When you’re left in the dark lectric co-ops serve some of the most rugged, remote terrain in the country, covering more than 70 percent of the nation’s landmass, which means co-op linemen have learned how to restore power in incredibly difficult circumstances. Now, we’re restoring power even faster. Collectively, electric co-ops nationwide have reduced the average time without power their members experience by 26 percent since 2011. WFEC is no exception. Our average outage time per member continues to improve. During 2014, the total average outage time per member for the entire year was just 3.088 hours. For the past five years members only averaged a total of 3.81 hours per member, per year. 47266001 Restoring power is a difficult job and must be done safely and strategically. When the lights go out, co-op staff must first assess all damage. During their assessment, they focus on fixing the biggest problems first, prioritizing repairs according to how quickly and safely they can restore power to the largest number of homes. The first step to restoring power begins at the transmission lines. Transmission lines carry power at high voltages from power plants to local substations where the voltage is lowered for safe travel to homes. These lines must be inspected for damage and repaired before any other restoration efforts take place. Secondly, local distribution substations are checked to see if the problem is in the transmission system to the substations or the substations themselves. These distribution substations usually serve hundreds or thousands of co-op members. You also need to know about a dangerous condition called “back feeding” (current that can electrocute or critically injure you or others). This is caused when a portable generator is improperly connected. Back feed onto power lines from a generator could create “hot” power lines during an outage. Linemen who expect the line to be de-energized could be injured. A good way to avoid back feeding is to install a double-pole, double-throw transfer switch. A qualified electrical contractor can install this transfer switch so that back feeding can be prevented. Here are some other safety reminders about generators: • Mark your calendar to remind you to crank your generator monthly to ensure that it is running properly. • Always check your unit thoroughly each new season before you crank it. • Never attempt to repair an electric generator – only a qualified serviceman should perform repairs. • Don’t remove or tamper with safety devices – they are there to protect you and your property. • Many engine parts are very hot during operation – severe burns may result if touched. • Keep children away from generators at all times. • Always properly disconnect from your utility service before starting your backup generator. Take an Energy Detour Why the time you use energy matters to your co-op
R
ush hour traffic can be harrowing at times. Fortunately, this is not a major concern for our members.However, if you have traveled through a major city like Atlanta, hitting traffic duting rush hour, didn’t you wish you’d left an hour earlier or later? That’s what electric cooperatives like WFEC are asking members to do during the electricity use “rush hour,” known as “peak demand.” By working together, co-ops and members are reducing energy use and the higher associated power costs during these high-traffic periods. Electricity can’t be stored easily, so it must be used as soon as it’s generated. As a result, electric co-ops must be ready to supply enough energy to meet spikes in electricity consumption. If energy use could be spread more evenly over time instead of peaking once or twice each day, fewer power plants would be needed. In turn, power costs would level out as well. There’s a certain amount of energy we all use, regardless of whether we’re at home or away. Refrigerators, freezers, water heaters and other steady appliances create base load power requirements – the minimum amount of power your co-op needs to reliably supply all of its members. Of course, we all have energy patterns – television shows to watch, dishes to wash. Lots of consumers tend to use electricity during the same “peak” periods – in the morning to get the kids ready for school, and in the afternoon after work when a home lights up with power-draining activities. And then there’s the interval between those two extremes. Timing Matters Why does WFEC carefully monitor member energy use or “load patterns?” Our price for power rises and falls depending on the type of fuel (coal, natural gas, nuclear, hydro, etc.) used to generate electricity, and the fuel used often depends on when power is needed. For example, generating a steady flow of power with a baseload coal, nuclear or hydro facility costs far less than starting up a natural gas peaking plant on a hot, humid summer weekday afternoon or extremely frigid winter morning. According to the National Rural Electric Cooperative Association, electric co-ops can shave 6 percent of their peak demand – including about 1,440 megawatts of residential load through load management programs like WFEC’s H20 Plus program. H20 Plus is a load control program to shift the times when water heaters use electricity to times of lower demand on the system when electricity is less expensive. 85241001 Besides joining the load management program, there are other things members can do to reduce their demand: • Run large appliances like washing machines, dryers and dishwashers outside the time frame of 5:00 p.m. to 8:00 p.m. on weekdays. • Use the microwave or convection oven instead of the oven or range whenever possible. • Run your pool pump for the minimal amount of hours possible per day (between the hours of 10:00 p.m. and 10:00 a.m.) instead of ISSUE JULY 2015

around the clock. • Turn off all of the unnecessary lights around your home. • Set the thermostat on the water heater to a lower temperature, such as 120 degrees. • Use compact fluorescent or LED light bulbs – they use less electricity and last longer. • When properly set, your programmable thermostat can help reduce your heating and cooling costs by up to 10 percent. • Use ceiling fans to help circulate air and make you feel cooler when you are in a room. In the summer, the blades should rotate to move air down to help produce a cooling breeze. In the winter, air should be moved upwards towards the ceiling to disperse the warm air that tends to accumulate there and distribute it more evenly in the room. • If you replace your refrigerator with an energy efficient one, properly dispose of the old one instead of continuing to use it as a secondary refrigerator. If you do use the old one, avoid keeping it in the garage or other locations that get hot and humid. The refrigerator has to work harder in these areas to keep it cool. • Use the outdoor clothesline to dry items instead of your dryer. It will save you money and make your clothes smell great. Directions: Preheat oven to 350 degrees and grease and flour three nine inch cake pans. In a large mixing bowl, mix Jello, sugar, flour, salt, baking powder and baking soda. After mixing well, add the oil, orange juice, lemon juice, vanilla and eggs. Mix until well combined. Pour batter evenly in the pans and bake for 35-40 minutes. Cool cakes for five minutes, then turn out on cooling rack. For the glaze: while cakes are still hot, mix lime juice and confectioner’s sugar together. Pierce the cake with a fork to allow glaze to soak in better and pour over cakes. Icing: Cream the butter and cream cheese. Beat in confectioners’ sugar until mixture is smooth and easy to spread. Spread icing on the top and side of cake.

Galloway and Averett expressed appreciation for the opportunity to conduct the auditing process for WFEC. They presented the 2014 audit review, reporting that the audit was conducted in accordance with auditing standards generally accepted in the United States of America and the standards applicable to financial audits contained in Governmental Auditing Standards issued by the Comptroller General of the United States. Galloway and Averett provided detailed reviews of the audit report noting there were no material weaknesses or violations of any laws, rules, regulations, contracts or grant agreements. “West Florida Electric is a strong co-op with excellent resources and leadership that allow the co-op to operate efficiently,” said Galloway.

Directions: Preheat oven to 350 degrees and grease and flour three nine inch cake pans. In a large mixing bowl, mix Jello, sugar, flour, salt, baking powder and baking soda. After mixing well, add the oil, orange juice, lemon juice, vanilla and eggs. Mix until well combined. Pour batter evenly in the pans and bake for 35-40 minutes. Cool cakes for five minutes, then turn out on cooling rack. For the glaze: while cakes are still hot, mix lime juice and confectioner’s sugar together. Pierce the cake with a fork to allow glaze to soak in better and pour over cakes. Icing: Cream the butter and cream cheese. Beat in confectioners’ sugar until mixture is smooth and easy to spread. Spread icing on the top and side of cake.

Take an Energy Detour Why the time you use energy matters to your co-op
R
ush hour traffic can be harrowing at times. Fortunately, this is not a major concern for our members.However, if you have traveled through a major city like Atlanta, hitting traffic duting rush hour, didn’t you wish you’d left an hour earlier or later? That’s what electric cooperatives like WFEC are asking members to do during the electricity use “rush hour,” known as “peak demand.” By working together, co-ops and members are reducing energy use and the higher associated power costs during these high-traffic periods. Electricity can’t be stored easily, so it must be used as soon as it’s generated. As a result, electric co-ops must be ready to supply enough energy to meet spikes in electricity consumption. If energy use could be spread more evenly over time instead of peaking once or twice each day, fewer power plants would be needed. In turn, power costs would level out as well. There’s a certain amount of energy we all use, regardless of whether we’re at home or away. Refrigerators, freezers, water heaters and other steady appliances create base load power requirements – the minimum amount of power your co-op needs to reliably supply all of its members. Of course, we all have energy patterns – television shows to watch, dishes to wash. Lots of consumers tend to use electricity during the same “peak” periods – in the morning to get the kids ready for school, and in the afternoon after work when a home lights up with power-draining activities. And then there’s the interval between those two extremes. Timing Matters Why does WFEC carefully monitor member energy use or “load patterns?” Our price for power rises and falls depending on the type of fuel (coal, natural gas, nuclear, hydro, etc.) used to generate electricity, and the fuel used often depends on when power is needed. For example, generating a steady flow of power with a baseload coal, nuclear or hydro facility costs far less than starting up a natural gas peaking plant on a hot, humid summer weekday afternoon or extremely frigid winter morning. According to the National Rural Electric Cooperative Association, electric co-ops can shave 6 percent of their peak demand – including about 1,440 megawatts of residential load through load management programs like WFEC’s H20 Plus program. H20 Plus is a load control program to shift the times when water heaters use electricity to times of lower demand on the system when electricity is less expensive. 85241001 Besides joining the load management program, there are other things members can do to reduce their demand: • Run large appliances like washing machines, dryers and dishwashers outside the time frame of 5:00 p.m. to 8:00 p.m. on weekdays. • Use the microwave or convection oven instead of the oven or range whenever possible. • Run your pool pump for the minimal amount of hours possible per day (between the hours of 10:00 p.m. and 10:00 a.m.) instead of ISSUE JULY 2015

You also need to know about a dangerous condition called “back feeding” (current that can electrocute or critically injure you or others). This is caused when a portable generator is improperly connected. Back feed onto power lines from a generator could create “hot” power lines during an outage. Linemen who expect the line to be de-energized could be injured. A good way to avoid back feeding is to install a double-pole, double-throw transfer switch. A qualified electrical contractor can install this transfer switch so that back feeding can be prevented. Here are some other safety reminders about generators: • Mark your calendar to remind you to crank your generator monthly to ensure that it is running properly. • Always check your unit thoroughly each new season before you crank it. • Never attempt to repair an electric generator – only a qualified serviceman should perform repairs. • Don’t remove or tamper with safety devices – they are there to protect you and your property. • Many engine parts are very hot during operation – severe burns may result if touched. • Keep children away from generators at all times. • Always properly disconnect from your utility service before starting your backup generator. Electric generators can provide you with peace of mind and convenience as long as you don’t take chances with your safety or the safety of others. When you’re left in the dark lectric co-ops serve some of the most rugged, remote terrain in the country, covering more than 70 percent of the nation’s landmass, which means co-op linemen have learned how to restore power in incredibly difficult circumstances. Now, we’re restoring power even faster. Collectively, electric co-ops nationwide have reduced the average time without power their members experience by 26 percent since 2011. WFEC is no exception. Our average outage time per member continues to improve. During 2014, the total average outage time per member for the entire year was just 3.088 hours. For the past five years members only averaged a total of 3.81 hours per member, per year. 47266001 Restoring power is a difficult job and must be done safely and strategically. When the lights go out, co-op staff must first assess all damage. During their assessment, they focus on fixing the biggest problems first, prioritizing repairs according to how quickly and safely they can restore power to the largest number of homes. The first step to restoring power begins at the transmission lines. Transmission lines carry power at high voltages from power plants to local substations where the voltage is lowered for safe travel to homes. These lines must be inspected for damage and repaired before any other restoration efforts take place. Secondly, local distribution substations are checked to see if the problem is in the transmission system to the substations or the substations themselves. These distribution substations usually serve hundreds or thousands of co-op members.
