Move Over
Legislation protecting emergency workers was expanded in 2014 to include utility vehicles
A
ll Florida drivers should be aware of the state’s “Move Over” law, enacted in 2002 and amended in 2014. The law states drivers approaching a law enforcement or emergency vehicle parked along the roadway must slow to a speed 20 miles per hour below the posted speed limit if traveling on a twolane roadway. If traveling on a roadway with multiple lanes of traffic in the same direction, drivers must vacate the lane closest to the vehicle as soon as it is safe to do so. 37487001 Drivers may not be aware of an amendment to the law that was effective July 1, 2014. As of this date, the law has been expanded to include sanitation and utility vehicles. The jobs of our line workers are hazardous and can become even more dangerous when they work on the ground around traffic. Let’s work together to follow the law, pay attention, slow down, move over and stay safe.
Specific Requirements: • On a two-lane roadway, you are required to slow to a speed that is 20 miles per hour less than the posted speed limit. • If the speed limit is 20 miles per hour or less, you must slow down to 5 miles per hour. • If driving on an interstate or roadway with multiple lanes of travel in the same direction, you must vacate the lane closest to that vehicle as soon as it is safe to do so. If you are not able to safely move over, you must slow down to 20 mph below the posted speed limit unless directed otherwise by a law enforcement officer. • Violating the Move Over law can result in a fine and points on your license.

WFEC Holds 79th Annual Meeting/ Member Appreciation Day
W
est Florida Electric Cooperative (WFEC) held its 79th Annual Meeting/Member Appreciation Day on Saturday, April 23 in Graceville. The event took place at the Graceville Civic Center from 8:00 a.m. until noon. Many activities were held for members throughout the day including a health fair with screenings for blood sugar, cholesterol and blood pressure. Representatives from Eye Center South conducted vision exams and Covenant Hospice was on hand to share information about home health, and end of life care. Some of the other activities included electrical safety demonstrations and displays from the Panhandle Pioneer Settlement and more. Pony rides, face painting and other children’s activities also took place. 27588001 The Watsons from Cottondale, Florida, entertained the crowd. They are a sixpiece band that sings old Southern Bluegrass Gospel music. John Watson, plays flat top and sings lead. Fred Watson plays lead flat top and sings harmony as well as lead vocals. Judy Cutchins sings harmony while James Fowler plays bass, Mike Sapp plays banjo and Stevie Elam plays mandolin. You can often find members of the band playing at several local Hardee’s restaurants during the week. Member-owners registered for door prizes and enjoyed a great meal provided by Gary’s Southern Grill. In addition to these events members of the cooperative heard from WFEC Executive Vice President & CEO, Russell Dunaway who delivered an address to the crowd. Special guest speaker, Colin Craig of Slocomb, Alabama, spoke about his experience with the National Rural Electric Cooperative Youth Tour program and as a spokesperson for the National Rural Electric Cooperative Association Youth Leadership Council.

ummer is here, school is out and families are gearing up for a few months of fun and relaxation. While summer brings fun in the sun, it can also bring the occasional severe storm. In the event of a power outage, you can trust that West Florida Electric Cooperative (WFEC) is ready to respond. The major cause of most power outages comes from damage to power lines due to falling trees and branches. We work year round – through right-of-way clearing – to ensure power lines in our service territory stand little risk of being damaged by trees, branches or other types of vegetation. Despite our best efforts, during major storms, damage can occur to transmission stations, substations and power lines. When this happens, our first priority is to safely restore power to as many members as possible in the shortest amount of time. We start by mobilizing our line crews and other critical staff. Every phone line available is utilized to take your outage report calls. The big problems are handled first – like damage to transmission lines, which serve thousands of people. These problems must be corrected before we can focus on other areas where more localized damage may have occurred. WFEC’s line crews inspect substations to determine if the problem starts there, or if there could be an issue down the line. If the root of the problem is at the substation, power can be restored to thousands of members. Next, line crews check the service lines that deliver power into neighborhoods and communities. Line crews repair the damaged lines, restoring power to hundreds of people. If you continue to experience an outage, there may be damage to a tap line outside of your home or business. Manufactured Home Living Retrofit your home for efficiency & savings
I
f you live in a manufactured home, chances are you may have a higher energy bill than a family living in a modular or traditional site-built home. The good news is there are many ways you can improve your home’s energy efficiency. First a clarification – some use the term manufactured home and mobile home interchangeably. A mobile home is a factory-built home constructed before 1976 when the U.S. Department of Housing and Urban Development (HUD) set national standards that nearly every manufactured home must meet. Thereafter, factory-built homes were called manufactured homes and are engineered and constructed in accordance with the 1976 federal code administered by HUD. Manufactured homes come in all shapes and sizes. They may be single- or multi-sectioned and are available in various sizes and floor plans. There are many differences between manufactured homes built before 1976 and those built afterward. One of the major differences is in energy efficiency. Those built before federal standards were put in place were generally not as energy efficient as later models. And, while your manufactured home may have been built to the energy efficiency standards of the time, significant progress has been made over the past decades with high-efficiency mechanical equipment, windows, insulation, siding and roofing materials. 84746001 In short, whether your homes is less than five years old or more than 50, most homes can benefit from energy efficiency measures simply due to wear and tear. Sunlight, seasonal temperature changes and wind can increase air leakage. Doors and windows may not close tightly and duct work can leak, wasting cooling and heating energy. The Department of Energy & WFEC recommend the following steps to retrofit your manufactured home and improve energy efficiency: • Install energy-efficient windows and doors – windows should have a U-value of <.30 & Solar Heat Gain Co-efficient (SHGC) of <.30 • Replace insulation in the belly • Install a high SEER heat pump – you may qualify for a rebate through WFEC’s heat pump rebate program, so contact the cooperative before you install a new heat pump to find if you qualify. • Make general repairs – seal bottom board, caulk windows, doors and ducts • Install or seal belly wrap In addition to the measures listed above, consider caulking and weatherstripping windows and doors, particularly if you are not able to replace them with more energy-efficient ones. Properly seal any openings around ducts and plumbing fixtures. Replace light bulbs with CFLs or LEDs and have your heating and cooling system professionally serviced. It is also a good idea to add insulation under the floor and crawl space. Mobile homes usually already have insulation, but they tend to be part filled, which means there is always room for more! The energy experts at West Florida Electric also recommend checking the crawl space and ducts underneath your manufactured home. Make sure you look for loose ducts or joints and use metal Duct Tape to seal them. Adding skirting around the home will also provide a benefit for you. Rest Easy, We’re Prepared for Summer Storms

ummer is here, school is out and families are gearing up for a few months of fun and relaxation. While summer brings fun in the sun, it can also bring the occasional severe storm. In the event of a power outage, you can trust that West Florida Electric Cooperative (WFEC) is ready to respond. The major cause of most power outages comes from damage to power lines due to falling trees and branches. We work year round – through right-of-way clearing – to ensure power lines in our service territory stand little risk of being damaged by trees, branches or other types of vegetation. Despite our best efforts, during major storms, damage can occur to transmission stations, substations and power lines. When this happens, our first priority is to safely restore power to as many members as possible in the shortest amount of time. We start by mobilizing our line crews and other critical staff. Every phone line available is utilized to take your outage report calls. The big problems are handled first – like damage to transmission lines, which serve thousands of people. These problems must be corrected before we can focus on other areas where more localized damage may have occurred. WFEC’s line crews inspect substations to determine if the problem starts there, or if there could be an issue down the line. If the root of the problem is at the substation, power can be restored to thousands of members. Next, line crews check the service lines that deliver power into neighborhoods and communities. Line crews repair the damaged lines, restoring power to hundreds of people. If you continue to experience an outage, there may be damage to a tap line outside of your home or business. Manufactured Home Living Retrofit your home for efficiency & savings
I
f you live in a manufactured home, chances are you may have a higher energy bill than a family living in a modular or traditional site-built home. The good news is there are many ways you can improve your home’s energy efficiency. First a clarification – some use the term manufactured home and mobile home interchangeably. A mobile home is a factory-built home constructed before 1976 when the U.S. Department of Housing and Urban Development (HUD) set national standards that nearly every manufactured home must meet. Thereafter, factory-built homes were called manufactured homes and are engineered and constructed in accordance with the 1976 federal code administered by HUD. Manufactured homes come in all shapes and sizes. They may be single- or multi-sectioned and are available in various sizes and floor plans. There are many differences between manufactured homes built before 1976 and those built afterward. One of the major differences is in energy efficiency. Those built before federal standards were put in place were generally not as energy efficient as later models. And, while your manufactured home may have been built to the energy efficiency standards of the time, significant progress has been made over the past decades with high-efficiency mechanical equipment, windows, insulation, siding and roofing materials. 84746001 In short, whether your homes is less than five years old or more than 50, most homes can benefit from energy efficiency measures simply due to wear and tear. Sunlight, seasonal temperature changes and wind can increase air leakage. Doors and windows may not close tightly and duct work can leak, wasting cooling and heating energy. The Department of Energy & WFEC recommend the following steps to retrofit your manufactured home and improve energy efficiency: • Install energy-efficient windows and doors – windows should have a U-value of <.30 & Solar Heat Gain Co-efficient (SHGC) of <.30 • Replace insulation in the belly • Install a high SEER heat pump – you may qualify for a rebate through WFEC’s heat pump rebate program, so contact the cooperative before you install a new heat pump to find if you qualify. • Make general repairs – seal bottom board, caulk windows, doors and ducts • Install or seal belly wrap In addition to the measures listed above, consider caulking and weatherstripping windows and doors, particularly if you are not able to replace them with more energy-efficient ones. Properly seal any openings around ducts and plumbing fixtures. Replace light bulbs with CFLs or LEDs and have your heating and cooling system professionally serviced. It is also a good idea to add insulation under the floor and crawl space. Mobile homes usually already have insulation, but they tend to be part filled, which means there is always room for more! The energy experts at West Florida Electric also recommend checking the crawl space and ducts underneath your manufactured home. Make sure you look for loose ducts or joints and use metal Duct Tape to seal them. Adding skirting around the home will also provide a benefit for you. Preheat oven to 350 degrees. Combine eggs, milk, garlic, onion, salt, pepper into shallow bowl. Dip eggplant into egg mix & coat in bread crumbs. In large skillet, pour enough oil to cover bottom and 1/4” up the side. Over medium heat, heat & brown eggplant in batches on both sides. Drain on paper towels. Use 13 x 9 inch baking dish & place 3 tablespoons of pasta sauce on bottom. Layer eggplant, Swiss, mozzarella and sauce. Repeat until done. Sprinkle Romano & Parmesan cheese on top. Bake at 350 until cheese melts & heated thoroughly. Approximately 30 minutes. Cut into squares and serve over angel hair pasta with sauce.

WFEC Holds 79th Annual Meeting/ Member Appreciation Day
W
est Florida Electric Cooperative (WFEC) held its 79th Annual Meeting/Member Appreciation Day on Saturday, April 23 in Graceville. The event took place at the Graceville Civic Center from 8:00 a.m. until noon. Many activities were held for members throughout the day including a health fair with screenings for blood sugar, cholesterol and blood pressure. Representatives from Eye Center South conducted vision exams and Covenant Hospice was on hand to share information about home health, and end of life care. Some of the other activities included electrical safety demonstrations and displays from the Panhandle Pioneer Settlement and more. Pony rides, face painting and other children’s activities also took place. 27588001 The Watsons from Cottondale, Florida, entertained the crowd. They are a sixpiece band that sings old Southern Bluegrass Gospel music. John Watson, plays flat top and sings lead. Fred Watson plays lead flat top and sings harmony as well as lead vocals. Judy Cutchins sings harmony while James Fowler plays bass, Mike Sapp plays banjo and Stevie Elam plays mandolin. You can often find members of the band playing at several local Hardee’s restaurants during the week. Member-owners registered for door prizes and enjoyed a great meal provided by Gary’s Southern Grill. In addition to these events members of the cooperative heard from WFEC Executive Vice President & CEO, Russell Dunaway who delivered an address to the crowd. Special guest speaker, Colin Craig of Slocomb, Alabama, spoke about his experience with the National Rural Electric Cooperative Youth Tour program and as a spokesperson for the National Rural Electric Cooperative Association Youth Leadership Council.

Legislation protecting emergency workers was expanded in 2014 to include utility vehicles
A
ll Florida drivers should be aware of the state’s “Move Over” law, enacted in 2002 and amended in 2014. The law states drivers approaching a law enforcement or emergency vehicle parked along the roadway must slow to a speed 20 miles per hour below the posted speed limit if traveling on a twolane roadway. If traveling on a roadway with multiple lanes of traffic in the same direction, drivers must vacate the lane closest to the vehicle as soon as it is safe to do so. 37487001 Drivers may not be aware of an amendment to the law that was effective July 1, 2014. As of this date, the law has been expanded to include sanitation and utility vehicles. The jobs of our line workers are hazardous and can become even more dangerous when they work on the ground around traffic. Let’s work together to follow the law, pay attention, slow down, move over and stay safe.
Specific Requirements: • On a two-lane roadway, you are required to slow to a speed that is 20 miles per hour less than the posted speed limit. • If the speed limit is 20 miles per hour or less, you must slow down to 5 miles per hour. • If driving on an interstate or roadway with multiple lanes of travel in the same direction, you must vacate the lane closest to that vehicle as soon as it is safe to do so. If you are not able to safely move over, you must slow down to 20 mph below the posted speed limit unless directed otherwise by a law enforcement officer. • Violating the Move Over law can result in a fine and points on your license.
