man golf scramble. Shotgun start is at 9:00 a.m., but come early to purchase your mulligans for those not so glorious shots and to be eligible for numerous door prizes! Cost per team is $200 which includes round of golf with cart and lunch. Cash prizes will be awarded for first place ($400), second place ($200) and third place ($100). Prizes will also be given for the longest drive and closest to the pin. Golf Ball Drop tickets are also being sold for a chance to win $500 cash! In this event, numbered golf balls are dropped over a hole and the numbered ball that is closest to, or is the first in the hole wins. Tickets are $10 for one ball, $25 for three, or $50 for seven. Trustee Elections Just Around the Corner

t’s that time of year again. Ballots and election materials for West Florida Electric Cooperative’s Board of Trustee Elections will be mailed on Thursday, March 26. Each WFEC member’s voting packet will arrive in a large white envelope marked: “Annual Election Materials.” This packet will contain everything you will need to exercise your voting rights as a member-owner of WFEC. Seats on the board in Districts 7, 8 and 9 are up for election this year. 32409001 To be eligible to serve on the Board of Trustees, a candidate must be a member of the cooperative, reside in the respective district and meet certain requirements set forth in WFEC’s bylaws. Some qualifications include the ability to become bonded, capability of receiving e-mails and facsimile transmissions and successfully meeting all the requirements needed to become a National Rural Electric Cooperative Association (NRECA) Credentialed Cooperative Director within 36 months of being elected. Trustees serve a three-year term. Each election packet will include: • A letter from J. Philip Tyler, Certified Public Accountant, LLC, the certified public accounting firm that receives and counts all completed ballots and announces the results to ensure fairness. • A nominating committee report listing qualified candidates for the Board of Trustees. • Profiles of each candidate. • An official ballot. • An informational booklet containing the official notice of WFEC’s Member Appreciation Day/Annual Meeting, a map showing the meeting’s location and the minutes of the 2014 Annual Meeting. • A pre-addressed reply envelope. Ballots are due back by Wednesday, April 15, and should be received no later than 5:00 p.m. Ballots received after this deadline will be declared invalid. Do not deliver your ballot to any WFEC office. Please follow the voting procedures listed in the packet you will receive.

That’s why making smart decisions about your home’s heating or cooling can have a big effect on your utility bills and your comfort. Savings can add up quickly when heating and cooling systems are tweaked for maximum efficiency. Installing a programmable thermostat makes it easy to implement changes to lower your electric bill without much time or effort on your part. Programmable thermostats are ideal for people who are away from home during set periods of time throughout the week. Through proper use of pre-programmed settings, a programmable thermostat can save you about $180 every year in energy costs. To decide which model is best for you, think about your schedule and how often you are away from home for regular periods of time—work, school, other activities—and then decide which of the three different models best fits your schedule: 7-day models are best if your daily schedule tends to change; for example, if children are at home earlier on some days. New Water Heater Standards Arrive with Home/Farm (cont.) Warmer Weather

n April 16, the U.S. Department of Energy (DOE) will require higher Energy Factor (EF) ratings on most residential electric, natural gas, oil and tankless water heaters. EF ratings for water heaters are based on how efficiently heat is transferred into the water. Standby heat loss, or the amount of heat lost from the storage tank while it’s sitting idle is another consideration. EF ratings can usually be found on the yellow energy guide tag located on the side of the water heater – the higher the EF, the more efficient the unit. 90257003 These changes will have an impact on how water heaters are designed, manufactured, tested, distributed, and installed, affecting manufacturers, wholesalers, installers and customers alike. Existing water heaters will not require any changes or be impacted by the new regulations. Only new installations and replacements will have to meet the new efficiency standards. So what do these regulations mean for you? 1) You could see an increased initial investment. The initial product or installation costs for new and replacement water heaters will likely be higher, but higher efficiency products offer long-term value through increased energy savings and better lifetime performance. 2) Should you have to replace your water heater, potential relocation might be required. Due to unit size, available space (especially for closet installations) and added technologies, some units may need to be moved. 3) New capacity considerations may impact homeowners. Changes to unit sizing and output may require some homeowners to down size the gallon capacity of their water heater, install multiple units, or make other modifications with the help of a contractor. Electric water heaters will likely require more insulation. This will increase the diameter and/or height of the water heater. Additional insulation may be required for piping and fittings such as drain and T&P valves. Based on current information, the production of 65 and 80 gallon water heaters is likely to stop altogether. The largest capacity electric resistance water heater available may only be 55 gallons. Tank sizes higher than 55 gallons may require the use of heat pumps to produce the hot water. Heat pump water heaters are more expensive and have additional space requirements for installation. They also produce cold air which can aid in cooling your home during the summer, but could cause concerns for small spaces during heating season. Current H20 Plus participants will see no changes to the program in the near future. All water heaters that are in place will continue to meet the standards. In anticipation of these changes, WFEC purchased a large number of water heaters that meet the current efficiency standards and we will continue to install these new units as long as we have water heaters available. The program may require some modifications in the future as there are currently no available options to replace the large capacity (65 & 80 gallon) water heaters. ISSUE MARCH 2015

ikipedia defines strategic planning as “an organization’s process of defining its strategy, or direction, and making decisions on allocating its resources to pursue this strategy.” The Board of Trustees at WFEC recently engaged in exactly that task - laying out the direction and path that WFEC will follow for the next several years. The process is not an easy one and requires a serious commitment of time and effort on behalf of the board. Last year, the Board of Trustees met for three consecutive days with senior management staff and reviewed virtually every operation and process the cooperative is involved with. This detailed review covered all three primary areas of operation including: Engineering and Operations, Finance and Administration and Member Services. After their reviews, the board engaged in a very open dialogue about the future of the cooperative. The results of this planning session gave the staff direction and focus for the next three years. In addition to the specific goals and objectives the board laid out, they also worked with staff to develop new vision and mission statements for the cooperative. All efforts of the cooperative are now measured by the benchmarks identified in these statements. Trees coming into contact with power lines may become energized and if touched, could shock or electrocute someone. 68807003 To reduce tree-related problems, line crews and contractors look for foliage growing under lines, overhanging branches, leaning or other types of “danger” trees and trees growing into lines. This is a job that is never done – by the time crews finish trimming along the 4,000 miles of power lines, vegetation has started growing back at the starting point. This is currently a four to five year cycle. WFEC decides how to trim trees based on the amount of clearance needed around wires, the line voltage, the tree’s growth rate and the rightof-way maintenance cycle (how frequently trimming along the line is performed). Clear right-of-ways give line crews the ability to respond to storm damage with minimal disruption of electricity and allow safe access to the power lines. They also reduce outage times and improve system reliability and reduce safety hazards. When right-of-way (ROW) crews are trimming in your area, there may be several days between ROW cutting & clean-up crews due to inclement weather, equipment failure or other unforeseen circumstances.
